   The undersigned is directed to say that on the basis of final results of the SOs/Stenos (Gr. ‘B’/Gr. ‘I’) Limited Departmental Competitive Examinations 2009, 2010 & 2011, 144 candidates have been recommended by the UPSC for their appointment to PS Grade of CSSS for these years. Allocation of the candidates recommended by the Commission on the basis of the above Examination has been made against the vacancies available in the Cadre Units.

   The undersigned is directed to say that the final result of the Combined Section officers/Stenographers’ (Grade B/Grade I) Limited Departmental Competitive Examination, 2009, 2010 & 2011 in the grade of Section Officer of CSS has been declared by UPSC on 24.07.2011 and is available on the website of UPSC . As per Rotational Transfer Policy for CSS Officers, on promotion, an official of the CSS at any level, shall be posted out of the Ministry/Department if he/she has served in the same Ministry/Department in any capacity for a period exceeding the prescribed tenure for the promotion post vide this Department’s OM No. 21/2/2009- CS.I(P) dated 8th April, 2010.

OFFICE MEMORANDUM

Subject:- Combined Section Officers’/Stenographers’ (Gr.’B’/Gr.I) Limited Departmental Competitive Examination, 2009, 2010 and 2011.

   The undersigned is directed to refer to UPSC’s letter No. 1/16(4)/2012-E.VI dated 13th May, 2013 (copy enclosed) on the subject mentioned above requesting the concerned departments to furnish the ACRs/APARs for the period from 01.04.2005 to 31.03.2012 on or before 20th May, 2013. This Department vide OM of even number dated 25th February, 2013 and subsequent reminders dated 14th March, 2013, 11th April, 2013 and 30th April, 2013 had requested all the cadre units to keep in readiness the complete ACR/APAR Dossiers of all the candidates, who have appeared for the post of Section Officer of CSS and Private Secretary of CSSS for the Combined Limited Departmental Examination, 2009, 2010 & 2011. It was also requested if there are any ACR/APAR, which are missing or below benchmark, appropriate action, if any, in respect of them may be completed in terms of DOP&T OM No. 21011/1/2010-Estt.(A) dated 13th April, 2010 and other relevant instructions on the subject.

   2. UPSC has now, declared the result of written part of the Examination and has requested for the ACRs/APARs dossiers for the period from 1.4.2005 to 31.3.2012 of successful candidates on or before 20th May, 2013. All the Cadre Units are, therefore, requested to furnish the ACRs/APARs dossiers of all the successful candidates of the written part of LDCE 2009, 2010 & 2011 to UPSC on or before 20th May, 2013.

   3. The cooperation of all the Cadre Units is urgently solicited in completion of this exercise. It may be appreciated that there is a huge shortage of Section Officers across all the cadre units and the only way to substantially meet the shortage is expeditious completion of the process of LDCE. Any delay for any reason shall delay the process of providing required manpower at the level of Section Officers to various Ministries/Departments. All the cadre units are, therefore, again requested to extend their cooperation through an early action in this regard.

   4. This Department may be informed of the action taken in this regard.

Subject: Combined Section Officers’/Stenographers’ (Gr.’B’/Gr.I) Limited Departmental Competitive Examination, 2009, 2010 and 2011.

   The undersigned is directed to refer to this Department’s OM of even number dated 25th February, 2013 on the subject mentioned above.

   2. All the cadre units were requested to keep in readiness the complete ACR/APAR Dossiers of all the candidates, who have appeared for the post of Section Officer of CSS and Private Secretary of CSSS for the Combined Limited Departmental Examination, 2009, 2010 & 2011 so that the APARs/ACRs of the successful candidates can be sent to UPSC immediately once the results is declared. It was also requested that if there are any ACR/APAR, which are missing or below benchmark, appropriate action, if any, in respect of them may be completed in terms of DOP&T OM No. 21011/1/2010-Estt.(A) dated l3th April, 2010 and other relevant instructions on the subject by 3lst March, 2013 and a statement of ACR/APAR grading for the period 2004-2011 (1.4.2004 to 31.3.2011), in respect of all the candidates who have appeared in the examination from the respective Cadre Units, may be sent to this Department at the earliest.

   3. However, the status report has been received only from a few cadre units so far. All the cadre units of CSS and CSSS are again requested to initiate action for completion of ACRs in respect of candidates, who appeared in the Combined LDCE 2009, 2010 & 2011 and furnish the status report to this Department latest by 18th April, 2013.

Subject: Combined Section Officers’/Stenoqraphers’ (Gr.’B’/Gr.I) Limited Departmental Competitive Examination, 2009, 2010 and 2011.

   Attention is invited to this Department’s O.M. of even number dated 25th February, 2013 on the subject cited above vide which all the cadre unit were requested to initiate advance action for completion of ACRs/APARS in respect of all the candidates who have appeared in LDCE 2009, 2010 and 2011 conducted by UPSC during December, 2012 so that result may be declared in a compressed time schedule.

   2. All the cadre units were also requested to send a statement of ACRs/APARs grading for the period 2004 -2011 (1.4.2004 to 31.3.2011) in respect of all the candidates who have appeared in the examination from respective cadre units by 31st March, 2013.

   3. It is once again re-iterated that the deadline for completion of ACRs/APARs and submitting the statement to DOPT i.e. 31st March, 2013 may strictly be followed so as to avoid any delay in sending the ACRs/APARs of the successful candidates to UPSC immediately once the result of written part is declared.
