Sub: Revision of guidelines for allotment of government accommodation from General Pool to the Political Parties.

   The Directorate of Estates, Ministry of Urban Development had issued the revised guidelines for allotment of government accommodation from general pool to Political parties vide O.M.No.12014/2/96-pol.II dated 20.7.2000. These guidelines have been reviewed by the competent authority and it has been decided to modify para 1 (iii) of the aforesaid O.M. dated 20.7.2000. After modification the revised guidelines shall be as under:

Consumer Price Index Numbers for Industrial Workers (CPI-IW) July 2013

   According to a press release issued today by the Labour Bureau, Ministry of Labour & Employment the All-India CPI-IW for July, 2013 rose by 4 points and pegged at 235 (two hundred and thirty five). On 1-month percentage change, it increased by 1.73 per cent between June and July compared with 1.92 per cent between the same two months a year ago.

   The largest upward pressure to the change in current index came from Food group contributing 1.99 percentage points to the total change. At item level, Rice, Fish Fresh, Goat Meat, Milk, Onions, Chillies Green, Potato, Tomato & other Vegetables. Electricity Charges, Firewood, Bus Fare, Petrol, etc. are responsible for the rise in index. However, this was compensated to some extent by Groundnut Oil, Primary and secondary School Fees putting downward pressure on the index.

   The year-on-year inflation measured by monthly CPI-IW stood at 10.85 per cent for July, 2013 as compared to 11.63 per cent for the previous month and 9.84 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 14.10 per cent against 14.86 per cent of the previous month and 11.27 per cent during the corresponding month of the previous year.

Funds for Unani under CGHS.

   Like other systems of medicine practiced under CGHS, Unani division has also a set and transparent system of procurement of medicines. Procurement of Unani medicines is done from three Sources:-

   1. IMPCL: for bulk purchase of 94 Unani Medicines. IMPCL is a Public Sector Undertaking (PSU) which supplies medicines at the rates fixed by the Office of Chief Advisor Cost, Department of Expenditure, and Ministry of Finance. There is no requirement of tendering to procure medicines from M/s IMPCL.
 
   2. From Private Manufacturers: through open tendering-both for Generic & branded items.
 
   3. Authorized Local Chemist (ALC):  medicines which are not available in the dispensary or store are procured through Authorized Local Chemist. Local Purchase system is a stop gap method for daily need. Authorized Local Chemist is appointed after following the due codal provisions.

Grievances Related to Family Pension.

   As on 23.08.2013, no grievance relating to non-payment of arrears of family pension which are registered in System in pending at CPAO level.

   As per information available with the Central Pension Accounting Office (CPAO), during the period from 25.03.2011 to 22.08.2013, 541 numbers of grievances relating to family pension were registered with CPAO. Out of these, 200 numbers of grievances were registered during the current year 2013.

(Allowance) dated 18th June, 2012 wherein the grant of Risk Allowance was extended at the then existing rates beyond 30.06.2012 and upto 31.12.2012. Subsequently, vide this Department’s O.M. No.21012/01/2010-Estt. (Allowance) dated October 18, 2012 the rates of Risk Allowance were revised with effect from 1st September, 2008, implying that grant of Risk Allowance would be at revised rates w.e.f. 1st September, 2008 onwards. Digital Signatures Under EPFO.

   The Employees Provident Fund Organisation (EPFO) has not made it mandatory for all employers with more than 1000 workers to send their digital signatures to the EPFO.

   However, Employees’ Provident Fund Organisation (EPFO) is implementing the facility for online claim settlement in respect of transfer claims. This facility is optional and the claims can either be filed on line or through physical form. The system will be made operative after digital signature of willing employer or his representative is registered with EPFO. Necessary communication to this effect has already been sent to all employers and the process of registration of digital signature has also begun.

   The undersigned is directed to refer to this department’s O.M. No. Fin (Pen)B(10)-6/98-III dated lst October, 2012 sanctioning one instalment of dearness relief with effect from 01-07-2012 and to say that the Governor, Himachal Pradesh is pleased to decide that dearness relief payable to the Himachal Pradesh Government Pensioners/Family Pensioners shall be enhanced from the existing rate of 72% to 80% w.e.f. 01-01-2013.

   2. Payment of Dearness relief involving a fraction of a rupee shall be rounded off to the next higher rupee.

Subject:- Grant of advance for professional courses of children of Govt. employees-inclusion of some courses for the purpose.

   In continuation of this department O.M. of even number dated l8th April, 20l2 and dated 28th August,20l2 on the subject cited above, the undersigned is directed to say that the Education Advance/Loan @ Rs.75,000/- for one child (son or daughter) to the govt. servants shall also be granted for the following courses:-

Service Provided by CGHS.

This Ministry has been receiving complaints/grievances in respect of the following major aspects.
 
   1.Administrative:- Misbehavior by medical and paramedical staff, Shortage of staff,  Punctuality etc.
 
   2. Technical:- Delay in settlement of medical reimbursement claims (MRCs),  Supply of substitute medicines instead of the prescribed by the Govt. specialists, Delay in supply of indented medicines, etc.
 
   3. Related to empanelled hospitals:
Denial of credit facility, Misbehavior of hospital doctors/staff, overcharging, etc.
 
   4. Related to Internet accessibility
Disruption in services due to breakdown in internet connectivity,  etc.
 
To redress the grievances/complaints, the following steps have been taken:

Treatment from CGHS Empanelled Hospitals.

   As per the existing guidelines, a CGHS beneficiary is required to obtain permission from his administrative Department / Office or CMO in charge (in case of pensioner beneficiary) to avail medical treatment in a CGHS empanelled private hospital. However, in case of emergency he can go to any hospital whether empanelled or not, to avail medical treatment. This provision is necessary to ensure proper medical treatment of a CGHS beneficiary in consultation with the Government specialists. This is also a measure of ‘checks and balances’ to ensure financial propriety and optimum utilization of public money.

   This Ministry has been receiving representations from the individuals; Pensioners Associations etc. to allow the CGHS beneficiaries to take treatment from the CGHS empanelled private hospitals without obtaining the requisite permission. However, their requests have not been acceded to as the present referral system is considered necessary in the interest of the beneficiaries and it is also necessary as a check and balance measure to ensure financial propriety.

Dental Clinics in CGHS Dispensaries

   The dental services in CGHS Delhi have been outsourced in 13 Wellness centres (5 under Central Zone and 8 under South Zone) for 22 dental procedures. The location wise details are at Annexure-A.


   The details of payments made to the service provider in respect of these clinics from the starting of the services till July, 2013 are at Annexure-B.


   No specific complaint has been reported about irregularities committed by the dental clinics in connivance of CGHS officials. However, deficiency in services has been reported from the beneficiaries. An Inspection Committee has been constituted for regular inspection of the dental units to ensure proper delivery of services as per the terms and conditions of the agreement.

Narayansamy Launches RTI Online Web Portal.

   Union Minister of State for Personnel, Public Grievances & Pensions and Prime Minister’s Office Shri V Narayanasamy has said that rtionline web portal is another milestone in the regime of RTI that will further promote participation of our citizens in the process of governance and policy making decisions of the Government.Speaking at the launch of the portal in New Delhi today he said though presently this facility has been provided to Central Ministries, DoPT will consider extending this facility to the subordinate and attached offices of Central Government also. The Minister also appealed to the State Governments to consider developing similar facility of filing online RTI applications. Referring to the RTI Act as one of the biggest achievements of our democracy, Shri Narayansamy said that it has empowered the citizenry in an unprecedented manner to participate in nation building by promoting transparency and accountability in the working of every public authority.

   The rtionline web portal has been developed by National Informatics Centre (NIC) at the initiative of Department of Personnel and Training. The url of this portal is https://rtionline.gov.in.

Aadhaar Card as Address Proof

   Reserve Bank of India (RBI) has notified that the Aadhaar Card is a valid proof for opening of a bank account under the Know Your Customer (KYC) scheme.

   RBI vide its circular dated 28.09.2011 has advised banks to accept the Aadhar letter issued by Unique Identification Authority of India (UIDAI) as an officially valid document for opening bank accounts without any limitations applicable to small accounts.

   Today is certainly a day of joy for us. But on this celebration of independence we also feel pain in our hearts that our brothers and sisters in Uttarakhand had to face devastation about two months back. Our deepest sympathies are with all the families that suffered loss of life or property. I want to assure the people of Uttarakhand today that the whole country stands with them in this moment of crisis. Our government is working with all the resources at its command to rehabilitate those whose houses have been destroyed and rebuild damaged infrastructure.

    1. KV Students: Admissions in different streams viz. Science, Commerce, Humanities of Class XI in KVs for KV students who have passed Class X will be regulated as follows:

Simplification of Procedure for Payment of Family Pension to Permanently Disabled Children/Siblings and Dependent Parents.

   The current Pension Rules provide that after the death of pensioner and his/her spouse a fresh Pension Payment Order would be issued for children and dependent parents for grant of family pension to them. Difficulties were being faced by disabled children/siblings and old parents in getting the family pension sanctioned after the death of the employee/pensioner.

   The Government has therefore decided that an employee/pensioner/family pensioner may at anytime make a request to the Appointing Authority for advance approval to the grant of family pension for life to a permanently disabled child/sibling or dependent parents. On the basis of this approval, authorisation shall be made in the original Pension Payment Order (PPO) at the time of retirement or by issuing a revised authority. The permanently disabled child/sibling/ dependent parents will receive family pension at the appropriate time, i.e., after the death of employee/pensioner and/or after the death/ineligibility of any other member in the family who was eligible to receive family pension prior to the disabled child/sibling/dependent parents.

   In continuation of this Department's O.M. of even number dated 22/04/2013, it is intimated that the facility of RTI online web portal has been extended to 37 Ministries/Departments of Government of India, so far (list enclosed). This facility would be extended to all the remaining Ministries/Departments of Government of India with effect from 21st August, 2013. This facility is presently not proposed to be extended for field offices/attached/subordinate offices.

Data of Members under Employees’ Provident Fund Organization (EPFO)

   Employees’ Provident Fund Organisation (EPFO) has date of birth details for more than 4 crore members out of a total members of 8.87 crore as on 01.08.2013. Web facility has been provided to the Employers to upload the date of birth details of all employees. Further, Field Offices of EPFO have been directed to ask Employers to upload these details.

   Providing Annual Statement of Accounts (Account Slips) to the members of EPF is already in place. Para 73(1) of the EPF Scheme 1952 lays down that a statement of account in respect of each member through his last employer to be sent after the close of each year.

   Besides, the following facilities have also been provided for the PF members to know their PF balance:

MCM Grade Pay Issue in Ordnance Establishments - Granting of 4600 Grade Pay to Master Craftsman (MCM) on 3rd MACP for Defence Civilians Employees.

   Brief about Master Craftsman granting MACP – III to Rs.4600/- Grade Pay in Defence Master Craftsman in Defence were drawing the pay scale Rs.4500 – 7000 prior to 01.01.2006.

   Through Fast Track committee on the recommendations of 6th CPC, Master craftsman (MCM) were upgraded to Rs.4200/- Grade Pay w.e.f. 01.01.2006 at par with Railways – vide M of D letter No.11 (5)/2009-D(Civ-I) dt 14.06.2010 and the re-structuring of Artisans were implemented by introducing 4 grade structure i.e., Skilled, HS Grade – II, HS Grade-I and MCM with a ratio of 45 : 20.625 : 20.625 : 13.75% respectively.

   Principle Controller of Accounts Fys (PC of A(FYS), Kolkatta vide their letter No.Pay/Tech-II/04/2011/15 dated 26.10.2011 and 12.12.2011 clarified that the Industrial Employees who become MCM before 01.01.2006 is eligible for 3rd MACP in the Grade Pay of Rs.4600/-.

   The undersigned is directed by order of the Governor to say that in order to provide some relief to the State Government Pensioners during the ensuing festivals, the Governor has been pleased to decide that all State Government Pensioners including the holders of provisional pension who retired prior to 30.9.2012 and also the pensioners who retired or died after 30.9.2012 but prior to 01.09.2013 and whose basic pension plus relief on pension as on March 31, 2013 did not exceed Rs. 22000/-(Rupees twenty two thousand) only and are not eligible for ad-hoc bonus shall be paid an ex-gratia grant of Rs. 1000/- (Rupees One thousand) only in lump per head.

   2. The charge is debitable to the head “2071-Pensions and other retirement Benefits-0l Civil-800-other Expenditure-NP-001-fund required for meeting other expenditure-V-04-Pension / Gratuities” during the current financial year.

Reservation Policy : Revision of Income limit of Creamy Layer for OBCs.

   The Government has increased the income criterion for the persons to avail reservation benefits for Other Backward Classes from Rs. 4.5 lakh to Rs. 6 lakh per annum with effect from 16.05.2013.

   The increase in the income limit to exclude Creamy Layer is in keeping with the increase in the Consumer Price Index.

Ticketing Through Non-Internet Based Mobile Phones.

   A pilot project of ticketing through non-internet based mobile phones has been launched by IRCTC on 1st July 2013.  The salient features of the scheme are as follows:-

·        There is no need of internet at any stage, viz. booking, payment, cancellation etc.

·        The user gets ticket details Short Messaging Service (SMS) instantly.

·        SMS along with Photo Identity Card in original can be used to travel, no printout of the ticket is required.
 
          The steps taken to popularize the booking of tickets through non-internet based mobile phones through SMS mode are as follows:

   The Unit Run Canteen employees are getting paid as per the rules regulating the terms and conditions of the services of the civilian employees of the URCs, issued by Army Headquarters in April 2003. These rules were made as per the directions of Hon`ble Supreme Court.

   It has been held by the Hon`ble Supreme Court in its order dated 28-4-2009, in the case of R.R. Pillai Vs the commanding officer HQ SAC(U), that employees of the URC are not government servant.

Impact of FDI in Defence Sector on National Security


   FDI up to 26% is permissible in the defence sector, subject to licensing. However, wherever FDI beyond 26% is likely to result in access to modern and state-of-the-art technology into the country, decisions can be taken to allow higher FDI on a case-to-case basis with approval of the Cabinet Committee on Security.

   All such concerns shall be addressed while taking approval from Cabinet Committee on Security on a case-to-case basis.

In response to the representations received an inspection of Jain Neurological Centre, Jagriti Enclave was carried out on 23.5.2013 by a team of CGHS officers to ascertain whether the deficiencies pointed out in the earlier inspection were rectified or not.

Min of Labour & Employment: Payment of Minimum Wages

   Under the provisions of the Minimum Wages Act, 1948 (M W Act) both the Central and State Governments are the appropriate Governments to fix and revise the minimum wages in the scheduled employments under their respective jurisdiction.

   Rates fixed in the Central sphere are applicable to establishments under Central Government/CPSUs in various States including Delhi. A copy of the Minimum rates of wages applicable in different scheduled employments under Central Sphere w.e.f.1.4.2013 is enclosed(Annexure-I).
 
   To compensate the effect of soaring prices, the concept of Variable Dearness Allowance (VDA) was introduced on the basis of recommendations of the Labour Ministers’ Conference held in 1988. Accordingly, VDA is revised periodically twice a year effective on April and October.
 
   Workers under various Delhi Government institutions/corporations fall under the jurisdiction of Labour Department, NCT of Delhi. The Ministry of Labour and Employment has not received any complaint for non-payment of minimum wages, insurance facilities, health facilities etc. in Delhi Government.

Medical Services in Armed Forces

   Some specialist doctors leave Armed Forces Medical Services (AFMS) prematurely. However, the attrition level of specialist doctors is showing a declining trend from 2010 onwards. The attrition level of specialists and super specialists in AFMS which was 2.9% in 2010 declined to 1.8% in 2011 and 1.7% in 2012.

   For retaining specialist doctors additional marks are awarded for professional qualifications while considering them for promotions by the concerned Promotion Boards. In addition they are retained in specialty related appointments as far as possible.

Expected Dearness allowance from July 2013.

   It is now confirmed that the rate of Dearness Allowance from July 2013 will be increased by 10% according to the AICPIN average for the past twelve months starting from July 2012 to June 2013.The Consumer Price Index Number for the month of June 2013 is released on 31st July 2013 by Labour Bureau, Ministry of Labour and Employment  in its Official site.

   All the central government employees will not be interested to know about the CPI numbers if it has no role in the calculation to obtain the rate of dearness allowance paid to central government employees. Since the dearness allowance is paid to central government employees to compensate the price rise, the AICPI numbers is the only factor to measure the increase in the prices of essential commodities. So the AICPIN for Industrial Workers is obviously inevitable part of the formula prescribed for calculating the rate of dearness allowance to be paid to central government employees.

   It is not only for central government employees, but all the state government employees have also been paid the same rate of dearness allowance. Once it is declared by the central government, all the state governments have no other go than to fallow it. That is why the AICPIN for Industrial workers has been watched keenly by all the central Government Employees and state government employees every month.

Central Government Employees Retirement Age, Cabinet decision to increase retirement age deferred.

   The government may make the anouncement in the Prime Minister's 15 August address

   A proposal to increase the retirement age of government employees from 60 to 62 years came to the Cabinet on Thursday but a decision was deferred. The government might make the announcement in the Prime Minister’s Independence Day address, his last before general elections in 2014. The ministry of personnel, public grievances and pensions has proposed an increase in retirement age of government employees from 60 to 62 years, top sources confirmed.

   There are around five million central government employees in India. The previous occassion the government raised the retirement age of central government employees was in 1998, from 58 to 60 years. The move is meant to ease the financial burden on the government in terms of its pension liabilities, sources said.

   The undersigned is directed to invite reference to the empanelment of hospitals under CGHS vide Ministry of Health and Family Welfare's Office Memorandum No: S.11011/23/2009-CGHS D.II/Hospital Cell (Part IX) dated 14.02.2013, vide which 'Continuous Empanelment Scheme' for private hospitals (including dental clinics and eye centres), diagnostic laboratories and Imaging Centres under CGHS was revived with a view to empanel more health care institutions for CGHS beneficiaries. Accordingly, after following due process, a list of following hospitals (including dental clinics and eye centres), diagnostic centres and Imaging centres has been finalized as per terms and conditions laid down in the O.M. referred to above as well as signing of MOA and execution of performance Bank Guarantee by them signifying acceptance of terms and conditions of empanelment and rates notified by CGHS in 2010 & in OM No. Misc.1002/2006/CGHS(R&H)/ CGHS (P) dated 7/2/2013.

Subject: Period of retention of General Pool accommodation on retirement of allottees - Regarding

   Consequent upon amendments in Supplementary Rules 317-B-11 and 317-B-22 of Allotment of Government Residences (General Pool in Delhi) Rules, 1963 vide Notification of even number dated 19.6.2013, the permissible period of retention of General Pool accommodation to the allottees who retire on or after 23.4.2013, is as under:-

   (a) In cases of accommodation allotted prior to 01.07.2013: 2 months on normal licence fee, another 2 months on double of the normal licence fee, further 2 months on four times of the normal licence fee and subsequent 2 months on six times of the normal licence fee.

Civil Services (Preliminary) Exmination, 2013- Result Announced.


 
            On the basis of the result of the Civil Services (Preliminary) Examination, 2013 held on 26.05.2013, the candidates with the following Roll Numbers have qualified for admission to the Civil Services (Main) Examination, 2013.
 
            The candidature of these candidates is provisional. In accordance with the Rules of the Examination, all these candidates have to apply again in the Detailed Application Form DAF (CSM), for CS(Main) Examination, 2013 which would be available on the website of the Union Public Service Commission www.upsc.gov.inHYPERLINK "http://www.upsc.gov.in/". All the qualified candidates are advised to fill up the DAF (CSM) and submit the same ONLINE for admission to the Civil Services (Main) Examination, 2013 to be held from 1st December 2013. The DAF (CSM) will be available on the website of the Commission from 20th August, 2013 till 11.59 PM on 10th September 2013.  Important instructions regarding filling up of the DAF (CSM) and submitting the same ONLINE to the Commission would also be available on the website. Subject: Children Education Allowance - Reimbursement of Examination Fee.

   Subsequent to issue of Department of Personnel & Training’s O.M.No.12011/03/2008-Estt.(Allowance) dated 2nd September, 2008, and subsequent clarifications issued from time to time on the subject cited above, a number of references have been received on reimbursement of 'examination fee'. After due consideration of the references, in consultation with the Ministry of Finance, Department of Expenditure, it has been agreed to allow reimbursement of 'examination fee' as part of reimbursable items as indicated in para 1(e) of O.M. dated 2nd September, 2008, with effect from the current academic year, subject to the fulfillment of other existing conditions.
