OFFICE MEMORANDUM

Subject :- Filling up of vacancies reserved for Persons with Disabilities- reg.

   The undersigned is directed to refer to this Department's O.M. No.36035/3/2004-Estt.(Res.) dated 29.12.2005 regarding reservation for Persons with Disabilities in posts and services under the Central Government. The O.M.  contained instructions, inter alia, on carry forward of reservation of Persons with Disability (PwD) .

   2.  Extant instructions provide for ensuring that Persons with Disabilities get a fair opportunity in consideration for appointment to an identified post. The following points are required to be kept in view while sending the requisition notice to the Employment Exchange, the SSC, the UPSC etc. and while advertising the vacancies :-

   (i) Number of vacancies reserved for SCs/STs/OBCs/Ex-servicemen persons suffering from Blindness or Low Vision /Persons suffering from Hearing Impairment/Persons suffering from Locomotor Disability or Cerebral Palsy should be indicated clearly.

Promotion of sports among disabled persons.

   The Minister of State (Independent Charge) for Youth Affairs & Sports Shri Jitendra Singh has said that the Ministry of Youth Affairs and Sports is implementing the following Schemes which promote sports among persons with disabilities:

   (i) Scheme of Assistance to National Sports Federations (NSFs)

   (ii) Scheme of Pension to Meritorious sportspersons

   (iii) Scheme of Special Awards to medal winners in international sports events

   (iv) Recognition by way of conferment of Arjuna Awards

   (v) Scheme of Sports & Games for Persons with Disabilities.

Training Programme for Students as Tourism Volunteers.

   The Ministry of Tourism has launched a Scheme titled ‘Earn While You Learn’ with a view to inculcate appropriate tourism travel traits and knowledge amongst trainees to enable them to work as ‘student volunteers’. The salient features of the Scheme are :

   (i)    College-going students pursuing graduation courses or graduates in the age group of 18 to 25 years will be eligible for the training programme.

   (ii)    The candidates are selected by following a transparent procedure.

Approval for revised administrative approval for the Construction of a new multi-storeyed Command Hospital Complex at Pune.

    The Union Cabinet today approved the proposal for revised administrative approval for the construction of a new mufti-storeyed Command Hospital Complex including accommodation for essential category staff and Command Medical Dental Centre at Pune at a revised estimated cost of Rs.382.37 crore.

   The Command Hospital (Southern Command) Pune is a 1047 bedded referral hospital which providies tertiary level medical care in various specialities and super-specialities to serving personnel of the Armed Forces, Ex-Servicemen, their families and civilians. The hospital is also affiliated to the Armed Forces Medical College, Pune for teaching and training of both undergraduate and postgraduate students.

Fixation of Pay to Officers of Armed Forces without deduction of Rank Pay with effect from 01.01.1986.

Subject: Implementation of Supreme Court order dated 4.9.2012 in IA No. 9 of 2010 in Transfer Petition ( C) No. 56 of 2007— Union of India and others versus N.K.Nair & others, etc,etc.

   In compliance of the Supreme Court order dated 4.9.2012 on the above subject. I am directed to convey that the Government of India has decided to refix the pay without deduction of rank pay w.e.f. 1.1.1986 in respect of the affected officers of the armed forces in conformity with the orders of the Kerala High Court order dated 5.10.1998 in the case of Maj A.K.Dhanapalan versus Union of India & others.
