   2. Out of 874 qualified candidates for LDCE 2009, 2010 and 2011, 111 are Personal Assistants of CSSS Cadre. It has come to the notice of this Department that many of these officers have already been included in the Select List of Private Secretary for the year 2010 against Seniority Quota and many are likely to be included in the Select List of Private Secretary for the year 2011 against Seniority Quota. There is a likelihood that many of these officers may refuse promotion in the grade of Section Officer.

   Subsequent to issue of Department of Personnel & Training’s O.M.No.12011/03/2008-Estt.(Allowance) dated 2nd September, 2008, and subsequent clarifications issued from time to time on the subject cited above, a number of references have been received on reimbursement of 'examination fee'. After due consideration of the references, in consultation with the Ministry of Finance, Department of Expenditure, it has been agreed to allow reimbursement of 'examination fee' as part of reimbursable items as indicated in para 1(e) of O.M. dated 2nd September, 2008, with effect from the current academic year, subject to the fulfillment of other existing conditions.

In view of the several complaints being received from allottee residents of Panchkuian Road regarding non-enrollment of his/her names as Members of RWA, directions were issued to Shri Roop Lal in the meetings held by JS&CWO to resolve the matter. However, he has failed to comply with the instructions of this Department and has not offered convincing explanation for denial of membership to some of the complainants who are said to have approached Shri Roop Lal for granting Membership in the RWA. The dissatisfied allottee residents have approached senior officers to obtain redressal.

Subject: Filling up backlog vacancies reserved for Scheduled Castes (SCs)/Scheduled Tribes (STs)/Other Backward Classes (OBCs).

   A Special Recruitment Drive for filling up of the backlog vacancies reserved for SCs/STs/OBCS had been launched in November, 2008 and was concluded on 3lst March, 2012.

   2. Achievement of the Drive as reported by various Ministries / Departments on its conclusion revealed that out of total 75,522 identified backlog vacancies , there were 64,175 backlog vacancies which could be filled up and of these, 48035 vacancies were filled up. Overall success rate of the Drive was 74.85%. Reasons for non-filling up of reserved vacancies may be attributed to the lack of finishing skills like English fluency or interview skills, non availability of qualified reserved category candidates for posts requiring professional qualification especially in ST category, scarcity of qualified reserved category persons results in job switch over or not joining after selection as they get better jobs and in some cases selection is done on all India basis whereas allocation is made zone/State wise.
