Early Decision – No need to pay Arrears on DA and 7th CPC.

   Decision in the right time –will avoid more funds to allocate as arrears!

   At last, the most eagerly awaited announcement of additional dearness allowance has been declared by the cabinet, due from January 2013 to Central Government employees and Pensioners.

   In general the announcement of dearness allowance has been made in the month of March every year. But this year this has been declared in the month of April. Though it was announced after some delay, there is no any loss, as the dearness allowance hike has to be paid with effect from 01-01-2013.

   Before this announcement, there was a rumor that 50% dearness allowance will be merged with basic pay or otherwise dearness allowance will not be hiked, but the cabinet committee decision cleared these doubts.

   Employees and Pensioners will get one more month arrear from January to April. Government has to allocate more funds as arrear due to delay.

   If the decisions concluded in the right time, there will be no chance to allocate more fund for the payment of arrears and also prevent practical problems to accounting staff.

   Even the National anomaly committee, after six years it was formed, has not solved all the problems raised due to the implementation of 6 CPC.

   After the implementation of 6CPC in 2008 with effect from 01.01.2006 , arrears had to be paid to Central Government servants. To avoid the additional financial burden, the Central Government decided to pay the arrears’ in two installments in 2008 and 2009. For this, government had to allocate more fund from budget. It can be avoided by early constitution of 7th pay commission.

   So, to find the solution to all including disbursing authorities, setting up of 7th Central Pay Commission at early stage to implement in the right time, the same is demanding by the central trade unions and associations.

   Every decision in the right time –will avoid more funds to allocate as arrears!

No merger of D.A. but seventh pay commission likely this year.

   According to our sources in New Delhi, there is no chance of any merger of Dearness Allowance with basic pay as demanded by the associations. But the Government is considering the formation of seventh pay commission.

   The seventh CPC is scheduled to be effective from 1.1.2016 and if it is formed this year, there will be ample time to finalize it's recommendations. Moreover, if it is not effective from an earlier date, the Govt. will be free from any burden of paying arrears, which may adversely effect the fiscal situation.

   Most significantly, in the eve of general election, the Govt. may spread a "feel good" situation among the employees without having to pay an extra penny from the exchequer.

   In the other hand merging D.A. with basic pay will lead to a considerable expense and as there is definite negative recommendation of sixth CPC in this respect, Govt. can easily deny this demand. After formation of seventh CPC, if the ruling party fails to come back in the corridors of power, the entire liability will have to be borne by the new Govt. So, it's a win win situation of the ruling party and most likely, it will be announced in the later half of the year.

Resettlement of Defence Personnel

   The number of personnel retiring from Armed Forces varies from year to year. Approximately 50,000 to 55,000 defence personnel retire every year from defence services.

   The government provides vocational training to retiring officers and Other Ranks through training institutes to enable them to settle down in civilian life. This training is optional. Government provides 60% fee subsidy to officers & 100% fee subsidy to Junior Commissioned Officers/Other Ranks.

WBHS, 2008 Regarding advance purchase of Medicines for Government Employees/ Government Pensioners.

MEMORANDUM

   Government Employees/Government Pensioners who are enrolled under WBHS, 2008 and got treatment with prior approval from Government for treatment in recognised speciality hospitals out side the State face great difficulty in getting reimbursement under WBHS, 2008 for the cost of medicines prescribed by those hospitals for an indefinite period in compliance with Clause 12(2) of WBHS, 2008 and F.D. Memo No.2618-F(MED) dated 05.04.2011.

   The matter has been considered by West Bengal Health Scheme Authority and on the basis of their recommendation, the undersigned is directed by the order of the Governor to say that Governor is pleased to order that advance purchase of medicine for maximum period upto six months may be allowed when medicine are prescribed for indefinite period by those hospitals located outside the State and also claim for reimbursement in such cases may be allowed upto six months from the date of purchase of such medicines.

   Clause 12(2) of WBHS, 2008 and Finance Department, Audit Branch Memorandum No 2618-F(MED) dated 5.4.2011 may be amended accordingly.

   This will take effect from the date of issue of the order.

   G.S.R. ….    In pursuance of provision of rule 45 of the Fundamental Rules, the President hereby makes the following rules further to amend the Allotment of Government Residences (General Pool in Delhi) Rules 1963, namely :-

   1.    Short Title & Commencement:

   (1)    These rules may be called the Allotment of Government Residences (General Pool in Delhi) Amendment Rules 2013.

   (2)    They shall come into force from the date of their publication in the official Gazette.

   2.    In the Allotment of Government Residences (General Pool in Delhi), Rules, 1963

   (a)    In Supplementary Rule 317-B-11, in the table sub—rule (2), against the item (ii) relating to retirement or terminal leave, for the figure and words “2 months on normal licence fee and another 2 months on double the normal fee” occurring under the column relating to permissible period for retention of the residence, the figure and words “2 months on normal licence fee” shall be substituted.

   (b)    In Supplementary Rule 371-B-22, the existing provision in para 3 i.e.

   “ Provided further that in the event of retirement or terminal leave, the allottee shall be eligible to retain the Government accommodation for a further period of two months on payment of four times of the normal licence fee and subsequent two months on payment of six times of the normal licence fee for special reasons involving medical/educational grounds, subject to appropriate certification by the authorities concerned”

shall be substituted by

   “Provided further that in the event of retirement or terminal leave, the allottee shall be eligible to retain the government accommodation for a further period of one month on payment of six times of the normal licence fee for special reasons involving medical/educational grounds, without certificate”.

   The Governor is pleased to order that the existing rate of Dearness Allowance payable, to the work-charged employees governed under the Rajasthan Public Works Department (B&R) including Gardens, Irrigation, Land Development (Programme), PHED, CAD Chambal Department, Kota, Ayurved and Forest Department Work charged Employees Service Rules, 1964 or under corresponding provisions of standing orders, where such employees are governed by specific standing orders and are drawing pay in the running pay bands and grade pays prescribed under the Rajasthan Work-charged Employees (Revised Pay) Rules, 2008 shall be revised from 72% to 80% with effect from 01.01.2013.

   The term ‘Pay’ for the purpose of calculation of Dearness Allowance shall be the basic pay i.e. sum of pay in running pay band and grade pay drawn.

   The payment on account of Dearness Allowance involving fraction of 50 paisa and above may be rounded off to the next higher rupee and the fraction of less than 50 paisa may be ignored.

   The amount of increase in Dearness Allowance for the period from 01.01.2013 to 31.03.2013 shall be credited to the General Provident Fund Account of the respective employees and cash payment shall be admissible from 01.04.2013 i.e. salary for the month of April, 2013 payable on 01.05.2013.

ORDER

Subject: - Grant of Dearness Relief to State Government Pensioners.

   The Governor is pleased to order that the existing rate of Dearness Relief sanctioned vide Finance Department Order of even number dated 27.09.2012 to the State Government Pensioners who are in receipt of superannuation, retiring, invalid, compensation, family and extra ordinary pension etc. shall be revised from 72% to 80% with effect from 01.01.2013.

   For the purpose of this order :-

   (i) Pension/Family Pension in the case of pre-0l.09.2006 retirees and where Family Pension was sanctioned prior to 01.09.2006, means the Consolidated Pension or Consolidated Family Pension, as the case may be, effective from 01.09.2006 in terms of Finance Department Memorandum No. F.12(3)FD(Rules)/2008 dated 12.09.2008.

   (ii) In the case of pensioners who retire from service on or after 01.09.2006 or where family pension is sanctioned for the first time on or after 01.09.2006. Pension/Family Pension means the Basic Pension/Basic Family Pension, as the case may be, in terms of Finance Department Notification No. F.12(3)FD(Rules)/2008 dated 12.09.2008.

   (iii) Dearness Relief will also be admissible on the additional quantum of pension / family pension allowed to the pensioners who have attained the age of 80 years and above.

   (iv) Payment of Dearness Relief involving a fraction of a rupee shall be rounded off to the next higher rupee.

   (v) Other provisions governing grant of dearness relief to pensioners’ such as regulation of dearness relief during employment/re-employment, regulation of dearness relief where more than one pension is drawn etc., will remain unchanged.

   (vi) This order shall also be applicable in case of Pensioners/Family Pensioners who are in receipt of provisional pension.

   (vii) This order shall not be applicable in case of Old Age Pensions, Political Pensions or any other kind of similar pensions, which are not related to the service rendered under Government.

   (viii) Dearness Relief at revised rates as above would also be admissible to pensioners who retired/retire from service of Panchayat Samiti or Zila Parishad and whose Pension Payment Orders have been issued by the Director, Local Fund Audit Department or Director, Pension and Pensioners’ Welfare Department, Rajasthan, Jaipur.

   The term ‘Pay’ for the purpose of calculation of Dearness Allowance shall be the Basic Pay i.e. sum of pay in running pay band and grade pay drawn and shall not include any other type(s) of pay like Special Pay or Personal Pay, etc.

   The payment on account of Dearness Allowance involving fraction of 50 paisa and above may be rounded off to the next higher rupee and the fraction of less than 50 paisa may be ignored.

   The amount of increase in Dearness Allowance for the period from 01.01.2013 to 31.03.2013 shall be credited to the General Provident Fund Account of the respective employees and cash payment shall be admissible from 01.04.2013 i.e. salary for the month of April, 2013 payable on 01.05.2013.

   Release of additional instalment of Dearness Allowance to central government employees and Dearness Relief to pensioners, due from 1.1.2013

   The Union Cabinet today gave its approval to release an additional instalment of Dearness Allowance (DA) to central government employees and Dearness Relief (DR) to pensioners with effect from 01.01.2013 at the rate of 8 percent over the existing rate of 72 percent.

   Thus, the combined impact on the exchequer on account of both DA and DR would be of the order of Rs.8629.20 crore per annum and Rs. 10067.36 crore in the financial year 2013-14 (that is for a period of 14 months from January, 2013 to February, 2014).

CABINET APPROVES 8% DEARNESS ALLOWANCE FOR CENTRAL GOVERNMENT EMPLOYEES AND PENSIONERS..

   The Union Cabinet today in its meeting, gave its approval to release an additional instalment of Dearness Allowance (DA) to central government employees and Dearness Relief (DR) to pensioners w.e.f. 1.1.2013  representing an increase of 8% over the existing rate of 72% of the Basic Pay/Pension, to compensate for price rise. The increase is in accordance with the accepted formula, which is based on the recommendations of the 6th Central Pay Commission.

   Necessary order for increasing Dearness Allowance will be issued by Finance Ministry soon. The resultant arrears amount on account of the increased Dearness Allowance for the month of January , Febraury and March will be paid to central government employees by the respective Ministry/Department after the issuance of the order for granting dearness allowance by  Ministry of Finance .

Today Cabinet may hike dearness allowance by 8%

   The Union Cabinet is likely to approve a proposal to increase dearness allowance (DA) of central government employees by 8% today.

   The move to increase DA from 72% to 80% will benefit around 50 lakh employees and 30 lakh pensioners of the central government.

   "The Union Cabinet may consider the finance ministry proposal to increase DA in its meeting scheduled for Thursday," a source said, adding the hike would be effective from January 1, 2013 and employees and pensioners would be entitled to arrears.

   The government had raised DA to 72% in September last year, which had come into effect from July 1, 2012.

   As per usual practice, DA is merged with basic pay when it breaches the 50% cap. This helps employees get higher allowances as those are paid as proportion of the basic pay.

PREAMBLE:-

   Orders were issued in G.O. No. FD 4 SRP 80, dated 22nd March 1980, granting Bangalore City rate of HRA to State Government employees who were posted to any place which were situated within 8 kms from the periphery of the municipal limits of the erstwhile Bangalore City Corporation. Further, sequel to the orders of the Hon’ble KAT in A.Nos. 2769/1988 etc., list of villages falling within 8 kms from the municipal limits of Bangalore City Corporation was published in Annexure to the order dated: 14.07.1989 read at (2) above.

   In G.O. dated: 31.10.2009 read at (3) above, it was ordered that with effect from lst October 2009, the Government employees posted to any place situated within the jurisdiction of BBMP only are entitled to for city rates of HRA and CCA. Various Associations of Karnataka State Government Employees have submitted representations to the Government requesting for grant of HRA & CCA as per the decision of the Hon‘ble Karnataka Administrative Tribunal in A.Nos.314-356/2010, 988-1210/10 etc. Accordingly, Government had sought the report from the Deputy Commissioner of Bangalore Urban District regarding the list of villages that was published in the Annexure to the order dated 14.07.1989 read at (2) above, which were situated within 8 kms from the periphery of erstwhile BMP limts but which are not included in the present BBMP jurisdiction. The Bangalore Urban Deputy Commissioner in his report dated: 06.03.2013 read at (6) above has informed that only 5 villages under Dasanapura Hobli of Bangalore North Taluk. viz., Madanayakanahalli, Thirumalapura, Madavara, Shrikantapura (Anchepalya) and Chikkabidarakallu are not included in the present BBMP jurisdiction.

   In view of the undertaking given in A.Nos. 314-356/2010. 988-1210/10 etc. before the Honble Karnataka Administrative Tribunal, it is now considered necessary to continue to allow the benefit of HRA & CCA at Bangalore City rates to the State Government employees working in these 5 villages. Accordingly the following orders are issued.

DELAY IN GRANT OF DA - HOLD PROTEST DEMONSTRATION ON 23RD APRIL 2013

            Since the implementation of the recommendations of the 4th central pay commission in 1986, the Dearness Allowance (DA) is paid in two six-monthly installments – in March and September of every year. The practice followed since then is that the order granting DA to government employees is issued in March and September itself.
 
            This time the practice in force since 1986 is violated. Our enquiries with concerned Ministries informed us that the file is already moved for Cabinet approval. But it is nearly a month now. The cabinet has found no time to take a decision on this.
 
            This naturally is quiet disturbing, especially in the time of galloping price line. The employees have, in the past, fought bitterly for grant of DA and the 3rd CPC gave a definite formula for DA in the aftermath of the one day strike on 19th September 1968. We cannot allow the hard won DA to be tampered with.
 
            Confederation has written to Prime Minister conveying the disquiet amongst the amongst the employees over the inordinate delay in the grant of additional installment of DA due from 1st January 2013 and urging the Prime Minister to take immediate steps to assuage the feelings of the employees. Copy of the letter is given along with this Circular.
 
            The Secretariat of Confederation therefore calls upon every affiliate as well as State Committee of Confederation to organise lunch hour demonstration in the work place on 23rd April 2013, Tuesday and send the following telegram to the Prime Minister of India.

Subject: Grant of Dearness Allowance to Central Govt. Employees and Officers – Reg.
 
            I am to invite your kind attention to the delay in the grant of additional installment of Dearness Allowance to Central Government employees and officers and the consternation it is causing amongst the employees.
 
            It would be apt to point out here that since the implementation of the 4th CPC recommendations with effect from 1st January 1986, the Dearness Allowance is paid to Central Government employees in two six monthly installments – along with the salary for March and September every year. The 5th and 6th CPCs also recommended the same principle for payment of additional installments of DA and since then the order granting additional installment of Dearness Allowance is being issued well in advance honouring the recommendations.
 
            The Central Government Employees were expecting the announcement of grant of additional installment of Dearness Allowance (8 % with effect from 1st January 2013) and Office Memorandum on that in the month of March 2013 itself. The delay of more than a month has led to disquiet amongst the employees.
 
            I shall be thankful if the fears of the central government of employees are allayed by immediately releasing the additional instalment of Dearness Allowance with effect from 1st January 2013 without any further delay.

Dearness allowance from Jan 2013, will be declared only after the Finance Minister arrival..!

   It is really surprising that, even after the month prescribed by 6CPC to announce the Dearness Allowance passed, the central government yet to decide the rate of dearness allowance to be paid to central government employees from January 2013. Almost all the central government employees news websites have written more than enough about the rate and timing of announcing the Dearness allowance payable to central government employees with effect from 1st January 2013.

   On 2nd April 2013, Some Established News websites informed that the 8% dearness allowance likely to be approved by cabinet committee today ie on April 02, 2013. But at the end of the cabinet meeting it had been informed that decision on hiking dearness allowance deferred as the Finance Minister was not present. At that time the Finance Minister P Chidambaram was on an official visit to Japan. According to this claim, it is now very much clear that if FM is not present in the Cabinet committee meeting , the fate of DA will not be decided.

   Now according to the PIB release dated 13-4-2013 , The Union Finance Minister Shri P. Chidambaram left for one week two nation tour to Canada and USA on Sunday,14th April, 2013. The Finance Minister will leave for the back home on 20th April, 2013 and will arrive in the national capital on the early morning of 22nd April, 2013.

   Now it can be claimed that the decision on Dearness Allowance will be declared only after the Finance Minister’s arrival. So the central government employees may have to wait for one more week to get the result on  8% hike in dearness allowance from January 2013.

Subject: Guidelines for Promotions in Public Sector Banks – 2013-14

   I am directed to refer to this Department’s letter number 4/1 1/1/2011-FR dated 14th March, 2012, 3rd May, 2012 and 15th June, 2012 on the subject cited above and to say that the references received from several banks regarding relaxations for promotions for the year 2013-14 have been examined in this Department.

   2.    It has been decided that Banks can, with the approval of their Boards, provide relaxations, if required, in the guidelines on promotions. Reasons for any such relaxation/deviation must be properly recorded in the minutes of the Board meetings.

   3.    However, any relaxation/change in the following provisions in the promotion guidelines referred to in para 1 above would require prior approval of the Government:-

   a)    Minimum experience requirement at each scale. However, Banks may with the prior approval of their Boards provide a further relaxation of 3 months in the minimum experience requirement at each scale.

   b)    Minimum requirement of APAR marks. However, Banks may, with the prior approval of their Board, relax the requirement of marks in APAR to an average of 75% marks of APAR with minimum 60% in each preceding five years.

   c) The requirement of rural/semi urban experience. However, Banks may decide with the prior approval of their Boards, if the stipulated tenure of rural/semi-urban experience is required to be continuous or in parts.

   d)    The requirement of length of service in specialized cadre before promotion or prior to joining the mainstream cadre.

   e)    The requirement of the zone of consideration. However, Banks may with the prior approval of their Boards relax the Zone of consideration so as to include all officers promoted on the same date/batch.

   4.    Banks are advised to take appropriate action in the matter with due approval of their Board of Directors.

   5.    This issues with the approval of Secretary (FS).

   2 The issue has been examined, pursuant to the order dated 18.10.12 of the Court of Chief Commissioner for Persons with Disabilities In- Case Nos. 46,52-55,59/1121/12-13 and it has accordingly been decided that recruiting agencies should not insist on a particular format of disability certificate at the time of accepting the application/considering the candidature of the applicant, as the medical authority in different states are using different formats. Stipulation made vide Para 4 (I) of Board’s letter No. E(NG)II/2006/RC-2/13 dated 17.09.2007, accordingly, is reiterated which state that Disability Certificate issued by Medical Board constituted either by Central or State Government is acceptable.

   The undersigned is directed to say that the Ex-servicemen (Re-employment in Central Civil Services and Posts) Amendment Rules, 2012, inter alia provides as follows:-

   “5 (b) For appointment to any vacancy in Group A and Group B services or posts filled by direct recruitment otherwise than on the results of an Open All India Competitive Examination, the upper age limit shall be relaxed by the length of military service increased by three years in the case of ex-servicemen and commissioned officers including Emergency Commissioned Officers or Short Service Commissioned Officers.

   (c) For appointment to any vacancy in Group A and Group B service or posts filled by direct recruitment on the results of an All India Competitive Examination, the ex-servicemen and Commissioned Officers who have rendered at least five years military services and have been released:-

   i) on completion of assignment (including those whose assignment is due to be completed within one year) otherwise than by way of dismissal or discharge on account of misconduct or inefficiency; or

   (ii) on account of physically disability attributable to military service or on invalidment, shall be allowed maximum relaxation of five years in the upper age limit.”

   2. This Department has been receiving representations and RTI applications to clarify the meaning of the phrases “recruitment otherwise than on the results of an Open All India Competitive Examination” and “posts filled by direct recruitment on the results of an All India Competitive Examination” mentioned in the above paragraph.

   3. It is hereby clarified that instructions on the subject already exist that the expression ‘direct recruitment on the results of an All India Competitive Examination’ means (i) all recruitment by UPSC whether through written examination or by interview or both and; (ii) recruitment made by other authorities including Staff Selection Commission or any other appointment authority through written competitive examination or tests (but not by interview only). The expression ‘direct recruitment otherwise than by open competition means’ (i) any recruitment not made by the UPSC or (ii) recruitment not made through written competitive tests held by any other authority.

   4. All the Ministries/Departments are requested to bring it to the notice of all establishments under their control.

Expected dearness allowance from July 2013.

Let us hope the DA for January 2013 will be announced very shortly..

and move on to Expected dearness allowance from July 2013

   It is really unfortunate that at the time of discussing about the rate of dearness allowance from July 2013, expectation on dearness allowance from January 2013 is not fulfilled even now. Actually the additional amount, that the central government employees may get, on account of hike in dearness allowance from January 2013 apart from their regular pay is not at all a matter for the people those who are dealing with lakhs and crores. But it is indeed a matter for 50 lakh central government employees and pensioners, In order to deal with abnormal price rise; they have no other option than expecting dearness allowance to be increased. It is expected that the central government has reached the saturation point and it has no other go than to announce it as soon as possible. Let us hope it will be announced very shortly.

   At this juncture it is very hard to move on to the topic of dearness allowance from July 2013. But there is a saying.. “Sometimes It is very hard to move on, once you move on, you will realize it was the best decision you ever made” . So Let us move on to the topic of expected dearness allowance from July 2013.

   As we all know that the Average AICPIN for Industrial Workers starting from the month of July 2012 to June 2013 determines the rate of dearness allowance to increased from 1st July 2013.

   Let us see the All India consumer price Index numbers published by Labour Bureau website till date from July 2012.

It was also requested that if there are any ACR/APAR, which are missing or below benchmark, appropriate action, if any, in respect of them may be completed in terms of DOP&T OM No. 21011/1/2010-Estt.(A) dated l3th April, 2010 and other relevant instructions on the subject by 3lst March, 2013 and a statement of ACR/APAR grading for the period 2004-2011 (1.4.2004 to 31.3.2011), in respect of all the candidates who have appeared in the examination from the respective Cadre Units, may be sent to this Department at the earliest.

   3. However, the status report has been received only from a few cadre units so far. All the cadre units of CSS and CSSS are again requested to initiate action for completion of ACRs in respect of candidates, who appeared in the Combined LDCE 2009, 2010 & 2011 and furnish the status report to this Department latest by 18th April, 2013.

Subject: Regarding empanelment of Kalra Hospital, Kirtinagar, New Delhi under CGHS, Delhi

   With reference to the above mentioned matter the undersigned is directed to draw attention to the Office Memorandum of even number dated 18.12.2012 vide which Kalra Hospital, Kirtinagar, New Delhi was removed from the list of empanelled hospitals under CGHS, Delhi till further orders. In response to the representations received, an inspection of Kalra Hospital, Kirtinagar, New Delhi was carried out on 20.03.2013 by a team of officers led by Addi. Director, CGHS(HQ) to ascertain whether the deficiencies pointed out in the earlier inspection were rectified or not.

   2. Based on the findings of the inspection report, empanelment of the above hospital under CGHS has been restored, initially for a period of six months for all available facilities w.e.f. the date of issue of this Office Memorandum on the same terms and conditions on which the hospital was empanelled under CGHS prior to 18.12.2012,.

Subject:- Grant of Compensatory (City) Allowance to Work-charged Employees.

   In supersession of this department order No.14(5)FD(Rules)/08 dated 12.9.08, the Governor is pleased to order that the existing rates of Compensatory (City) Allowance admissible to the Work-charged Employees who are governed under the Rajasthan Public Works Department (B&R) including Gardens, Irrigation, Land Development (Programme) CAD Chambal Department, Kota, PHED Ayurvedic and Forest Department Work-charged Employees Service Rules, 1964 or under corresponding provisions of standing orders,where such employees are governed by specific standing orders and are drawing pay under the Rajasthan Work-Charged Employees (Revised Pay) Rules, 2008 and are posted within the Urban agglomeration limits of Jaipur city and municipal limits of Ajmer, Bikaner, Jodhpur and Kota city, shall be admissible at the rates at which it is admissible to the Government Servants with effect from 01.07.2013 in accordance with the provisions contained in the Compensatory (City) Allowance Rules, 1970 as amended vide FD Order no. F.6(2)FD(Rules)/08 dated 06.04.2013.

Sub: Payment of Dearness Allowance to Central Government Employees and Pensioners

   It is very unfortunate that the announcement for the payment of Dearness Allowance is being delayed badly and is creating lots of frustration among the Central Government Employees as well as Pensioners. Particularly Railway Employees, who are the prime mover of the wheel of the development and growth of the nation, they also feel frustrated because of inordinate delay in the announcement for the payment of Dearness by the Government of India(Ministry of Finance).

   In this connection, it is worth-mentioning that, it has never happened in the past so many years when payment of Dearness Allowance has not been announced before 31st March.

   All India Railwaymen’s Federation, representing more than 13 lakh Railwaymen as well lakhs of Central Government Employees and Pensioners(through the NC/JCM), strongly protests against the delay in announcement of Dearness Allowance and demands that it should be announced immediately to avoid any confrontation.

The announcement on Dearness Allowance is expected by central and state government employees thirstily.

   Dearness Allowance is not only for Central Government employees..!

   It is a practice which has been followed till now that once in six months, according to the price index ,the rate of DA is being granted in the month of march and September for Government servants. It is not only now, the interest to know the rate of dearness allowance granted twice in a year has been there for the past several years.

   Even before 20 years , the Government servants used to buy the monthly called ‘Swamy’s News’ eagerly and share the things they read in the book with others and debated on it.

   Now it is quit natural that people forget the periodicals, monthly magazines that brings last month’s issues in this modern world in which information technology developed a lot and people have the facility to know the facts in and around the world immediately and share their thoughts through social media.

   It is not right thinking that DA is a matter belongs to only the Central Government employees those who are around 80 Lakhs including Pensioners. Actually they are the reference points for entire state government employees and pensioners except very few states and their numerical strength may be beyond crores.

   Whatever the rate of DA offered for central government employees, the state governments have no other go than to follow it.

   The announcement on Dearness Allowance expected by central and state government employees and pensioners has been getting delayed is making unnecessary embracement. It is believed that not happened like this before.

   Let us hope that there will not be further delay and it will be announced in next cabinet meeting positively.

NOTIFICATION

Subject:- Revision of pay scales of Teachers, Librarians and Physical Training Instructors of Government Polytechnic Colleges (Engineering).

   In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Rajasthan is pleased to make the following rules to amend further the Rajasthan Civil Services (Revised Pay Scales for Government Polytechnic College Teachers, Librarians and Physical Training Instructors) Rules, 2010 namely:-

   1. These rules may be called the Rajasthan Civil Services (Revised Pay Scales for Government Polytechnic College Teachers, Librarians and Physical Training Instructors) (Amendment) Rules, 2013.

   2. They shall be deemed to have come into force with effect from 01.01.2006.

   3. In these Rules-

   (A) the existing words and figures 1st day of September, 2006 “ wherever occurring in these Rules shall be substituted by the words and figures” 1st day of January, 2006”.

   (B) the existing words and figures “1st’ September, 2006” or “01.09.2006’ wherever occurring in these Rules shall be substituted by the figures 01.01.2006".

   (C) the existing “Note” appearing below sub-rule (5) of Rule 4 shall be numbered as “Note-I” and the following new “Note-2” shall be inserted, namely -

   “Note-2: In case where a Teacher, Librarian and Physical Training Instructor opts revised pay scale with effect from 01.01.2006 and whose annual grade increment falls between 2nd January, 2006 to 30th June, 2006 (both days inclusive) shall be granted one increment in the existing pay scale on 01.01.2006”.

   (D) the existing form of option under Rule 7 and 8 of these rules shall be substituted by the Annexure appended to this notification.

   (E) after the existing sub rule (4) of Rule 8, the following new sub rule (5) shall be inserted namely -

   “(5) A Government servant who has opted revised pay scale from a specific date as per provisions of Rule 8 of these rules in force prior to issue of this Notification, if not willing to revise the existing option he may continue to retain his existing option”.

   (F) the existing second sentence of Rule II shall be substituted by the following, namely-

   “The first increment after fixation of pay on 01.01.2006 in the running pay-band will be granted to the employees, who have completed six months on 01.07.2006”.

   (G) after the existing Rule 23, the following shall be inserted as new Rule 24, namely-

   “24. Notwithstanding anything contained in these Rules, no arrear of pay and allowances thereon, on any account shall accrue to a Teacher, Librarian and Physical Training Instructor whether existing or appointed between 01.01.2006 to 30.06.2013 (both days inclusive) for the period upto 30.06.2013”.

Subject:- The Rajasthan Work-charged Employees (Revised Pay) Rules, 2008.

   The Governor is pleased to order that in the Rajasthan Work-charged Employees (Revised Pay) Rules, 2008 issued vide FD order no. F. 14(5)FD (Rules)/2008 dated 12-9-2008, the following amendments shall be made:-

   (i) in Appendix-I the existing Grade Pay ` 3200, ` 3600 and ` 4200 appearing in column no. 6 shall be substituted by the Grade Pay ` 3600, ` 4200 and ` 4600 respectively.

   (ii) in Part “A”, “C” and “D” of Appendix-II, the existing Grade Pay ` 3200, ` 3600 and ` 4200 wherever appearing in column no. 7 shall be substituted by the Grade Pay ` 3600, ` 4200 and ` 4600 respectively.

   (iii) after the existing Rule 19, the following new Rule 20 shall be inserted, namely-

   “20. Method of Fixation of Pay in the Running Pay Band and Grade Pay further revised after 01.01.2006:-

   The initial pay of a work-charged employee who elects or is deemed to have elected Running Pay Band and Grade Pay further revised after 01.01.2006 shall be fixed at an equal stage in the Running Pay Band plus Revised Grade Pay of the post. In case the pay last drawn in the existing Running Pay Band is less than the minimum of the further Revised Running Pay Band, he shall be fixed at the minimum of the Running Pay band plus Grade Pay of the post.”

   This order shall come into force with effect from 01.07.2013.
