Sub: Appointment on Compassionate grounds of dependent of medically unfit staff on the Railways.

Attention is invited to this Ministry letter No. E(NG)II-84/RCI/105 dated 16.11.1984, stipulating therein, that in cases of medically decategorised / incapacitated Railway employees, a wife is eligible for compassionate ground appointment subject to certain conditions.

Pursuant to the issue raised in PNM/AIRF meeting (Item No. 53/2012), the matter has been reviewed and in supersession of Board’s letter ibid, it has been decided by the Board that in case of medically decategorised / incapacitated employees where compassionate appointment is otherwise permissible, it will be the discretion of the concerned medically decategorised / incapacitated Railway employee to request for a job to either spouse or ward as per his/her choice. Further, in the event of death of the medically unfit employee without making clear his wishes, the first preference for appointment on compassionate ground appointment should be that of spouse as done in case of death.

Newly Developed ‘SMS Gateway’ Launched for Sending Alerts to Railway Passengers Regarding their PNR Status

Indian Railways added another milestone by launching yet another innovative scheme called the ‘SMS Gateway’, which will enable passengers to get SMS alerts on the status of reserved tickets. The ‘SMS Gateway’ which was developed by Centre for Railway information Systems (CRIS), an autonomous organization under the Ministry of Railways, was launched by the Minister of State for Railways Shri Adhir Ranjan Chowdhury here today on the occasion of a seminar on the theme “Role of IT in Rail Services – Present and Future”. The seminar was organised by the Centre for Transportation Research and Management (CTRAM), an autonomous body of the Ministry of Railways. Present on occasion the were Shri Arunendra Kumar, Chairman, Railway Board, Shri D. P. Pande, Member Traffic, Shri Kul Bhushan, Member Electrical and Shri Alok Johri, Member Mechanical, of Railway Board. 

The ‘SMS Gateway’ project will be used to send SMS alerts to passengers in case of status change in the PRS tickets, as compared to the initial booking status (For example W/L to RAC, RAC to CNF, W/L to CNF). SMS alerts prior to chart preparation will be sent once a day, in case of status change only, beginning from 5 days before the journey date. The SMS alerts after chart preparation (which is normally done 3-4 hours before train departure), will convey the actual Berth No., Coach No. and RAC No. for those passengers whose final Charting status has changed as compared to the initial booked status. In case of any ticket upgradation or seat re-allotment also SMS alerts will be sent. 

It is estimated that a large of SMS alerts will be sent on daily basis (approx. 4 lakh), hence the system will be made ONLINE in phases. Initially, the system would be configured for sending post chart alerts in a few selective Rajdhani trains, followed by other Mail Express trains. Subsequently the pre chart alerts will be enabled. 

This facility will greatly reduce the last minute enquiry rush on the PRS websites and Call Centre as well as reduce the4 crowding near the pasted Chart locations on the Railway Platforms. This service will be provided free of cost to the users. This will enhance the image of Indian Railways. 

Taking the things forward, CRIS took up the project for setting up of SMS Gateway of sending alerts to passengers, sanctioned by the Railways Board. Till now passengers can find about their PNR status through website enquiries or Call Centre (139) or IVRS or SMS enquiry. Railways decided to proactively send the SMS alerts to passengers at no extra charges to them. 

During the development of the application for sending SMS alerts, considerable challenges were faced, to ensure that there is no adverse impact in the normal functioning of the backend main PRS system (CONCERT), which is one of the largest ticketing applications in the world. M/s Mahindra Comiva and Velti System, India were the technical partners of CRIS for making this project a success.

PRESS RELEASE 

New Delhi: February 21, 2014 - All India Railwaymen’s Federation(AIRF) has addressed the issue of merger of 100% Dearness Allowance with Basic Pay for all purposes w.e.f. 01.01.2014 to Hon’ble Prime Minister of India and the Finance Minister, Government of India, as Dearness Allowance will cross 100%. Unfortunately, there is no heed to this issue despite agitations at length over the Indian Railways by the AIRF. 

It is also unfortunate that due 10% Dearness Allowance w.e.f. 1st

January, 2014 has still not been announced by the Government of India. 

AIRF earnestly requests the Government of India to immediately announce Dearness Allowance w.e.f. 1st January, 2014 all along with merger of 100% Dearness Allowance with Basic Pay.

NFIR has been writing to the Government of India (including Prime Minister, Finance Minister etc) for merger of 50% DA with pay through its letters dated 10/01/2013, 05/08/2013, 27/09/2013. Also in its 27th National Convention held at Visakhapatnam from 10th  to 12th December, 2013, the Federation had passed a resolution demanding merger of 50% DA with Pay and grant of interim relief to employees of Central Government including Railway employees.

NFIR feels happy to convey that the Central Government has conceded the demand of the employees raised by the Federation. 

Union Cabinet is likely to consider the issues to day for taking final decision. Federation will advise decision when taken by the Government. Federation expects that there may be Good News for all Central Government employees very soon.

No increase in rail fare and freight has been proposed in the Interim Rail Budget for 2014-15. Presenting the Budget in Parliament today, the Minister of Railways Shri Mallikarjun Kharge announced 72 new trains, extension of three trains and increase in frequency of three trains. The Minister announced that there will be no more unmanned crossings. A Rail Tariff Authority has also been announced. A number of measures for safety and security of passengers like portable fire-extinguishers in coaches and induction based cooking in pantry car have been proposed in the Budget.

The Budget presented today envisages investment of Rs. 64,305 crore as against Revised Estimates for 2013-14 of Rs. 59,359 crore. Anticipating a healthier growth of economy, the freight traffic target is proposed at 1,101 million tonnes, an increment of 49.7 million tonnes over the current years’ revised target of about 1052 million tonnes. The Gross Traffic Receipts have been projected at Rs. 1,60,775 crore . Working Expenses have been proposed at Rs. 1,10,649 crore, which is Rs. 13,589 crore higher than the Revised Estimates for the current year.

Highlighting the passenger friendly initiatives of Indian Railways, the Minister said the success of e-booking of tickets has surpassed all expectations, and  now train movements can also be tracked online to find the exact location and running.  Besides, 51 Jan-Ahaar outlets for sale of Janta Meals have been set up; 48 passenger escalators have been commissioned at railway stations and 61 more are being installed and air-conditioned EMU services will commence in Mumbai area by July 2014. 

Railways Minister announced that Itanagar, capital of Arunanchal Pradesh will soon be on rail map in this financial year, as Harmuti-Naharlagun line is expected to be commissioned shortly. The state of Meghalaya is also all set to come on the Railway map in this financial year, as Dudhnoi – Mehendipathar line is getting completed by March 2014.

Briefing about Railways efforts for moderation of its network Sh. Kharge said a joint Feasibility Study for Mumbai-Ahmedabad High Speed corridor, started in December 2013, will be completed in 18 months. Besides the High Speed project, Indian Railways also intend to explore low cost options for raising speeds to 160-200 kmph on existing select routes like Delhi-Agra and Delhi-Chandigarh.

The Minister said that Investment in Railways is being stepped up by partnership with the private sector. PPP projects related to rolling stock manufacturing units, modernisation of railway stations, multi-functional complexes, logistics parks, private freight terminal, freight train operations, liberalised wagon investment schemes and Dedicated Freight Corridors are in the pipeline. Apart from attracting private investments from domestic investors in rail sector, a proposal is under consideration of the Government to enable Foreign Direct Investment (FDI) to foster creation of world class rail infrastructure.

Reiterating Railways’ commitment or safety and security of passengers the Minister said several measures have been and are being taken for its further strengthening.  Manning or elimination of all unmanned level crossings has been taken up and planning for induction of indigenously developed Train Collision Avoidance System (TCAS) and provision of Vigilance  Control  Device (VCD) in all electric and diesel locomotives is being introduced. He said that a Comprehensive Fire and Smoke Detection System is on trial on two rakes of Rajdhani Express trains. This will be extended to all major passenger trains. Provision of portable fire extinguishers in AC coaches, Guard-cum-luggage break vans, pantry cars and locomotives. Introduction of electrical induction based cooking appliances in replacement of LPG in pantries is being taken up.

With a view to improving aesthetic ambience along the track close to the approach of major stations, the Railways Minister announced  creation of ‘Green Curtains’ at Agra and Jaipur stations on pilot basis.  He said that bio-toilets have been introduced in about 2,500 coaches. It is proposed to increase the coverage progressively.

Railways Minister said given the promising trend of loading, the target has been scaled up to about 1052 million tonnes from the budget target of 1047 million tonnes and freight earnings targets revised to Rs 94,000 crore. He announced that an independent Rail Tariff Authority is being set-up to advise the Government on fixing of fares and freight.

Despite elapsing a period of around three months, nothing has been heard in this regard.

Decision on railwaymen’s indefinite strike on February 17

The national trade unions of railwaymen will decide on February 17 whether or not to go ahead with the proposed indefinite general strike to press for implementation of various long-standing demands.

Though railwaymen across the country had overwhelmingly voted in favour of a direct agitation during the ‘strike ballot’ held nationwide last month, the crucial decision on launching a general strike that could cripple railway operations is due to be taken at the meeting scheduled at Kota, Rajasthan, said N. Kanniah, general secretary of the Southern Railway Mazdoor Union (SRMU), which is affiliated to the All India Railwaymen’s Federation (AIRF).

The AIRF and the National Federation of Indian Railwaymen are the two parent trade unions representing an estimated 1.3 million railwaymen. The charter of demands include scrapping of the new pension scheme, filling up of vacancies, better working conditions for loco running staff and constitution of the Seventh Pay Commission.

Though the Railway Board had offered to negotiate on Railway-specific demands at meetings held over January 16 and 17 in Delhi, the AIRF leadership has taken the view that some of the key demands such as merger of DA with basic pay and guaranteed pension scheme in place of new pension scheme, could only be resolved by Government of India, Mr. Kanniah said. The union leadership feels that the Railway Ministry needs to facilitate negotiations with the Centre in order to avert the strike, he said.

It may be recalled that during the strike ballot, over 96 per cent of railwaymen in the country voted in favour of an indefinite general strike.

In the six divisions across Southern Railway, 86.8 per cent of railwaymen endorsed the strike plan.

Railway Board is scheduled to meet the representatives of the two leading Railway Union on January 15 and 16.

This is after one of the two leading Unions-All India Railwaymen Federation conducted a strike ballot on December 20 and 21 across seventeen zones of the Indian Railway.

The other prominent one called the National Federation of Indian Railwaymen is planning to conduct a strike ballot on January 17 and 18 across the country.

The permanent negotiating machinery chaired by the Member Staff of the Railway board will hear the demands of the Unions.The Unions have threatened a strike in February 2014 if their demands are not addressed.

Earlier the strike ballot planned in September 2013 was deferred as the seventh pay commission was announced. However, senior leaders of the Railway Union have said that their other major demands which include abolishing new pension scheme and addressing the anomalies arising out of the sixth pay commission have remain unaddressed.

Further to above, Federation wishes to highlight following irregularities detected by NFIR during the course of implementation cadre restructuring in Group ‘C’ posts effective from 01/11/2013 on various Zonal Railways:-

1. The Annexure C’ to Railway Board’s letter dated 08/10/2013 under heading “Engineering Departments including Workshops”, revised percentage of 67:33 has been shown against Technical Supervisors (safety category) in GP Rs 4600 & Rs 4200 respectively.

Doubt has arisen on a few Zonal Railways that the category of SSE/Works & JE/Works which is Technical category for all purposes but has not been declared as ‘Safety Category’, is not covered under ratio 67:33, consequently restructuring exercise is not being undertaken (particularly on Central Railway).

2. On some Zonal Railways, money value of posts is being assessed for surrender of posts without caring to look into the fact that several staff have already been placed in the posts of higher Grade Pay under MACPS which factually means ‘nil’, financial implications.

It would, therefore be incorrect on the part of Zonal Railways to surrender posts for implementing restructuring orders.

3. Apart from above, NFIR vide letter dated 18/11/2013 had conveyed to the Railway Board list of remaining categories of Group ‘C which also deserve to be restructured and upgraded w.e.f. 01/11/2013. Unfortunately, there is no response to Federation’s communication as a result staff continue to suffer and are feeling aggrieved & agitated.

NFIR, therefore, urges the Railway Board to see that suitable clarifications are issued on para 1 &2 above and also convene CRC meeting to discuss on left over categories. A copy of the instructions issued may be endorsed to Federation.

   While recommending upgradation of all existing Group 'D' employees to Group 'C’ in Grade Pay Rs. 1800 (equivalent to Group 'C’ scale of Rs. 2750-4400), 6th CPC in para 3.7.9 of its report has provided that job description of the Group ‘D' posts shall be so upgraded and placed in Group C’, and revised and re-defined with emphasis on multi skilling so that a single employee is able to perform various jobs. Further, DOP&T in their OM dated 30-04-2010 has suggested that single designation may be adopted for posts whose duties are similar in nature. While indicating that designation of Multi-Tasking Staff may be adopted for some common categories of posts (designation and indicative list of duties issued by DOP&T vide their letter ibid is enclosed as Annexure-I).

Sub:- Enhancement of remuneration to contractual teachers engaged in Railway Schools.

Ref: Board’s letters of even number dated 02-11-2007 & 22-05-2009.

   Please refer to Board’s above mentioned letters, wherein guidelines were issued regarding engagement of part time teachers on contract basis against short term vacancies of teachers in Railway Schools.

   2. Terms and conditions applicable to appointment of such contractual teachers were also detailed in above referred letter including the remuneration admissible to them.

   3. In modification of existing instructions, Ministry of Railway has now decided to enhance the remuneration admissible to contractual teachers, appointed on contract basis in Railway Schools at the rates indicated as under:-

Post Graduate Teacher ` 220/- per period subject to maximum of five periods in a day.
Trained Graduate Teacher ` 210/- per period subject to maximum of five periods in a day.
PRT ` 170/- per period subject to maximum of five periods in a day.

   Contractual teachers once engaged in a school will not be renewed in the next academic session and the revised remuneration will be effective from 20-10-2011.

   The existing terms and conditions would remain the same.

   This issues with the concurrence of Finance Directorate of Ministry of Railways.
