Subject:- Granting of one month’s additional salary over and above 12 months salary to certain categories of employees in Home and Health & Family Welfare Department.

Sir,

   I am directed to refer to the subject cited above and to say that certain categories of employees in Home and Health & Family Welfare Department of Himachal Pradesh are in receipt of one month’s additional salary over and above 12 months salary. The matter regarding granting this one month’s salary consequent upon increase in the basic pay (Pay in the Pay Band + Grade Pay) due to application of Schedule notified under Himachal Pradesh Civil Services (Category/Post wise Revised Pay) Rules, 2012, with effect from 1st October, 2012 onwards, was under consideration of the Government.

   Now, after careful consideration it has been decided that those categories of employees will continue to get one month’s additional salary in the pay band/grade pay existing prior to 1st October, 2012, which will remain fixed in future without any further revision. The terms & conditions issued earlier for granting this one month’s extra pay shall deemed to have been modified to this extent.

House Building Advance Scheme to State Government Employees — Online registration of HBA applications by Heads of Departments and Sanctioning Authorities 2012-13 — Instructions issued - reg

Sub: - House Building Advance Scheme to State Government Employees — Online registration of HBA applications by Heads of Departments and Sanctioning Authorities 2012-13 — Instructions issued - reg

1) G.O (P) No. 505/2009/Fin, dated 12.11.2009

2) Circular No.38/2010/Fin, dated 30.04.2010

   In the Government Order dated 12.11.2009, Government have reintroduced the House Building Advance Scheme to State Government Employees and Teachers. In pursuance of the above Government Order and the instructions contained in the circular cited all the Heads of Departments and Sanctioning Authorities are instructed to register online eligible HBA applications 2012-13 from 01.06.2012 onwards.

   2) The online registration of HBA applications 2012-13 starts from 01.06.2012 and the HBA SEL website will freeze on 30.06.2012 at 5 pm.

   3) After online registration the HBA appendix III statement generated from the website signed by Heads of Departments shall be forwarded to Finance Department before 15.07.2012. Manually created appendix III statement will not be entertained in Finance department. Therefore all the Heads of Departments and Sanctioning Authorities shall ensure themselves whether all the eligible applications have been entered online. In the case of joint application of employees working in different departments, the application along with connected documents shall be forwarded to Finance Department only after online registration by any one of the Heads of Departments. In the case of joint application of employees working in same departments, the applications shall be processed by the Head of the department concerned and it need not be forwarded to Finance Department.

   4) The HBA combined State wise seniority list shall be published in the www.finance.kerala.gov.in website. No corrections shall be permitted after publishing the final eligibility list as the seniority is based on date of retirement (‘lesser the service left higher the priority will be’). Therefore all the Heads of Departments and Sanctioning Authorities shall verify scrupulously the correct date of birth, date of retirement, and the HBA amount recommended for etc. before publishing the combined HBA State Seniority for List 2012-13.

Jammu & Kashmir Government approves 7% D.A. for it's employees.

   Government Thursday approved release of 7 per cent Dearness Allowance in favour of its employees from January, this year besides according sanction to the constitution of State Planning Board – to function as advisory and recommendatory body so as to help the state government to formulate effective policies in key areas.

   It was reliably learnt that the state cabinet, which met here this evening under the chairmanship of Chief Minister Omar Abdullah, approved the release of 7 per cent DA installment in favour of the employees. The issue was not on the agenda of the meeting but a cabinet note was referred by the finance department at the last movement.

   It could not be ascertained whether the payment of the DA would be in cash or deposited in GP Fund of the employees.

   The Cabinet also gave its nod to release of Cost Living Allowance (COLA) for the period ending June 2010 in favour of State owned Public Sector Employees, creation of Special Purpose Vehicle (SPV) for the International Trade Centre (ITC) at Pampore.

   The Cabinet accorded Administrative Approval for construction of residential flats for employees at Pampore.
