Sub: Outsourcing of Specialist Medical Services.

   A number of references were received in HQrs. office seeking clarification on outsourcing of medical services in the Armed forces and accordingly the matter has been reviewed denovo.

   2.    On a careful examination of the list of services which can be outsourced (refer Part IV and Annexure III of Govt. letter dated 13.04.2012), it is observed that there are certain overlapping areas and certain services which were being outsourced have not been included in the current list of services. However, it does not imply that these can not be outsourced now. The guiding factor is that the outsourcing should be confined to the ‘non-core’ areas. However, if the necessity of a non core service has been established, outsourcing of the same may be allowed. Further, under AMC in Part IV, Technical Medical Services can be outsourced, which can also be interpreted to include specialist medical services. It is, therefore, felt that outsourcing the services of specialists existed prior to the issue of Govt. Order dated 13th April 2012 and the Govt. Letter dated 13.04.12 has since been issued to streamline the system of outsourcing.

Promotion of Clerks/Typists to the grade of Auditors on passing of SAS Part-I Examination (New Syllabus) held on April 2013.

Sub: - Promotion of Clerks/Typists to the grade of Auditors on passing of SAS Part-I Examination (New Syllabus) held on April 2013

   Result of SAS Part-I Examination (New Syllabus) held in April 2013 has been declared and circulated to all PCsDS/CsDA under Circular No. AN/SAS/16101 /SAS-I/ April/ 2013/ Result dated 08/05/2013.

   As such, the PCsDS/CsDA are requested to convene a DPC and furnish adjudication Report along with DPC proceedings in the proforma enclosed in respect of those Clerks/Typists, who have passed SAS Part-I examination held in April 2013, on the basis of ACRs for the year 2009-10, 2010-11, 2011-12 respectively, so as to reach this HQrs Office latest by 07/06/2013. While adjudicating the cases the criteria laid down in our circular letter Nos. 0636/AN/D-IV dated 22.08.73 and 0632/AN/F dated 04.12.73 may be kept in view.

   All Review/left over cases/Unfit cases/sealed cover cases, if any, in respect of SAS Part-I passed clerks may also be furnished. NIL report is also required.

PAYMENT OF LEAVE ENCASHMENT AS LTC ADVANCE

Subject : PAYMENT OF LEAVE ENCASHMENT AS LTC ADVANCE

Sir,
   1. I am directed to refer to GOI, MoD letter No.12647/Q Mov C/2610/D(Mov)/98 dated 11 Sep 98 as amended vide corrigendum No.B/33931/AG/PS-2(b)/3343/D(Mov)/99 dated 10 Dec 99 and GOI, MoD letter No.12647/LTC/Mov C/2970/D(Mov)/08 dated 17 Dec 2008 which authorise encashment of annual leave up to 10 days along with LTC to the extent of total 60 days in a career span to cover incidental expenses incurred on travel by service personnel.

   2. Since the Govt. orders do not specify the time frame to be maintained while disbursing advance payment of leave encashment with LTC, a clarification was sought by CGDA from DoPT.

   3. Now, DoPT vide their OM No.14028/2/2012-Estt-Estt.(L) dated 26 Jun 12 (copy enclosed) have clarified that the benefit of leave encashment on LTC may be allowed 60 days before proposed date of outward journey.

   4, In view of the above clarification by DoPT, sanction of competent authority is hereby accorded for extension of DoPT instructions dated 26 Jun 12 as in para 1 above for all service pers also.

   5. This issues with concurrence of Ministry of Defence (Finance/QA) vide their ID No. 9(2)/98/76/QA dated 11 Feb 2013.

Subject :- Grant of dual (two) family pension from military as well as Civil employment.

   Consequent upon issue of GOI,MOD No. 01(05)/2010-D(pen/Pol) dated 17.01.2013 (copy enclosed as Annexure) family of Armed forces officers who got reemployed in Civil Dept/PSUs/ Autonomous bodies/ Local funds of central/state Govt. after getting retired from military service and were in receipt of military pension till death , shall be allowed to draw family pension from military service in addition to the family pension, if any authorized from the reemployed civil Dept. subject to fulfillment of other prescribed conditions as hither to fore.

   The provision of above letter are applicable to the Armed Forces Personnel who got discharged/retired/invalided out from service w.e.f. 24.09.2012 or thereafter. Benefit of this provision has also been allowed in past cases. However the financial benefits shall be granted from 24.09.2012 only.

   It is therefore requested to please identity the affected cases and forward claim on prescribed form through concerned service Hqrs. to pension sanctioning authority alongwith following documents /information.

   1. NOK and family details from service Head quarters

   2. A certificate regarding grant/non grant of family pension from re-employed along with family details or details of grant of family pension for civil service with the following details.

   i. Name and address of Civil Deptt./PSUs/Autonomous bodies where officer was re-employed for second employed after discharge from military service.

   ii. Death certificate of officer

   iii. PDA details alongwith A/c No.

   iv. BSR Code of Paying Branch

   v. PPO No. notifying family pension for civil service and name and address of PPO issuing Authority. A copy of PPO should also be enclosed.

   3. PPO No under which retiring pension was granted from defence side.

   4. Current PDA details alongwith A/c No from where pension now desired.

   5. Last payment certificate by PDA in respect of ordinary family pension from military service indicating date upto which family pension was paid to, if pension was sanctioned, name of family pensioner, date of stoppage of family pension, PPO No. notifying family pension must be clearly mentioned.

   6. This circular has been uploaded on this office website www.pcdapension.nic.in for dissemination across the all concerned.

SUBJECT: Implementation of the Government decision on the recommendations of Committee on the issues related to Defence Service Personnel and Ex-Servicemen, 2012 - Minimum guaranteed pension to pre-2006 Commissioned Officers pensioners/family pensioners.

Sir,

   The under signed is directed to refer to this Ministry’s letter No. 17(4)/2008 (1)/D(Pen/Policy) dated 11.11.2008 as amended, issued for implementation of Government decision on the recommendations of the Sixth CPC for revision of pension/family pension in respect of pre-2006 Armed Forces pensioners/family pensioners. As per provisions contained in Para 5 therein, with effect from 1.1.2006 revised pension and revised ordinary family pension of all pre-2006 Armed Forces pensioners/family pensioners determined in terms of fitment formula laid down in Para 4.1 of above said letter dated 11.11.2008, shall in no case be lower than fifty percent and thirty percentage respectively, of the minimum of the pay in the pay band plus the Grade pay corresponding to the pre-revised scale from which the pensioner had retired/discharged/invalided out/died including Military Service Pay and ‘X Group pay, where applicable. Accordingly, rates of minimum guaranteed pension/ordinary family pension for Commissioned Officers were notified under Annexure-II (for pensioners of Regular Commission), Annexure-IIA (for pensioners of Military Nursing Services), Annexure-IIB (for pensioners of Territorial Army) and Annexure-IIC (Post-1996 Emergency/Short Service Commission pensioners) of this Ministry’s letter No 17(3)/2010/D(Pen/Policy) dated 15.11.2010 and No 17(4)/2008(1)/D(Pen/Policy)-Vol. VI dated 18.1.2011. The minimum guaranteed pension / family pension in respect of pre1996 Emergency/Short Service Commission pensioners has, however, been notified vide this Ministry’s letter No 1(1)/2007-D(Pen/Policy) dated 3.9.2009.

Subject: Modified Assured Career Progression Scheme (MACPS): Clarification regarding grant of financial benefit to Hindi Officers.

   The matter regarding grant of financial upgradation under MACP Scheme to those Hindi Officers, who have been initially appointed as Hindi Translators —grade II, after qualifying the Departmental examination, was referred to the Ministry for clarification as to whether, the appointment of such Hindi Translators is to be treated as fresh appointment or promotion, for grant of benefit under MACP Scheme.
