Subject: Implementation of Modified Assured Career Progression Scheme (MACPS) to the cadre of Junior Engineers of CPWD.
Reference is invited to this Directorate OM of even No. 1576 dated 9.11.2010, vide which the implementation of the MACPS to the cadre of the Junior Engineers /Assistant Engineers / Adhoc Executive Engineers was kept on hold.

Sub:- Grant of Third Financial Upgradation under Modified Assured Career Progression Scheme (MACPS) to AAOs
Please furnish names of Assistant Accounts Officers who have already been granted two regular promotion and will be completing either 10 years of regular service in the grade pay of Rs. 4800 from the date of second promotion or 30 years of regular service from the date of initial appointment between 01.10.13 and 31.03.14 for consideration of third financial upgradation under MACPs.
2.It is also requested to furnish LEFT OVER cases, if any.
The names of the eligible individuals may be furnished in the following format :-
Name, Grade and A/C No.
Date of Birth
Date of Appointment with grade
Date of 1st promotion with grade
Date of 2nd promotion with grade
Certificate : Discipline, Vigilance (if any criminal case is pending/inititated the same may also please be informed) Remarks, if any

Consequent upon the introduction of MACP scheme in the Department and on completion of 30 years of regular service from initial appointment in the grade of Junior Engineer (Civil & Elect.), the President of India is pleased to grant the 3rd financial up gradation in the grade pay of Rs. 7600/- (Pay Band-3) under MACP scheme to the Executive Engineers/Assistant Engineers (Civil & Elect.) as per list enclosed at Annexure I & II with effect from the date mentioned against their name.
2. In case, any of the officers in the enclosed list has taken Voluntary retirement, resigned or expired, on or before 01.09.2008 i.e the date of MACP becomes effective, the financial up gradation may not be given to them by Controlling Officers. Before financial benefit is given, it may be ensured that no charge-sheet is pending against them / no penalty has been awarded to them on the date of granting the 3rd financial up gradation. In such an event, the fact may be brought to the notice of this Directorate immediately for a decision.
