   The undersigned is directed to say that in order to reduce delay in finalizing recruitment proposals due to shortcomings/discrepancies in requisition, the Union Public Service Commission (UPSC) has decided to switch over to Single Window System for accepting requisitions(in UPSC-33 proforma) henceforth for direct recruitment posts to be filled by Selection through interview. In this context, the UPSC had already organized workshop apprising the indenting Ministries/Departments about certain discrepancies/shortcomings found in the requisitions.

   2. Under this new system, the requisitioning Ministries/Departments shall now be required to bring their complete proposals (requisitions) along with following documents by hand for on the spot scrutiny by the designated officer in UPSC in terms of the Checklist annexed: -

Subject: Engagement of two Consultants under the Plan Scheme ‘Pensioners’ Portal.

   This Department has been implementing a Plan Scheme namely 'Pensioners' Portal — a Mission Mode Project under NeGP, Government of India.

   It is proposed to engage two Consultants (one at the level of retired Under Secretary and one at the level of retired Section Officer) during the current Financial Year to assist the Pensioners Grievances Cell in implementation of the Scheme. The Consultants so selected will be paid lumpsum monthly remuneration to be fixed in consultation with IFD and will normally be based on last pay minus pension + prevalent rate of DA. Officers having worked in Pension Rules and grievance redressal etc. would be desirable.

Railways Takes Steps to Combat Misuse of Tatkal Tickets.

   Muniyappa Convenes a Review Meeting of Senior Railway Officials to Further Streamline Tatkal Scheme

   The Minister of State for Railways, Shri K. H. Muniyappa said that with the recent steep hike in the fares of the airlines, the demand and supply gap for Railway tickets have substantially increased which Railways is trying its best to reduce through various measures. Shri Muniyappa said this during his meeting of senior officers of Railways Board here today to review the progress of the steps taken to combat some cases of black marketing and purchase of railway tickets by touts. Member Traffic, Railway Board, Managing Director, IRCTC, Additional Member (Commercial) and other senior officers of Railway Board were present at the meeting.

   Shri Muniyappa said that that the Indian Railways have been regularly monitoring the activities of the agents, touts and other individuals carrying out such activities and strict action has been initiated. The Minister said that every day on an average of around 15 lakh Railway tickets are being sold through 8838 passenger reservation ticket counters and the e-ticketing website through IRCTC, out of which the Tatkal tickets constitutes around 1.70 lakh.

   Shri Muniyappa said that the Railways had introduced the Tatkal scheme to facilitate the bonafide passengers to travel by train at short notice. However, there are some reports of this facility being misused by some persons for pecuniary and personal gains, thereby defeating the very purpose of the scheme.

NOTIFICATION

Sub. : - Amendment in the Rajasthan Government Servants’ General Provident Fund Rules, 1997.

   In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India and Rule 21C of Rajasthan Service Rules, 1951, the Governor hereby makes the following rules further to amend the Rajasthan Government Servants’ General Provident Fund Rules, 1997, namely: -

   1. These rules may be called the Rajasthan Government Servants’ General Provident Fund (Amendment) Rules, 2012.

   2. They shall be deemed to have come into force with effect from 30.03.1999.

   3. In the aforesaid rules, the existing sub-rule (1) of Rule 4 shall be substituted by the following, namely:-

     (1) An account holder / an AIS Officer of Rajasthan Cadre on his retirement shall have the option of continuing his Provident Fund Account with the department for any period for depositing pensionary benefits like amount of gratuity, commutation of pension, maturity claim of insurance, encashment of balance of Privilege Leave etc. An account holder / an AIS Officer of Rajasthan Cadre whose account has been closed shall also be eligible to get his account revived and continue for aforesaid deposits. This facility shall also be available to the retired Judges of Rajasthan High Court at their option”.

Subject:- Mode of conveyance and entitlements on Leave Travel Concession.

   The undersigned is directed to say that the matter regarding modification in the mode of conveyance on Leave Travel Concession was under consideration of the Government for some time past. After careful consideration, the Governor, Himachal Pradesh, in partial modification of this Department’s OM of even number dated 8th December, 1998, is pleased to order that the Government employees while availing Leave Travel Concession will also be eligible to perform journey by using own car or Taxi with the stipulation that the re-imbursement of claim for performing such journey by above mode shall be restricted to the actual entitlement of bus/train Fare.

   This is further subject to the condition that the proof of journey shall be produced by the Govt. employee and the conditions prescribed in Para-3(i) of OM dated 8th December, 1998 referred to above are met with.

   These instructions shall be applicable with immediate effect.

ORDER

   In the Government Order read as 1st paper above, it was ordered that the Government of India rates of interest on the General Provident Fund (Central Service) deposits from time to time would be adopted by the State Government for all kinds of Provident Funds administered by the Government.

   In the Resolution read as 2nd paper above, Government of India have announced that during the year 2012-13, accumulations at the credit of subscribers to the General Provident Fund and other similar funds shall carry interest at the rate of 8.8% (eight point eight percent) per annum. The rate will be in force during the financial year beginning on 01.04.2012.

   In the circumstances, Government are pleased to order that the rate of interest will be 8.8% (eight point eight percent) on all deposits and balances at the credit of subscribers of the following Provident Funds during the financial year 2012-13.

Engagement of two Consultants under the Plan Scheme 'Pensioners Portal.

OFFICE MEMORANDUM

Subject :- Engagement of two Consultants under the Plan Scheme 'Pensioners Portal.

   This Department has been implementing a Plan Scheme namely 'Pensioners Portal - a Mission Mode Project under NeGP, Government of India

   It is proposed to encage two Consultants (one at the level of retired Under Secretary and one at the level of retired Section Officer) during the current Financial Year to assist the Pensioners Grievances Cell in implementation of the Scheme. The Consultants so selected will be paid lumpsum monthly remueration to be fixed in consultation with IFD and will normally be based on last pay minus pension + prevalent rate of DA. Officers having worked in Pension Rules and grievance redressal etc., would be desirable.

   DOP&T is, therefore, requested to please put the above requirement regarding engagement of above two Consultants on their website for inviting application from suitable retired Under Secretaries and Section Officers in the enclosed proforma.

   The applications received for the above posts may please be sent to this Department latest by 15th July, 2012.
