Opening of 54 new Kendriya Vidyalayas under Civil Sector

The Committee on Economic Affairs has approved the opening of 54 new Kendriya Vidyalayas (KVs) under Civil Sector during the 12th Five Year Plan as recommended by the Expenditure Finance Committee. These 54 KVs will be located in 53 districts in 17 States. 

The total cost of opening of these new KVs is projected at Rs. 927.40 crore. The non-recurring costs covering constructions cost, furniture, fixture will be Rs. 793.58 crore and recurring cost covering pay and allowance and other expenses will be Rs.133.82 crore. Per unit cost of construction of a school building is Rs. 14.55 crore. 

These new KVs when fully functional will provide quality education to approximately 54,000 students in addition to 12 lakhs students already studying in the present KVs. 

The main objective of KVS is to cater to the educational needs of children of transferable Central Government employees including defence and para-military personnel by providing a common programme of education. There are at present 1094 functional Kendriya Vidyalayas including three abroad. These are in Moscow, Kathmandu and Tehran. 

Kendriya Vidyalayas are considered as model schools in terms of physical infrastructure, teaching resources, curriculum and academic performance. These schools constitute important educational infrastructure spread over the length and breadth of the country. Kendriya Vidyalayas are pace setting schools, have consistently turned out excellent academic performance, as is evident from Board Results of Class X and XII exams conducted by the Central Board of Secondary Education (CBSE).

kvs orders 2014-Compensatory Leave to the teaching staff of KVs

OFFICE ORDER

In reiteration of the Office Order No. 1-3/2002-KVS(Acad) dated 2nd April, 2003, the Compensatory Leave to the teaching staff of the Vidyalayas for attending Vidyalayas on Second Saturday, Sunday & Holidays and during breaks if the period is less than 10 days, may be regulated as follows :

(1) Half day’s compensatory leave may be granted for taking extra classes for a minimum of two and upto four hours in a day.

(ii) Full day’s compensatory leave may be granted for taking extra classes for more than four hours in a day.

(iii) Whenever teachers are required for escort and training duties etc. on second Saturdays, Sundays, Holidays and breaks, normally they are required to stay for a considerable time and as such may be permitted full day’s Compensatory Leave in lieu of attending duties on each day provided they are not paid TA/DA for such duties.

(iv) Normally Compensatory Leave may be granted to the teaching staff within one month of it’s becoming due. However, in exceptional circumstances, where grant of Compensatory leave to all the staff within a month may cause serious dislocation of work, the Compensatory Leave may be permitted to be availed subsequently. Further, there will be no limit upto which the Compensatory Leave may be allowed to be availed of at a time. It may be noted that “No Leave Encashment” is payable for unavailed compensatory leave at the time of superannuation, resignation or death.

SUB: Distribution of work among various non—teaching posts in Kendriya Vidyalayas - regarding.

Sir/Madam,

   In pursuance of the decision taken in the JCM meeting held on 25.07.2012 a committee was constituted for the purpose of study of the work distribution among various non—teaching posts in Kendriya Vidyalayas. Accordingly based on the recommendations of the committee the competent authority, KVS has decided to distribute the work among various non-teaching posts such as Section Officer/Assistant/UDC/LDC/Sub-staff with immediate effect. The post-wise details are given in Annexure-I.

Fees likely to increase in KV Schools…?

   If your child studies in a Kendriya Vidyalaya, be prepared for a steep hike in school fee. The Kendriya Vidyalaya Sangathan's board of governors, which is meeting on Friday, is likely to clear a three-fold hike in fees.

  The meeting of the board of governors, expected to be chaired by HRD minister M M Pallam Raju, may also finalize a new logo for the 1,090 KV schools across the country with almost 11 lakh students.

   The annual fee charged from KV students is in the range of Rs 3,600-Rs 4,800. This is likely to be raised to about Rs 12,000 for a year. The monthly fee will go up from about Rs 300 a month to around Rs 1,250. The last fee hike took place in 2009.

   Sources said the KV Sangathan spends about Rs 12,000 per child in providing free textbooks, uniform and other facilities. During 2011-12, the sangathan spent about Rs 392 crore while for the next academic session an additional Rs 100 crore is likely to be required to provide students with medical services, faculty, security, sports equipment, construction work for additional facilities and setting up of e-classrooms.

   This is regarding stepping of pay of promotee senior with reference to direct recruited junior appointed after 01.01.2006.

   1. The issue was examined in this office and referred to Ministry of HRD for clarification. Ministry of HRD vide letter No.F.3-43/2008/UT.2 dated 20th March 2009 has clarified that the stepping up of pay of the promotee senior with direct recruited junior appointed on or after 01.01.2006 may be agreed to subject to fulfillment of the following conditions:-

Kendriya Vidyalayas Adopt New Uniform.

   The new uniform for Kendriya Vidyalaya Sangathan students was released, here today. The Kendriya Vidyalaya Sangathan caters to the educational needs of about 10.7 lakh boys and girls studying in various classes from classes I-XII across the country and abroad. The KVS is completing 50 years and on the eve of its golden jubilee, KVS has introduced its new uniform pattern for the Kendriya Vidayalaya students from the academic session 2012-13.

Sub:- Engagement of the services of the private agencies for providing services for conservancy, security and gardening Payment of minimum wages to the workers employed by the Agencies.

Sir/ Madam,


   I am directed to refer to the subject cited above and to say that some Regional Offices of KVS have sought clarification as to Where both Central and State Govt. has fixed the minimum rates of wages which one is to be adopted by the KVS while making a contract with the private agencies for providing services for conservancy, security and gardening.

   In this context it is informed that Govt. Of India, Ministry of Labour and Employment has decided that where both Central and State Government has fixed the minimum rates of wages, the rates of wages whichever is higher will be applicable while making a contract with the private agencies for providing services for conservancy, security and gardening, These instructions of Govt. of India please be complied with due regard to Appendix-7A- Annexure I clause C (8) of the Accounts code for the Kendriya Vidyalayas.

   This supersedes the instructions contained in this office letter no. F 12-13/99-KVS (Admn.l) dated 23.10.2008.

   This please be circulated to all the Kendriya Vidyalayas under your jurisdiction for strict compliance.

   This issues with the approval of Addl. Commissioner (Admn), KVS.
