Subject:- Restoration of "Career Progression Scheme” for Junior Engineers.

Sir/Madam,

   I am directed to refer to the subject cited above and to say that a Career Progression Scheme was Introduced for the category of Junior Engineer in State of Himachal Pradesh vide this Department letter No. Fin(PR)-B(7)-51/98-I dated: 4th August, 2001, which remained in operation till 26.08.2009. Subsequently, Para II of the above said letter was substituted vide this Department’s letter No. Fin(PR)-B(7)-11/98-III dated: 3rd December, 2011. As a consequence of revision of pay scales w.e.f. 26.08.2009, it was decided/stipulated vide this Department’s letter No. Fin(PR)-B(7)-1/98 dated: 31st August, 2009 that the cases of officers/officials who were eligible for placement in the next higher pay scale in the three/two tier pay scales under the pre-revised pay scales, may not be considered after 26th August, 2009, till further orders.

Subject:- Introduction of new Assured Career Progression Scheme on completion of 4. 9 & 14 years of service in a cadre and restoration of old (8-16-24-32) Assured Career Progression Scheme for government employees.

Sir/Madam

   I am directed to invite a reference to the subject cited above and to state that the matter regarding grant of Assured Career Progression Scheme on completion of 4, 9 and 14 years of service in a cadre has been engaging the attention of the State Government for some time past. The Governor, Himachal Pradesh, is pleased to introduce Assured Career Progression Schemes on completion of 4, 9 and 14 years of service in a cadre w.e.f 27.08.2009 (i.e. date before which earlier scheme was in operation) which shall apply to all categories of State Government employees governed by Himachal Pradesh Civil Services (Revised Pay) Rules, 2009. except in respect of the following cases/categories:-

Subject:- Cadre Training Plan for the Stenographers Grade ‘D’ of CSSS-reg.

   The undersigned is directed to state that as per the Cadre Training Plan(CTP) of CSSS it has been stipulated that all the candidates who qualify the Grade ‘D’ Stenographers Examination and are appointed as Stenographers Grade ‘D’ are required to undergo the foundation training course (induction training) at Institute of Secretariat Training and Management(ISTM). The induction training for Stenographer Grade ‘D’ is mandatory and candidates who have not completed the foundation course would not be confirmed in the post till such time they pass the examination conducted by the ISTM.
