   References have been received from Zonal Railways seeking clarification regarding grant of benefits under MACPS in respect of the employees qualifying through LDCE/GDCE. The matter has been examined in consultation with Department of Personnel & Training (DoP&T), the nodal department of Government on MACPS and it has been decided as under:

Increase in DA to 72% with effect from July-2012.

   The meeting of the Union Cabinet, which was scheduled to consider a 7 per cent hike in dearness allowance to 80 lakh central government employees and pensioners, has been put off to tomorrow.

   “The Cabinet, CCEA (Cabinet Committee on Economic Affairs) and CCI (Cabinet Committee on Infrastructure) meetings scheduled for Friday, have been postponed,” an official announcement said.

   Cabinet meetings usually take place on Thursdays, but they have been postponed apparently in view of the rapid political developments in the aftermath of the government’s decision to hike diesel prices and operationalise its earlier move to allow foreign direct investment (FDI) in multi-brand retail.

   Based on the recommendations of 6th Central Pay Commission, the revised pay structure of Rajbhasha staff of Zonal Railways was notified vide Board’s letter No.PC-VI/2008/I/RSRP/1 dated 11.9.2008 and 19.11.2008. There have been demands regarding improvement in the pay structure of above staff and an item has been raised by both the Federations before Departmental Anomaly Committee also.

   2. The issue of Rajbhasha Staff of Zonal Railways has been examined in consultation with Ministry of Finance (Department of Expenditure). The President is pleased to decide as under:-

   Time bound grievance redressal & real time dissemination of information are the two main ingredients of this novel venture for the welfare of pensioners.

   It has been reported that several Ministries especially Railways are not handling he Grievances with all seriousness which is required in such cases. These are sometime transmitted to wrong destinations and are also unilaterally closed on incorrect grounds without resolving.

Reasons being :

   a)DOP&PW simply forward the complaint to the concerned authority and leave it there.

   B)Concerned authorities now can close the complaint at their level w/o resolving it.

   c)Complete details recorded by the identified association while registering the grievance are not forwarded to concerned authority.

   d)Concerned authorities at ground level do not get the enclosed supporting documents.

   e)Authorities are not sensitive enough.

Himachal Pradesh Cabinet Approves Revised ‘GRADE PAY’ for Employees from Oct 1st.

   Continuing with a series of poll sops for government employees, the Himachal Pradesh cabinet on Monday approved the release of post-based revised pay structures and grade pay to employees from October 1, this year. The additional annual burden on this account is expected to be over Rs 550 crore per annum.

  It also granted other benefits to employees, technical staff, ayurveda medical officers, judicial officers, daily wagers and students. It further provided ownership rights to Shimla citizens, who are possession holders of buildings in the town’s municipal limits.

   An official spokesman said the cabinet granted approval to the implementation of Assured Career Progression Scheme (ACPS) under a three-tier system of 4-9-14 to all categories of state employees from August 27, 2009.

   It also decided to notify revised enhanced daily wages from Rs 130 to Rs 150 from September 1, with an additional 25 per cent for daily wagers in tribal areas.

   I am directed to refer on the subject noted above and to say that Principal Accountant General (A&E), Haryana office has pointed out that some Loanees/Departments/DDOs deposit cash or cheque into Banks or Treasuries on account of repayments against the long term advances (House Building Advance, Motor Car Advance, Computer Advance etc.) taken by these loanees from Haryana Government under Head of Accounts “7610-Loans/Advances to Government Servants”. These challans are received in their office from different Treasuries of Haryana alongwith monthly civil accounts. However, this has been noticed that the complete details/information in respect of these loanees, such as Name of Loanee, His/Her GPF Account No./PRAN Number, Complete address of DDOs (with name), Parent department/DDOs etc. are not quoted by the Loanees/Departments/Drawing and Disbursing Offices (DDOs/Treasury Officers (TOs) on these Challans. In the absence of these complete details, large number of challans are not posted in the respective Loan Accounts of the concerned Loanees. As a result the Principal Accountant General office is facing difficulty while credit/debit posting of various long term advances in the respective loan account of the concerned loanees.

   The issue of Career Progression and working conditions of Trackmen on Railways has regularly been raised at various fora from time to time in the past through both the recognized Federations. Accordingly, a Joint Committee comprising of representatives of both the recognized Federations and Senior Administrative Grade Officers (SAG) of Railway Board was constituted to consider Career Progression of Trackmen alongwith review of their existing channel of Promotion, allowances etc. Ministry of Railways (Railway Board) have considered the report of the Committee and have decided to extend the benefit of Special Allowance @ Rs.375 per month. which at present is admissible to only those Gatekeepers (now designated as Track Maintainer) who are posted at Civil Engineering Level Crossings identified as difficult, to Track Maintainer deployed for manning any of the Engineering Gates.

Highlights of the 5th meeting of the National Anomaly Committee.

   1. The 4th meeting of the National Anomaly Committee (NAC), which was held on 5.1.2012 at 2.3o PM at New Delhi was adjourned. Record Note of  that meeting is at ANNEXURE I. The NAC next met subsequently on 17th  July, 2012 at 3.00 PM in Conference Room No 119, North Block and was  chaired by Shri P K Misra, Secretary DOP&T. A list of members who attended this meeting is at ANNEXURE II.

   2. The Chairman welcomed all members of Official and Staff Side of the National Anomaly Committee. He mentioned that the recommendations of the 6th Central Pay Commission were extensively discussed with the Staff Side representatives and the Government had also made improvements while implementing them. He referred to further discussions on pay related matters in this forum and Government agreement on certain issues raised by the Staff Side besides issuing of clarificatory instructions. Since some of the issues raised by the Staff Side had earlier been discussed with the Staff Side during the implementation of 6th CPC recommendations and were amicably resolved, he suggested that there has to be finality in regard to the pay scales implemented by the Government on the basis of recommendations of the 6th CPC. He stated that settled issues which were resolved in consultation with the Staff Side earlier need not be reopened.

   The undersigned is directed to invite reference to para 2 (i) of this Department’s O.M. No. AB—14017/66/2008-Estt. (RR) dated 9th March, 2009, which provides that where all the posts in one or more pre-revised scales are merged with a higher pre-revised scale and given a common replacement scale/grade pay/pay scale, the suitability of the incumbents need not be assessed for granting them the higher replacement scale/grade pay/pay scale, there is also no need for the incumbents to complete any minimum eligibility service in the earlier scale of pay. There will be no change in the inter seniority of the incumbents in the merged scale which shall be decided based on the general instructions on the subject.

   Several important decisions were taken at the 56th meeting of Madhya Pradesh Eastern Region Power Distribution Company’s Board of Directors at Jabalpur today. At the meeting, decision was taken to increase retirement age of employees from 58 to 60 years. Resolutions passed at the meeting will be put forth before the cabinet through the department.

   The meeting also gave in-principle consent to proposal of starting new incentive scheme for employees who perform outstandingly in feeder separation, R-APDRP and revenue collection sectors. Decisions were also taken on fill up posts of law officer and legal assistant through departmental employees, constitution of 24 more flying squads in addition to existing ones, availing services of ex-servicemen for vigilance work and establishment of company’s 53 distribution division at Amarpatan tahsil headquarters in Satna district.

Preamble:
 
    As per Rule 112(3) read with Rule 113(5) of K.C.S.Rs., there is a provision to carry forward the leave at the credit of a Government servant at the close of the previous year to the next half year, subject to the condition that the accumulation of such leave on account of carry forward plus the credit for the half year does not exceed 240 days.  Rule  118 A (1) of K.C.S.Rs. provides for sanction of cash  equivalent to the leave salary for EL, if any, at the credit on the date of retirement of a Government  servant , who retires on superannuation, subject to a maximum of 240 days. Further, as per the existing provisions under Rule 118(2) of K.C.S.Rs., a Government servant may surrender EL not exceeding 30 days out of the leave at his credit once in a block period of two years and receive a cash equivalent of the leave salary.

Subject:- Posting of husband and wife at the same station.

   Reference is Invited to the clause 3.2 of Circular dated 05.01.2011 pertaining to transfer policy for Category I officers which provides that FCI would be guided by the exiting policy frame work of the Central Government on posting of husband and wife together as far as possible and administratively feasible. Similarly, Clause (11) of Section II of Circular dated 21.11.2002 and Clause 1(a) of Section-II of Circular dated 30.03.2012 pertaining to transfer policy for Category II, III and IV contains the provisions for posting both husband and wife at one station as far as possible to enable them to lead normal family life subject to administrative convenience and other terms and conditions.

   2. The Government of India had been following similar policy in the matter of posting of husband and wife at the same station in view of the utmost importance attached to the enhancement of women’s status in all walks of life and to enable them to lead a normal family life and also to ensure the education and welfare of the children.

32 Women Employees From Railways Honoured For Outstanding Performances Railway Women’s Welfare Central Organisation (RWWCO) Organises Women’s Day Celebrations.

   Thirty two outstanding women employees of Railways were honoured on the occasion of Women’s Day celebrations organized by Railway Women’s Welfare Central Organization (RWWCO), an apex body of the chain of Women’s Welfare Organisations spread over all Indian Railways, here today. Shri Vinay Mittal, Chairman, Railway Board was the Chief Guest at the Award function. The programme was organised under the guidance of Smt. Poonam Mittal who is the President of RWWCO. Also present among others were Railway officials, staff and their families.

   Speaking on the occasion, Shri Vinay Mittal said that RWWCO has always risen to the call of the society and the nation - be it environmental awareness, family welfare drives, disturbances on the borders or the natural calamities. He complimented the RWWCO for being one of the fore-runner voluntary organizations in the country today which is engaged in the task of welfare for railwaymen and their families through various need based socio-welfare activities. Shri Mittal said that the services of RWWCO will always be remembered for “supplementing and complementing” the national transporter’s role as an employer with a welfare centric approach. The Chairman, Railway Board said that “What makes their task special is that they have achieved all this along with their responsibilities as a home-maker and without any financial support from the Government”. Congratulating the outstanding Railway women employees who were felicitated on the occasion for their excellent performance, Shri Vinay Mittal said that they should continue the good work in future and strive to become role models and an inspiration for others.

CORRIGENDUM

In the further guidelines for empanelled Health Care Units for Medical Treatment under WBHS, 2008 below letter bearing no. 11253(80)-F(MED) dated 16.12.11 the following amendments may be incorporated :-

New Pension Scheme for Workers without benefit of Formal Pension.

   There are 6.92 crores members under Employees’ Pension Scheme, 1995 as on 31.03.2012. However, to ensure the welfare of the workers who are not benefited by any formal pension scheme, the Government has announced a co-contributory pension scheme the ‘Swalalamban’ whereby the Central Government would contribute a sum of Rs.1,000 per annum in each New Pension System (NPS) account opened having a savings of Rs.1,000 – Rs.12,000 per annum. The Scheme commenced in 2010-11. The Government will provide contribution for 5 years to the beneficiaries who register in the year 2010-11, 2011-12 and 2012-13 and therefore, the scheme has been extended up to the year 2016-17.

Saving Scheme in Post Offices.


            The Minister of State for Communications & Information Technology Sh Sachin Pilot informed the Lok Sabha yesterday that the gross deposit of Small Savings Scheme in Post Offices  declined in the financial year 2011-12 as compared to the year 2010-11. The decline of gross deposit in small savings schemes is, among other things, due to investor’s choice of alternative instruments for effecting savings. The Government has taken following measures to make the small saving schemes more attractive:-

1.   The rate of interest on Post Office Savings Account (POSA) has been increased from 3.5% to 4%.  The ceiling of maximum balance in POSA 1 lakh in single account and 2 lakh in joint account) has been removed.

2.  The maturity period for Monthly Income Scheme (MIS) and National Savings Certificate (NSC) has been reduced from 6 years to 5 years.

3.   A new NSC instrument, with maturity period of 10 years, has been introduced.

Introduction of new Centrally Sponsored Scheme of Pre-Matric Scholarship for needy Scheduled Tribe Students, Studying in Classes IX & X.

   The Union Cabinet has approved a new Centrally Sponsored Scheme of Pre-Matric Scholarship for Scheduled Tribe (ST) students, studying in Class IX & X.  The decision will go a long way in improving participation of ST students enrolled full time in secondary education in Government schools or in a school recognised by Government or a Central/State Board of Secondary Education, whose parents` annual income does not exceed Rs two lakh. The Scheme will help in minimizing the incidence of dropout, especially in transition from the elementary to secondary stage of education.

     About 22 lakh ST students are estimated to be covered under the Scheme every year during the XII Five year Plan. The Scheme which will be introduced w.e.f. 1.7.2012 will be implemented through State Governments and Union Territory Administration. The implementing agencies will receive 100 percent Central assistance from the Government of India for expenditure under the Scheme over and above their committed liability.

Proof of Identity during Train Journey.

   With a view to reduce chances of misuse of reservation system by unscrupulous elements, it has been prescribed that passengers have to produce original proof of identity during the journey in the following cases:

   1.    For e-tickets, any one of the passengers booked on the ticket has to produce any one of the prescribed proofs of identity in original.

   2.    For Tatkal tickets, the original proof of identity as indicated on the ticket.

Service Charge on Booking of E-Tickets.

   The Indian Railways Catering and Tourism Corporation (IRCTC) doe not levy any charges on cancellation of e-tickets on account of non-confirmation. A nominal service charge of Rs. 10/- per PNR for e-ticket issued for Sleeper & reserved Second Sitting (2S) and Rs. 20/- per PNR for e-tickets in other classes is charged. The service charge realized is used to meet Administrative cost, Maintenance cost of IT hardware and software, technical manpower costs of service providers, recurring expenditure like rent, electricity charges, internet bandwidth charges, cost for investments in capacity enhancement and also replacement of obsolete IT equipments etc.

CBSE MERIT SCHOLARSHIP SCHEME FOR SINGLE GIRL CHILDREN.

1. Objective

   The objective of CBSE merit scholarship scheme is to provide scholarships to the meritorious Single Girl Students, who are the only child of their parents; and have passed the CBSE Class X Examination with 60% / 6.2 CGPA or more marks/ grades and are continuing their further school education of Class XI and XII. The scheme is aimed to recognize the efforts of the parents in promoting education among girls and to provide encouragement to meritorious students.

   As per the approval of the Competent Authority dated 23.07.2012, all children born together are Single Girl Child of their parents.

2. Allocation of scholarship

   The number of scholarships for a particular year shall be variable and shall to awarded to all such "Single Girl Students" who have secured 60% / 6.2 CGPA or more marks / grades in the CBSE Class X Examination in that year.

Restructuring of DRDO.


   Defence Research and Development Organisation (DRDO) is in the process of implementing recommendations of the Review Committee headed by Dr. P. Rama Rao and fine-tuned by the Defence Secretary Committee.

The following recommendations have been Implemented:-

•    Nomination of Nodal Officers for interaction between DRDO and Services.
•    Introduction of Integrated Financial Advice (IFA) system for financial decentralization.
•    A dedicated Chief Controller Research and Development (Human Resource) has already been appointed at DRDO HQrs.

Cadre Review in MES.


   In general the career progression in MES for IDSE Officers is slower compared to some other Engineering Services in departments like Railways, Telecommunications and CPWD.

   IDSE Officers and their Associations have represented for Cadre Review for Group `A` Officers in MES.Proposal for 3rd Cadre Review is under consideration.No time frame can be fixed for finalization of the proposal.

Deprived Section of Ex-Servicemen.


   Ex-servicemen with service less than 15 years are not entitled to pension as it is a mandatory requirement for a Personnel Below Officer Rank to render 15 years and for Commissioned Officers 20 years qualifying service to earn pension. Minimum qualifying service is an essential criterion for pension in the Government.

   The Short Service Commissioned Officers who are not pensioners are eligible for certain schemes of DGR like Training, Security Agencies and other self-employment schemes. Ex-Defence personnel with more than 5 years of service are entitled to CSD canteen facilities available in units / establishment apart from being employed as security guards. Some grants out of RakshaMantri Discretionary Funds is also provided to non-pensioners upto the rank of Havaldar.
