Kendriya Vidyalayas set to switch to 5-day week for primary classes

All Kendriya Vidyalayas (KVs) across the country are likely to switch to a five-day week for primary classes (up to Class 5) from the new academic session.

The proposal for a five-day week to “give space for students to pursue self-learning as per their aptitude and interest” is set to be taken up by the Board of Governors of the Kendriya Vidyalaya Sangathan on Tuesday. Officials said the board was likely to clear the move. However, a proposal to cut the working hours of KV teachers was unlikely to be passed, said sources.

HRD Minister Pallam Raju chairs the board, while Minister of State Jitin Prasada is a member. The proposal to switch to a five-day schedule is in keeping with the Right to Education Act. The proposal was first mooted by the KVs in 2012, but was rejected.

“There should be no objection to a five-day week for primary students as the KVs will still be able to meet the 200 school days requirement mandated under the Right to Education (RTE) Act. The schools will also be able to meet the stipulated minimum teaching hours requirement under the Act. So there is little argument to subject the younger children to an extra day at school,” said an official.

The KVs have increased working hours for teachers from 6 hours 10 minutes to 7 hours 30 minutes, as stipulated under the RTE Act. Teachers have opposed the decision.

The National Curriculum Framework (NCF) 2005 has set broad guidelines for physical education and elucidated the importance of including yoga as a compulsory subject. Yoga education contributes to not merely the physical development of the child but have a positive impact on psychosocial and menial development as well. Yoga is to be taught from class VI onwards in all the Kendriya Vidyalayas.

OFFICE MEMORANDUM

   Approval of the Additional Commissioner (Administration), KVS (HQ), New Delhi is herby accorded for appointment of the Authorized Medical Attendants (as per list attached bearing Sl.No. 01-51) in terms of CS (MA) Rules 1944 for providing medical treatment to the employees of KVS(HQ), Regional Office, Delhi and the Kendriya Vidyalayas under the said Regional Office and members of their families residing in a radius of 16 Km for the year 2013-14 (w.e.f. 01.04.2013 to 31.03.2014).

   The appointment of the aforesaid doctors as AMA has been made on the basis of Panel (List) of Doctors circulated vide O.M CGEWCC/2013-14 AMA dated 01.04.2013 issued by the Secretary CGEWCC, subject to the terms & condition mentioned therein.

   Before taking treatment the employees should submit option for maximum two AMAs to the Drawing & Disbursing Officer (DDO) concerned in terms of G.I.M.H & F.P. O.M No. S.14025/113/79-MS, dated the 28th May, 1982 and C & A.G, Cir No. (MA) Rules, 1944.

   The aforementioned appointment of the Doctors is subject to the following conditions.

   i) That he/she will charge consultation and injection fee at the rates prescribed under the Central Services (Medical Attendance), Rules. 1944.

   ii) That he/she will be required to follow strictly the rules under the said Rules and orders issued from time to time there under.

   iii) That his /her appointment could be terminated even before the expiry of his/her term without assigning any reasons or giving any notice.

   (b) if so, the details thereof including Quarters, Medical, Sikshak Sadan, etc.;

   (c) whether KVS collects part of salary of employees under Employees Welfare Scheme (EWS);

   (d) if so, the details thereof including rules governing EWS, money collected, utilised, unutilised during the last three years;

   (e) whether several facilities in Kendriya Vidyalayas (KVs) like Swimming pool, Gym. etc. are operated by outside private parties;

   (f) if so, the details thereof including rules regarding access by KV employees; and

   (g) the steps being taken by Government for welfare of employees of KVs?

   (a) & (b) Yes, Sir. The employees of the Kendriya Vidyalaya Sangathan (KVS) are eligible to avail amenities and facilities of Staff Quarters, Medical Facilities and Shikshak Sadans at Bhopal and Jaipur.

   (c)    Yes, Sir.

   (d)    The benefits under the scheme would be akin to the benefits granted to the Central Government Employees under CGEGIS, 1980. The scheme is wholly contributory and thus on a self-financing basis. The scheme is meant to provide twin benefits of a welfare cover to help the family of employees of KVS in the event of unfortunate death while in service and a lump-sum payment to augment their resources on retirement, resignation, etc. The amount of monthly subscription and the welfare cover to the employees is as under:-

   e) to (g) 21 Swimming Pools and/ or Gym were constructed in different Kendriya Vidyalayas in Gujarat, Haryana, Chandigarh, Delhi and Uttar Pradesh by signing Build Operate Transfer (BOT) agreements with private parties between November 2001 and June 2004 by the KVS. As per the agreements entered into at the time of creation of these facilities, the concessionaries are to provide free of cost training facilities to school children and staff or any other users decided by the KVS authorities during school hours, which includes instructors, trainers, life guards and necessary equipment/materials etc.

Computer Fund (Fee) is not for Class 1 & 2 Students: KVS clarification.

   Joint Commissioner (Academic), KVS has issued letter to all Zonal head of KVS regarding computer fund (fee) is not to be taken from the students of Class 1 & 2.  This letter is issued in Hindi language the contents of the same is translated below:

   I am to refer to the subject cited above and to state that references have been received by this office as to whether Govt./KVS employees covered under CS(MA)Rules can avail treatment from Hospitals recognized under CGHS Scheme.

   In this connection, it is informed that the orders issued by the Govt. of India Ministry of Health and family welfare vide OM No. S.14025/7/2000-MS, dt 28th March, 2000 and No.S.14021/06/2005-MS dt. 4th January, 2007 were already circulated to all the Units of the Sangathan for reference and further action vide KVS letter No.161-3/99- 2000/KVS/Budget dt.26.7.2000 and Letter No.125-21/2006-07/KVS (Budget) dt. 22.5.2007 (copy enclosed).

   However the said orders are once again circulated to all the Units of the Sangathan for reference & further action.

SUB:- Inclusion / Deletion in the list of existing  Hard / Very Hard stations - Notified vide this Office Memorandum of even number dated 10.10.2011.

   In accordance with the decision taken by the Board of Governors, KVS in its 94th meeting held on 28.12.2012 as circulated vide KVS (HQ) circular No.F.11019/9/2012-KVS(Admn-II) dated 11.01.2013 the Board has approved the inclusion/deletion in the list of existing hard/very hard stations notified vide this office memorandum of even No. dated 10.10.2011 and has come into force with effect from 28.12.2012.

   Accordingly, the number of Hard Stations remain unchanged as 102.Kendriya Vidyalaya Tuting (Arunachal Pradesh) has been Included and Kendriya Vidyalaya Tura (Meghalaya) has been deleted from the list of Very Hard Stations. Hence, the No. of very hard stations remain 26 (Annexure-1). Article 71-A of the Education Code stands amended accordingly.

   Other terms & conditions as mentioned in this Office Memorandum of even number dated 26.3.2007 will remain unchanged. This office memorandum may be circulated among all the Kendriya Vidyalayas.

Opening of New KV at Central University of Hyderabad (Andhra Pradesh).

   Sanction of the Chairman, Kendriya Vidyalaya Sangathan is hereby accorded to open a new Kendriya Vidyalaya in the campus of Central University of Hyderabad at Professor C.R. Rao Road, Hyderabad (Andhra Pradesh) under Institute of Higher Learning Sector from 01.04.2013.

   The Vidyalaya will function from Class I to X (03 sections in each class) and 02 sections in class XI and XII (Science & Commerce in each class) from 01.04.2013 since the existing University run school is affiliated to CBSE. The Hon’ble Chairman, KVS has also accorded approval for the following in relaxation of approved norms as a special case:-

   1. The existing students of the University run school from class II to XII would be granted admissions in KV by KVS, as one time measure in relaxation of admission guidelines, and thereafter all admissions in the Vidyalaya will be carried out strictly as per admission guidelines prescribed by KVS in the KVs under IHL Sector.

   2. The 23 teaching staff of University run school listed by University Management shall be on deputation in KVS for a maximum period of three years i.e. upto 31.03.2016 only. Thereafter all 23 employees of the University will be re-patriated to the University and they will have no claim with KVS for further continuation of their services in KVS.

   The Central University of Hyderabad at Professor C.R. Rao Road, Hyderabad (Andhra Pradesh) will be responsible to provide:-

   1. Permanent school building as per the specification of the KVS.

   2. 100% staff quarters to all the staff of the Kendriya Vidyalaya.

   3. All recurring and non-recurring expenditure including proportionate overhead charges and future development expenditure.

   Confirming all above terms & conditions an Memorandum of Understanding be signed between University of Hyderabad and Kendriya Vidyalaya Sangathan.

   The Sponsor shall remit the budgeted amount of recurring/non-recurring expenditure in advance installment to the Deputy Commissioner, KVS, Hyderabad Region i.e. first installment in the month of April and second in the month of October for each financial year.

   In case the sponsor fails to fulfill their commitment as agreed to, the Commissioner, KVS is empowered to reduce the number of classes/sections and also direct the closure of Kendriya Vidyalaya by giving due notice to the sponsor.

   Orders regarding staff sanction are issued separately.

Fees likely to increase in KV Schools…?

   If your child studies in a Kendriya Vidyalaya, be prepared for a steep hike in school fee. The Kendriya Vidyalaya Sangathan's board of governors, which is meeting on Friday, is likely to clear a three-fold hike in fees.

  The meeting of the board of governors, expected to be chaired by HRD minister M M Pallam Raju, may also finalize a new logo for the 1,090 KV schools across the country with almost 11 lakh students.

   The annual fee charged from KV students is in the range of Rs 3,600-Rs 4,800. This is likely to be raised to about Rs 12,000 for a year. The monthly fee will go up from about Rs 300 a month to around Rs 1,250. The last fee hike took place in 2009.

   Sources said the KV Sangathan spends about Rs 12,000 per child in providing free textbooks, uniform and other facilities. During 2011-12, the sangathan spent about Rs 392 crore while for the next academic session an additional Rs 100 crore is likely to be required to provide students with medical services, faculty, security, sports equipment, construction work for additional facilities and setting up of e-classrooms.
