Haryana approves incentives for women, employees

   The Haryana Cabinet today approved a slew of incentives for various sections of the society, including women, employees and policemen.

   A state cabinet meeting, presided over by Chief Minister Bhupinder Singh Hooda, here today approved 50 per cent concession in fee payable by women candidates to encourage them to join government jobs, an official spokesman said.

   The meeting also approved Rs 2,000 per month as Interim Relief to Class III and IV employees. The relief would be paid from January, 2014 and would be payable till the implementation of the recommendation of the 7th Pay Commission set up by the Centre recently, he said.

   The Haryana government adopts the recommendations of the Central pay commission. The Cabinet also approved Risk Allowance for police personnel of the ranks of constable to Inspector. The Risk Allowance of Rs 5,000 per month to each policemen would be paid from January, 2014, in addition to the Interim Relief payable to Class III and IV employees.

Subject:- Regarding re-employment of government officials/officers after Superannuation.

Sir/Madam,
   I am directed to invite your attention towards Finance Department letter of even number dated 4th July, 2012 on the subject noted above wherein it was requested that henceforth, no ex-cadre/additional posts would be created for re-employment of officials/officers after their superannuation and such posts would be treated within the sanctioned posts of their cadre. Further it was also decided that re-employment of officials after their superannuation Should not be allowed as a matter of routine and it should be allowed in very exceptional circumstances.

   2. It has come to the notice of Finance Department that the cases of re-employment of several retired officers/officials are being sent frequently to Finance Department for creating ex-cadre posts which are contrary to the instructions issued vide letter no referred to above. The Finance Department intends to further elaborate these instructions as under:-

   “Finance Department observes that several retired people are being re-employed. The Finance Department has two options-(i) that a new post is created for the person to be re-employed or (ii) an existing post vacated by the retired person (to be re-employed) is utilized for the re-employed person. Finance Department has opted for the second option since re-employment in every case would otherwise imply creation of additional post causing unnecessary burden on the exchequer. In any case, if the work in that department/ place was discharged by ‘X’ number of employees earlier, it would be inappropriate to have ‘X+l’ persons to do the same work without any justification. This would also ensure that the pressure of serving employees will deter the re-employment of all and sundry. The government has expressedly banned the creation of new posts considering the strain on the resources and the continuing revenue deficit.”

   3. It is again re-iterated that the above said policy instructions and earlier issued by letter no. referred to above be complied with meticulously and cases of re-employment of officers/officials after their superannuation should be sent to Finance Department in very exceptional circumstances.

   4. These instructions may please be brought to the notice of all concerned for strict compliance.

Sir,
   With reference to subject noted above, i am directed to say that the State Government has decided to grant an interest free advance of ` 11,000/- ( ` Eleven thousand only) to Haryana Government employees in the State who wish to purchase wheat for their own/their families consumption during the year 2013-14 is as under:-

   2. The advance will be admissible to permanent/temporary regular employees only. The advance will be sanctioned by the Drawing & Disbursing Officers concerned who would, in the case of temporary employees, allow advance on the basis of a surety to their satisfaction so that it is fully secured and its recovery is ensured from the loanee before the close of the financial year 2013-2014.

   3. The following conditions should be observed in sanctioning this loan:-

   i) A certificate may be obtained within one month of the drawal of the advance from the loanee to the effect that he has utllized the loan for the purchase of wheat.

   ii) The officer concerned, before sanctioning the advance, should satisfy himself that the incumbent will continue in service until full recovery of the total amount of advance is effected.

   iii) These orders will cease to operate after the 31st May, 2013.

   iv) The recovery of the first instalment of the advance should preferaby be made from the pay for the month of May, 2013.

   v) The advance should not be granted to those employees who are on deputation to other Govt./Corporations and Local Bodies etc.

   vi) The advance will not be admissible to work charged, contractual and daily wages employees.

   vii) Where both husband and wife are employed, the wheat advance should be allowed to only one of them.

   4. It is requested that the schedule of recoveries should be attached with each pay bill in the proforma enclosed. It is also requested that the detailed accounts of the recoveries of the advance should be maintained by the Drawing and Disbursing Officers which should be reconciled with the office of the Accountant General, Haryana (A&E) every month.

   5. The expenditure incurred on the grant of wheat advance may be communicated to the Finance Department (in Ways & Means. Br.) by the Head of Departments by 30.06.2013 positively in the enclosed Performa.

   6. The expenditure may be debited to the Major Head, “7610-Loans to Govt. Servants. etc-51-NA-800-Other Advances-(99) Advances for purchase of Foodgrains-51NA-50-Advances (Non-Plan). Subject: - Improving further the structure of pay of Haryana Government employees.

   Whereas pay scales of the State Government employees were revised w.e.f. 01-01-2006 vide Haryana Government Notification No. G.S.R.-44/Const./Art. 309/08, dated 30th December, 2008 and No. G.S.R.-45/Const./Art. 309/08, dated 30th December, 2008.

   2. The Assistant Librarian and Librarian, Haryana Vidhan Sabha requested the Government for further upgradation of their pay structure. The matter has been considered by the Government and after careful consideration, the Government, in exercise of the power vested under the provision of Rule-17 and Rule-19 of the Haryana Civil Services (Revised Pay) Rules, 2008 and all other powers enabling the Government so to do decided to modify/ further upgrade the pay structure of Assistant Librarian and Librarian, Haryana Vidhan Sabha, prospectively (with effect from the issue of these orders) as under:-

   (i) Employee ‘X’ who was otherwise eligible for grant of ACP scale was denied the same on date ‘A’ because of an ongoing departmental inquiry/chargesheet (CS-I).

   (ii) Subsequently, the employee ‘X’ was cleared from the disciplinary inquiry and Chargesheet (CS-I) on date ‘B’.

   (iii) However, between the date ‘A’ and date ‘B’, the employee ‘X’ faced another departmental inquiry/chargesheet (CS-2), which was in the process on date ‘B’ when he was cleared of the chargeSheet (CS-I).

Vide these instructions it was clarified that cases would be sent to the Finance Department for sanction of Child Care Leave (CCL) for a period of more than 120 days if to be spent within India and of 240 days if to be spent out of India. On reconsideration it has now been decided that such leave may be sanctioned by the following authorities to the employees working under them:-

   I am directed to refer on the subject noted above and to say that Principal Accountant General (A&E), Haryana office has pointed out that some Loanees/Departments/DDOs deposit cash or cheque into Banks or Treasuries on account of repayments against the long term advances (House Building Advance, Motor Car Advance, Computer Advance etc.) taken by these loanees from Haryana Government under Head of Accounts “7610-Loans/Advances to Government Servants”. These challans are received in their office from different Treasuries of Haryana alongwith monthly civil accounts. However, this has been noticed that the complete details/information in respect of these loanees, such as Name of Loanee, His/Her GPF Account No./PRAN Number, Complete address of DDOs (with name), Parent department/DDOs etc. are not quoted by the Loanees/Departments/Drawing and Disbursing Offices (DDOs/Treasury Officers (TOs) on these Challans. In the absence of these complete details, large number of challans are not posted in the respective Loan Accounts of the concerned Loanees. As a result the Principal Accountant General office is facing difficulty while credit/debit posting of various long term advances in the respective loan account of the concerned loanees.

Penal Rent after transfer/retirement of Govt. employees in Haryana.

Subject:- Penal Rent after transfer/retirement of Govt. employees in Haryana.

Sir,
   I am directed to refer to the Haryana Government, Finance Department circular letter No. l0/14/94-2FICW, dated 20.1.95 and l0/30/96-2FICW dated 30.5.1997 on the subject noted above and to state that it has come to the notice of State Government that normally Government employees do not vacate the Government Accommodation on the prescribed date after their retirement/transfer. Further some of the officers/officials retain their Government Accommodation even after the prescribed period and earn rental income from their own houses at the present market rates. Now the matter regarding charging of penal/market rent after transfer/retirement of Haryana Government employees has been re-considered by the Government it has been decided to enhance the penal/ market rent of the Government Accommodation so that such unauthorized retention does not create administrative problems leading to resentment amongst the employees who are waiting for the allotment of Government Accommodation. Further, after careful consideration, it has been decided that:-

   (i) Penal rent should be at least 300 times of the license fee. In any event after 3 months of over stay during which time, penal rent can be charged, defaulting employee should be charged, twice the market rent in order to disincentivize him/her from (a) occupying Government property and (b) denying another eligible employee right to occupy Government House. Market rent may be determined by a committee consisting of FCPW. EIC PWD(B&R), Chief Engineer (Buildings) and a representative of FD not below the rank of Joint Secretary. It may be revised on year to year basis thereafter.

   (ii) In case sub-letting is found to be have been done by the employee, penal rent should be 500 times of license fee for first three months and thereafter it should be five times of market rent. In all such cases where an employee sub-lets Government Accommodation he/she should be charge-sheeted under rule-7 of the HCS (P&A) Rules 1987 as it amounts to serious insubordination to continue to occupy Government house in an unauthorized fashion. It should also debar him/her from getting Government Accommodation in future for a period of five years.

   (iii) In all such cases proceedings need to be initiated under Public Premises Act for eviction. The normal rent will he calculated by the PWD (B&R) Department. Haryana in accordance with the instructions No. 10/24/2001 - 2FICW dated 1.9.2008 i.e. 1.5% license fee of basic pay.

   2. These orders will be effective from the date of issue of these instructions. Necessary amendments in Rule 5.23 of CSR Vol.I Part-I will be made in due course.

Subject:- Payment of Dearness Allowance to Haryana Government Employees on revised scales of pay from 01-01-2012.

Sir,
   I am directed to refer to Finance Department circular letter No. 4/1/2009- 5FR/404, dated 10th October, 2011 on the subject noted above and to say that the Governor of Haryana is pleased to decide that the Dearness Allowance payable to Haryana Government employees shall be enhanced from the existing rates of 58% to 65% of the pay w. e.f. lst January, 2012.

   2. All other conditions for payment of dearness allowance on revised pay scale contained in the instructions including FD’s letter No. 4/1/2009- 5 FR dated 12-1-2009 shall continue to be applicable while regulating dearness allowance under these orders.

   3. The additional installment of DA payable under these orders shall be paid in cash to all Haryana Govt. employees from April, 2012 i.e. for the month of April, 2012 paid in May, 2012.

   4. The payment of arrears of enhanced Dearness Allowance for the month from January, 2012 to March, 2012 shall be made in the month of May, 2012.
