Subject: Empanelment of private hospitals (including dental clinics and eye centres) and diagnostic centres under CGHS Delhi & NCR.

   In continuation of this Directorate’s Office Order of even no. dated 01.08.2013 on the above mentioned subject, the undersigned is directed to convey that in addition to the list of the hospitals (including dental clinics), diagnostic laboratories and Imaging Centres already empanelled, the hospitals (including dental clinics), diagnostic laboratories and Imaging Centres as per the list attached have also been empanelled under the continuous empanelment scheme under CGHS in Delhi & NCR.

Funds for Unani under CGHS.

   Like other systems of medicine practiced under CGHS, Unani division has also a set and transparent system of procurement of medicines. Procurement of Unani medicines is done from three Sources:-

   1. IMPCL: for bulk purchase of 94 Unani Medicines. IMPCL is a Public Sector Undertaking (PSU) which supplies medicines at the rates fixed by the Office of Chief Advisor Cost, Department of Expenditure, and Ministry of Finance. There is no requirement of tendering to procure medicines from M/s IMPCL.
 
   2. From Private Manufacturers: through open tendering-both for Generic & branded items.
 
   3. Authorized Local Chemist (ALC):  medicines which are not available in the dispensary or store are procured through Authorized Local Chemist. Local Purchase system is a stop gap method for daily need. Authorized Local Chemist is appointed after following the due codal provisions.

      With reference to the above mentioned matter the undersigned is directed to draw attention to the Office Memorandum of even number dated 18.12.2012 vide which Jain Neurological Centre, Jagriti Enclave Delhi was removed from the list of empanelled hospitals under CGHS, Delhi till further orders. In response to the representations received an inspection of Jain Neurological Centre, Jagriti Enclave was carried out on 23.5.2013 by a team of CGHS officers to ascertain whether the deficiencies pointed out in the earlier inspection were rectified or not.

Subject: Empanelment of private hospitals (including dental clinics and eye centres) and diagnostic centres under CGHS DELHI & NCR

   The undersigned is directed to invite reference to the empanelment of hospitals under CGHS vide Ministry of Health and Family Welfare's Office Memorandum No: S.11011/23/2009-CGHS D.II/Hospital Cell (Part IX) dated 14.02.2013, vide which 'Continuous Empanelment Scheme' for private hospitals (including dental clinics and eye centres), diagnostic laboratories and Imaging Centres under CGHS was revived with a view to empanel more health care institutions for CGHS beneficiaries. Accordingly, after following due process, a list of following hospitals (including dental clinics and eye centres), diagnostic centres and Imaging centres has been finalized as per terms and conditions laid down in the O.M. referred to above as well as signing of MOA and execution of performance Bank Guarantee by them signifying acceptance of terms and conditions of empanelment and rates notified by CGHS in 2010 & in OM No. Misc.1002/2006/CGHS(R&H)/ CGHS (P) dated 7/2/2013.

Subject: Empanelment of private hospitals (including dental clinics and eye care centres) and diagnostic centres under CGHS, DELHI & NCR

   The undersigned is directed to invite reference to this Ministry's Office Memorandum No: S.11011/23/2009-CGHS D.II/Hospital Cell (Part IX)dated 14.02.2013, vide which the `Continuous Empanelment Scheme' for private hospitals and diagnostic centres under CGHS was revived with a view to empanel more such facilities for the CGHS beneficiaries.    3. The other new hospitals (including dental clinics and eye centres), diagnostic laboratories and imaging centres, as per the list enclosed, are empanelled for a period of one year from the date of issue of this Office Memorandum or till the next new empanelment, whichever is earlier,

   4. This Office Memorandum and the rates applicable under CGHS for hospitals (including dental clinics and eye centre), diagnostic laboratories and imaging centres can be downloaded from the website of CGHS, http://msotransparent.nic.in/cghsnew/index.asp.

   With reference to the above mentioned matter the undersigned is directed to draw attention to the Office Memorandum of even number dated 18.12.2012 vide which Kalra Hospital, Kirtinagar, New Delhi was removed from the list of empanelled hospitals under CGHS, Delhi till further orders. In response to the representations received, an inspection of Kalra Hospital, Kirtinagar, New Delhi was carried out on 20.03.2013 by a team of officers led by Addi. Director, CGHS(HQ) to ascertain whether the deficiencies pointed out in the earlier inspection were rectified or not.

   2. Based on the findings of the inspection report, empanelment of the above hospital under CGHS has been restored, initially for a period of six months for all available facilities w.e.f. the date of issue of this Office Memorandum on the same terms and conditions on which the hospital was empanelled under CGHS prior to 18.12.2012,.

   With reference to the above mentioned subject the undersigned is to draw attention to No S 11011/23/2009/CGHS DII / Hospital Cell (part I) dated 7.10.2010 vide which Sri Balaji Action Medical Institute, FC-34, A-4, Paschim Vihar, New Delhi was empanelled under CGHS,Delhi and to state that Sri Balaji Action Medical Institute, FC-34, A-4, Paschim Vihar, New Delhi has conveyed its unwillingness to continue its empanelment under CGHS. The matter has been examined by this Ministry and it has been decided that Sri Balaji Action Medical Institute, FC-34, A-4, Paschim Vihar, New Delhi shall stand removed from the list of empanelled hospitals under CGHS, Delhi with immediate effect.

  2. It is further stated that Sri Balaji Action Medical Institute, FC-34, A-4, Paschim Vihar, New Delhi shall however, complete the treatment of CGHS beneficiaries already admitted in the hospital for treatment at CGHS rates.

   3. Action Cancer Hospital,H-2/FC-34, A-4, Paschim Vihar, New Delhi shall however,continue to be on CGHS panel.

   This Office Memorandum comes into effect from the date of issue.

   Guidelines on Concessional Treatment of SC/ST Patients

   Health is a State subject and it is primarily the responsibility of the State Government to issue any guidelines for providing treatment to patients including Scheduled Caste (SC) and Scheduled Tribe (ST) patients in private and Government aided hospitals and medical institutions.

   However, in so far as the three Central Government Hospitals in Delhi namely Safdarjung Hospital, Dr. Ram Manohar Lohia Hospital and Lady Hardinge Medical College and Associated Hospitals are concerned, treatment is provided free of cost to all patients including Scheduled Caste and Scheduled Tribe patients.

    However, some charges are levied for specialized investigations which are also waived off for poor/deserving patients.

   This information was given by the Minister for Health & Family Welfare Shri Ghulam Nabi Azad in written reply to a question in the Rajya Sabha today.

CGHS Empanelled Hospitals under CGHS in Delhi NCR.

CGHS Empanelled Hospitals
 
   Some private hospitals in Delhi NCR are no longer on the list of CGHS empanelled private hospitals. The details are as under:
 
   1. The following hospitals have opted not to renew their empanelment with CGHS after completion of two years of empanelment. Accordingly they have been removed from CGHS panel w.e.f. 13.02.2013:
 
   (i) Escort’s Heart Institute & Research Centre, New Delhi
   (ii)Max Super Specialty Hospital, New Delhi
 
   2. Empanelment of following two hospitals has been suspended:
 
   (i) Max Devki Devi Heart & Vascular Institute, New Delhi (w.e.f. 13.02.2013) as the hospital stopped credit facility to eligible CGHS beneficiaries;

   (ii) Bapu Nature Cure Hospital, New Delhi (w.e.f.12.09.2013) on account of deficiency in services.
 
   In addition, the following hospitals in Delhi NCR have been removed w.e.f. 18.12.2012 from the CGHS panel for non-compliance of the terms and conditions of their empanelment with CGHS.

 
   (i)     Garg Multispecialty Dental & Research Centre, Ghaziabad

   (ii)    Jain Hospital, Jagriti enclave, New Delhi

  (iii)        Kalra Hospital, New Delhi

   (iv)        Orthonova  Hospital, New Delhi
 

   CGHS beneficiaries already admitted and undergoing inpatient treatment with prior permission at the time of removal are permitted to complete their treatment at those hospitals.
 
   There is no provision for allowing regular treatment from any private non empanelled hospitals under normal circumstances.
 
   Government has revived continuous empanelment scheme on 14.2.2013 for empanelment of more number of eligible hospitals under CGHS.
 
   The above information was given by the Union Minister for Health & Family Welfare, Shri GhulamNabi Azad in a written reply to a question in the LokSabha today.

Shortage Of Homoeopathic Doctors In CGHS.

  There are 39 posts of Homoeopathic Doctors currently lying vacant in Department of AYUSH including one post of Adviser and its break-up is as under:-

            A proposal to fill up 27 posts of Homoeopathic Doctors has been sent to the Union Public Service Commission in August, 2012 under Single Window System.  As the remaining posts are required to be revived as per the extant instruction of the Central Government, the process has been initiated to revive these posts in consultation with the Ministry of Finance (Department of Expenditure).  In respect of Adviser (Homoeopathy), the UPSC held the DPC meeting on 04.10.2012 to fill up the post by promotion which, however, did not materialize due to the retirement of the recommended candidate.


            In order to  fill up the vacant posts of Homeopathic doctors, D/o AYUSH  has initiated the action as indicated above, however, CGHS appoints the retired  Homeopathic Doctors on contract basis  in order to meet the immediate requirement of Doctors for catering the medical needs to the CGHS beneficiaries and  to ensure smooth running of the CGHS dispensaries.  Interviews have already been held on 21st December, 2012 for contractual appointment on short term basis.

            The above information was given by the Union Minister for Health & Family Welfare, Shri Ghulam Nabi Azad in a written reply to a question in the Lok Sabha today.

   With reference to the above mentioned matter, the undersigned is directed to draw attention to the Office Memorandum No S 11011/23/2009/CGHS DII / Hospital Cell (part I) dated 7.10.2010 vide which Escorts Heart Institute & Research Centre, Max Super Specialty Hospital and Max Devki Heart & Vascular Institute, New Delhi were empanelled under CGHS, Delhi and to state that Escorts Heart Institute & Research Centre and Max Super Specialty Hospital, New Delhi have conveyed their unwillingness to continue their empanelment under CGHS. It is also stated that Max Devki Heart & Vascular Institute, New Delhi informed that the hospital shall not provide credit facility to CGHS beneficiaries. The matter has been examined by this Ministry and it has been decided that Escorts Heart Institute & Research Centre, Max Super Specialty Hospital, New Delhi shall stand removed from the list of empanelled hospitals under CGHS, Delhi with immediate effect.

   2. It is further stated that the empanelment of Max Devki Heart & Vascular Institute, New Delhi is suspended from the list of empanelled hospitals under CGHS with immediate effect till further orders.

   The undersigned is directed to refer to the various office memoranda issued by this office from time to time vide which private hospitals, diagnostic laboratories and imaging centres were empanelled under CGHS in Delhi & NCR and other CGHS covered cities from 7th October 2010 onwards which would be completing empanelment period of 2’ years before 31st March 2013 and to state that it has been decided to extend the validity of empanelment of such empanelled hospitals, diagnostic laboratories and imaging centers on the same terms and conditions under which they were empanelled, till 31st March 2013 or till next empanelment, whichever is earlier.
