Sub: - Validity of Duty/Privilege/Post Retirement complimentary Passes (PRCP) in Duronto Express trains.

Ref:- This office letter No.E(W)2009/PS5-1/30  Dated 21.03.2012.

   Instructions have been issued vide this office letter of even No.E(W)2009/PS5-1/30 dated 21.3.2012 permitting railway officials to travel in Duronto Exp. trains while travelling on Duty subject to certain conditions.

   2. On a demand raised by recognized Federations at DC/JCM forum, a proposal has been under consideration for allowing booking of berths/seats in Duronto Express trains by serving/retired Railway servants on Duty/Privillege/ Post Retirement Complimentary Passes.

   2.1. After due deliberations, Board have decided to allow booking of berths/seats in Duronto Express trains by serving/retired railway servants on Duty/Privilege/ Post Retirement Complimentary Passes on the pattern of Rajdhani/Shatabdi Express trains without any exception. However, number of berths to be earmarked in Duronto Exp. trains on duty pass quota will be as under:-

   3. This information may be brought to the notice of all concerned.

   4. CRIS will make necessary modifications in the software under intimation to all zonal Railways and this office.

   5. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

   6. Receipt of the letter may be acknowledged.

Grant of Privilege Passes/PTOs to dependent relatives — raising the income ceiling limit.

Sub:- Grant of Privilege Passes/PTOs to dependent relatives — raising the income ceiling limit.

   Pursuant to 6th Pay Commission recommendations, Board vide letter No. E(W)97/PS 5-1/71 dated 31-8-2009 have issued instructions raising the income ceiling for grant of Privilege Passes/PTOs to dependent relatives of railway servants indicating that a dependent relative in reletion to a railway servant as defined in Para-2(C) of the Railway Servants (Pass) Rules, 1986 (Second Edition, 1993) shall be considered eligible for entitlement of Passes/PTOs if his/her income does not exceed minimum Pension/family pension i.e.` 3500/- and Dearness Relief thereon or 15% of the basic pay of the Railway servant, whichever is more.

Subject:- Sixth Central Pay Commission Recommendations regarding encashment of Leave on Average Pay (LAP) while availing Privilege Pass/PTO - Clarification regarding reckoning of NPA while calculating encashment of LAP.

   References have been received in this office from different quarters seeking clarification as to whether Non-Practicing Allowance (NPA) is be taken into account while calculating the cash equivalent for encashment of LAP upto 10 days while availing Passes/PTO.

   2. The matter has been examined in consultation with the Department of Personnel & Training, the nodal department of the Government in the matter and the Ministry of Finance, Department of Expenditure and it is clarified that NPA shall be taken into account for calculating encashment of LAP while availing Privilege Pass/PTO.

   3. Please acknowledge receipt.
