For candidates residing in Assam, Meghalaya, Manipur, Arunachal Pradesh, Mizoram, Nagaland, Tripura, Sikkim, Jammu & Kashmir, Lahaul & Spiti districts and Pangi Sub-Division of Chamba district of Himachal Pradesh, Andaman & Nicobar and Lakshadweep Islands and for candidates residing abroad, the closing date for receipt of applications by Ordinary Post will be 04.03.2014 up to 17.30 Hrs.

Candidates Please Note: 1) Common Written Examination for ALP & Technician Categories will be held on the same day by all participating RRBs. 2) In addition to English, Hindi and Urdu, choice of Local Languages for each RRB is indicated at Para 15. 3) No examination fee for SC/ST/Ex. Servicemen/Women/Minorities/ Persons with Disability/ Economically backward candidates having annual family income less than Rs. 50,000/-. In partial modification to instructions contained in Board's letter of even number dated 29/5/2013 (RBE No. 53/2013) and 19/8/2013 (RBE No. 85/2013), it is directed that henceforth, call letter be issued to successful candidates in written examination for appearing in PET (Physical Efficiency Test), three weeks prior to date of commencement of PET under "Business Post" instead of earlier instructions of one months prior to date of conduct of examination.

2. It is also directed that no replacement panels are to be given against non-joining of selected candidates, as recruitment in Pay Band-1 (Grade Pay: Rs.1800) is now done annually in terms of instructions contained in Board's letter No. E(NG)II/2007/RR-1/58 dated 08/12/2011.

   Attention is invited to this Ministry's letter of even number dated 09/12/2010 wherein minimum educational qualification for all recruitments against direct recruitment quota through all modes has been prescribed as 10th pass or ITI or equivalent.

   2. The issue whether candidates with 8th pass qualification and in possession of qualification of Course Completed Act Apprenticeship, who are granted National Apprenticeship Certificate (NAC) by National Council for Vocational Training (NCVT) can be considered for appointment/engagement to posts in Pay Band-l (Grade Pay: `1800).

   3. The issue has been examined in consultation with Directorate General of Employment & Training (DGET), M/o Labour & Employment, Man Power Planning Directorate & Pay Commission Directorate of this Ministry and it has been decided that para 2 of Board's letter of even number dated 09/12/2010 may be read as under:-

   2. The Ministry of Railways have decided that henceforth minimum educational qualification for recruitment in Pay Band-1 of ` 5200-20200 having Grade Pay of ` 1800/- will be 10th pass or ITI or equivalent or National Apprenticeship Certificate (NAC) granted by NCVT. These instructions will be applicable for all future recruitment henceforth against direct recruitment quota through a modes.

   4. Cases decided in the past need not be re-opened.

   At present at ‘E’ Category stations, Booking Clerks have not been posted at most of the stations and ticket activities are performed by Station Masters (SMs) / Assistant Station Masters (ASMs) who are also performing operational duties. With a view to facilitate Station Managers/ Assistant Station Managers to concentrate better on train operations and also to facilitate passengers to get tickets it has been decided to appoint Station Ticket Booking Sewaks (STBS) at ‘ E’ Category stations as a pilot project for one year only at those stations where power and connectivity are available.    Attention is invited to instructions issued vide Board’s letter No. E(NG)II/2009/RR-1/10/Pt. dated 27.6.2012 (RBE No. 76/2012) wherein while directing to issue notification in July, 2012 for vacancies occurring in Pay Band -1 of ` 5200-20200 with Grade Pay of ` 1800/-, it was communicated that modalities for filling up of 20% ex-servicemen quota will be communicated separately.

   2. The issue has been deliberated upon and it has been decided that zonal railways shall take immediate action for filling up of vacancies exclusively against ex-servicemen quota in terms of conditions mentioned in Board’s letter of even number dated 10.9.2010 (RBE No. 130/2010) taking into account 20% vacancies of ex-servicemen for which general notifications were issued in July, 2012 and also the other vacancies against the said quota which has remained unfilled before 01.1.2013.

   3. Immediate action be taken for issuance of notification and the whole process should be completed by 15th October, 2013. Further, the panel may be drawn in such a manner that it adequately takes care of eventualities like non-turning up of candidates, failing in medical etc., after selection. Therefore, panels may be drawn large enough so that all the posts are eventually filled up.

Sub: - Recognized National Sports Federation for the game of Hockey – clarification regarding.

   Ref. :- Railway Board’s policy letter No. 2010/E(Sports)/4/(1)/1(Policy) dated 31.12.2010 (RBE No.189B/2010) and clarifications/corrigendum issued thereto.

   The issue, of recognized National Sports Federation for the game of Hockey has been considered in this office in consultation with the Ministry of Youth Affairs and Sports.

   2. In this connection it is stated that the International Federation of Hockey recognizes Hockey India as the National Body of India to field its team in the international events and Hon’ble Supreme Court, vide its interim orders, have also ordered that Hockey India will field the men’s and women’s Hockey teams in future games and Hockey India is required to hold the National Championships in various categories for this purpose. Government is also providing the requisite support to this federation. It is accordingly decided that till further orders, Hockey India may be treated as the recognized National Sports Federation for the game of Hockey for the purposes of recruitment, incentive, out-of-turn promotions and all other establishment matters of Hockey players and also for the purpose of participation in domestic Hockey tournaments.

   Zonal Railways/Production Units may accordingly take necessary action at their end to decide the aforesaid matters of sportspersons, relzted to the game of Hockey.
