MEMORANDUM

Subject : Grant of ex-gratia payment to the State Government Pensioners.

   The undersigned is directed by order of the Governor to say that in order to provide some relief to the State Government Pensioners during the ensuing festivals, the Governor has been pleased to decide that all State Government Pensioners including the holders of provisional pension who retired prior to 30.9.2012 and also the pensioners who retired or died after 30.9.2012 but prior to 01.09.2013 and whose basic pension plus relief on pension as on March 31, 2013 did not exceed Rs. 22000/-(Rupees twenty two thousand) only and are not eligible for ad-hoc bonus shall be paid an ex-gratia grant of Rs. 1000/- (Rupees One thousand) only in lump per head.

   2. The charge is debitable to the head “2071-Pensions and other retirement Benefits-0l Civil-800-other Expenditure-NP-001-fund required for meeting other expenditure-V-04-Pension / Gratuities” during the current financial year.

ORDER:

    As per Rule 8(2) of the Tamil Nadu Revised Scales of Pay Rules, 2009 as notified in the Government Order first read above, the option shall be exercised by the employees to come over to the revised scales of pay within three months from the date of publication of the Rules / Notification.

Reservation Policy : Revision of Income limit of Creamy Layer for OBCs.

Revision of Income Criterion for Obcs

   The Government has increased the income criterion for the persons to avail reservation benefits for Other Backward Classes from Rs. 4.5 lakh to Rs. 6 lakh per annum with effect from 16.05.2013.

   The increase in the income limit to exclude Creamy Layer is in keeping with the increase in the Consumer Price Index.

Ticketing Through Non-Internet Based Mobile Phones.

   A pilot project of ticketing through non-internet based mobile phones has been launched by IRCTC on 1st July 2013.  The salient features of the scheme are as follows:-

·        There is no need of internet at any stage, viz. booking, payment, cancellation etc.

·        The user gets ticket details Short Messaging Service (SMS) instantly.

·        SMS along with Photo Identity Card in original can be used to travel, no printout of the ticket is required.
 
          The steps taken to popularize the booking of tickets through non-internet based mobile phones through SMS mode are as follows:

Framing of Rules for URC Employees

   The Unit Run Canteen employees are getting paid as per the rules regulating the terms and conditions of the services of the civilian employees of the URCs, issued by Army Headquarters in April 2003. These rules were made as per the directions of Hon`ble Supreme Court.

   It has been held by the Hon`ble Supreme Court in its order dated 28-4-2009, in the case of R.R. Pillai Vs the commanding officer HQ SAC(U), that employees of the URC are not government servant.

Impact of FDI in Defence Sector on National Security


   FDI up to 26% is permissible in the defence sector, subject to licensing. However, wherever FDI beyond 26% is likely to result in access to modern and state-of-the-art technology into the country, decisions can be taken to allow higher FDI on a case-to-case basis with approval of the Cabinet Committee on Security.

   All such concerns shall be addressed while taking approval from Cabinet Committee on Security on a case-to-case basis.

Subject: Regarding empanelment of Jain Neurological Centre, Jagriti Enclave, New Delhi under CGHS, Delhi

      With reference to the above mentioned matter the undersigned is directed to draw attention to the Office Memorandum of even number dated 18.12.2012 vide which Jain Neurological Centre, Jagriti Enclave Delhi was removed from the list of empanelled hospitals under CGHS, Delhi till further orders. In response to the representations received an inspection of Jain Neurological Centre, Jagriti Enclave was carried out on 23.5.2013 by a team of CGHS officers to ascertain whether the deficiencies pointed out in the earlier inspection were rectified or not.

Min of Labour & Employment: Payment of Minimum Wages

   Under the provisions of the Minimum Wages Act, 1948 (M W Act) both the Central and State Governments are the appropriate Governments to fix and revise the minimum wages in the scheduled employments under their respective jurisdiction.

   Rates fixed in the Central sphere are applicable to establishments under Central Government/CPSUs in various States including Delhi. A copy of the Minimum rates of wages applicable in different scheduled employments under Central Sphere w.e.f.1.4.2013 is enclosed(Annexure-I).
 
   To compensate the effect of soaring prices, the concept of Variable Dearness Allowance (VDA) was introduced on the basis of recommendations of the Labour Ministers’ Conference held in 1988. Accordingly, VDA is revised periodically twice a year effective on April and October.
 
   Workers under various Delhi Government institutions/corporations fall under the jurisdiction of Labour Department, NCT of Delhi. The Ministry of Labour and Employment has not received any complaint for non-payment of minimum wages, insurance facilities, health facilities etc. in Delhi Government.

Medical Services in Armed Forces

   Some specialist doctors leave Armed Forces Medical Services (AFMS) prematurely. However, the attrition level of specialist doctors is showing a declining trend from 2010 onwards. The attrition level of specialists and super specialists in AFMS which was 2.9% in 2010 declined to 1.8% in 2011 and 1.7% in 2012.

   For retaining specialist doctors additional marks are awarded for professional qualifications while considering them for promotions by the concerned Promotion Boards. In addition they are retained in specialty related appointments as far as possible.

Expected Dearness allowance from July 2013.

   It is now confirmed that the rate of Dearness Allowance from July 2013 will be increased by 10% according to the AICPIN average for the past twelve months starting from July 2012 to June 2013.The Consumer Price Index Number for the month of June 2013 is released on 31st July 2013 by Labour Bureau, Ministry of Labour and Employment  in its Official site.

   All the central government employees will not be interested to know about the CPI numbers if it has no role in the calculation to obtain the rate of dearness allowance paid to central government employees. Since the dearness allowance is paid to central government employees to compensate the price rise, the AICPI numbers is the only factor to measure the increase in the prices of essential commodities. So the AICPIN for Industrial Workers is obviously inevitable part of the formula prescribed for calculating the rate of dearness allowance to be paid to central government employees.

   It is not only for central government employees, but all the state government employees have also been paid the same rate of dearness allowance. Once it is declared by the central government, all the state governments have no other go than to fallow it. That is why the AICPIN for Industrial workers has been watched keenly by all the central Government Employees and state government employees every month.

Central Government Employees Retirement Age, Cabinet decision to increase retirement age deferred.

   The government may make the anouncement in the Prime Minister's 15 August address

   A proposal to increase the retirement age of government employees from 60 to 62 years came to the Cabinet on Thursday but a decision was deferred. The government might make the announcement in the Prime Minister’s Independence Day address, his last before general elections in 2014. The ministry of personnel, public grievances and pensions has proposed an increase in retirement age of government employees from 60 to 62 years, top sources confirmed.

   There are around five million central government employees in India. The previous occassion the government raised the retirement age of central government employees was in 1998, from 58 to 60 years. The move is meant to ease the financial burden on the government in terms of its pension liabilities, sources said.

Subject: Period of retention of General Pool accommodation on retirement of allottees - Regarding

   Consequent upon amendments in Supplementary Rules 317-B-11 and 317-B-22 of Allotment of Government Residences (General Pool in Delhi) Rules, 1963 vide Notification of even number dated 19.6.2013, the permissible period of retention of General Pool accommodation to the allottees who retire on or after 23.4.2013, is as under:-

   (a) In cases of accommodation allotted prior to 01.07.2013: 2 months on normal licence fee, another 2 months on double of the normal licence fee, further 2 months on four times of the normal licence fee and subsequent 2 months on six times of the normal licence fee.

            On the basis of the result of the Civil Services (Preliminary) Examination, 2013 held on 26.05.2013, the candidates with the following Roll Numbers have qualified for admission to the Civil Services (Main) Examination, 2013.
 
            The candidature of these candidates is provisional.
