   Centrally Sponsored Pre-Matric Scholarship Scheme for 9th and 10th Standard Students of SC Category

   Cabinet Committee on Economic affair has today approved the proposal of the Ministry of Social Justice and Empowerment, to introduce a new centrally sponsored scheme of Pre-Matric Scholarship Scheme for students belonging to Scheduled Castes studying in Classes IX & X, with effect from 01.07.2012. The Scheme is expected to benefit about 42 lakh SC students. In XII five year plan the expenditure on this Pre-Matric scholarship scheme would be Rs. 6,500 /- crores, approx.

   The main objective of this scheme is to support parents of SC children for education of their wards studying in classes IX and X so that the incidence of drop-out, especially in the transition from the elementary to the secondary stage is minimized. The Scholarship under the Scheme will be available for studies in India only and will be awarded through the Government of the State/Union Territory to which the applicant belongs.


The overall literacy rate, as per 2001 census, is 64.8% and for the Schedules Caste it is 54.7%.  The overall Drop-out rate, for students from 1st to 10th standard is 55.8% and for SC students, it is 66.6%(M/o HRD- 2008).

For being eligible under this Scheme, the student should belong to Scheduled Caste and her/his Parent/Guardian’s income should not exceed Rs. 2 lakh per annum. She/he should not be getting any other Centrally-funded Pre-Matric Scholarship. The beneficiary should be a regular, full time student studying in a Government School or in a School recognized by Govt. or a Central/State Board of Secondary Education.


The value of scholarship includes the following for the duration of the course:-

Sub:- Payment/ reimbursement of medical expenses from two sources viz, from insurance agencies and under Rajasthan Civil Services (Medical Attendance) Rules, 2008.

   Government servants appointed before 01.01.2004 are entitled to Medical facility under the Rajasthan Civil Service (Medical Attendance) Rules, 2008. As per provisions contained in Rule 5 of these rules a Government servant, who is entitled to avail medical attendance and treatment facilities and reimbursement thereof under these rules, can opt out of the benefits under these rules and avail medical facilities under any medi claim insurance Scheme, of any insurance provider regulated by the Insurance Regulatory & Development Authority (IRDA). The option once exercised is final and irrevocable and such Government servant is not entitled to avail facility of medical attendance and treatment and reimbursement thereof, under these rules.

   In accordance with the above provisions, those who do not opt for Medi claim Insurance Scheme are entitled to avail facility of medical attendance and treatment and reimbursement thereof.

   As per existing provisions contained in the Rajasthan Civil Service (Medical Attendance) Rules, 2008 reimbursement of Medical claim is allowed on production of original bills. Those who obtain payment of Medical claim through insurance policy are not entitled to reimbursement under Rajasthan Civil Service (Medical Attendance) Rules, 2008 for the remaining amount of the same treatment.

   The matter has been considered and the Governor is pleased to order that Government servants who have subscribed / are subscribing to Medical Insurance Policies and are also eligible for availing Medical Facility under Rajasthan Civil Services (Medical Attendance) Rules, 2008, may be allowed to claim reimbursement from both the sources subject to the conditions that the reimbursement from such
sources should not exceed the total expenditure incurred by the beneficiary on the treatment.

   The beneficiary will make the first claim to the insurance company and the second claim to the concerned Head of Office. The medical claim against the original vouchers/ bills would be raised by the beneficiary first on the insurance company, which would issue a certificate indicating the amount reimbursed to the concerned Head of Office. The insurance company concerned will retain the original vouchers/bills in such cases.

   The beneficiary would then prefer his/her medical claim along with photocopies of vouchers/bills duly certified, in ink, along with stamp of the insurance company on the reverse of the vouchers/bills to the concerned Head of Office. Reimbursement from Government will be restricted only to the admissible amount as per provisions contained in Rajasthan Civil Service (Medical Attendance) Rules, 2008 /including approved package rates subject to the conditions that the total amount reimbursed does not exceed the total expenditure incurred by the beneficiary.

   The provisions of this order shall also be applicable to the pensioner / family pensioner who are availing medical facility under the Rajasthan State Pensioners’ Medical Concession Scheme, 2009.

   This order shall take effect from the date of issue and past cases are not to be reopened.

Subject:- Recruitment of Stenographers Grade 'D’ in CSSS through Stenographers Grade ‘C’ & ‘D’ Examination, 2011 conducted by Staff Selection Commission (SSC) - nomination of qualified candidates reg.

   The undersigned is directed to refer to this Department’s O.M. of even number dated l5th May, 2012 on the subject noted above vide which the nomination of 353 candidates of Stenographers Grade ‘D’ of CSSS for the Select List Year 2011 was issued by this Department. The examination of dossiers in respect of 19 more candidates for appointment as Stenographer Grade ‘D’ in CSSS have been received from SSC. Accordingly, they are nominated to the different Cadre Units of CSSS as listed in the Annexure to this Department’s O.M. in the order of their merit for appointment as Stenographer Grade ‘D’ of CSSS.

   2. Since these candidates have neither been medically examined nor have their character and antecedents been verified, the Cadre Units are requested to complete their pre-appointment formalities before they are actually appointed as Steno Grade ‘D Latest by 5th July, 2012.

   3. In accordance with ‘instructions for the candidates’ relating to this Examination, qualified candidates are required to submit their original certificates for verification to the authority who will give them the Offer of appointment. The appointing authorities may, therefore, call for the original certificates and check the relevant particulars from them regarding date of birth, educational qualifications, and claims for OBC/SC/ST/Ex servicemen/PH and claim in respect of age relaxation. If any discrepancy is found in any particular case, the SSC may also be informed about it with a copy to this Department.

   4. In pursuance of the instructions contained in para 2.5 of the brochure regarding reservation in service for Scheduled Castes and Scheduled Tribes circulated with the Ministry of Home Affairs O.M.No.1/2/61-SCT (I) dated 27th April, 1962, the responsibility for verification of the claims of the SC/ST/OBC candidates is that of the appointing authority. The candidates may, accordingly, be offered appointments provisionally subject to their furnishing the prescribed caste certificate in the prescribed form within a reasonable time, which should be verified by the appointing authority.

   5. In cases where the candidates are already employed in the Government offices, the Offer of appointment may be sent to them through their respective offices. Copies of Offer of appointment issued to them may kindly be forwarded to this Department and the Staff Selection Commission. The date of their joining the duty may also be intimated along with their roll number and rank number to this Department and Staff Selection Commission as soon as possible.

   6. The Offers of appointment should be sent only by Registered Post. If the postal authorities return the letters undelivered, the letters along with the envelopes containing remarks by the postal authorities should be retained for record. In such cases a copy of the offer of appointment should be sent to the permanent address of the candidates, if it is different from that of the initial mailing address. The dossiers of such candidates should be returned to the SSC only if the second letter is also returned undelivered under intimation to this Department.

   7. At least five weeks time from the date of issue of the Offer of appointment should be given to a candidate to respond to the Offer of appointment. A registered reminder may be sent immediately after the expiry of five weeks time, if necessary. If the candidate does not join duty within 3 months from the date of first letter, his candidature may be cancelled. However, if the candidate further makes a request for extension of joining time and on consideration by the Cadre Unit it is decided to grant him/her extension beyond 3 months, he may be asked to join within stipulated time and he may also be informed that on joining the post his seniority would be depressed as per provision made in DP&T O.M. No. 9/23/71-Estt.(D) dated 6.6.78 as amended vide O.M. No.35015/2/93-Estt(B) dated 9.8.1995.

   8. The dossiers of candidates are forwarded herewith and these should be retained, on their appointment in the Ministry/Department /Office, as part of their Service Book. It may specially be noted that the dossier shall be deemed to be authentic only if the photograph of the candidate in the dossier is EMBOSSED with the special stamp of the SSC. Before taking any further action, it may please be ensured that the photograph of the candidate in the dossier is duly embossed and in case any discrepancy is noticed, the matter may be referred to the SSC without any delay.

   9. If any candidate fails to report for duty or there is no response or the offer is declined, after a registered reminder, the Offer of appointment should formally be cancelled and the candidate be informed accordingly. The dossiers of such candidates should be returned thereafter to the Staff Selection Commission directly under intimation to this Department after placing a copy each of the Offer of appointment, reminder thereof and the cancellation memo, in the respective dossier. The dossier(s) should be returned under the signature of the officer to whom the same were sent in your office. He/She should also sign the list of dossier(s) which is/are returned with the letter.

   10. These Steno Grade ‘D’ would be nominated for induction training in the ISTM shortly. The dates of the induction training programme would be intimated to all the Cadre Units in due course. All the Cadre Units shall relieve these Stenographers Grade ‘D’ for the induction training programme in the ISTM as and when they are nominated.

   11. ALL Cadre Units of CSSS are requested to ensure that in case some staff have been outsourced for stenographic assistance by showing the vacancies of Steno Grade ‘D’, the same may be reduced proportionately keeping in view the number of Steno Grade ‘D’ nominated to the respective Cadre Units. The Financial Advisers of all the Cadre Units are also requested to ensure that outsourced stenographic assistance is proportionately reduced as the nominated Steno Grade ‘D’ join in the Cadre Unit.

   In view of non-availability of regular staff as yet and with a view to avoid disruption of medical facilities, It has been decided by Board to extend the scheme beyond 30.06.2012 for filling up of posts in para-medical categories in Group ‘C’ on contract basis till 30.6.2013, on the same terms and conditions, as stipulated vide Board’s letter of even number dated 01.02.2010. It must be ensured that reasonable gap is invariably given between successive contracts. Effort may also be made to appoint fresh candidates for the above contract. The extension will be subject to discharge of contractual staff immediately on joining of regularly selected candidates from RRBs.

   2. This issues with the concurrence of Finance Directorate of the Ministry of Railways (Railway Board).

Written results of C.D.S. Examination (1)-2012.

           10,815 candidates have qualified the written test of the Combined Defence Services Examination (I)-2012 held by the Union Public Service Commission in February, 2012. The interview of the candidates will be conducted by the Service Selection Board of the Ministry of Defence for admission to (i) Indian Military Academy, Dehradun 134th Course commencing in January, 2013 (ii) Indian Naval Academy, Ezhimala, Course commencing in January, 2013 (iii) Air Force Academy, Hyderabad (Pre-Flying) Training Course for 193rd F(P) Course commencing in January, 2013 (iv) Officers’ Training Academy, Chennai  97th SSC Course (for Men) commencing in April, 2013 and (v) Officers’ Training Academy, Chennai, 11th  SSC Women (Non-Technical) Course commencing in April, 2013. The ratio of candidates shortlisted for the examination per vacancy is 1:20.52.

   The candidature of all the candidates, whose Roll Numbers are shown in the lists below, is provisional. In accordance with the conditions of the admission to the examination, they are required to submit the original certificates in support of age (date of birth), educational qualifications, NCC (C) (Army Wing/Senior Division Air Wing/Naval Wing) etc. claimed by them, along with attested copies of thereof, to Army Headquarters, A.G.’s Branch/Rtg./CDSE Entry, West Block 3, Ground Floor, Wing No. I, R.K.     In case of IMA/SSC as their first choice and to Naval Headquarters (R&R Section), Room No. 204, C-Wing, Sena Bhawan, New Delhi-110011 in case of Naval first choice, and to PO3 (A) Air Headquarters, ‘J’ Block, Room No. 17, Opp. Vayu Bhawan, Moti Lal Nehru Marg, New Delhi-110011 in case of Air Force first choice.  The original Certificates are to be submitted within two weeks of completion of the SSB Interview and not later than 13th November, 2012 (1st February, 2013 in case of SSC only).  The candidates must not send the original certificates to the Union Public Service Commission. In case, there is any change of address, the candidates are advised to promptly intimate directly to the Army Headquarters/Air Headquarters as per their first preference/choice.

Three per cent quota in government service for the disabled is only for initial appointments not for Promotions-Madras High Court.

 

   At first we should go through the DoPT OM No 36035/4/2010-Estt (Res) dated  01-08-2011.

   Three per cent quota in government service for the disabled is only for initial appointments, and the government cannot be directed to extend it for promotions, ruled the Madras High Court on Monday.

   Dismissing a petition seeking a direction to the government to reserve three per cent for promotions to physically handicapped persons, Justice K. Chandru said: “The provisions are contemplated only for initial appointments and not for promotions. The petitioner has not made out any case to seek a direction to provide for reservation for the disabled persons in the matter of promotions in respect of State services.”

   The writ petition was filed by the South Arcot Vallalar District Handicapped Welfare Association, represented by its president S. Shanmugam, seeking reservation for the disabled in promotions. If suitable employees were not available in a particular year, the unfilled posts could be carried over for the next three succeeding years.

   When the matter was heard, the State Commissioner for the Disabled stated that there was no government policy to reserve three per cent of posts in promotions to be filled from the disabled category.

   The disabled persons were considered only for the direct recruitment posts under three per cent reservation as per a G.O issued in 1981. Promotions were made in government departments based on seniority or transfer of service.

   Mr. Justice Chandru said it could be seen from the G.O. that reservation for disabled persons was only horizontal and not vertical as contemplated in Article 16 of the Constitution.

   He said that even in respect of the Scheduled Castes and Scheduled Tribes, it was only by virtue of amendments made to the Constitution and by introduction of Article 16(4A) that the State had been empowered to make provision for reservation in promotion to any class or classes of posts in the service.

Sub:- Counting of training period for granting financial upgradation under MACPS-reg.

   The undersigned is directed to refer to NFIR’s letter No. IV/MACPS/09/Pt-5, dated 22/05/2012 and to state that issues relating to grant of financial upgradation under MACPS are regulated in terms of the specific instructions contained in Board’s letter dated 10-06-09, whose para-9 of Annexure stipulates that “ .......pre-appointment training shall not be taken in to into reckoning for the purpose of MACPS”.

   In this regard, It is also mentioned that the said issue has been discussed in Joint committee against agenda item No(s).24, 37, 40 & 45 and it has been noted that the cases where the probation/training is in the nature of pre-appointment, the same is not being counted for MACPS.

   Further, Board’s letter No. 2009/Sec(E)/PM-2/6(MACP), dated 28-03-2011 has since been withdrawn vide Board’s letter dated 29-04-2011.

   As the orders on MACPS are based on the instructions issued by Deptt. of Personnel & Training (DoP&T), the nodal department of Government on the subject of MACPS, this Ministry is not in a position to deviate from the instructions issued by them.

   In the Budget Speech for 2012-2013, announcement has been made by Government to enhance the financial assistance under the Tamil Nadu Government Pensioners’ Family Security Fund Scheme from the present level of Rs.25,000/-  ordered in the Government Order first read above to Rs.35,000/- in the event of death of the pensioner, as a special gesture.

   2.  Accordingly, the Government direct that the financial assistance under the Tamil Nadu Government Pensioners’ Family Security Fund Scheme shall be enhanced from Rs.25,000/- to Rs.35,000/- in the event of death of the pensioners with effect from the date of issue of these orders.

    3.  There shall be no change in the existing rules and regulations governing the sanction of assistance under the Tamil Nadu Government Pensioners’ Family Security Fund Scheme.

Gujarat Government to recruit 50,000 employees on fixed pay.


   The Gujarat government will be recruiting 50,000 employees for class III posts on fixed pay in the coming months. The govt. has asked all state departments to "immediately start recruiting".

   The fixed pay policy of the state government was shot down by the Gujarat HC which has asked the state government to pay wages as per the Sixth Pay Commission recommendations to all fixed pay employees. Following this the state government had stopped the entire recruitment process. But the government approached the SC in May and got relief as the HC order was stayed by the SC. Following this With the elections nearby in the state, the state govt. is speeding up the process of filling up the vacant posts of class III employees. Departments have been asked to fill vacant posts without delay, "disregarding the powers for recruitment currently vested in Gujarat Public Service Commission, Gujarat Secondary Service Selection Board and Gujarat Panchayat Service Selection Board."

   Majority of the recruitment will be done by the education department, to meet the criterions for implementation of Right to Education.  Education department  will recruit - shiksha sahayaks for higher secondary classes at a fixed pay of Rs 10,000 per month, shikshan sahayaks for secondary level classes for Rs 9,400, vidya sahayaks for primary schools for Rs 5,300, and saathi sahayaks (helpers) for Rs 4,500. Others to be recruited include foresters (vanpals) and constables (raksha sahayaks) for a fixed pay of Rs 4,500 or Rs 5,300. The government will also be recruiting 500 class III junior engineers for roads & buildings department for a fixed pay of Rs 16,500.

The family members of Central Government Servants, who visited this beautiful state which is named after the Heaven of Earth, enjoyed it very much as it was a wonderful Experience for them. All the dependents  of the Central Government Employees were excited for not only visiting this state, but the mode of journey they were entitled from their duty station or from Delhi/Amritsar to go to this lovely state is an experience like a dream come true. Each and every one who visited Jammu and Kashmir by availing this Concession are very much grateful to the Central Government and it will make them feel pride being a part of Government Service.

   As the last date of this concession for conversion of Home town LTC/ All India LTC to go to Jammu and Kashmir by Air closes by 18th June 2012, the central government employees, those who are not availing this LTC to Jammu and Kashmir Concession before this due date, are feeling misfortune when they were hearing their colleges Jammu Experience. So they should not be let down and they are eagerly expecting that the Government should however extend the relaxation for LTC to Jammu and Kashmir for further Two more years beyond 18th June 2012.

   Sources close to the Government told that Relaxation for LTC travel by air to visit Jammu and Kashmir may be extended for further two more years beyond 18th June 2012 and necessary order will be issued soon.

Antony Felilcitates Services Sportspersons.


   In a brief ceremony here today, the Defence Minister Shri AK Antony felicitated the Armed Forces sportspersons who won medals during the Commonwealth Games 2010. He also felicitated the Services Football team that recently won the Santosh Trophy-2012 after a gap of over 50 years.

   The ceremony was attended by senior officers from the Armed Forces and the Ministry of Defence. The Defence Minister lauded the contribution of Armed Forces athletes by contributing an impressive tally of 10 Gold, 07 Silver and 08 Bronze medals which is more than 25% of the total medals won by the country that included 38 Gold, 27 Silver and 34 Bronze medals. 60 Armed Forces athletes had participated in 10 events of the total 17 events of the Commonwealth Games which amounted to 30% of the Men’s contingent strength in these events.

   Shri Antony also expressed his appreciation of the Services Football team that has won the Santosh Trophy with LAC VV Farhad of the Air Force being declared the Man of the Tournament. While addressing the winners, he felt that this cash award was not just a recognition of their achievements but more importantly it would serve to motivate others. Shri Antony exhorted the Services personnel to excel in fields other than sports as well and called upon the officers to encourage participation in cultural activities.

   Services players have traditionally been in the forefront of evolution of the various sports disciplines in India. Though sportspersons have emerged from other walks of life and backgrounds, Services players have retained a major share in the overall national medal tally. The Services are also proactively undertaking talent scouting and grooming deserving sportsmen using the state-of-art infrastructure.

   The Defence Minister presented cash prizes on the occasion individual Gold winners at the Commonwealth Games received Rs.12 lakhs each while the Silver and Bronze Medallists received Rs.7 lakhs and Rs.5 lakhs respectively. Chief Petty Officer Omkar Singh, who won 2 Gold, 1 team Gold and 1 team Silver in the Shooting events, was awarded the highest cash prize of Rs.38.25 lakhs while another shooter Sub Vijay Kumar bagged Rs.37 lakhs, winning 1 Gold, 2 team Gold and 1 Silver medal. Besides each of the 20 players of the Services Football team which won the 66th Santosh Trophy National Football Championship-2012 recently, were awarded Rs.1 lakh each.

   4. The list of Restricted Holidays appended to this O.M. is meant for Central Government Offices located in Delhi / New Delhi. The Coordination Committees at the State Capitals may draw up separate list of Restricted Holidays keeping in view the occasions of local importance but the 9 occasions left over, after choosing the 3 variable holidays in para 3.1 above, are to be included in the list of restricted holidays.

   5.1 For offices in Delhi / New Delhi, any change in the date of holidays in respect of Idu’l Fitr, Idu’l Zuha, Muharram and Id-e-Milad, if necessary, depending upon sighting of the Moon, would be declared by the Ministry of Personnel, Public
Grievances and Pensions after ascertaining the position from the Govt. of NCT of Delhi.

   5.2  For offices outside Delhi / New Delhi, the Central Government Employees Welfare Coordination Committees at the State Capitals are authorised to change the date of holiday, if necessary, based on the decision of the concerned State Governments / Union Territories, in respect of ldu’l Fitr, ldu’l Zuha, Muharram and Id-e-Milad.

   5.3  It may happen that the change of date of the above occasions has to be declared at a very short notice. In such a situation, announcement could be made through T.V. / A.I.R. / Newspapers and the Heads of Department / Offices of the Central Government may take action according to such an announcement without waiting for a formal order, about the change of date.

   6. During 2013, Diwali (Deepavali) falls on Sunday, November 03, 2013 (Kartika 12). In certain States, the practice is to celebrate the occasion a day in advance, i.e., on “Narakachaturdasi Day”. In view of this, there is no objection if holiday on account of Deepavali is observed on “Naraka Chaturdasi Day (in place of Deepavali Day) for the Central Government Offices in a State if in that State that day alone is declared as a compulsory holiday for Diwali for the offices of the State Government.

   7. Central Government Organisations which include industrial, commercial and trading establishments would observe upto 16 holidays in a year including three national holidays viz. Republic Day, Independence Day and Mahatma Gandhi’s birthday, as compulsory holidays. The remaining holidays / occasions may be determined by such establishments / organisations themselves for the year 2013, subject to para 3.2 above.

   8. Union Territory Administrations shall decide the list of holidays in terms of Ministry of Home Affairs letter No.14046/27/83- GP-I dated 15.2.1984 by which they would observe a total of 16 holidays including the three National Holidays Viz. Republic Day, Independence Day & Mahatina Gandhi’s birthday.

   9. In respect of Indian Missions abroad, the number of holidays may be  notified in accordance with the instructions contained in this Department's O.M.  No.12/5/2002-JCA dated 17th December, 2002. In other words, they will have the
option to select 10(Ten) holidays of their own only after including in the list, three  National Holidays and Buddha Purnima, Dussehra, Diwali (Deepavali) and Guru  Nanak's Birthday included in the list of compulsory holidays and falling on days of weekly off.

   10. In respect of Banks, the holidays shall be regulated in terms of the extant  instructions issued by the Department of Financial Services, Ministry of Finance.

   The undersigned is directed to refer to the minutes of AIRF separate meeting held on  13-02-2012 against item No.02/2011 on the above subject and to state that the matter was again examined in consultation with DoP&T, the nodal department of Govt. on MACPS, DoP&T have further clarified that every financial upgradation including non-functional upgradation granted to an employee has been treated as one upgradation and is to be offset against one financial upgradation under MACPS. Accordingly, the grade pay of 4200 allowed to Raiways Goods Guards (to the extent of 27% of sanctioned strength) on non-functional basis with the designation as Sr. Goods Guard would be
reckoned as one upgradation for the purpose of MACPS.

   In view of the above position as clarified by DoP&T the demand raised by the Raliway Federation may not be acceded to.

Subject:- Incentive scheme for delivery of letters carrying Aadhar number of the residents.

   Department of Posts (DoP) has signed a Memorandum of Understanding (MoU) with Unique Identification Authority of India (UIDAI) on 30 April, 2010 wherein the DoP agreed to offer postal and mail services to UIDAI on the various terms and conditions laid down in the MoU.

   2. The Standard Operating Procedure for Printing, Booking, Transmission & Delivery of letters carrying Aadhar number of the residents has already been circulated to all concerned vide BD&M Directorate letter no. 51-58/2010-BD&MD dated
06.06.2011.

   3. It has now been allowed to give incentive to the postmen @ Re 0.50 per letter which are delivered in a timely manner i.e. within 14 days from the date of booking in case of Departmental Delivery Offices & within 17 days from the date of booking in case of Branch Post offices OR within 7 days from the first attempt of delivery whichever is later subject to the condition that the delivery information in respect of all such articles be uploaded on Speed Net.

   4. Before the payment of incentive to any postmen, the sanctioning authority shall satisfy himself that the concerned postman had been prompt in delivery of letters for which the incentive is being paid and there was no un-necessary delay at the part of postmen in delivering such letters.

   5. The terms & conditions as in the case of normal Speed Post articles would be applicable.

How to calculate the annual increment for Central Government employees as per 6th CPC..?

   The logic is very simple, but everyone should know about the procedure of calculation.

We explain with some illustrations…..

   The increment is an increase in pay for each year in a particular date. As per 6th CPC the annual increment has been granted on 1st July of every year and the qualifying period for earning an increment is six months on 1st July. One increment is equal to 3% (three per cent)  of the sum of the pay in the pay band and the grade pay will be computed and rounded off to the next multiple of ten.

   As per the Rule No.13 of CCS(Revised Pay) Rules 2008, “In the case of calculation of increments under the revised pay structure, paise should be ignored, but any amount of a rupee or more should be rounded off to next multiple of 10. To illustrate, if the amount of increment comes to Rs.1900.70 paise, then the amount will be rounded off to Rs.1900; if the amount of increment works out to be Rs.1901, then it will be rounded off to Rs.1910.”

   And finally the increment amount will be added to the existing pay in the pay band.

For example :


   An employee’s pay in the pay band is Rs.10,230 and his grade pay Rs.2800, his basic pay = 10,230 + 2,800 = 13,030.

His increment will be calculated as follows…..
 
   13,030 x 3% = 390.90  after rounded off to(Rs.10) ten, it will be 390 only.

   Whereas, the another employee’s pay in the pay band is Rs.10,240 and his grade pay Rs.2800, his basic pay = 10,240 + 2,800 = 13,040 .

His increment will be calculated as follows…..
 
   13,040 x 3% = 391.20  then it will be rounded off to Rs.400.

OFFICE MEMORANDUM

   Approval of the Joint Commissioner (Administration), KVS(HQ), New Delhi is hereby accorded for appointment of the Authorized Medical Attendants (as per list attached bearing SI. No. 01-50) in terms of CS (MA) Rules 1944 for providing medical treatment to the employees of KVS(HQ), Regional Office, Delhi and the KVs under the said R.O. and members of their families residing in a radius of 16 Km w.e.f. 01.04.2012 to 31.03.2013.

   The appointment of the aforesaid doctors as AMA has been made on the basis of Panel (List) of Doctors circulated vide O.M. CGEWCC/2012-13-AMA dated 30.03.2012 issued by Secretary, CGEWCC, subject to terms & condition mentioned therein.

   Before taking treatment the employee should submit option to the Drawing & Disbursing Officer (DDO) for maximum two AMAs in terms of G.l. M.H. & F.P., O.M. No.S.14025/113/79-MS, dated the 28th May, 1982 and C & A.G., Cir. No. 445- Audit/17/87/III-90(86), dated the 10th August, 1990 as incorporated in CS (MA) Rules, 1944.

   The aforementioned appointment of the Doctors is subject to the following conditions:-

   i) That he/she will charge consultation and injection fee at the rates prescribed under the Central Services (Medical Attendance), Rules, 1944.

   ii) That he/she will be required to follow strictly the rules under the said Rules and orders issued from time to time there under.

   iii) That his/her appointment could be terminated even before the expiry of his/her term without assigning any reasons or giving any notice.

Ref: Ministry of Railway’s letter No. 1988/Sec.(E)/RC-3/43 POL dated 12.07.2011.

   References have been received from several Zonal Railways regarding procedure to be adopted in cases involving compassionate appointment of wards/spouse of RPF/RPSF personnel in other departments of the Railways. In partial modifications of earlier instructions issued vide letter of 12.07.2011, following orders are issued.

   (i) All candidates for compassionate ground appointment are eligible to be considered for vacancies of all departments including that of Security department.

   (ii) All Instructions issued by Establishment (Non-Gazetted) Directorate for appointment on compassionate grounds will ipso facto apply in cases of compassionate ground appointments of wards/spouse of Ex. RPF/RPSF personnel.

   (iii) For candidates being considered for appointment in Security department, they will have to undergo physical measurement and physical efficiency tests as per para 5 of letter No. 1988/Sec.(E)/RC-3/43/POL dated 12.07.2011.

   (iv) Approval for compassionate ground appointment in Grade Pay Ps. 4200/- in Security department will be done with the personal approval of General Manager which is not to be delegated further.

1) G.O (P) No. 505/2009/Fin, dated 12.11.2009

2) Circular No.38/2010/Fin, dated 30.04.2010

   In the Government Order dated 12.11.2009, Government have reintroduced the House Building Advance Scheme to State Government Employees and Teachers. In pursuance of the above Government Order and the instructions contained in the circular cited all the Heads of Departments and Sanctioning Authorities are instructed to register online eligible HBA applications 2012-13 from 01.06.2012 onwards.

   2) The online registration of HBA applications 2012-13 starts from 01.06.2012 and the HBA SEL website will freeze on 30.06.2012 at 5 pm.

   3) After online registration the HBA appendix III statement generated from the website signed by Heads of Departments shall be forwarded to Finance Department before 15.07.2012. Manually created appendix III statement will not be entertained in Finance department. Therefore all the Heads of Departments and Sanctioning Authorities shall ensure themselves whether all the eligible applications have been entered online. In the case of joint application of employees working in different departments, the application along with connected documents shall be forwarded to Finance Department only after online registration by any one of the Heads of Departments. In the case of joint application of employees working in same departments, the applications shall be processed by the Head of the department concerned and it need not be forwarded to Finance Department.

   4) The HBA combined State wise seniority list shall be published in the www.finance.kerala.gov.in website. No corrections shall be permitted after publishing the final eligibility list as the seniority is based on date of retirement (‘lesser the service left higher the priority will be’). Therefore all the Heads of Departments and Sanctioning Authorities shall verify scrupulously the correct date of birth, date of retirement, and the HBA amount recommended for etc. before publishing the combined HBA State Seniority for List 2012-13.

Central D.A. from July 12 may be 7% again.

 

Subject to AICIN data for the next two months remaining in the current level, the following assumption is being made.

   The AICPIN data for April 12 has been recently published. It rises to 4 points and reached 205. We know that D.A. is calculated on the basis for 12 months average. To calculate the D.A. payable from 1st July 2012, we need the figures of May and June 2012 which are to be released on 30.06.12 and 31.07.12 respectively. If the data remains for the next two months in the same level, i.e. 205, the hike will be 7%. Even if it marginally drops  1 point in any of the months, the rise will be still 7% which will take the total D.A. to 72%.

   Considering the latest hike in petrol price, it is unlikely that the index may drop in the next months. So we can guess the next D.A. hike @7%, revising our previous guess work.

Corrigendum to Commercial Circular No. 32 of 2012

Sub:- Amendments in Tatkal Scheme.

   Please refer to this office letter of even number dated 15.05.2012 (CC no. 32 of 2012) on the subject quoted above wherein it has been advised that whenever extra coach is attached in a particular train to clear day-to-day rush, vacant berths available in that extra coach should first update Tatkal waiting list of that class and thereafter the vacant accommodation, if any, should update the general waiting list of that class.

   2. It is clarified that this provision is not applicable to the additional coaches attached as a regular measure of temporary augmentation for a specific duration like summer rush, etc.
