            In a major initiative to further facilitate the travel of bonafide and legitimate passengers and to reduce the scope for misuse of reserved ticketing system by unscrupulous elements/middlemen, the Ministry of Railways has decided to extend the condition of carrying original proof of identity during  train travel on reserved tickets issued through Passenger Reservation System (PRS) for all reserved classes including ‘Reserved Second Class (2S)’, ‘Sleeper Class (SL)’, ‘III Economy Class (3E)’ and ‘First Class (FC)’.  This change in policy will come into effect from tomorrow i.e.  1st December 2012.

Online Reservation of Train Tickets.

   The change in the timings of Tatkal was made effective from 10.7.2012. The Indian Railway Catering and Tourism Corporation (IRCTC) website recorded its highest booking of 4.95 lakh e-tickets in a single day on 13th July, 2012. The average internet ticket booking was around 3.74 lakh per day in the month of October 2012.

   In case of fully waitlisted tickets on which all the passengers are waitlisted, the names of all the passengers booked on that ticket are dropped from the reservation charts and refunds are credited to the respective bank accounts. Refunds of waitlisted e-tickets are processed by the system and the money is credited automatically into the account of the concerned. For expediting the processing of confirmed e-tickets, on which refunds are sought after chart preparation, the following measures have been taken:

Consumer Price Index Numbers for Industrial Workers (CPI-IW) October 2012.

   The All-India CPI-IW for October, 2012 rose by 2 points and pegged at 217 (two hundred and seventeen). On 1-month percentage change, it increased by 0.93 per cent between September and October compared with 0.51 per cent between the same two months a year ago.

   The largest upward contribution to the change in current index came from food items which increased by 0.43 per cent, contributing 0.45 percentage points to the total change. At item level, largest upward pressure came from Rice, Wheat & Wheat Atta, Milk, Tea (readymade), Snack Saltish, Snack Sweet, Onion, etc. The other items like Cooking Gas, Electricity Charges, Fire wood, Medicine (Allopathic), Doctors’ Fee, Bus Fare, Cinema Charges, etc. also put upward pressure in total change.

Subject:-  Guidelines for monitoring and expeditious disposal of the disciplinary proceeding cases — reg.

   Instructions have been issued in the past for expeditious disposal of disciplinary proceedings against delinquent government servants. However, it has been observed that disciplinary proceedings are generally taking a long time which defeats the very purpose of initiating the said proceedings. Therefore, it has been considered necessary to issue the following guidelines for monitoring and expeditious disposal of disciplinary proceedings:-

   I. There are a number of instances where the Courts have set aside the order of penalty due to inordinate delay in initiating action. Therefore, it has to be ensured that disciplinary proceedings are initiated without undue delay.

   II. The Administrative Department/Competent Authority should study the allegations more carefully and resort to minor penalty proceedings instead of initiating major penalty proceedings, where the circumstances involve minor infringements or cases of procedural irregularities. It has to be kept in mind that a minor penalty swiftly but judiciously imposed by a Disciplinary Authority is much more effective than a major penalty imposed after years spent on a protracted enquiry.

   The undersigned is directed to refer to this Department's O.M. No.36035/3/2004-Estt.(Res.) dated 29.12.2005 regarding reservation for Persons with Disabilities in posts and services under the Central Government. The O.M.  contained instructions, inter alia, on carry forward of reservation of Persons with Disability (PwD) .

   2.  Extant instructions provide for ensuring that Persons with Disabilities get a fair opportunity in consideration for appointment to an identified post. The following points are required to be kept in view while sending the requisition notice to the Employment Exchange, the SSC, the UPSC etc. and while advertising the vacancies :-

   (i) Number of vacancies reserved for SCs/STs/OBCs/Ex-servicemen persons suffering from Blindness or Low Vision /Persons suffering from Hearing Impairment/Persons suffering from Locomotor Disability or Cerebral Palsy should be indicated clearly.

Promotion of sports among disabled persons.

   The Minister of State (Independent Charge) for Youth Affairs & Sports Shri Jitendra Singh has said that the Ministry of Youth Affairs and Sports is implementing the following Schemes which promote sports among persons with disabilities:

   (i) Scheme of Assistance to National Sports Federations (NSFs)

   (ii) Scheme of Pension to Meritorious sportspersons

   (iii) Scheme of Special Awards to medal winners in international sports events

   (iv) Recognition by way of conferment of Arjuna Awards

   (v) Scheme of Sports & Games for Persons with Disabilities.

Training Programme for Students as Tourism Volunteers.

   The Ministry of Tourism has launched a Scheme titled ‘Earn While You Learn’ with a view to inculcate appropriate tourism travel traits and knowledge amongst trainees to enable them to work as ‘student volunteers’. The salient features of the Scheme are :

   (i)    College-going students pursuing graduation courses or graduates in the age group of 18 to 25 years will be eligible for the training programme.

   (ii)    The candidates are selected by following a transparent procedure.

Approval for revised administrative approval for the Construction of a new multi-storeyed Command Hospital Complex at Pune.

    The Union Cabinet today approved the proposal for revised administrative approval for the construction of a new mufti-storeyed Command Hospital Complex including accommodation for essential category staff and Command Medical Dental Centre at Pune at a revised estimated cost of Rs.382.37 crore.

   The Command Hospital (Southern Command) Pune is a 1047 bedded referral hospital which providies tertiary level medical care in various specialities and super-specialities to serving personnel of the Armed Forces, Ex-Servicemen, their families and civilians. The hospital is also affiliated to the Armed Forces Medical College, Pune for teaching and training of both undergraduate and postgraduate students.

Facilities for Sportspersons.

   The Minister of State (Independent Charge) for Youth Affairs & Sports Shri Jitendra Singh has said that Sports Authority of India (SAI) implements various Sports Promotion schemes i.e., National Sports Talent Contest (NSTC), Army Boys Sports Companies (ABSC), SAI Training Centres (STC), Special Area Games (SAG)  Centres of Excellence (COE) and Come & Play to nurture sports talents to achieve excellence at National and International level. The athletes and trainees under the Come & Play scheme are not entitled for stipend and allowances. The details of Financial entitlements admissible to SAI Scheme trainees except Come & Play Scheme are  provided in the   Annexure.
 
   In a written reply in the Lok Sabha today Shri Singh said, the SAI Stadia in Delhi were renovated / upgraded for preparation of Commonwealth Games 2010 and equipped with International facilities and well maintained.  The Hostel Building constructed during Commonwealth Games are operational for the use of National Campers and these stadia and hostels are presently under maintenance of National Building Construction Corporation (NBCC)  and Central Public Works Department (CPWD).   All the five stadia i.e Jawaharlal Nehru Stadium Complex, Indira Gandhi Stadium Complex, Major Dhyan Chand National Stadium, Dr. Karni Singh Shooting Range and Dr. Shyama Prasad Mukherjee Swimming Pool Complex, are under hygienic conditions.

EXPLANATORY NOTE ON DEMANDS

Item No. 1. Revision of wage with effect from. 1.01.2011.

   The present wage structure of the Central Govt. Employees has been made on the basis of the 6th Central Pay Commission's recommendations.  The 6th CPC introduced a new concept in the form of Pay band and Grade Pay.  The recommendations of the Commission were implemented with effect from 1.1.2006 in the case of Pay and in the case of allowances with effect from 1.9. 2008.  In the case of Central Public Sector undertakings, the wage revisions normally takes place after every five years.  The 5th CPC in the case of Central Government employees recommended wage revision in every 10 years.  In the past wage revision has been linked to the extent of erosion of real wages.  The degree of inflation in the economy determines the pace of erosion of the real value of wages.  The retail prices of those commodities which go into the making of minimum wages have risen by about 160% from 1.1.2006 to 1.1. 2011, whereas the D.A. compensation in the case of Central Government employees on that date had been just 51%.  It is also an acknowledged fact that the 6th CPC had computed the minimum wage by suppressing the retail price of these commodities in the market on the specious plea that official statistics of the retail prices of these commodities were not available.  They therefore, computed the retail price by increasing the wholesale price by 20% for each of the commodity whereas the actual retail price in the market was 60% more than the wholesale price.  While in the case of Group B,C & D employees, the Commission applied a multiplication factor of 1.86 for arriving at the revised pay structure, in the case of Group A Officers, the factor was ranging from 2.36 to 3 times. In the matter of fitment formula also, unlike recommended by the 5th CPC, the 6th CPC adopted varying percentages whereby the officers in Group A were given rise extending from 42 to 49%, whereas the employees in Group B,C,D were granted only 40%. While implementing the Commission's recommendations, the Government further accentuated the discrimination further. The recommendations of the 6th CPC when implemented gave rise to very many glaring anomalies. They were assured to be looked into and settled through negotiations in the JCM. The effectiveness of JCM as a potent forum to settle issues has been eroded over the years. Thus, though the National Anomaly Committee met 4-5 times, it could not settle any major issues.

ID Proofs Compulsory During Train Journey in All Reserved Classes from 1st December 2012.

   With effect from 01.12.2012, one of the passengers booked on a ticket for undertaking journey in any reserved class will have to produce any one of the prescribed proofs of identity failing which all the passengers will be treated as travelling without ticket and charged accordingly.

   This provision shall, however, not affect the existing provision of Tatkal scheme where during the journey, the passenger is required to show the original proof of identity indicated on the ticket.

   The number of prescribed proofs of identity have been increased from nine to ten by adding following identity card to the list of prescribed proofs identity:-

Common Medical Entrance Test.

   The Medical Council of India (MCI) has notified amendment in its regulations to conduct common entrance test viz. National Eligibility and Entrance Test (NEET) for admission to Under Graduate (UG) and Post Graduate (PG) medical courses in the country from 2013-14. Central Board of Secondary Education (CBSE) has been identified as the agency for conducting NEET for UG and National Board of Examinations (NBE) for PG medical courses.

   The New Pension System (NPS) has been implemented for various sectors like Central Government, State Government, Private Sector and NPS-Life.  The status of NPS in these sectors as on 10th November, 2012 is as under:-

Web Based Status Tracking Facility Launched to Check Corruption in Income Tax Refunds.

   Instances of alleged corruption for settlement of refund claims and complaints come to notice from time to time. Whenever any such instance or complaints comes to notice, the same is verified and if it is found to be correct, the concerned officers/officials have to face penal consequences depending on the facts and circumstances of the case.

   The process of issue of refunds has been streamlined in the course of computerization and encouraging e-filing of returns for speedy processing and issue of refunds through refund banker scheme. A web based status tracking facility for refunds has also been launched. The grievance redressal mechanism has been strengthened for ensuring prompt disposal of all such complaints.

   In a press conference today, retired Nk Surender Singh of 2 GRENADIERS and an ex NSG Commando expressed some grievances against the government. These pertained to alleged lack of adequate compensation and financial benefits to those who were killed/injured in the 26/11, Operation Black Tornado in Mumbai. Response with respect to the issues raised is enumerated in succeeding paragraphs.

   In the 26/11 Mumbai operations, one Officer and one Non Commissioned Officer were martyred and 17 Officers and Other Ranks were injured. Both martyrs Major Sandeep Unnikrishnan and Havildar Gajender Singh were awarded the Ashok Chakra (Posthumous). The NOK of Major Unnikrishnan got a financial compensation of approximately Rs.1.3 Crores and a flat. Similarly, the wife of Havildar Gajender Singh received approximately Rs.1.27 Crore, a petrol pump and a flat. His mother too received Rs.15 Lakhs approximately. Both these personnel also received enhanced pension benefits as applicable in the Army.

   The 'Refund Banker Scheme,' which commenced from 24th Jan 2007, is now operational for taxpayers assessed all over India (except at Large Taxpayer Units) and for returns processed at CPC (Centralized Processing Centre) of the Income Tax Department at Bangalore.

   In the 'Refund Banker Scheme' the refunds generated on processing of Income tax Returns by the Assessing officers/ CPC-Bangalore are transmitted to State Bank of India, CMP branch, Mumbai (Refund Banker) on the next day  of processing for further distribution to taxpayers.

   Government hereby order the revision of Dearness Allowance (DA) sanctioned in the G.O.  19th read above to the State Government employees in the Andhra Pradesh Revised Pay Scales 2010 from 41.944% of the basic pay to 47.936% of basic pay from  1st July 2012.

   Jammu, November 17 (Scoop News) –National Mazdoor Conference (NMC) President, Subash Shastri has appealed to the Prime Minister to immediately constitute Seventh Pay Commission headed by C. Rangarajan, former Governor of RBl along with five others noted economists of the country as its members and the announcement to this regard be made in the ensuing winter session of parliament beginning from Nov 22.

   Emphasizing on formulation of a National Pay Policy throughout the country, Shastri demanded setting up of a new Pay Commission which would cover both Central and State government employees be declaring it as National Pay Panel.

   Addressing a largely attended NMC workers rally at Vijaypur today, Shastri further pleaded that till new Pay Commission is constituted and its recommendations implemented, 50% DA be merged with the basic pay/ pension and interim relief of 20% of the basic pay/pension be provided to the Central and State Government employees and pensioners in view of increasing burden due to massive inflation in the country.

   The undersigned is directed to state that Annexure III has been used to obtain information from Banks for revision of PPOs of pre-2006 pensioners/family pensioners. It is seen that getting information from Banks is fraught with difficulties. Secondly, the Annexure III sent by the banks are in many cases incomplete to the extent that the calculation details are not available for evaluation by the PAOs and as such the Annexure is being used largely to confirm the existence of the pensioner/family pensioner and to link him/her with the current paying branch.

Vide these instructions it was clarified that cases would be sent to the Finance Department for sanction of Child Care Leave (CCL) for a period of more than 120 days if to be spent within India and of 240 days if to be spent out of India.    The undersigned is directed to refer to the minutes of the Standing Committee of Voluntary Agencies (SCOVA) meeting held on 27.09.2012 and meetings of HODs of Ministries/Departments under the CPAO network, who have largest pendency of unrevised PPOs of pre-2006 pensioners and family pensioners held on 28.8.2012 and 24.9.2012 under the Chairmanship of Secretary (Pension, AR&PG).    2. It may be recalled that in the meeting of 28.8.12, Ministry of Home Affairs agreed to reduce the pendency to less than 5000 by the end of December, 2012. Ministry of Urban Development agreed to reduce the number to 1000 by this period. Ministry of Information & Broadcasting agreed to bring down the pendency to 50%. Other Ministries agreed that pendency figures will be reduced to less than 500 by the end of December, 2012.

Subject:- Nomination of Area Welfare Officers for the calendar years 2013 and 2014 regarding.

   The Department of Personnel & Training nominates Gazetted Officers as Area Welfare Officers (AWOs) for residential colonies to look after the welfare of Central Govt. employees and their families. Area Welfare Officer is only a functional arrangement to provide a link between the Central Government employees residing in various colonies and the concerned civic and other agencies providing service to them. Tamil Nadu Government(PSU) Employees Get 20 per cent Bonus Jayalalithaa Announced.

   Tamil Nadu Chief Minister J Jayalalithaa today announced a 20 per cent bonus to employees of public-sector undertakings, including electricity board, and to the Transport Corporation, costing over Rs. 185 crore to the exchequer.

   In view of the coming festive season, Jayalalithaa said 20 per cent bonus would be paid to permanent employees of TANGEDCO, Rs. 1,500 for contract labourers benefitting 84,300 employees, which would cost Rs. 64.35 crore for the board.

   Similarly, the Chief Minister also announced a 20 per cent bonus to the employees of Tamil Nadu Transport Corporation benefitting 1.38 lakh labourers costing 100.32 crore, an official release here said.

Sub:- Regarding Non Payment of Dearness relief to State Government Pensioner / Family Pensioner who are employed / re-employed in other State Governments.

   A doubt has been raised as to whether Pensioner / Family Pensioner of this State Government, if employed / re-employed in other State Governments are entitled to Dearness Relief on Pension / Family Pension or not in accordance with the provisions contained in Rule 77 of Rajasthan Civil Services (Pension) Rules, 1996.

PFRDA to appoint auditors for pension fund managers.

   To keep a tighter check on investments, the pension regulator has decided to appoint auditors for the pension fund managers (PFMs) and schemes of the National Pension System (NPS). Fund managers will also be expected to make full disclosure of scheme-wise investments on their websites.

   “As the NPS gets more subscribers, there is a need to keep a tighter check on investments being made by the fund managers... That is why we have made the reporting and audit norms more stringent,” said a senior PFRDA official.

   The auditors, for which the Pension Fund Regulatory and Development Authority (PFRDA) has recently issued guidelines, will review the performance of schemes under the NPS as well as investments made by the fund managers. They will also be expected to audit prepare financial and annual reports of schemes managed by each of the fund manager.

Subject : - Comprehensive review of instructions pertaining to vigilance clearance for promotion-regarding.

   Instructions issued vide O.M. No. 22012/1/99-Estt. (D) dated 25.10.2004 based on the O.M. No. 22011/4/1991-Estt. (A) dated 14.09.1992 (issued on the basis of procedure laid down by Supreme Court in K.V. Jankiraman case AIR 1991 SC 2010) makes it clear that vigilance clearance for promotion may be denied only in the following three circumstances:-

(i) Government servants under suspension;
(ii) Government servants in respect of whom a charge sheet has been issued and the disciplinary proceedings are pending; and
(iii) Government servants in respect of whom prosecution for a criminal charge is pending.

   Withholding of vigilance clearance to a Government servant who is not under suspension or who has not been issued a chargesheet and the disciplinary proceedings are pending or against whom prosecution for criminal charge is not pending may not be legally tenable in view of the procedure laid down in the aforesaid O.Ms.

Thereafter, in terms of clarification under SI. No. 2 of Finance Department Memorandum no. 11254-F(MED) dated 16.12.11, reimbursement of the costs of medicines and consumables are allowed up to 80% or 60% of the actual costs, as the case may be depending on the bed capacity of that Health Care Organisation.

Subject:- Grant of ad-hoc bonus to State Government employees for the year 2011-12.

   The matter relating to grant of ad-hoc bonus for the financial year 2011-12 to State Government employees has been considered and the Governor is pleased to order that the State Government employees may be granted ad-hoc bonus equivalent to 30 days emoluments for the financial year 2011-12 on the following terms and conditions: -

   (1) Only non gazetted employees who were in service on 31.03.2012 and continued to be in service on 01.04.2012, were drawing pay in the pay scale below 8000-13500 / Grade Pay of Rs.5400/-, as the case may be and who have rendered at least six months of Continuous service during the year 2011-12 will be eligible for payment of ad-hoc bonus under these orders. Ad-hoc bonus equal to 30 days emoluments will be admissible to eligible employees who have rendered continuous service for full year during the year 2011-12. Pro-rata payment will be admissible to the eligible employees for periods of Continuous service during the year ranging from six months to a full year, the eligibility period being taken in terms of number of months or service rounded to the nearest number of months. Rounding to the nearest number of months will, however, not be permissible for service of less than six months.

            In a major initiative to further facilitate the travel of bonafide and legitimate passengers and to reduce the scope for misuse of reserved ticketing system by unscrupulous elements/middlemen, the Ministry of Railways has decided to extend the condition of carrying original proof of identity during travel on reserved tickets issued through Passenger Reservation System (PRS) for all reserved classes including ‘Reserved Second Class (2S)’, ‘Sleeper Class (SL)’, ‘III Economy Class (3E)’ and ‘First Class (FC)’.  This change in policy will come into effect from 1st December 2012.

            Further, the Ministry of Railways has also decided to expand the list of prescribed proofs of identity to include photo identity cards having serial numbers issued by public sector undertakings of State/Central Government, District Administrations, Municipal Administrations and Panchayat Administrations.

Tamilnadu Chief Minister hikes Festival Advance for Government Staff.

   Festival advance for state government employees has been increased from Rs. 2,000 to Rs 5,000, Chief Minister Jayalalithaa told the Assembly on Thursday.

   Making a suo motu statement in the House, she said Rs. 2,000 had been fixed as festival advance five years ago and her government has decided to increase the amount to Rs. 5,000 taking into consideration the present circumstances.

   Ms. Jayalalithaa also announced the government’s decision to increase financial assistance given to government employees who had completed 25 years of service. They will now be given Rs. 2,000 instead of Rs. 500, fixed 15 years ago.

Consumer Price Index Numbers for Industrial Workers (CPI-IW) September 2012

   The All-India CPI-IW for September, 2012 rose by 1 point and pegged at 215 (two hundred and fifteen). On 1-month percentage change, it increased by 0.47 per cent between August and September compared with 1.55 per cent between the same two months a year ago.

   The largest upward contribution to the change in current index came from food items which increased by 0.87 per cent, contributing 0.68 percentage points to the total change. At item level, largest upward pressure came from Rice, Wheat & Wheat Atta, Grinding Charges, Arhar Dal, Eggs-Hen, Fish Fresh, Goat Meat, Milk-Buffalo, Tea (readymade), etc. Miscellaneous items like Electricity Charges, Fire wood, Medicine (Allopathic), etc. also put upward pressure in total change.

   The largest downward contribution to the change in current index came from Vegetables and Fruits with a decline of 4.38 per cent, contributing (-) 0.67 percentage points to the total change. The main downward pressure came from Tomato, Chilies-Green Apple & Banana.
