ORDER:-
    The Government of Tamil Nadu is implementing various Education oriented welfare schemes for the upliftment of poor Backward Classes/Most Backward Classes/Denotified Communities students.  Of these schemes, sanction of Scholarship is one of  the major scheme implemented by the Department of Backward Classes and Most Backward Classes and Denotified Communities to enable the Backward Classes/Most Backward Classes/Denotified Communities students to continue  their Education without much financial hardship. Under the Scholarship schemes implemented by this Department, the Postmatric Scholarship is one of the scheme sanctioned to the poor Backward Classes/Most Backward Classes/Denotified Communities students.

     2. Hon’ble Minister for Backward  Classes and Minorities Welfare while presenting the demand for the year 2012-2013 has made the following announcement:

   3. In the letter read above, the Commissioner of Most Backward Classes and Denotified Communities Welfare has requested to issue orders on the following guidelines under Postmatric Scholarship Scheme:

   1) The Parental annual income of  the students belonging to Backward Classes, Most Backward Classes and Denotified Communities should not exceed Rs.1.00 lakh.

   2) The actual fees viz., tuition fees and special fees fixed by the Government shall be reimbursed to the students belonging to Backward Classes, Most Backward Classes and Denotified Communities, studying in Government/Government aided colleges apart from the examination fees in full.

   3) As regards the students studying in professional courses and got selected under Government Quota (Counselling) the rates sanctioned to the Government colleges shall be given.

   4) The revised fee structure may be given with effect from the year 2012-2013 onwards.
 
   5) Whenever fee structures are  revised/enhanced by the respective administrative Government Departments (Viz., Higher Education, Technical Education, Health and Family Welfare, Law, Agriculture, Animal Husbandry, etc.) the same rates may be given effect without awaiting for Government orders.

   6) The Departments of Backward  Classes and Department of Most Backward Classes and Denotified Communities shall be informed about the revised/enhanced fee structure then and there by the Department concerned so as to sanction the same to the eligible Backward Classes, Most Backward Classes and Denotified Communities students. 

   4. The details of total number of students covered under the scheme and the total amount involved is as follows:

   5. The Government have carefully examined the proposal of the Commissioner of Most Backward Classes and Denotified Communities Welfare and accord sanction to revise the Scholarship rates under the Post matric Scholarship Scheme to Backward Classes, Most Backward Classes and Denotified Communities students in accordance with the  guidelines at para 3 above, at an additional cost of Rs.16.54 crores (Rupees Sixteen crores and fifty
four lakhs only).

   6. The amount sanctioned in para  5 above, shall be debited under the following head of accounts: 

BACKWARD CLASSES STUDENTS : (Rs.10,25,00,000/-)

   “2225-Welfare of Scheduled Castes, Scheduled Tribes and Other Backward Classes – 03 Welfare of Backward Classes -277 Education - Schemes in the Twelfth Five Year Plan – II State Plan – JF - Post-Matric Scholarships to Backward Classes – 12 Scholarships and Stipends – 09 – Others.”

   7. The expenditure sanctioned in para 5 above, shall constitute an item of “New Instrument of Service” and the approval of the Legislature shall be obtained in due course.  Pending approval of the Legislature, the expenditure shall be met by drawal of an advance from the contingency fund.  Orders regarding this will be issued by the Finance (BGI) Department separately. The Commissioner of Most Backward Classes and Denotified Communities Welfare shall apply to the Government in Finance (BGI) Department in the prescribed format along with the copy of the order for sanction of an  advance from the Contingency fund. The Commissioner of Most Backward Classes and Denotified Communities Welfare shall also send necessary draft Explanatory Notes for inclusion of the expenditure in the Supplementary Estimate for the year 2012-2013 without fail.

   8. This order issued with the concurrence of the Finance Department vide its U.O. No.58506/Fin(BC,MBC)/2012, dated.25.10.2012 and ASL No.1397 (One thousand three hundred and ninety seven)
