PREAMBLE:

   In Official Memorandum No. FD 60 SRP 84, dated: 11.12.1985, it was clarified that a Government servant who desired to continue in the scale of pay of the lower post until he becomes eligible for the Selection Time-Scale of pay under the scheme of Time-bound Advancement should give an option in writing to that effect to the Appointing Authority within two months from the date of promotion or from the date of issue of the Official Memorandum.

Grant of House Rent Allowance and City Compensatory’ Allowances to Government employees working in certain villages under Dasanapura Hobli of Bangalore North Taluk-reg.

PREAMBLE:-

   Orders were issued in G.O. No. FD 4 SRP 80, dated 22nd March 1980, granting Bangalore City rate of HRA to State Government employees who were posted to any place which were situated within 8 kms from the periphery of the municipal limits of the erstwhile Bangalore City Corporation. Further, sequel to the orders of the Hon’ble KAT in A.Nos. 2769/1988 etc., list of villages falling within 8 kms from the municipal limits of Bangalore City Corporation was published in Annexure to the order dated: 14.07.1989 read at (2) above.

   In G.O. dated: 31.10.2009 read at (3) above, it was ordered that with effect from lst October 2009, the Government employees posted to any place situated within the jurisdiction of BBMP only are entitled to for city rates of HRA and CCA. Various Associations of Karnataka State Government Employees have submitted representations to the Government requesting for grant of HRA & CCA as per the decision of the Hon‘ble Karnataka Administrative Tribunal in A.Nos.314-356/2010, 988-1210/10 etc. Accordingly, Government had sought the report from the Deputy Commissioner of Bangalore Urban District regarding the list of villages that was published in the Annexure to the order dated 14.07.1989 read at (2) above, which were situated within 8 kms from the periphery of erstwhile BMP limts but which are not included in the present BBMP jurisdiction. The Bangalore Urban Deputy Commissioner in his report dated: 06.03.2013 read at (6) above has informed that only 5 villages under Dasanapura Hobli of Bangalore North Taluk. viz., Madanayakanahalli, Thirumalapura, Madavara, Shrikantapura (Anchepalya) and Chikkabidarakallu are not included in the present BBMP jurisdiction.

   In view of the undertaking given in A.Nos. 314-356/2010. 988-1210/10 etc. before the Honble Karnataka Administrative Tribunal, it is now considered necessary to continue to allow the benefit of HRA & CCA at Bangalore City rates to the State Government employees working in these 5 villages. Accordingly the following orders are issued.

GOVERNMENT ORDER NO. FD 9 SRP 2013
BANGALORE, DATED: 18.03.2013

   Government are pleased to allow the continuance of the payment of HRA & CCA at Bangalore City rates to the Government employees working in the following 5 villages under Dasanapura Hobli of Bangalore North Taluk, as per G.O. No. FD 4 SRP 80 dated 22nd March 1980 with effect from 01.10.2009.

   (i) Madanayakanahalli, (ii) Thirumalapura (iii) Madavara (iv) Shrikantapura (Anhepalya) and (v) Chikkahidarakallu.

   2. The other terms and conditions stipulated in G.O. No. FD 18 SRP 2012, dated: 19.10.2012 governing the grant of HRA & CCA shall continue to apply.

Withdrawal process/Exit Guidelines for NPS employees.

Preamble:- 

         Government of Karnataka has introduced a Defined Contribution Pension System known as New Pension system/scheme for its employees joining Government service on or after 1.4.2006 vide G.O. read at above (1) & (2) above.  This system/scheme is made operational from 1.4.2010 and the NPS is made applicable for the members of the All India Services (Karnataka cadre) joining the All India Service on or after 1.4.2004, in
G.O. read at (3) above.

         This G.O. is issued to detail the procedure for withdrawal of employees from the scheme before  attaining the age of superannuation and settlement of claims of the NPS employees in case of death while in service or on attaining the age of superannuation.

                       GOVT. ORDER NO. FD (Spl)  203  PEN 2012    
                   BANGALORE,  DATED 16th January 2013

       Government are pleased to  issue the following orders for the NPS employees:

          a. Upon  Normal  Superannuation: At least 40%  of the accumulated  pension corpus of the subscriber needs to be utilized for purchase of an annuity providing for the monthly  pension  of  the subscriber and  the balance is paid as a lump sum to the subscriber.

          b. Upon Death: The  entire accumulated  pension corpus (100%) would  be paid to the nominee/legal heir of the subscriber  and  there  would  not  be  any  purchase of annuity/monthly pension required.

          c. Exist from NPS before the age of Normal Superannuation (irrespective of cause):  At  leaset  80% of  the  accumulated pension  corpus   of   the subscriber needs  to  be  utilized for purchase of an annuity providing  for the monthly pension of the  subscriber  and  the  balance is paid as a lump-sum to the subscriber.

Revision of pay scale of the whole time employees paid from contingencies.

Sub:-  Revision  of pay scale  of the whole time employees paid from contingencies.

Read : Government  Order No.FD 01 SRP 2008, Dated: 16-01-2010

PREAMBLE:

   In  Government Order dated:16.01.2010  read above, sanction was accorded  for the revision of pay scale of the whole time employees  paid from Contingencies in  all  Departments of  Government from  Rs.2500-3850 to Rs.4800-7275  with effect from 16.01.2010.  Consequent  on the general revision of the pay scales of the State Government Employees with effect from 1st April 2012 as per KCS (Revised Pay) Rules 2012, the question  of revision of the pay scale of the whole time employees  paid from Contingencies  has been examined by the Government and the following orders are issued.

GOVERNMENT ORDER NO.FD 2  SRP 2013,
BANGALORE, DATED 17th  JANUARY 2013

   Government are now pleased to revise the pay scale of the whole time employees paid from Contingencies in all Departments of Government who are drawing pay in the 2007 pay scale of Rs.4800-7275  to Rs.9600-14550  with effect from  1st April 2012.

   Their pay shall be fixed in the revised pay scale in accordance with the provisions of Karnataka Civil Service (Revised Pay) Rules 2012, with effect from  1st Apri1 20l2.
