Civil Services Examination, 2012 Results Declared.


   Based on the results of the written part of Civil Services (Main) Examination, 2012 held by the Union Public Service Commission in October, 2012 and the interviews for Personality Test held in March-April, 2013, following is the list, in order of merit, of candidates who have been recommended for appointment to: -
 
[i]       Indian Administrative Service;
[ii]      Indian Foreign Service;
[iii]     Indian Police Service; and
[iv]     Central Services, Group ‘A’ and Group ‘B’.
 
   A total number of 998 candidates have been recommended for appointment including 457 General (including 23 Physically challenged candidates), 295 Other Backward Classes (including 09 Physically challenged candidates), 169 Scheduled Castes  (including 02 Physically challenged candidate) and 77 Scheduled Tribes candidates  against  1091  vacancies  ( 550 General, 295 Other Backward Classes, 169 Scheduled Castes and 77 Scheduled Tribes).

    2.        Appointment to the various Services will be made according to the number of vacancies available with due consideration to the provisions contained in Rules 2 and 19 of the Rules for the Examination and subject to the final decision of the Hon’ble Supreme Court /Hon’ble High Court / Hon’ble C.A.Ts. on the S.L.Ps. / R.As/ W.Ps./O.As. pending therein. The number of vacancies reported by the Government for the Indian Administrative Service is 180 ( 94 General, 45 Other Backward Classes, 28 Scheduled Castes and 13 Scheduled Tribes); for the Indian Foreign Service is 30 (16 General, 09 Other Backward Classes, 05 Scheduled Castes and ` NIL’ Scheduled Tribes); for the Indian Police Service is 150 (75 General, 41 Other Backward Classes, 23 Scheduled Castes and 11 Scheduled Tribes); for the Central Services Group ‘A’ is 630 (323 General, 172 Other Backward Classes, 89 Scheduled Castes and 24 Scheduled Tribes) and for Central Services Group ‘B’ is 101 ( 42 General, 28 Other Backward Classes, 24 Scheduled Castes and 07 Scheduled Tribes). This includes 34 vacancies for physically challenged candidates  in  Central  Services  Group “A”& “B”.

Important Highlights of Civil Services Examination, 2012.

              The UPSC has declared the final results of Civil Services Examination, 2012 on Friday, the 3rd May, 2013. The following are the important highlights of the results :
 
        The Civil Services (Preliminary) Examination, 2012 was conducted on 20th May, 2012. A record number of 5,36,506 candidates applied for this examination, out of which 2,71,422 candidates have actually appeared.
 
        13,092 candidates were declared qualified for the Main written examination held in October, 2012 out of which 2674 candidates were selected for the Personality Test conducted in March-April, 2012.  Finally 998 candidates (753 Male & 245 Female) have been recommended for appointment to the IAS, IFS, IPS and other Central Services against 1091 reported vacancies.  Vacancies unfilled presently are on account of 92 reserved community candidates qualifying on general standards. Depending on the options exercised by these candidates for service allocation, these vacancies will be filled by candidates recommended from the Reserve List that is maintained by the Commission.
 
       TOP position has been taken by Female candidate, Ms. Haritha V. Kumar (Roll No.075502). She has done B.Tech (E&C) from Kerala University.  This is her 4th attempt.

        2nd rank is of Shri V. Sriram (Roll No.494891). He has done MBBS from Kerala University. This is his 2nd Attempt.
 
       3rd position is bagged by another Female candidate Ms. Stuti Charan (Roll No.038970). She has done B.Sc from Jodhpur University and PG Diploma in Personnel & Marketing Management from IIPM, Delhi. This  is  her  3rd attempt.
 
        TOP position in GENERAL, ST and SC categories have been secured by Female candidates. Amongst top 25 candidates there are 13 Male and 12 Female candidates.
 
        The result also showcases the pan-India distribution of successful candidates of this Examination. Amongst the top 25 candidates, there  are candidates claiming domicile from as many as 12 States/UTs i.e. Andhra Pradesh, Bihar, Chandigarh, Delhi, Haryana, Jammu & Kashmir, Karnataka, Kerala, Maharashtra, Rajasthan, Tamilnadu, & Uttar Pradesh.
 
        The family background of top 25 candidates shows diverse representation from all walks of life with their parents being Farmer, Teacher, Businessman, Govt. servant, Doctor, Advocate, Professor  & Civil servant.
 
        Amongst top 25 candidates 6 have made to the merit list in their 1st attempt; 9 in 2nd attempt;  8 in 3rd attempt; and 01 each in 4th & 6th attempts.  As many as 04 have already been recommended to services other than IAS on the basis of Civil Services Examinations of previous years.
 
        Of the top 25 candidates - 12 appeared from Delhi; 4 from Thiruvanathapuram, 2 each from Chennai & Hyderabad; and 1 each from Jammu, Mumbai, Jaipur, Chandigarh and Allahabad Centres.

Subject:- Fixation of pay in the post wise revision of pay scales-clarification regarding grant of next increment on the revised Grade Pay.

Sir,
      I am directed to refer to the subject cited above and to say that pay band and grade pay of certain categories of Government employees have been re-revised w.e.f 1-10-2012 as per the provisions of HP Civil Services (category/post wise Revised Pay) Rules, 2012. References are being received from various Departments seeking clarification regarding the grade pay to be taken into account for the purpose of grant of next increment in respect of such employees whose annual increment falls on 1-10-2012.

   The matter has been examined in the Finance Department. It is clarified that annual increment of those Government employees which falls due on 1-10-2012 and onwards will be granted on the re-revised pay band and grade pay wherever applicable in accordance with Rules 6 of the HP Civil Services (Category/post wise Revised Pay) Rules, 2012.

   These instructions may please be brought to the notice of all concerned for compliance.

National Defence Academy and Naval Academy Examination (II), 2012 – Declaration of Written Result Thereof

   On the basis of the result of the written part of the National Defence Academy and Naval Academy Examination (II) 2012 held by the Union Public Service Commission  on 19th August, 2012, candidates with the under mentioned Roll Nos. have qualified for Interview by the Services Selection Board of the Ministry of Defence for admission to Army, Navy and Air Force Wings of the National Defence Academy for the 130th Course and for the 92nd Indian Naval Academy Course (INAC) commencing from July, 2013.

   2. The candidature of all the candidates whose Roll Nos. are shown in the list is provisional. In accordance with the conditions of their admission to the examination, they are required to submit original certificates of Age and Educational Qualification direct to the “Additional Directorate General of Recruiting, Adjutant General’s Branch, Integrated Headquarters, Ministry of Defence (Army), West Block No.-III, Wing No.–I, R.K. Puram, New Delhi-110066”. The candidates must not send the Original Certificates to the Union Public Service Commission.    G.S.R.....(E).- In exercise of the powers conferred by sub-section (1) of section 3 of the All India Services Act, 1951 (61 of 1951), the Central Government, after consultation with the Governments of the States concerned, hereby makes the following rules further to amend the All India Services (Medical Attendance) Rules, 1954, namely:-

Central Armed Police Forces (Assistant Commadants) Examination, 2012.

                 The Union Public Service Commission will be conducting the Central Armed Police Forces (Assistant Commandants) Examination, 2012 on 11th November, 2012 (Sunday) at 41 Centers all over India as per notification dated 28th July, 2012.  E-admit cards are available on the Commission’s website http://www.upsc.gov.in. Candidates are advised to download and check the e-admit card carefully and bring discrepancy ,if any, to the notice of the Commission immediately. Rejection Letters citing the ground (s) for rejection have been dispatched and also put on the Union Public Service Commission Website http://www.upsc.gov.in.  In case of any difficulty faced by the candidates in downloading e-Admit Card, they may contact the UPSC Facilitation Counter on Telephone Nos. 011-23385271, 011-23381125 and 011-23098543 on any working day between 10.00 AM and 5.00 PM.  The candidates can also send Fax message on Fax No. 011-23387310.  No paper Admission Certificate will be sent by post.

                In case the photograph is not clear on the e-Admit Card candidates are advised to carry two (2) photographs (one identical photograph for each session) alongwith proof of identity such as identity Card or Voter Identity Card or Passport or Driving License and printout of e-Admit Card at the venue of the Examination.

ABSTRACT

MEDICAL AID - New Health Insurance Scheme, 2012 for Employees of Government and their Family Members - Selection of a Public Sector Insurance Company for implementation - Interim Arrangements for providing health care assistance till implementation of New Health Insurance Scheme, 2012 - Orders Issued.

ORDER:-

   In the Government Order read above, orders have been issued for implementation of the New Health Insurance Scheme, 2012 beyond 10-06-2012 to provide for comprehensive health care assistance to the Employees of Government, etc. and their eligible Family Members with provision to avail assistance upto Rupees Four Lakh for the block period of four years after a suitable Public Sector Health Insurance Company selected through National Competitive Bidding as in the case of the Chief Minister’s Public Insurance Scheme.

   2. Accordingly, the Tender Inviting Authority has called for Open Tender by issue of Notice Inviting Tender on 27-04-2012. The Committee of Tender Accepting Authority to select a Public Sector Health Insurance Company has submitted its report to Finance Department on 06-06-2012 with its recommendation. The Government after careful consideration of the recommendations of the Committee has decided to accept the same. The United India Insurance Company Limited,  Chennai-600 006 has been selected for implementation of the New Health Insurance Scheme, 2012 with effect from 1-7-2012.

   3. The present New Health Insurance Scheme launched on 11-06-2008 for the block period of four years ended on 10-06-2012. As the New Health Insurance Scheme, 2012 will be launched from 1-7-2012 for further block period of four years, the reimbursement claims from the Government Employees for surgeries / treatments undergone during the period between 11-06-2012 and 30-06-2012 have to be settled.

   4. The Government hereby accords sanction for providing health care assistance to Government Employees and their eligible Family Members for the period from 11-06-2012 to 30-06-2012.

   5. The Government accordingly direct that the following arrangements be made for providing health care assistance by way of reimbursement to the Employees of Government and their eligible Family Members for the period from 11-06-2012 to 30-06-2012:-

   (i) Government delegate powers to the following authorities for sanctioning reimbursement claims from the Government Employees surgeries / treatments undergone during the interim period between 11-06-2012 and 30-06-2012 and designate them as Sanctioning Authority;

     (a) The Secretaries to Government in respect of employees in Secretariat Departments;

     (b) The Heads of Departments in respect of employees in Chennai District; and

     (c) The District Collectors in respect of employees other than Chennai District.

   (ii) The Government Employees shall submit claims for reimbursement of medical expenses for the approved surgeries / treatment through proper channel as per the format prescribed in the Annexure-I to this order along with Discharge Summary and Original Bills / Vouchers to the Sanctioning Authority mentioned in para 4(i) above.

   (iii) The Sanctioning Authority shall process the applications submitted by the employees and forward the same to Director of Medical Education in respect of employees in Chennai District and to Joint Directors of Health Services in districts in respect of employees other than Chennai District for obtaining remarks.

   (iv) On receipt of application from the Sanctioning Authority, the Director of Medical Education, Chennai / Joint Director of Medical Services in districts shall scrutinize the medical records and Bills/Vouchers with reference to the list of diseases, treatments / surgeries and hospitals which were already approved for the New Health Insurance Scheme for the block year 2008-2012 and the reimbursement provided for the same during the period 2008-2012 as per standard rates. Remarks as per the format prescribed in the Annexure-II to this order with the eligible quantity of reimbursement, countersign in the Bilis / Vouchers should be provided and the same shall be returned to the concerned Sanctioning Authority.

   (v) After obtaining the remarks of Director of Medical Education / Joint Director of Health Services as the case may be, the amount authorised by them shall be sanctioned by issuing necessary proceedings as per the format prescribed in the Annexure-III to this order by Sanctioning Authority.

   (vi) The Sanctioning Authority after issuing proceedings, send the sanctioned proceedings to the Pay and Accounts Officers concerned in Chennai District and Treasury Officers in districts in respect of other than Chennai District for preparation of the bill in the Miscellaneous Bill Form No.40 of T.N.T.C. and to draw and disburse reimbursement amount to the claimants as per the funds allotted by the Commissioner of Treasuries and Accounts, Chennai.

   (vii) The payment shall be made by cheques in favour of the Government Employee through the concerned Drawing and Disbursing Officer.

   (viii) The list of diseases, treatments / surgeries and hospitals which were already approved for the New Health Insurance Scheme for the block year 2008-2012 shall be adopted.

   (ix) The maximum coverage shall be allowed upto Rupees Two Lakh per employee and their eligible Family Members including the amount already availed under New Health Insurance Scheme for the block year 2008-2012 so that the total assistance under the scheme shall not exceed Rupees Two Lakh from 11-06-2008 till 30-06-2012. The eligibility of the Government Employee and their eligible Family Members and the claim status shall be verified through the existing database by the Director of Medical Education, Chennai / Joint Director of Health Services in districts concerned.

   6. The Government also sanction an initial Lumpsum amount of Rs.5,00,00,000/- (Rupees Five Crore Only) towards payment of health care assistance claims.

   7. The Commissioner of Treasuries and Accounts, Chennai-15 shall distribute the amount to the all Pay and Accounts Officers and Treasury Officers concern to incur the expenditure according to their requirements.

   8. The expenditure shall be debited to the following new Head of Account to be opened under Demand No.16. Finance Department:

   9. The Commissioner of Treasuries and Accounts (HoD Code 1602), Chennai-15 shall be Estimating, Reconciling and Controlling authority in respect of the Heads of Account mentioned in para 8 above. The Pay and Accounts Officers / Treasury Officers concerned shall open the above Head of Account in their books of accounts.

   10. The expenditure sanctioned above shall constitute an item of “New Service” and the approval of the Legislature will be obtained in due course. Pending approval of the Legislature, the expenditure shall be initially met by an advance from the Contingency Fund, orders regarding which will be issued by the Government in Finance (BG-I) Department based on the application in the prescribed format along with a copy of this order.

   11. The Commissioner of Treasuries and Accounts, Chennai-15 shall apply for the required funds from Contingency Fund to the Finance (BG-I) Department in the prescribed format along with a copy of this order.

   12. The Commissioner of Treasuries and Accounts, Chennai-15 shall also send necessary Supplementary Notes for inclusion of the above expenditure in the Supplementary Estimates, 2012-2013 at the appropriate time.

   13. The Local Bodies, State Public Sector Undertaking and Statutory Boards, State Government Universities and State Organisations / Institutions already covered under the New Health Insurance Scheme 2008-2012 may extend this health care assistance to their employees during the interim period from 11-06-2012 to 30-06-2012 from their own funds.

   14. This order is issued with Additional Sanction Ledger No.453 (Four Hundred and Fifty Three).

All India Consumer Price Index Numbers for Industrial Workers.

   All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of January, 2012 increased by 1 point and stood at 198 (one hundred & ninety eight).

   During January, 2012, the index recorded maximum increase of 9 points each in Haldia and Bhilai centres, 7 points in Jamshedpur centre, 6 points each in Tiruchirapally and Srinagar centres, 5 points in 2 centres, 4 points in 7 centres, 3 points in 7centres, 2 points in 11 centres and 1 point in 18 centres. The index decreased by 3 points each in Rangapara Tezpur andGodavarikhani centres, 2 points each in Madurai and Mercara centres, 1 point in 8 centres, while in the remaining 16 centres the index remained stationary.


   The maximum increase of 9 points in Haldia and Bhillai centres is mainly on account of Housing Index and increase in the prices of Wheat, Mustard Oil, etc. The increase of 7 points in Jamshedpur centre is mainly due to Housing Index and increase in the prices of Mustard Oil, Goat Meat, Vegetable & Fruit items, Tea (Readymade), Firewood, Soft Coke, Barber Charges, etc. The increase of 6 points in Tiruchirapally and Srinagar centres is mainly on account of Housing Index and increase in the prices of Rice, Wheat Atta, Mustard Oil, Milk, Vegetable & Fruit items, Tea (Readymade), etc. The decrease of 3 points in RangaparaTezpur and Godavarikhani centres is due to decrease in the prices of Rice, Onion, Chillies Green, Vegetable items, etc. The decrease of 2 points in Madurai and Mercara centres is due to decrease in the prices of Rice, Wheat, Fish Fresh, Poultry (Chicken), Onion, Vegetable & Fruit items, etc.

The indices in respect of the six major centres are as follows :

   The point to point rate of inflation based on CPI-IW (General) for the month of January, 2012 is 5.32% as compared to 6.49% in December, 2011. Inflation based on Food Index dipped to the level of 0.49% in January, 2012 as compared to 1.97% in December, 2011.
