The Rajasthan Work-charged Employees (Revised Pay) Rules, 2008.

No. F14(5)FD (Rules)/2008 - I

Jaipur, dated: 06.04.2013

Subject:- The Rajasthan Work-charged Employees (Revised Pay) Rules, 2008.

   The Governor is pleased to order that in the Rajasthan Work-charged Employees (Revised Pay) Rules, 2008 issued vide FD order no. F. 14(5)FD (Rules)/2008 dated 12-9-2008, the following amendments shall be made:-

   (i) in Appendix-I the existing Grade Pay ` 3200, ` 3600 and ` 4200 appearing in column no. 6 shall be substituted by the Grade Pay ` 3600, ` 4200 and ` 4600 respectively.

   (ii) in Part “A”, “C” and “D” of Appendix-II, the existing Grade Pay ` 3200, ` 3600 and ` 4200 wherever appearing in column no. 7 shall be substituted by the Grade Pay ` 3600, ` 4200 and ` 4600 respectively.

   (iii) after the existing Rule 19, the following new Rule 20 shall be inserted, namely-

   “20. Method of Fixation of Pay in the Running Pay Band and Grade Pay further revised after 01.01.2006:-

   The initial pay of a work-charged employee who elects or is deemed to have elected Running Pay Band and Grade Pay further revised after 01.01.2006 shall be fixed at an equal stage in the Running Pay Band plus Revised Grade Pay of the post. In case the pay last drawn in the existing Running Pay Band is less than the minimum of the further Revised Running Pay Band, he shall be fixed at the minimum of the Running Pay band plus Grade Pay of the post.”

   This order shall come into force with effect from 01.07.2013.

Grant of Assured Career Progression.

ORDER

Subject:- Grant of Assured Career Progression.

   Under rule 19 and 20 of the Rajasthan Civil Services (Revised Pay) Rules, 2008 for which detailed guidelines for grant of ACP has been issued vide FD Memorandum No. F14(88)FD (Rules)/08-I and F14(88)FD (Rules)/08-11 dated 31.12.2009, the Assured Career Progression shall be in the immediate next higher grade pay in hierarchy of the Running Pay Band and Grade Pay as given in Section “A" of Schedule I of the Rajasthan Civil Services (Revised Pay) Rules, 2008.

   2. Consequent upon revision of Grade Pay in the Section “A” of Schedule I of Rajasthan Civil Services (Revised Pay) Rules, 2008, the Grade Pays already granted under the Assured Career Progression scheme shall also be revised as under:-

Grant of Mess Allowance to the employees of Police, Jail and Home Guard Department.

Jaipur, dated: 28th March 2013

Subject: Grant of Mess Allowance to the employees of Police, Jail and Home Guard Department.

   The Governor is pleased to order that the existing rate of Mess Allowance admissible to the employees of Police, Jail and Home Guard Departments as per Finance Department Order of even number dated 10.05.2012 is revised from ` 1050/- per month to  ` 1500/- per month.

   The Governor is further pleased to order that the Mess Allowance at the above revised rate shall also be admissible to all Constable Drivers of Home Guard and Civil Defence Department including Constable Drivers of Fire Brigade Service.

   The Governor is further pleased to order that the Mess Allowance at the rate of  ` 1750/- per month shall be admissible to Assistant Sub Inspector, Sub Inspector and Inspector of Police, Chief Head Warder Jail, Assistant Jailor, Deputy Jailor, Jailor and Instructor Grade II.

   The grant of Mess Allowance shall be regulated in accordance with the provisions contained in the Finance Department Notification No.F.12(8)FD/(Gr.2)/82 dated 24.08.1984 as amended vide FD Notification No.F.6(2)FD/(Rules)/2010 dated 22.07.2010.

   This order shall take effect from 01.04.2013.

Amendments in the Rajasthan Civil Services (Medical Attendance) Rules, 2008.

NOTIFICATION

Sub:- Amendments in the Rajasthan Civil Services (Medical Attendance) Rules, 2008

   In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Rajasthan is pleased to make the following rules to amend further the Rajasthan Civil Services (Medical Attendance) Rules, 2008, namely :-

   1. These rules may be called the Rajasthan Civil Services (Medical Attendance) (Amendment) Rules, 2013,

   2. They shall come into force with immediate effect.

   3. In the aforesaid rules -

   (i) Below existing clause (v) of sub-rule (1) of Rule 3, the following shall be inserted as new clause (vi), namely;-

   “(vi) A Medical Officer of the Hospital run under a Public Private Partnership arrangement.”

   (ii) The existing words “or by a partner under a Public Private Partnership arrangement” appearing in sub-rule (6) of Rule 3 shall be deleted.

   (iii) Below existing sub-rule (7) of Rule 3, the following new sub-rule (7A) shall be inserted, namely :-

   “(7A). “Hospital under Public Private Partnership arrangement” means a Medical / Ayurvedic / Unani or Homeopathy Hospital / Dispensary or Institution run by a partner under a Public Private Partnership arrangement. The terms and conditions of these hospitals shall be regulated by the concerned concession agreement. The list of Hospitals under Public Private Partnership arrangement shall be as mentioned in Appendix- IA.”

   (iv) In sub-rule (11) of Rule 3, the existing words “Government and approved hospitals” and “Government or approved hospital” wherever appearing shall be substituted by the words ‘Government/ Approved/ Public Private Partnership Hospitals”.

   (v) In sub-rule (13) of Rule 3, the existing words “Government / Approved Hospitals” and “Government or approved hospitals” wherever appearing shall be substituted by the words “Government / Approved / Public Private Partnership Hospitals.”

   (vi) In clause (iii) of Rule 4, the existing words “Approved Hospitals / labs” shall be substituted by the words “Approved Hospitals /labs / Public Private Partnership Hospitals.”

   (vii) In clause (g) and (h) of sub-rule (2)(l) of Rule 6, the existing words “Medical Officers Fees Rules, 1964 as given in Schedule in Appendix - X of Rajasthan Service Rules, Vol. - II” shall be substituted by the words “the Rajasthan Medical Officers and Nursing Staff Fees Rules, 2011”.

   (viii) At the end of “Explanation” appearing below sub-rule (3) of Rule 7, the existing words and figures “Rule 3(l)(iv)” shall be substituted by the words and figures “Rule 3(l) (iv) to (vi)”.

   (ix) Below the existing Rule 8, the following new Rule 8A shall be inserted, namely :-

   “8A. Medical Attendance and Treatment to Government servant and his family in Hospitals under Public Private Partnership arrangement - A Government servant and the members of his family shall be entitled to medical attendance and treatment in hospitals under Public Private Partnership arrangement to the extent of provisions indicated in Rule 8 for Approved Hospitals within the State.”

   (x) Between the existing words “approved hospitals” and “within State” appearing in sub-rule (1) of Rule 10, the words “/hospitals under Public Private Partnership arrangement” shall be inserted.

   (xi) Between the existing words “approved hospitals” and “within Rajasthan” appearing in sub-rule (2) of Rule 10, the words “/hospitals under Public Private Partnership arrangement” shall be inserted.

   (xii) In sub rule (4) of Rule 10, the existing words and figure “Rule 10(1)” shall be substituted by the words and figure “Rule 10(2)”.

   (xiii) Below existing clause (b) of sub rule (1) of Rule 12, the following shall be inserted as new clause (C), namely:-

   “(c) From Superintendent / Head of the Hospital run under a Public Private Partnership arrangement in case the treatment is under taken in Public Private Partnership Hospital.”

   (xiv) After the existing Appendix -I. the following new Appendix -IA shall be inserted, namely :-

“Appendix -IA”

   List of Hospitals under Public Private Partnership arrangement: -

   1. Metro Manas Arogya Sadan Heart Care and Multi - Speciality Hospital, Jaipur.

Note :-

   (1) The reimbursement of the expenses of treatment in Metro Manas Arogya Sadan Heart Care and Multi-Speciality Hospital, Jaipur will be subject to ceilings prescribed under Finance Department order No. F. 6(4)FD/Rules/2003 Pt. dated 16.12.2009, 04.02.2010, 01.06.2010 and subsequent orders issued from time to time in this regard.

   (2) The relevant provisions regarding treatment/ procedure/ diagnostic and others under Concession Agreement can be seen on the Finance Department website http://www.finance. rajasthan.gov. in.”

   (xv) The existing Sr. No. 48 under Appendix - I shall be deleted.

   (xvi) The existing Sr. No. 49, 50 and 51 under Appendix - I shall be re-numbered as Sr. No. 48, 49 and 50.

Subject :- Rajasthan Civil Services (Revised Pay) Rules, 2008.

   In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Rajasthan is pleased to make the following rules to amend further the Rajasthan Civil Services (Revised Pay) Rules, 2008, namely :-

   1. These rules may be called the Rajasthan Civil Services (Revised Pay) (First Amendment) Rules, 2013.

   2. They shall be deemed to have come into force with effect from 01.09.2006.

   3. In the Rajasthan Civil Services (Revised Pay) Rules, 2008 - in Section ‘B’ of Schedule - I - in Election Department - the existing entry at Serial No. 1 shall be substituted by the following, namely :-

Grant of Dearness Allowance to Work-charged employees.

Sub:- Grant of Dearness Allowance to Work-charged employees.

   The Governor is pleased to order that the existing rate of Dearness Allowance payable, to the work-charged employees governed under the Rajasthan Public Works Department (B&R) including Gardens, Irrigation, Land Development (Programme). PHED. CAD Chambal Department, Kota, Ayurved and Forest Department Work charged Employees Service Rules, 1964 or under corresponding provisions of standing orders, where such employees are governed by specific standing orders and are drawing pay in the running pay bands and grade pays prescribed under the Rajasthan Work-charged Employees (Revised Pay) Rules, 2008 shall be revised from 65% to 72% with effect from 01.07.2012.

Grant of Dearness Relief to State Government Pensioners.

   The Governor is pleased to order that the existing rate of Dearness Relief sanctioned vide Finance Department Order of even number dated 25.03.2012 to the State Government Pensioners who are in receipt of superannuation retiring, invalid, compensation, family and extra ordinary pension etc. shall be revised from 65% to 72% with effect from 01.07.2012.

   In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Rajasthan hereby makes the following rules further to amend the Rajasthan Civil Services (Pension) Rules. 1996 namely: -

1. These rules may be called the Rajasthan Civil Services (Pension) (Amendment) Rules. 2012.

2. These rules shall come into force with immediate effect.

3. In the aforesaid rules - existing Rule 67 shall be substituted by the following namely:-

Amendment in the Rajasthan Government Servants’ General Provident Fund Rules, 1997.

NOTIFICATION

Sub. : - Amendment in the Rajasthan Government Servants’ General Provident Fund Rules, 1997.

   In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India and Rule 21C of Rajasthan Service Rules, 1951, the Governor hereby makes the following rules further to amend the Rajasthan Government Servants’ General Provident Fund Rules, 1997, namely: -

   1. These rules may be called the Rajasthan Government Servants’ General Provident Fund (Amendment) Rules, 2012.

   2. They shall be deemed to have come into force with effect from 30.03.1999.

   3. In the aforesaid rules, the existing sub-rule (1) of Rule 4 shall be substituted by the following, namely:-

     (1) An account holder / an AIS Officer of Rajasthan Cadre on his retirement shall have the option of continuing his Provident Fund Account with the department for any period for depositing pensionary benefits like amount of gratuity, commutation of pension, maturity claim of insurance, encashment of balance of Privilege Leave etc. An account holder / an AIS Officer of Rajasthan Cadre whose account has been closed shall also be eligible to get his account revived and continue for aforesaid deposits. This facility shall also be available to the retired Judges of Rajasthan High Court at their option”.
