OFFICE ORDER

Subject: Empanelment of private hospitals (including dental clinics and eye centres) and diagnostic centres under CGHS Delhi & NCR.

   In continuation of this Directorate’s Office Order of even no. dated 01.08.2013 on the above mentioned subject, the undersigned is directed to convey that in addition to the list of the hospitals (including dental clinics), diagnostic laboratories and Imaging Centres already empanelled, the hospitals (including dental clinics), diagnostic laboratories and Imaging Centres as per the list attached have also been empanelled under the continuous empanelment scheme under CGHS in Delhi & NCR.

Treatment from CGHS Empanelled Hospitals.

   As per the existing guidelines, a CGHS beneficiary is required to obtain permission from his administrative Department / Office or CMO in charge (in case of pensioner beneficiary) to avail medical treatment in a CGHS empanelled private hospital. However, in case of emergency he can go to any hospital whether empanelled or not, to avail medical treatment. This provision is necessary to ensure proper medical treatment of a CGHS beneficiary in consultation with the Government specialists. This is also a measure of ‘checks and balances’ to ensure financial propriety and optimum utilization of public money.

   This Ministry has been receiving representations from the individuals; Pensioners Associations etc. to allow the CGHS beneficiaries to take treatment from the CGHS empanelled private hospitals without obtaining the requisite permission. However, their requests have not been acceded to as the present referral system is considered necessary in the interest of the beneficiaries and it is also necessary as a check and balance measure to ensure financial propriety.

Dental Clinics in CGHS Dispensaries

   The dental services in CGHS Delhi have been outsourced in 13 Wellness centres (5 under Central Zone and 8 under South Zone) for 22 dental procedures. The location wise details are at Annexure-A.


   The details of payments made to the service provider in respect of these clinics from the starting of the services till July, 2013 are at Annexure-B.


   No specific complaint has been reported about irregularities committed by the dental clinics in connivance of CGHS officials. However, deficiency in services has been reported from the beneficiaries. An Inspection Committee has been constituted for regular inspection of the dental units to ensure proper delivery of services as per the terms and conditions of the agreement.

Subject: Regarding empanelment of Jain Neurological Centre, Jagriti Enclave, New Delhi under CGHS, Delhi

      With reference to the above mentioned matter the undersigned is directed to draw attention to the Office Memorandum of even number dated 18.12.2012 vide which Jain Neurological Centre, Jagriti Enclave Delhi was removed from the list of empanelled hospitals under CGHS, Delhi till further orders. In response to the representations received an inspection of Jain Neurological Centre, Jagriti Enclave was carried out on 23.5.2013 by a team of CGHS officers to ascertain whether the deficiencies pointed out in the earlier inspection were rectified or not.

Subject: Empanelment of private hospitals (including dental clinics and eye centres) and diagnostic centres under CGHS DELHI & NCR

   The undersigned is directed to invite reference to the empanelment of hospitals under CGHS vide Ministry of Health and Family Welfare's Office Memorandum No: S.11011/23/2009-CGHS D.II/Hospital Cell (Part IX) dated 14.02.2013, vide which 'Continuous Empanelment Scheme' for private hospitals (including dental clinics and eye centres), diagnostic laboratories and Imaging Centres under CGHS was revived with a view to empanel more health care institutions for CGHS beneficiaries. Accordingly, after following due process, a list of following hospitals (including dental clinics and eye centres), diagnostic centres and Imaging centres has been finalized as per terms and conditions laid down in the O.M. referred to above as well as signing of MOA and execution of performance Bank Guarantee by them signifying acceptance of terms and conditions of empanelment and rates notified by CGHS in 2010 & in OM No. Misc.1002/2006/CGHS(R&H)/ CGHS (P) dated 7/2/2013.

   (a) the norms for surprise inspections to check attendance in CGHS dispensaries in Delhi and NCR;

   (b) whether it is a fact that some of the CGHS dispensaries have been inspected only once during the last two years or have not been inspected at all;

   (c) if so, the reasons therefor; and

   (d) whether Government proposes to make it mandatory to carry out four to five inspections in a year to check attendance of doctors and other staff members of these dispensaries so that beneficiaries do not face any difficulty?

ANSWER

   (a)to(d): A statement is laid on the Table of the House.

STATEMENT REFERRED TO IN REPLY TO RAJYA SABHA STARRED QUESTION NO.489 FOR 30TH APRIL, 2013

   (a): The Zonal Additional Directors of CGHS are expected to conduct surprise inspections of the dispensaries in Delhi/NCR and report the outcome of the inspections indicating the areas such as punctuality, availability and behaviour of officers/staff, special care for pensioners/senior citizens, deficit areas/complaints and also the good work done in each of the dispensaries inspected, etc.

   (b)&(c): No. Surprise inspection of the CGHS dispensaries are conducted by the Additional Directors of respective zones on regular basis and report submitted to higher officers.

   (d) Ministry has already issued instructions to the Zonal Additional Directors to conduct at least five surprise inspections of the dispensaries in Delhi in a month and report the outcome.
