   Issue of redressal of anomalous and disadvantageous provisions of MACPS for the Subordinate Engineering cadre and similarly placed cadres of CPWD has been taken up with DoPT through several proposals since Me very inception of the scheme but none of the proposals has found favour. This has resulted in great discontent to the Subordinate Engineering cadre of CPWD.

   Above issue was also discussed with you informally on 1.8.2013. It was apprised that individual option to choose either earlier ACPS or MACPS by the employee is the only solution to cater to the concerns of all individuals. A proposal of this Ministry in this regard under consideration in DoPT.

Subject: Implementation of income criteria for dependent parents of Armed Forces Personnel for grant of two family pensions.

Reference: This office Circular No. 400 dated 05.12.2008.

   As per para 11.2 of MOD letter No.-17(4)12008(2)/D(Pen/Pol) dated 12.11.2008 the dependency criteria for the purpose of family pension shall be the minimum family pension along with dearness relief. Now the Ministry of Defence has clarified that the GOI, Ministry of Personnel, PG& Pensions, Department of Pension & Pensioners' welfare no.- 1/11/2011- P&PW(E) dated 30th November 2011 (copy enclosed) is applicable mutatis mutandis on family pensioner of Armed Forces wherein the family pension admissible to beneficiary in respect of one deceased employee/pensioner is not to be counted as income for the purpose of determination of eligibility for another family pension which is admissible in connection with another deceased employee/pensioner. However, any other income/earning of the beneficiary under consideration will be counted towards income for deciding eligibility for family pension.

INDEMNITY BOND FOR SETTLEMENT OF DUPLICATE HOSPITAL BILLS

   We, hereby give an undertaking that the original bills of hospital / diagnostic lab / imaging centre, the ID Nos. of which are appended are said to have been destroyed in a fire accident that took place on 11.08.2013 at UTI-ITSL New Delhi office and that we are now submitting the print outs of scanned copies of the above referred original documents/bills for consideration of payment.

   We also hereby give an undertaking that no claim shall be made against original documents / bills, of which printouts of the scanned copies are submitted herewith and we agree to indemnify against any loss that may be caused to CGHS due to final settlement of these claims on the basis of printouts of scanned documents/bills and this indemnity bond. We further give an undertaking that if original bill(s) is /are found, no claim shall be made against the same and that in the event of any inadvertent payment received against original bills in future, we agree to indemnify against any loss that may have been caused to CGHS due to final settlement of these claims.

   I am posting a letter addressed to Shri K Suresh Kumar, Under Secretary, CS II Section, DoPT returning the proposal for the upgradation of Grade pay of LDC and UDC on the ground given therein. This letter was not attached with the original documents while returning the case to the Association by the CS II. Shri Bipin Kumar Pandey has obtained this letter through RTI and forwarded to me through e-mail.

   In para II it is stated that no anomaly item related to the upgradation of the grade pay of LDC and UDC is pending with the National Anomaly Committee. The matter was discussed with Shri S.K. Vyas, who representing the Confederation in the National Anomaly Committee. Shri Vyas has informed me that 11 additional items including item related to the LDC & UDC, have been admitted for discussion in the National Anomaly Committee. Shri Vyas further said that the assurance of taking up these items in the final meeting of the National Anomaly Committee was given to the Staff Side. But any initiative to conduct the final meeting of the NAC has not been come up from the side of the Government. Thus the statement given by the Deputy Secretary (JCA) is not in match with the statement of Shri Vyas, Member NAC.

   Ministry of Finance (MoF) vide O.M. No. 19024/1/2009-E.IV dated 13.7.2009 inter alia envisaged that in all cases of air travel, both domestic and international, where the Government of India bears the cost of air passage, the officials concerned may travel only by Air India. For travel to stations not connected by Air India, the officials may travel by Air India to the hub/ point closest to their eventual destination, beyond which they may utilize the services of another airline etc. Department of Personnel & Training (DoPT) vide O.M. No.31011/2/2006- Estt.(A) dated 27th July, 2009  had extended the applicability of the MoF’s instructions for LTC purposes. MoF directed that in all cases of deviation of above instructions etc. individual cases be referred to the Ministry of Civil Aviation for relaxation.

.   The President has said there should not be any confrontation between the environment considerations and development requirements. Inaugurating the National Day Education celebration and Jawaharlal Nehru National Science, Mathematics and Environment Exhibition (JNNSMEE) 2013, at Gangtok, Sikkim today, the President Shri Pranab Mukherjee said that it is high time that we redefine the concept of development in a wider prospective and try to find innovative ways on scientific knowledge and mathematical understanding to tackle them.

   Paying rich tribute to the first Education Minister of the country, Maulana Abul Kalam Azad, the President described him as a great visionary, freedom fighter, scholar and eminent educationist. He said it was Maulana Azad who had woven the fabric of a secular, liberal, modern and universal education system. Calling for promotion of innovation, he said it will be the determining factor of growth in the future. In a world marked by resource constraints growth will increasingly depend on technology upgradation. It is the innovation in Science and Technology which can lead to development of new products and processes which could act as a catalyst for growth. B.1 Does all leave period qualify for pension and gratuity?

   All leave for which leave salary is payable qualifies for pension and gratuity. Extraordinary leave (EOL) on medical certificate (MC) also qualifies for pension and gratuity. EOL without MC qualifies only on account of inability to join duty on civil commotion or when granted for a higher scientific & technical study qualifies.

NEW PENSION SYSTEM

NPS.1 The CCS(P) Rules are applicable to govt. servants appointed on or before 31.12.2003.Are the employees who joined pensionable establishments of Govt. of India after 31/12/2003 eligible for any benefits under these rules?

   In accordance with DoP&PW O.M. No. 38/41/06-P&PW(A) dated 5.5.2009 such employees who joined after 31/12/2003 and/or their families may be given the benefit of disability pension or family pension provisionally till the finalization of rules under the National Pension System (NPS) on death/injury.

In exercise of the power conferred by section 17, read with sub-section (1) and sub-section (2) of section 10B, of the West Bengal Central School Service Commission Act, 1997 (West Ben, Act IV of 1997), as subsequently amended, the Governor is hereby pleased to make the following rules, namely:-

1. Short title and commencement

(1) These rules may be called the West Bengal School Service Commission (General Transfer) Rules, 2013.

(2) They shall come into force on the date of publication in the Official Gazette.

2. Definitions

(1) In these rules, unless the context otherwise requires-

(a) “Act” means the Vest Bengal School Service Commission Act, 1997 (West Ben. Act IV of 1997);

(b) ‘”Central Commission” means the West Bengal Central School Service Commission constituted under clause (a) of sub-section (1) of section 3 of the Act;

EPFO Makes Further Progress MORE than 10 Lakh Claims Settled by EPFO in October, 2013 EPFO Stresses on Complaint Resolution.

               The Employees’ Provident Fund Organisation (EPFO) settled 10,21,922 claims during the month of October, 2013.  This number is 28% higher than the claims settled in the month of September, 2013. 72% of these claims were settled within 10 days while remaining 28% were settled within 30 days.  EPFO’s efforts in grievance redressal has paid dividends.  Number of complaints in Central Public Grievances Redressal System (CPGRAM) has come down to less than 100.  No. of grievances in Employees Provident Fund internet Grievance System (EPFiGMS) which has been activated lately have also got reduced from more than 25,000 to less than 5,500. Shri K.K. Jalan, Central Provident Fund Commissioner expressed his happiness over the fact that 108 offices out of 123 offices of EPFO do not have a single complaint pending for more than 30 days.
 
               These data were revealed during  a meeting convened today by the Central Provident Fund Commissioner (CPFC) Shri K.K.Jalan.  He also informed that the Employees’ Provident Fund Organisation got a receipt of 5,689 crores as remittances during the month of October, 2013 through 4.86 lakh establishments, which filed electronic challans cum return. He was also happy to note that a annual account updation software which was launched in September, 2013 has resulted into updation of 8.21 crores annual accounts till October, 2013.

   The issue whether qualification of PG Degree without prosecuting 10+2+3 or 11+1+3 and Under Graduate Degree without prosecuting 10+2 or 11+1 stream of studies obtained by candidates/serving employees for employment/promotion through Open Universities (non-formal/distance education) can be accepted or otherwise has been under consideration of this Ministry.

   This has a reference to the subject cited above and to state that the salary to the staff of Kendriya Vidyalaya Sangathan is being disbursed by Union Bank of India through its web-portal for which adequate funds is regularly remitted to the UBI well in time by the Sangathan. The existing system of disbursal of salary to the staff through UBI Web-portal is not only a hassle free and full proof arrangement but also saves time on both sides. As a result, all employees of Sangathan are getting their salary on the last working day. There are instances where the project authorities failed to remit the funds to Vidyalayas as per the terms & conditions of (MOU) Memorandum of Understanding to meet the Recurring & Non-recurring expenditure including salary that facilitated slight delay in disbursal of salary to the employees of one or two project Vidyalayas. In such cases too, Sangathan initiated necessary action suo motu and provided required funds to meet such contingency.

   1. A Clarification was sought from the Chief Medical Officer (SAG), CGHS Mumbai on the rates at which the claims are settled of CGHS beneficiaries. The CGHS authorities have clarified vide their letter No 3(xiv)3/13 Genl/1958/13 dt 30 Aug 13 that reimbursement at 25% higher rate that the 2002 CGHS rates is applicable to those who have taken treatment in private non empanelled hospital through CGHS in Mumbai.

   2.  The designation with pay scale for various posts of Accounts Cadre shall be as below:-

Consumer Price Index Numbers for Industrial Workers (CPI-IW) September 2013

   According to a press release issued by the Labour Bureau, Ministry of Labour & Employment the All-India CPI-IW for September, 2013 rose by 1 points and pegged at 238 (two hundred and thirty eight). On 1-month percentage change, it increased by 0.42 per cent between August and September compared with 0.47 per cent between the same two months a year ago.

   The largest upward pressure to the change in current index came from Miscellaneous group contributing 0.44 percentage points to the total change. At item level, Arhar Dal, Goat Meat, Dairy Milk, Milk (Cow & Buffalo), Pure Ghee, Snack Saltish, Tea Leaves, Onion, Electricity Charges, Firewood, College Fee, Secondary School Fee, Petrol, Bus Fare, Tailoring Charges etc. are responsible for the rise in index. However, this was compensated to some extent by Wheat, Groundnut Oil, Mustard Oil, Poultry, Ginger, Vegetables and Fruit items, putting downward pressure on the index.

Sub: Revision of minimum rates of wages and variable dearness allowance.

The rates are applicable w.e.f. 01.10.2013.

Highlights of Employment and Unemployment situation in Cities and Towns in India (NSS 66th Round, July 2009- June 2010)

   These highlights are based on the eighth quinquennial survey on employment and unemployment conducted in the 66th round of NSS during July 2009 to June 2010. The survey was spread over 7,402 villages and 5,252 urban blocks covering 1, 00,957 households (59,129 in rural areas and 41,828 in urban areas) and enumerating 4, 59,784 persons (2, 81,327 in rural areas and 1, 78,457 in urban areas). Employment and unemployment were measured with three different approaches, viz. usual status with a reference period of one year, current weekly status with one week reference period and current daily status based on the daily activity pursued during each day of the reference week. Unless otherwise stated, usual status workers will mean all workers taking into consideration the usual principal and subsidiary status together. In this report, estimates of the employment and unemployment indicators are presented for each of the class 1 cities in India. The corresponding estimates are also presented for each State/UT for three size classes of towns, as per Population Census 2001, viz. class 1 cities (with population one million and above), class 2 towns (with population 50,000 to one million) and class 3 towns (with population less than 50,000).

   Some of the key findings of the 66th round of NSS survey on employment and unemployment conducted during July 2009 to June 2010 are stated below:

PUNJAB Govt. Hikes 8% DA FOR EMPLOYEES and PENSIONERS.

   With Diwali round the corner, Punjab Government on Friday gifted bonanza for its employees announcing the much-awaited eight per cent hike in Dearness Allowance (DA) payable to State Government employees and pensioners which was due from January 2013.

   The increased DA would be affected from July 1, 2013, which would further enhance the DA to 80% from present 72% of the basic pay, said an official spokesman. State Government employees have been pressing the Government for disbursing DA. Spokesman said that the enhanced DA would be paid along with the pay from Oct month and the remaining enhanced DA from July 2013 to September 2013 would be paid in cash to employees and pensioners. The spokesman clarified that the decision about the pending payment of enhanced DA from January to June 2013 would be taken later.

UTTARAKHAND Govt. Announces 10% DA Hike for State Government Employees.

   Following the demand of State Government employees, the State Government has given 10 per cent increment in dearness allowance for State employees. Besides this, an ad hoc bonus for 30 days has been approved for State workers and casual/daily wage workers of aided educational and technical institutions. Besides it, chief minister has announced Rs1,000 bonus to the Aaganwari and Asha workers on Thursday.

    Workers of regional corporations, aided educational and technical institutions and urban corporations whose remuneration have been revised/unrevised since 1.1.2006, will be eligible for the increase in dearness allowance, to be calculated from July 01. Uttarakhand Finance Department’s Government Order No. 557/xxvii(7)02/2013 dated 24 October, 2013 increases the dearness allowance of state employees working on revised remuneration, including workers of regional corporations, aided educational and technical institutions and urban corporations, effective from 01 July, 2013  from 80 per cent to 90 per cent. The same order also increases the dearness allowance of state employees working on unrevised remuneration by 17 per cent, from 166 per cent of the basic salary to 183 per cent of the basic salary.
