SUBJECT : SCHEME FOR ENGAGEMENT OF A DEPENDENT OF DECEASED GDS ON COMPASSIONATE GROUNDS – MERIT POINTS AND PROCEDURE FOR SELECTION – CLARIFICATION REGARDING

   This has reference to your office letter No. Staff/175 -SEL / 2013 dated 29.08.2013 on the subject cited above.

   2. In this context, it may be clarified that the Scheme was initially introduced in case of GDS subject to the same condition applicable to regular employees under No. 43-212/79/Pen dated 04.08.1980.  With the introduction of the merit points and procedure for selection under letter of even number dated 14.12.2010 as amended from time to time, all conditions applicable to compassionate appointment scheme relating to regular employees continue to apply in matters the Scheme does not envisage a specific provision in the context of compassionate engagement of a dependent of the GDC [in case of death only].

    Sub:- Revised Establishment Norms for Operational Activities at Speed Post Sorting Hubs, Intra-Circle Hubs and Computerised Registration Centres

       Attention is invited to the Directorate OM of even no. dated 17-01-2013 vide which revised norms for operational activities at Speed Post Sorting Hubs, IC Hubs and CRCs were circulated.

TRAI Reduces National Roaming Tariff Ceilings from 1st July 2013.

   TRAI Reduces National Roaming Tariff Ceilings, Permits Customised Tariffs Through Special Tariff Vouchers for National Roamers and Mandates Free National Roaming Plans.
 
   TRAI has reduced ceilings for national roaming calls and SMS and instituted a new regime for providing flexibility to telecom service providers to customise tariffs for national roamers through STVs and Combo Vouchers. TRAI has also mandated two types of free national roaming plans to be provided by all telecom service providers. These changes will come into effect from 1st July 2013.

   National roaming service is the facility provided to a subscriber to use his cell-phone to make and receive voice calls and SMS when travelling outside the geographical coverage area of his home network, by using a visited network. In the Indian context, national roaming refers to facilities for making and receiving calls and SMS when the subscriber is travelling in a State which is different from the State of his residence.

   The present exercise to review national roaming tariffs was initiated by TRAI earlier this year in the context of decline in costs and the declared intent in the New Telecom Policy-2012 to move towards One Nation-Free Roaming throughout the country.

                        I am directed to convey the approval of the President of India for payment of Productivity Linked Bonus for the accounting year 2011-2012 equivalent of emoluments of 60 (Sixty) days to the employees of Department of Posts in Group `D`,Group `C` and non Gazetted Group `B`. Ex-gratia payment of Bonus to Gramin Dak Sevaks who are regularly appointed after observing all appointment formalities and Ad-hoc payment of Bonus to Casual labourers who have been conferred Temporary Status are also to be paid equivalent to allowance/wages respectively for 60 (sixty) Days for the same period/year.

Subject : Payment of Dearness Allowance to Gramin Dak Sevaks (GDS) at revised rates w.e.f. 01.07.2012 onwards - reg.

   Consequent upon grant of another installment of Dearness Allowance with effect from 1st July 2012 to the Central Government employees, vide Government of India, Ministry of Finance, Department of Expenditure, O.M. No 1(8)/2012-E-II(B) dated 28th September, 2012 , duly endorsed vide this Department’s letter No. 8-1/2012-PAP dated 28.09.2012, the Gramin Dak Sevaks (GDS) have also become entitled to the payment of Dearness Allowance on basic TRCA at the revised rates with effect from 01.07.2012.  It has, therefore, been decided that the Dearness Allowance payable to Gramin Dak Sevaks shall be enhance from the existing rate of 65% to 72% on the basic Time Related Continuity Allowance,  with effect from 1st July, 2012.

Saving Scheme in Post Offices.


            The Minister of State for Communications & Information Technology Sh Sachin Pilot informed the Lok Sabha yesterday that the gross deposit of Small Savings Scheme in Post Offices  declined in the financial year 2011-12 as compared to the year 2010-11. The decline of gross deposit in small savings schemes is, among other things, due to investor’s choice of alternative instruments for effecting savings. The Government has taken following measures to make the small saving schemes more attractive:-

1.   The rate of interest on Post Office Savings Account (POSA) has been increased from 3.5% to 4%.  The ceiling of maximum balance in POSA 1 lakh in single account and 2 lakh in joint account) has been removed.

2.  The maturity period for Monthly Income Scheme (MIS) and National Savings Certificate (NSC) has been reduced from 6 years to 5 years.

3.   A new NSC instrument, with maturity period of 10 years, has been introduced.
