ORDER

Subject: Promotion of Section Officers of Central Secretariat Service (CSS) to Grade I (Under Secretary) of CSS on ad-hoc basis.

   Sanction of the President is hereby accorded to the appointment of 41 Section Officers of Central Secretariat Service to Grade I (Under Secretary) of the CSS on ‘ad-hoc’ basis. The promotion is purely on ‘ad-hoc’ basis for a period upto 31.05.2014 or till the posts are filled up on regular basis, or until further orders whichever is earlier. The allocation of officers on their promotion against existing vacancies, is as shown against their names in the Annexure. The ‘ad-hoc’ promotion is subject to the following conditions:

Subject : Appointment of direct recruit Assistants, Central Secretariat Service based on Combined Graduate Level Examination (CGLE), 2012 - regarding.

   The undersigned is directed to nominate the successful candidates recommended by Staff Selection Commission based on the CGLE, 2012 to the various participating Ministries/Departments (Cadre Units) of Central Secretariat Service as detailed in Annexure-.

   2. The procedure for joining and imparting training (Foundation Course) to direct recruit Assistants of CSS shall be as per the revised design detailed in this Department OM. No. 7/8/2008-CS.I(A) dated 16.10.2012.

ORDER

Subject: Constitution of a Committee for Cadre Restructuring of the Central Secretariat Service (CSS).

   A Committee for cadre restructuring of the Central Secretariat Service (CSS) with the following composition and terms of reference is constituted:-

Composition:-

(i) Establishment Officer & Additional Secretary, DoP&T                        Chairman
(ii) Joint Secretary (CS), DoP&T                                                         Member
(iii) Joint Secretary (Pers), D/o Expenditure                                         Member
(iv) Director (CS-I), DoP&T                                                                Member-Secretary

Terms of Reference:-

   (a) To review the structure of CSS cadre, along with the feeder cadre, so as to harmonise the functional needs with the legitimate career expectations of its members.

   (b) To assess the magnitude of stagnation in various grades of CSS and suggest remedial measures — both short-term and long-term, as to reduce promotional blocks and at the same time prevent gaps from building up.

   (C) To suggest measures to enhance the effectiveness of service and capacity building of its members.

   (d) To take into view the suggestions of the stakeholders, viz, participating Ministries, Associations and members of the service for cadre review.

   (e) To examine any issue as referred to it by the cadre controlling authority of CSS and Central Secretariat Clerical Service (CSCS).

   2. The secretarial services to the Committee would be provided by the CS Division.

   3. This has the approval of the Honble Minister of State for Personnel.

DOPT ORDER 2013: Upgradation of 1467 posts of UDCs to Assistants’ Grade of CSS.

ORDER

   The Government had set up a Committee on Cadre Restructuring of Central Secretariat Service (CSS) in June, 2008. The Committee submitted its report in November, 2008. The Report of the Committee was considered by the Government and, inter-alia, a following decision was taken, as was conveyed vide this Department’s OM dated 20/7/2010.

   “Upgradation of 1467 posts of UDCs to Assistants’ Grade of CSS”.

   2. These upgraded posts were ordered to be filled up on ad-hoc basis on as is where is basis without any change in the overall strength of Assistants’ and Upper Division Grades vide this Department’s OM dated 5.8.2010 Additional posts to the extent necessary to accommodate adhoc appointees to the Assistants’ Grade were deemed to have been upgraded, temporarily, in each cadre-unit of CSS.

   3. The competent authority’s approval is, now, accorded to allocation of the 1467 posts upgraded to Assistants’ Grade of CSS, amongst 42 cadre-units, as indicated in the column (e) of the Annexure. Accordingly, the revised strength of the Assistants’ Grades in various cadre-units of CSS is as in column (f) of the Annexure.

   4. The sanctioned strength of Upper Division Grade of Central Secretariat Clerical Service (CSCS) cadre of respective Ministries/Departments (cadre-units of CSS) is reduced by the same number as is the allocation of the upgraded posts indicated in column (e) of the annexure. The revised strength of UD Grade of CSCS cadres derived accordingly, shall be notified by CS.II Division of this Department.

Subject:- Encadrement of posts into Central Secretariat Service/ Central Secretariat Stenographers’ Service/ Central Secretariat Clerical Service - policy reg.

   The undersigned is directed to invite attention to this Department’s OM No.21/7/2007-CS.I (Desk) dated 1.2.2010 (copy enclosed) on the captioned subject wherein it was stated that only the posts in the Ministries/Departments and participating attached and subordinate offices which are created with the approval of either the Cabinet or the Department of Expenditure would be encadred into CSS, CSSS or CSCS, as the case may be.

   2. From the proposals forwarded by the participating Ministries, it has been observed that some Ministries have created posts in the grades where there are already a large number of vacancies. In some cases the tenure of the proposed posts is not long enough by which the recruitment process can be completed to fill up the post. Due to this, there is unavoidable delay in the encadrement and filling up such posts. It has also been observed that on some occasions the Ministries have upgraded or abolished the cadre posts of CSS/CSSS/CSCS without the consent of CS Division to make the matching saving for creating other posts. Such upgradation/abolition of cadre posts by participating Ministries is not in accordance with the relevant Rules as only the Department of Personnel & Training has the authority vested in it for modifying the cadre strength of these services.

   3. The participating Ministries are therefore requested that CS Division may invariably be consulted prior to creation of posts, if encadrement in CSS/CSSS/CSCS is envisaged. Also, no proposal be initiated for upgradation or abolition of cadre post of CSS/CSSS/CSCS without the consent of CS Division. If allocation of posts by DOPT in any grade of the participating Ministry is in addition to its requirement, such posts may be intimated to DOPT which can be allocated to other Ministries. It is also informed that there is no provision in relevant Rules for permanent exclusion of any cadre post from the cadre of CSS/CSSS/CSCS and therefore none of the cadre post can be converted to or filled up by any service other than CSS/CSSS/CSCS.

   4. Ministry of Finance etc. are requested to keep in view the aforesaid instructions while approving the creation of posts. In the sanction order for creation of posts, the mode of filling up the posts i.e by encadrement into CSS/CSSS/CSCS may be clearly specified to enable quick processing of the matter.
