   At present members of the WBHS 2008 and their beneficiaries are allowed to get the benefit of all types of indoor and some types of Outdoor treatment in the empanelled HCOs in terms of provisions laid down under clauses 6 & 7 of FD Notification No.7287-F Dated: 19.09.2008.

Notification

   Cost of Digital Hearing Aid (WBHS Code No. 03003003) is reimbursable under the West Bengal Health Scheme, 2008.

   As per provision of the West Bengal Health Scheme, 2008, prior permission of the West Bengal Health Scheme Authority is needed for purchase of this costly device.

   From some time past, requests are coming from various corners for waiving of the norm of obtaining prior permission of the West Bengal Health Scheme Authority for purchase of this device. West Bengal Health Scheme Authority has also
recommended in favour of abolishing this system considering the medical as well as technical superiority of digital device over the conventional analog one.

   Accordingly, in partial modifications of relevant Clauses of the Orders of Finance Department, the undersigned is directed by the order of the Governor to say that the Governor is pleased to declare that prior permission of the West Bengal Health Scheme Authority will not be required for purchase of Digital Hearing Aid under the West Bengal Health Scheme, 2008 subject to the following conditions:-

   1. The maximum reimbursable amount is limited to the rate mentioned under WBHS Code No. 03003003.

   2. Essentiality of the device should be supported with prescription and audiometry report of treating Specialist of recognized Health Care Organisations.

   This will take effect from the date of issue of the notification. Past cases should not be re-opened.

Notification regarding treatment at Tata Memorial Hospital, Mumbai.

Notification

   At present the State Government employees/ Government pensioners who are enrolled under the West Bengal Health Scheme, 2008 are entitled to receive treatment of Cancer at Tata Memorial Hospital, Mumbai (TMH, Mumbai) on fulfilment of such conditions as obtaining prior permission of the West Bengal Health Scheme Authority on the basis of submitting referral from any recognised HCO.

   The Government has been considering, from some times past, to allow such Government employees/ Government pensioners to avail themselves of medical treatment facilities at Tata Memorial Hospital, Mumbai for any type of cancer diseases without imposing any restriction.

   The West Bengal Health Scheme Authority, after due deliberations, has observed that TMH, Mumbai is a Government of India Organization and that it delivers quality treatment to the patients suffering from cancer and that also the treatment there is cost effective and hence it has recommended to relax the aforesaid restrictions.

   Accordingly, the Governor is pleased to order that the State Government employees and Government pensioners who are enrolled under the West Bengal Health Scheme, 2008 may avail themselves of the medical treatment facilities at Tata Memorial Hospital, Mumbai for treatment of cancer diseases; for receiving such treatment, prior permission of the West Bengal Health Scheme Authority and referral from recognized Health Care Organization will no longer be necessary provided that the patient suffers from cancer. However, prior approval of the Secretary of the Department will have to be obtained in such cases.

   This will take immediate effect.

WBHS, 2008 Regarding advance purchase of Medicines for Government Employees/ Government Pensioners.

MEMORANDUM

   Government Employees/Government Pensioners who are enrolled under WBHS, 2008 and got treatment with prior approval from Government for treatment in recognised speciality hospitals out side the State face great difficulty in getting reimbursement under WBHS, 2008 for the cost of medicines prescribed by those hospitals for an indefinite period in compliance with Clause 12(2) of WBHS, 2008 and F.D. Memo No.2618-F(MED) dated 05.04.2011.

   The matter has been considered by West Bengal Health Scheme Authority and on the basis of their recommendation, the undersigned is directed by the order of the Governor to say that Governor is pleased to order that advance purchase of medicine for maximum period upto six months may be allowed when medicine are prescribed for indefinite period by those hospitals located outside the State and also claim for reimbursement in such cases may be allowed upto six months from the date of purchase of such medicines.

   Clause 12(2) of WBHS, 2008 and Finance Department, Audit Branch Memorandum No 2618-F(MED) dated 5.4.2011 may be amended accordingly.

   This will take effect from the date of issue of the order.

   The following private Health Care Organisations have been assessed as Service Provider by the Health & Family Welfare Department on the basis of the facilities available there for rendering service to the Government employees/ Government pensioners and their beneficiaries under the West Bengal Health Scheme, 2008. The Health Care Organisations have came into agreement with the Government of West Bengal on the basis of Memorandum of Agreement for a period of 2 (two) years or till they are modified or revoked whichever is earlier from the date of the notification.

Reimbursement of Medicines of non-empanelled Health Care Organisations.

MEMORANDUM

   The reimbursement of the cost of medical treatment in non-empanelled private Health Care Organisations was allowed under the West Bengal Health Scheme, 2008 under certain terms and conditions vide Finance Department Notification no. 10539-F (MED) dated 21.11.11. Thereafter, in terms of clarification under SI. No. 2 of Finance Department Memorandum no. 11254-F(MED) dated 16.12.11, reimbursement of the costs of medicines and consumables are allowed up to 80% or 60% of the actual costs, as the case may be depending on the bed capacity of that Health Care Organisation.

MEMORANDUM

   The State Government pensioners and their family members are entitled to get the benefits of the West Bengal Health Scheme 2008 under the Finance Department’s Memorandum No. 3475-F dated 11.05.2009 and its related Government orders as subsequently issued. Now, the Governor is pleased to publish the following guidelines to be adopted for change of sanctioning authority in connection with medical benefits under the W.B.H.S. 2008 for the State Government Pensioners / Family Pensioners:

   (1) The pensioner / family pensioner who has already enrolled under the W.B.H.S. 2008 but likes to submit claims of medical benefits under the W.B.H.S. 2008 to an office as mentioned in para 2 of Finance Deptt. memo no. 10795-F(MED) dated 22.11.10 shall apply in Form VII (enclosed along with) only to his / her Pension Sanctioning Authority, who is the competent authority of his / her enrolment as per rule. On receipt of such Form VII the Pension Sanctioning Authority, after duly verifying the enrolment of the pensioner / family pensioner under the W.B.H.S. 2008 and his / her discontinuation of medical relief from the date of enrolment, shall, by an order forward all the copies of relevant documents duly authenticated as regards his / her enrolment under the W.B.H.S. 2008 along with authenticated copies of the W.B.H.S. Identity Cards and orders sanctioning medical facilities, if there be any, in respect of the pensioners / family pensioners, to the respective office, as mentioned in Form VII wherein he / she intends to submit claim for medical facilities.

Memorandum

   The State Government pensioners and their family members are entitled to the medical facilities of the West Bengal Health Scheme, 2008 under the Finance Department’s Memorandum no.3475-F dtd. 11.05.09. But like the State Government employees they are not allowed to claim medical reimbursement both from the medical Insurance Company as well as the West Bengal Health Scheme, 2008. Requests for extending the said benefit to the State Government pensioners / family pensioners are being received by this department from various corners.

Notification

   The existing, retired State Government employees/ family pensioners, AIS officers rendering their services in our State and also retired AIS officers rendered their services in our State have been getting the benefit of medical treatment as provided in West Bengal Health Scheme, 2008. In terms of Finance Department Notification No. 8435-F (MED). dt. 298-0-2011, enrolment under the Scheme was open from 01-09-2011 to 31-03-2012. Now, the Governor is pleased to order that the existing, retired State Government employees, pensioners, family pensioners, AIS and retired AIS officers who have not enrolled their names under the West Bengal Health Scheme, 2008 may be allowed to enroll their names up to 31-03-2013 following the provision as laid down in the Scheme.

   2. The existing and retired employees as mentioned above not enrolling their names under West Bengal Health Scheme, 2008 by 31-03-2013 shall not be eligible to get the benefits of the Scheme in future.

   3. New entrants into Government service shall, however, be allowed to exercise option and complete enrolment under the Scheme within two years of their appointment into Government service.

   4. An existing or retired employee/ family pensioner, existing or retired AIS officer enrolled under West Bengal Health Scheme, 2008 shall not be eligible to be enrolled further if he/ she opts out of the Scheme for whatever reason.

   This will come into immediate effect.
