Subject : Rotation of officials working in sensitive posts - regarding.

   Central Vigilance Commission and the Department of Personnel and Training have issued instructions for effecting rotational transfers of officials posted on sensitive posts. As per Commission's instructions issued vide letter Nos. 98.VGL/60 dated 15.4.1999, 02.11.2001 and 004/VGL/90 dated 01.5.2008 and 04.01.2012 (for public sector banks) on this issue, it was prescribed that Ministries/Departments/Organisations and CVOs are to identify the sensitive posts and staff working in these posts and also ensure that they are strictly rotated after every two/three years to avoid developing vested interests.

Subject:- Rotational Transfer of Assistant with more than seven years service in the same Ministry/Department.

   The undersigned is directed to say that it is proposed to transfer Assistants of Central Secretariat Service who have completed seven years or more in the same Ministry/ Department, as on 1.1.2012. This Department had collected data in respect of those regular Assistants who had completed more than sixteen years of service in the same Ministry/ Department (Annexure-I). The list does not include officers due for superannuation upto 31.12.2014 as officers within two years of superannuation are excluded from the purview of Rotational Transfer Policy applicable to CSS officers.

Subject :- Transfer of Ad-hoc Assistants under Rotation Transfer Policy (RTP) of CSS - reg.

   The undersigned is directed to refer to this Department’s OM of even number dated 14.03.2012 and 03.04.2012 requesting the Cadre Units to furnish a list of ad-hoc Assistants who have completed 16 years or more in the Cadre Unit in any capacity as on 01.01.2012.

   1. A decision has been taken by this Department to implement Rotation Transfer Policy in a systematic manner and it was conveyed to all the Cadre Units vide this Department’s OM No.4/12/2011-CS.I(D) dated 02.03.2012. As per schedule, ad-hoc Assistants who have completed 16 years or more in a particular Ministry/Department, as on 01.01.2012, in any capacity, except those officials who are due for retirement on attaining the age of superannuation within two years, are to be transferred.

   2. All Cadre Units are, therefore, requested to furnish a list of ad-hoc Assistants who have completed 16 years or more in the Cadre Unit in any capacity as on 01.01.2012, except those officials who are due for retirement on attaining the age of superannuation, within two years to this Department. The officials concerned may be requested to indicate their preferences for posting in the enclosed format (Annex.I) and the same may also be furnished to the undersigned by 24.04.2012. It may be noted that seeking preferences of posting should not in any way be construed as a right for claiming preference of posting.

   3. Cadre Units are also requested to furnish a List of ad-hoc Assistants, containing all the relevant information such as name, date of birth, Category, Select List year in the Grade of UDC, date from which working in the Cadre Unit, in any capacity, as per the prescribed proforma (Annex-I)) to the undersigned by 24.04.2012.

OFFICE MEMORANDUM

Subject:- Rotational Transfer of Section Officers with more than 16 years of service in the same Ministry/Department.

   The undersigned is directed to refer to this Department’s OM No. 21/7/2011-CS.I (D) dated 08th September, 2011 vide which the details of Section Officers who have completed more than 7 years in the same Ministry/Department in whatever capacity was sought in connection with Lok Sabha Unstarred Question No. 1654 dated 10.08.2011. The information has since been received from Ministries/Departments and has been compiled. A decision has been taken in DOP&T to implement RTP in a systematic manner with the approval of the Competent Authority. The implementation schedule has been circulated to all the Ministries/Departments vide OM No. 4/12/2011- CS-I(D) dated 02nd March, 2012.


   2. In the first phase, after excluding those officers who are due to superannuation within two years, it is proposed to transfer the Section Officers as per Annexure-I & Annexure II, who have completed more than 16 years in the same Ministry/Department as on 01.01 .2012.

   3. Ministries/Departments and officers concerned may check the enclosed information and bring to the notice of this Department urgently if any other Section Officer with more than 16 years of service (excluding those who are due for superannuation within two years as on 01.01.2012) has been left out or if there is any other error/omission in the list.

   4. The officers indicated in annexure are requested to indicate their preferences for posting in the enclosed format Annexure-III which should reach CS-I Division by 9.03.2012. It may be noted that seeking option is only for the purpose of assisting this Department in deciding the posting and this should not in any way be construed as a right for claiming posting of choice. OFFICE MEMORANDUM

Subject:- Implementation of Rotational Transfer Policy in respect of officers of the Central Secretariat Service (CSS) in all grades.

   The Rotational Transfer Policy of CSS officers prescribes a fixed tenure of posting for an officer of the Central Secretariat Service in a particular Ministry/Department. One of the objectives of the Rotational Transfer Policy is gaining of exposure by the officers to different challenging situations in varied Ministries/Departments which will not only help them individually to progress in their career but result in the betterment of the administrative system as a whole.

   2. The DOP&T is planning to effect transfers of CSS officers in all grades, who are due for transfer as on 1.1.2012, under the Rotational Transfer Policy during the year till 31st December, 2012 in a phased manner as per the following schedule:-

Section Officers (both regular and ad hoc) who have completed 16 years or more in a Ministry/Department.

April, 2012

(i) Under Secretaries who have completed 7 years or more in a Ministry/Department.

(ii) Assistants (both regular and ad hoc) who have completed 16 years or more in a Ministry/Department.

June, 2012   

(i) Directors and Deputy Secretaries who have completed 5 years or more in a Ministry/Department.

(ii) Section Officers (both regular and ad hoc) who have completed 13 years or more in a Ministry/Department

July, 2012   

(i) Under Secretaries who have completed 6 years or more in a Ministry/Department

(ii) Assistants (both regular and ad hoc) who have completed 8 years or more in a Ministry/Department

September, 2012

Section Officers (both regular and ad hoc) who have completed 7 years or more in a Ministry/Department

October, 2012

(i) Under Secretaries who have completed 5 years or more in a Ministry/Department

(ii) Assistants (both regular and ad hoc) who have completed 7 years or more in a Ministry/Department

3. Cooperation of all the Ministries/Departments is solicited in the implementation of the transfers by relieving the officers figuring in the transfer orders immediately without waiting for their substitutes to join.

4.. It is also requested that Ministries/Departments do not send requests for
retention of officers who have been so transferred and may take proactive steps to plan the transition in an appropriate manner.
