Himachal CM seeks ‘one rank, one pension’ for ex-servicemen

   Himachal Pradesh Chief Minister Virbhadra Singh Saturday met Congress president Sonia Gandhi here and pleaded the case for implementation of ‘one rank, one pension’ scheme for the ex-servicemen.

   He said the implementation of the scheme would benefit the majority of the ex-servicemen in the state and would give them additional economic security in their old age.

   The chief minister also apprised Gandhi about various developmental projects and schemes launched in the state, an official statement said.

   He said the state has adopted the party’s election manifesto as an official document and all the promises made in the manifesto are being implemented.

Subject:- Instructions regarding granting of benefits under Assured Career Progression Scheme (4.9-14 & 8-16-24-32) after post based revision of pay structure/grade pays w.e.f. 01.10.2012 in respect of State Government Employees.

Sir/Madam,

   On the subject cited above, I am directed to invite a reference to Para No. 3 (a) of this Department’s letter No. Fin(PR)B(7)-59/2010 dared: 9th August, 2012, which envisage that a government employee after rendering a service of 4, 9 and 14 years in a post or posts without any financial enhancement in the same cadre/post, who is not promoted to a higher level on account of non availability of a vacancy or non existence of a promotional avenue in the cadre, shall be granted the grade pay, which is next higher in the hierarchy of grade pays given in the schedule annexed to Revised Pay Rules, 2009, upto the maximum grade pay of ` 8900 and on placement in the next higher grade pay in the hierarchy of grade pays after a service of 4. 9 and 14 years, the pay of an employee shall be fixed at the next higher stage in the pay band.

   2. The Government has allowed revised Pay band/grade pays (re-revision) by way of application of Schedule appended under Himachal Pradesh Civil Services (Category/Post wise Revised Pay) Rules, 2012, with effect from 1st October, 2012 onwards, to various categories of employees. This re-revision of pay has increased pay of various categories of employees.

   3. The matter has been considered by the Government and it has been decided that for the purpose of granting benefit under 4-9-14 and 8-16-24-32 Assured Career Progression Schemes, this re-revision of pay structures shall be treated as financial enhancement. Accordingly, in the case of those categories of employees to whom the Himachal Pradesh Civil Services (Category/Post wise Revised Pay) Rules, 2012, are applicable and whose pay band or grade pay has increased, the qualifying period of granting benefit under the above Assured Career Progression Schemes shall commence from the date of application of rules ibid.

   4. These instructions may please be brought to the notice of all concerned for information and strict compliance. The instructions issued from time to time on the subject may be deemed to have been modified to this extent.

Subject:- Granting of one month’s additional salary over and above 12 months salary to certain categories of employees in Home and Health & Family Welfare Department.

Sir,

   I am directed to refer to the subject cited above and to say that certain categories of employees in Home and Health & Family Welfare Department of Himachal Pradesh are in receipt of one month’s additional salary over and above 12 months salary. The matter regarding granting this one month’s salary consequent upon increase in the basic pay (Pay in the Pay Band + Grade Pay) due to application of Schedule notified under Himachal Pradesh Civil Services (Category/Post wise Revised Pay) Rules, 2012, with effect from 1st October, 2012 onwards, was under consideration of the Government.

   Now, after careful consideration it has been decided that those categories of employees will continue to get one month’s additional salary in the pay band/grade pay existing prior to 1st October, 2012, which will remain fixed in future without any further revision. The terms & conditions issued earlier for granting this one month’s extra pay shall deemed to have been modified to this extent.

Subject:- Fixation of pay in the post wise revision of pay scales-clarification regarding grant of next increment on the revised Grade Pay.

Sir,
      I am directed to refer to the subject cited above and to say that pay band and grade pay of certain categories of Government employees have been re-revised w.e.f 1-10-2012 as per the provisions of HP Civil Services (category/post wise Revised Pay) Rules, 2012. References are being received from various Departments seeking clarification regarding the grade pay to be taken into account for the purpose of grant of next increment in respect of such employees whose annual increment falls on 1-10-2012.

   The matter has been examined in the Finance Department. It is clarified that annual increment of those Government employees which falls due on 1-10-2012 and onwards will be granted on the re-revised pay band and grade pay wherever applicable in accordance with Rules 6 of the HP Civil Services (Category/post wise Revised Pay) Rules, 2012.

   These instructions may please be brought to the notice of all concerned for compliance.

Group Personal Accident Insurance Scheme 2012.

Subject:- Protection/fixation of Pay on appointment from one department to another department- Instructions thereof.

Sir,

   I am directed to say that the references are being received in the Finance Department for seeking clarification regarding protection/fixation of pay in respect of those employees who have been appointed from one Govt. department to another Govt. department or Public Sector Undertakings/Boards/Autonomous Bodies/ Universities etc. and vice-versa by direct recruitment and were in receipt of higher Grade Pay in their parent organization. After careful consideration, it has been decided that the higher Grade Pay being drawn in the parent organization will not be protected and the Grade Pay of the post against which the incumbent is appointed, will be allowed.

Himachal Pradesh Cabinet Approves Revised ‘GRADE PAY’ for Employees from Oct 1st.

   Continuing with a series of poll sops for government employees, the Himachal Pradesh cabinet on Monday approved the release of post-based revised pay structures and grade pay to employees from October 1, this year. The additional annual burden on this account is expected to be over Rs 550 crore per annum.

  It also granted other benefits to employees, technical staff, ayurveda medical officers, judicial officers, daily wagers and students. It further provided ownership rights to Shimla citizens, who are possession holders of buildings in the town’s municipal limits.

   An official spokesman said the cabinet granted approval to the implementation of Assured Career Progression Scheme (ACPS) under a three-tier system of 4-9-14 to all categories of state employees from August 27, 2009.

   It also decided to notify revised enhanced daily wages from Rs 130 to Rs 150 from September 1, with an additional 25 per cent for daily wagers in tribal areas.

   I am directed to refer to the subject cited above and to say that a Career Progression Scheme was Introduced for the category of Junior Engineer in State of Himachal Pradesh vide this Department letter No. Fin(PR)-B(7)-51/98-I dated: 4th August, 2001, which remained in operation till 26.08.2009. Subsequently, Para II of the above said letter was substituted vide this Department’s letter No. Fin(PR)-B(7)-11/98-III dated: 3rd December, 2011. As a consequence of revision of pay scales w.e.f. 26.08.2009, it was decided/stipulated vide this Department’s letter No. Fin(PR)-B(7)-1/98 dated: 31st August, 2009 that the cases of officers/officials who were eligible for placement in the next higher pay scale in the three/two tier pay scales under the pre-revised pay scales, may not be considered after 26th August, 2009, till further orders.

Subject:- Amendment of existing provisions and revision of entitlements of Travelling Allowance and Daily Allowance to the State Government employees.

   In continuation of this department O.M. of even number dated 20th April, 2012, it has been clarified that Para 4(5) of O.M.No. Fin(C).B(7)-14/98, dated the 2nd June, 2006 shall be applicable in the manner as under:-

Mode of conveyance and entitlements on Leave Travel Concession by Taxi-Own Car.

Subject:- Mode of conveyance and entitlements on Leave Travel Concession.

   The undersigned is directed to say that the matter regarding modification in the mode of conveyance on Leave Travel Concession was under consideration of the Government for some time past. After careful consideration, the Governor, Himachal Pradesh, in partial modification of this Department’s OM of even number dated 8th December, 1998, is pleased to order that the Government employees while availing Leave Travel Concession will also be eligible to perform journey by using own car or Taxi with the stipulation that the re-imbursement of claim for performing such journey by above mode shall be restricted to the actual entitlement of bus/train Fare.

   This is further subject to the condition that the proof of journey shall be produced by the Govt. employee and the conditions prescribed in Para-3(i) of OM dated 8th December, 1998 referred to above are met with.

   These instructions shall be applicable with immediate effect.

Subject:- Payment of arrears on account of revision of pay scales under the Himachal Pradesh Civil Services (Revised Pay) Rules, 2009

Sir/Madam,

   In continuation of this Department’s letters of even number dated: 19th March, 2010, 2nd November, 2010, 10th March, 2011 and 24th September, 2011, on the subject cited above, I am directed to say that the matter with regard to the payment of balance amount of arrears on account of revision of pay scales under the Himachal Pradesh Civil Services (Revised Pay) Rules, 2009, has been considered and it has been decided that all the regular employees may be paid 50% of the balance amount of arrears in cash immediately.


   2. The amount of "Adjustable Emoluments" as mentioned in this Department’s letters No. Fin(PR)B(7)-1/2009 dated: 09.09.2009 & 12.10.2009, if any, may also be adjusted from the amount of the above said arrear and only the net amount may be paid after deducting the Income Tax wherever applicable.

   3. In case of State Government employees, who during the period with effect from 01.01.2006 to 31.08.2009 worked in different Government Departments or PSUs/ Boards/Corporations of the State Government etc.. the arrears may be prepared and disbursed by the concerned State Government Department or PSU/ Board/Corporation etc. where such employees are presently working, after obtaining report of the arrear disbursement from the previous organization.
