However, they will have to qualify the medical tests for the relevant category/posts, after verification of educational certificates etc. by a Committee of three JAG level officers at Divisional level.

   Consequent upon implementation of recommendations of Sixth Central Pay Commission in respect of Followers of various Central Para Military Forces as accepted by Government, the issue of revision of pay structure of Ancillary staff of RPF/RPSF has been under consideration of the Ministry of Railways in consultation with Ministry of Finance and Ministry of Home Affairs for some time.

Railways to Launch Ticket Booking through Non-Internet based Mobile Phones with Effect from 1st July 2013.

   With an aim to further facilitate the passengers, Indian Railways Catering & Tourism Corporation (IRCTC),a public Sector Undertaking of the Ministry of Railways, will be launching a pilot project of ticketing through non-internet based mobile phones with effect from 1st July 2013. This will enable people using non-internet based mobile phones to easily access Railway ticketing services through SMS/IVRS/USSD. The scheme is user-friendly, secure and also eco-friendly, as no print out is required.

   Indian Railways has continuously endeavored to improve the ease and access of ticketing. The e-ticketing initiative of Indian Railways has been one of the most passenger-friendly initiatives of Indian Railways. In order to further expand the reach of ticketing, the Minister of Railways had made a Budget announcement regarding launch of ticketing through mobile phones was announced in the Railway Budget. The objective was to tap the potential of mobile phone market in India and thereby facilitate the common man, by providing him any-where any-time and hassle free booking option.

   Consequent to issue of Railway Board’s letter dated 13-12-2012 (RBE No. 142 / 2012), many doubts have been raised from various quarters as to how the the clarification given is to be followed.

   In terms of the above cited letter, an employee holding feeder post in a cadre where promotional post is in the same Grade Pay, financial upgradation under ACP / MACP scheme cannot be to a higher Grade Pay than what can be allowed to an employee on his normal promotion and would be granted the same Grade Pay. The doubts were with regard to the terms used i.e., “In same Grade Pay” and “Normal Promotion”.

   Keeping in view the difficulties being faced by Rail Coach Factory/Rae Bareli in attracting the serving railway personnel to join the Project, Ministry of Railway (Railway Board) have decided the following, in supersession of Board’s letter of even number dated 26.02.2009 and dated 19.04.2011:-

   1.1 The non-gazetted staff posted at the Rail Coach Factory, Rae Bareli may be granted a consolidated amount equal to 12% of Basic Pay + Grade Pay and DA thereon (subject to the condition that the net incentive does not exceed 20% of the Basic Pay + Grade Pay) as a special incentive in lieu of advance increments to those staff who have joined Rail Coach Factory, Rae Bareli from other Zonal Railways/PUs.

   1.2 The incentive will not be reckoned for increment, pay-fixation and settlement dues.

   1.3 The incentive will be admissible only to those staff who have been posted at RCF, Rae Bareli.

   2. The above scheme will be effective from the date of issue of this letter, for a period of five years or till Rail Coach Factory, Rae Bareli becomes fully operational, whichever is earlier. Since, the old scheme (3 increments + DA) was applicable only up to 31.12.2011, the same is extended till the date of issue of this letter.

   3. This Ministry has already decided vide letter of even number dated 13.3.2013 to close the cadres of Rail Coach Factory, Rae Bareli as on 30.6.2013.

   4. This issues with the concurrence of Finance Directorate of the Ministry of Railway, Railway Board.

   In light of the fact that the service of UCP has been discontinued by Department of Posts, Ministry of Communication & Information and Technology, the matter has been reviewed and it has been decided by the Board that henceforth, the call letters for written test, physical efficiency test and others steps connected with the recruitment exercise shall be dispatched under “Business Post”, at least one month prior to the date of conduct of examination.

Sub: Tribal area Allowance

   The issue of payment of Tribal Area Allowance to railway employees was examined recently in context of a parliament question and it was found that the position with regard to payment of Tribal Area allowance varies widely on different Zonal railways. While some Zonal Railways have been paying Tribal Area Allowance in some Scheduled/Tribal areas, other railways have discontinued the allowance. This may be in some cases due to state Governments having discontinued the payment of such allowance to their employees in some areas, or due to non-availability of updated lists of Scheduled/Tribal Areas where State Governments are paying it to their employees, with the Railways, Railway Board, etc.

   2. It is, therefore, advised that payment of Tribal Area Allowance to Railway employees, especially during the last ten years may be reviewed on your Railway and it may be checked whether it has been paid in those areas where State Governments have been paying the same to their employees. In case it has been discontinued, even though admissible under the rules, corrective steps may be taken in this regard, at your end under intimation to this office. Also, Board may
be advised of the reasons for discontinuation of Tribal Area Allowance in the areas falling under your Railway’s  jurisdiction where payment of this allowance by Railways has been discontinued in the past.

   3. It has also been decided by Board that henceforth General Managers of Zonal Railways may ascertain he areas from the State Governments where the Tribal Area Allowance is being paid by State Governments and sanction Tribal Area Allowance to eligible employees on their Railways subject to fulfilment of conditions for payment of the allowance as laid down in Board’s letters no. PC-IV/87/Imp/AL-1 dated 30.07.1987 & F(E)I/89/AL-4/2 dated 24.06.1991.

   4. A complete review may be sent to Board within 15 days.

   Attention is invited to instructions issued vide Board’s letter No. E(NG)II/2009/RR-1/10/Pt. dated 27.6.2012 (RBE No. 76/2012) wherein while directing to issue notification in July, 2012 for vacancies occurring in Pay Band -1 of ` 5200-20200 with Grade Pay of ` 1800/-, it was communicated that modalities for filling up of 20% ex-servicemen quota will be communicated separately.

   2. The issue has been deliberated upon and it has been decided that zonal railways shall take immediate action for filling up of vacancies exclusively against ex-servicemen quota in terms of conditions mentioned in Board’s letter of even number dated 10.9.2010 (RBE No. 130/2010) taking into account 20% vacancies of ex-servicemen for which general notifications were issued in July, 2012 and also the other vacancies against the said quota which has remained unfilled before 01.1.2013.

   3. Immediate action be taken for issuance of notification and the whole process should be completed by 15th October, 2013. Further, the panel may be drawn in such a manner that it adequately takes care of eventualities like non-turning up of candidates, failing in medical etc., after selection. Therefore, panels may be drawn large enough so that all the posts are eventually filled up.

Sub: - Recognized National Sports Federation for the game of Hockey – clarification regarding.

   Ref. :- Railway Board’s policy letter No. 2010/E(Sports)/4/(1)/1(Policy) dated 31.12.2010 (RBE No.189B/2010) and clarifications/corrigendum issued thereto.

   The issue, of recognized National Sports Federation for the game of Hockey has been considered in this office in consultation with the Ministry of Youth Affairs and Sports.

   2. In this connection it is stated that the International Federation of Hockey recognizes Hockey India as the National Body of India to field its team in the international events and Hon’ble Supreme Court, vide its interim orders, have also ordered that Hockey India will field the men’s and women’s Hockey teams in future games and Hockey India is required to hold the National Championships in various categories for this purpose. Government is also providing the requisite support to this federation. It is accordingly decided that till further orders, Hockey India may be treated as the recognized National Sports Federation for the game of Hockey for the purposes of recruitment, incentive, out-of-turn promotions and all other establishment matters of Hockey players and also for the purpose of participation in domestic Hockey tournaments.

   Zonal Railways/Production Units may accordingly take necessary action at their end to decide the aforesaid matters of sportspersons, relzted to the game of Hockey.

Enhancement in the rate of Risk Allowance in respect of eligible unskilled staff on the railways in accordance with DOP&T's guidelines.

Sub :- Enhancement in the rate of Risk Allowance in respect of eligible unskilled staff on the railways in accordance with DOP&T's guidelines.

   Ref : Railway Board' letter No.E(P&A)I-84/SP-1/TP-1 dated 21.08.1991.

   It has been decided to enhance the rate of Risk Allowance in respect of eligible unskilled workers on the railways / Production Units as per list attached.

   2. The V CPC had recommended that Risk Allowance should be admissible to only those staff who face continuous risk rather than contingent risk while performing their duties. As such in accordnace with these guidelines, the categories/staff engaged in the jobs as mentioned in the list annexed with this letter were identified as eligible for grant of Risk Allowance. The rate of Risk Allowance in respect of these categories/staff is enhanced from the existing rate of Rs.20/- p.m. to Rs.40/- p. m. w.e.f. 01.09.2008 to 31.12.2010.

   3. The rate of the Risk Allowance would increase by 25% every time the Dearness Allowance payable on revised pay scales goes up by 50%.

   4. Subsequent to enhancement in the rate of Dearness Allowance to 51%, the rate of Risk Allowance would be Rs.50/- p.m. from 01.01.2011 onwards.

   5. The categories who are in receipt of HPCA/PCA are not eligible for grant of Risk Allowance.

   6. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

   Ministry of Railways has approved the Special Incentive Scheme for CLW for the year 2012-13 subject to the following:-

   (a) In order to achieve desired level of production, possibility of transfer of excess Essential Indirect Workers to direct incentive shops may be explored instead of outsourcing and OT payment.

   (b) All out efforts may be made for switching over to GIS at CLW in a time bound manner.

   (c) Reduction in allowed time due to commissioning of new CNC machines at CLW may be ensured.

   (d) There will be no staff increase. Outsourcing and OT payment will be controlled. All other terms and conditions would remain the same as were applicable for the year 2011-2012.

Time limit for Advance Reservation by train reduced to 60 Days with effect from 01-05-2013.

Sub: Time limit for Advance Reservation.

   It has been decided that w.e.f. 01.05.2013, the existing time limit for advance reservations by trains will be reduced from 120 days to 60 days (excluding the date of journey) as mentioned below:-

   i. With effect from 01.05.2013, the ARP will be of 60 days (excluding the day of journey) and bookings will be done accordingly. However, all the bookings done upto 30.04.2013 under the ARP of 120 days will remain intact.

   ii. Cancellations of the booking made beyond the ARP of 60 days will, however, be permitted.

   iii. There will be no change in the case of certain day time express trains like Taj Express, Gomti Express, etc. where lower time limits for advance reservations are at present in force.

   iv. There will also be no change in the case of limit of 360 days for Foreign Tourists.

   2. Wide publicity through all possible means may be given for information of general public.

Sub:- Indigenous System of Medicine — Homeopathic/Ayurvedic dispensaries — Delegation of powers to General Managers reg.

   Kindly refer to the Board’s guidelines on the issue of Indigenous System of Medicine issued vide letter No. E(W)91-WE1-22 dated 20.5.92 (Master Circular No.45) and subsequent clarifications thereon.

   Based on the demands received from the Federations and Zonal Railways, a proposal for decentralisation of powers regarding conversion of Homeopathic/Ayurvedic dispensaries from 4 hours to 8 hours presently vested with the Railway Board has been under consideration for quite some time in Ministry of Railways.

   It has now been decided that the General Managers of the Zonal Railways and Production Units would be the competent authority to undertake the conversion of the Homeopathic/Ayurvedic dispensaries being run under the aegis of the Staff Benefit Fund subject to the concurrence of the FA&CAO in each case. These powers are not to be  delegated further under any circumstances. It may also be noted that a Homeopathic/Ayurvedic dispensary will be converted from 4 hours to 8 hours, based on factors namely, (i) need of the employees, (ii) number of patients being attended to by the dispensary, (iii) availability of funds, (iv) decision taken by the SBF Committee unanimously and (v) any other factor as deemed fit by the General Manager concerned.

   This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

Ref:- This office letter No.E(W)2009/PS5-1/30  Dated 21.03.2012.

   Instructions have been issued vide this office letter of even No.E(W)2009/PS5-1/30 dated 21.3.2012 permitting railway officials to travel in Duronto Exp. trains while travelling on Duty subject to certain conditions.

   2. On a demand raised by recognized Federations at DC/JCM forum, a proposal has been under consideration for allowing booking of berths/seats in Duronto Express trains by serving/retired Railway servants on Duty/Privillege/ Post Retirement Complimentary Passes.

   2.1. After due deliberations, Board have decided to allow booking of berths/seats in Duronto Express trains by serving/retired railway servants on Duty/Privilege/ Post Retirement Complimentary Passes on the pattern of Rajdhani/Shatabdi Express trains without any exception. However, number of berths to be earmarked in Duronto Exp. trains on duty pass quota will be as under:-

Sub: Earmarking of accommodation for On-board Housekeeping Staff (OBHS)

Ref: Railway Board’s letters

   (a) No.2006/M(C)/165/9 dated 01.10.2007, 04.08.2009, 17.07.2009 and 19.07.2010

   (b) No.95/M(C)/141/1 Vol.II dated 21/28.05.2010

   Instructions have been issued by Board for implementation of On-board Housekeeping Scheme on Rajdhani/ Shatabdi/Duronto and important (Mail/Express trains vide letters under reference, In OBHS Scheme, a set of housekeeping staff travels on-board and carries out cleaning activities of coach compartments and toilets.

   2. The issue regarding earmarking of accommodation for OBHS staff has been examined by Board and it has been decided to earmark two berths/seats for them as under:-

   (i) Last two side berths/last two seats of the lowest reserved class available in the train should be earmarked for OBHS staff e.g., in the train having Sleeper Class as the lowest accommodation, berth nos.71 and 72 in S1 coach should be earmarked for them. Similarly, in the trains having AC Sleeper accommodation only, the last two side berths in B-I coach should be earmarked for OBHS staff.

   (ii) The list of trains in which OBHS facility has been provided will be forwarded by Mechanical Department to Commercial Department duly indicating whether this facility is being provided through contractor or through Railway staff.

   (iii) In case of non-Railway OBHS staff the contractor will be asked to deposit the fare for these berths/seats in advance. A flag will be put in the system to confirm whether payment has been received from the contractor or not.

   (iv) The contractor Will be required to give the names of the persons who may be going in the train at least 24 hours in advance. The names of these persons will be indicated in the chart with a special indication so that the public is aware of the same.

   (v) A provision for the cost of this fare will be kept in the contract at the time of calling of tender by Mechanical Department. In case of misuse of these berths/seats established, the only penalty will be cancellation of contract.

   (vi) In case of misuse of these berths/seats by departmental OBHS, strict as well as deterrent disciplinary action should be taken under D&A rules.

   3. CRLS will make necessary modifications in the software and intimate the date of effect to all Zonal Railways.

   4. After Implementation of this Scheme, a feedback may be sent after 3 months indicating the problems faced on this account.

   5. This issues with the concurrence/approval of Finance and Mechanical Directorates of Ministry of Railways.

Sub: Advance increments granted to Stenographers of Subordinate Offices on qualifying speed test in shorthand at 100/120 w.p.m. regarding.

   In accordance with the provisions contained in this Ministry’s letter No.PC-IV/2010/increment/1 dated 19.08.2010 on the subject cited above, the Advance Increments granted to Stenographers of Subordinate Offices on qualifying speed test in shorthand at 100/120 w.p.m. are treated as pay for all purposes.

   2. Consequent upon implementation of Railway Services (Revised Pay) Rules, 2008 the concept of Pay Band and Grade Pay has been introduced. Since, there are no fixed rates of increments now, the manner in which advance increment(s) are to be computed has been examined afresh keeping in view the clarification given by DOP&T. Further, after issue of clarifications vide Board's letter of even number dated 11.04.2011, this Ministry has received references from some Railways/Production Unit seeking clarifications regarding grant of advance increments. Accordingly, it has been decided that the grant of advance increments to Stenographers of Subordinate Offices on qualifying the speed test in shorthand at 100/120 w.p.m. after 01 .01.2006 may be regulated as under:-

   a) In terms of the instructions contained in this Ministry’s letter No.PC-IV/2010/increment/1 dated 19.08.2010, the advance increments granted to Stenographers of Subordinate office on qualifying Speed Test in Shorthand at 100/120 w.p.m. in terms of Board’s letter No.PC-III/74/INC/3 dated 07.11.1975 are to be treated as pay for all purposes and the past cases are also to be regulated accordingly. These advance increments were therefore to be taken into account for fixation in the Revised Pay for those officials who were in receipt of such increments in the pre-revised pay. In such cases, the advance increments will no longer continue as a separate element.

   b) In respect of persons who become eligible for grant of advance increments consequent upon implementation of Railway Services (Revised Pay) Rules, 2008, the advance increment may be calculated by granting increment @ 3% of the Basic Pay on the date of passing of the test. Two advance increments may be calculated by granting two increments @ 3% of the Basic Pay on the date of passing the test. The amount of this increment may be treated as a separate element in addition to the Basic Pay (Pay in the Pay Band + Grade Pay), till such advance increments are taken into account as per (C) of this letter.

   c) Once the advance increments are taken into account for the purpose of pay fixation on promotion or being placed in a higher scale on grant of ACP/MACP or fixation of pay due to revision of pay scale etc., the advance increments will no longer be continued as a separate element as it will be merged with the basic pay.

   3. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

Procedure for selection for promotion from GP Rs.1800 to GP Rs.1900 against departmental promotion quota.

Sub:- Procedure for selection for promotion from GP Rs.1800 to GP Rs.1900 against departmental promotion quota.

   In terms of the extant provisions as contained in para 189 of Indian Railway Establishment Manual (IREM), Vol.I, (Revised Edition-1989), First Re-Print-2009, 33-1/3% quota of posts in the lowest grade of Commercial Clerks,Ticket Collectors, Trains Clerks, Office Clerks and other categories of Clerks like Store Clerks etc. are to be earmarked for promotion of Railway servants in the categories carrying Grade Pay of Rs.1800, for whom no regular avenue of promotion exists the Group ‘C categories being suitably linked with specified categories in Grade Pay of Rs.1800 on the basis of broad affinity of work.

   2. It has been noticed that a few Railways are adopting different eligibility criteria and are allowing Trackmen to appear in the selection being conducted against 33-1/3% departmental promotion quota which is not consistent with the extant policy as Trackman/Gateman/Trolleyman have separate avenue channel of promotion as per para 181 of IREM ibid. The issue reached upto Central Vigilance Commission(CVC) who, in turn has desired that guidelines may be issued to all Zonal Railways regarding uniform interpretation of Para 181 to 189 of IREM and related instructions thereon.

   3. In te light of the above, the matter has been considered, Ministry of Railways wish to state that the extant provisions contained in para 181 to 189 of IREM, Vol.I, (Revised Edition -1989), First Re-Print Edition-2009 and subsequent instructions issued thereon may be followed scrupulously and only eligible categories as specified may be allowed to appear in the selections being conducted for promotion from GP Rs. 1800 to GP Rs.1900 against 33-1/3% departmental promotion quota.
