Railway Board Order 2013: Tribal area Allowance

Sub: Tribal area Allowance

   The issue of payment of Tribal Area Allowance to railway employees was examined recently in context of a parliament question and it was found that the position with regard to payment of Tribal Area allowance varies widely on different Zonal railways. While some Zonal Railways have been paying Tribal Area Allowance in some Scheduled/Tribal areas, other railways have discontinued the allowance. This may be in some cases due to state Governments having discontinued the payment of such allowance to their employees in some areas, or due to non-availability of updated lists of Scheduled/Tribal Areas where State Governments are paying it to their employees, with the Railways, Railway Board, etc.

   2. It is, therefore, advised that payment of Tribal Area Allowance to Railway employees, especially during the last ten years may be reviewed on your Railway and it may be checked whether it has been paid in those areas where State Governments have been paying the same to their employees. In case it has been discontinued, even though admissible under the rules, corrective steps may be taken in this regard, at your end under intimation to this office. Also, Board may
be advised of the reasons for discontinuation of Tribal Area Allowance in the areas falling under your Railway’s  jurisdiction where payment of this allowance by Railways has been discontinued in the past.

   3. It has also been decided by Board that henceforth General Managers of Zonal Railways may ascertain he areas from the State Governments where the Tribal Area Allowance is being paid by State Governments and sanction Tribal Area Allowance to eligible employees on their Railways subject to fulfilment of conditions for payment of the allowance as laid down in Board’s letters no. PC-IV/87/Imp/AL-1 dated 30.07.1987 & F(E)I/89/AL-4/2 dated 24.06.1991.

   4. A complete review may be sent to Board within 15 days.

Sub: Recruitment to posts in Pay Band -1 of ` 5200-20200 with Grade Pay of ` 1800/- from Ex-servicemen regarding.

   Attention is invited to instructions issued vide Board’s letter No. E(NG)II/2009/RR-1/10/Pt. dated 27.6.2012 (RBE No. 76/2012) wherein while directing to issue notification in July, 2012 for vacancies occurring in Pay Band -1 of ` 5200-20200 with Grade Pay of ` 1800/-, it was communicated that modalities for filling up of 20% ex-servicemen quota will be communicated separately.

   2. The issue has been deliberated upon and it has been decided that zonal railways shall take immediate action for filling up of vacancies exclusively against ex-servicemen quota in terms of conditions mentioned in Board’s letter of even number dated 10.9.2010 (RBE No. 130/2010) taking into account 20% vacancies of ex-servicemen for which general notifications were issued in July, 2012 and also the other vacancies against the said quota which has remained unfilled before 01.1.2013.

   3. Immediate action be taken for issuance of notification and the whole process should be completed by 15th October, 2013. Further, the panel may be drawn in such a manner that it adequately takes care of eventualities like non-turning up of candidates, failing in medical etc., after selection. Therefore, panels may be drawn large enough so that all the posts are eventually filled up.

Recognized National Sports Federation for the game of Hockey - clarification regarding.

Sub: - Recognized National Sports Federation for the game of Hockey – clarification regarding.

   Ref. :- Railway Board’s policy letter No. 2010/E(Sports)/4/(1)/1(Policy) dated 31.12.2010 (RBE No.189B/2010) and clarifications/corrigendum issued thereto.

   The issue, of recognized National Sports Federation for the game of Hockey has been considered in this office in consultation with the Ministry of Youth Affairs and Sports.

   2. In this connection it is stated that the International Federation of Hockey recognizes Hockey India as the National Body of India to field its team in the international events and Hon’ble Supreme Court, vide its interim orders, have also ordered that Hockey India will field the men’s and women’s Hockey teams in future games and Hockey India is required to hold the National Championships in various categories for this purpose. Government is also providing the requisite support to this federation. It is accordingly decided that till further orders, Hockey India may be treated as the recognized National Sports Federation for the game of Hockey for the purposes of recruitment, incentive, out-of-turn promotions and all other establishment matters of Hockey players and also for the purpose of participation in domestic Hockey tournaments.

   Zonal Railways/Production Units may accordingly take necessary action at their end to decide the aforesaid matters of sportspersons, relzted to the game of Hockey.

Enhancement in the rate of Risk Allowance in respect of eligible unskilled staff on the railways in accordance with DOP&T's guidelines.

Sub :- Enhancement in the rate of Risk Allowance in respect of eligible unskilled staff on the railways in accordance with DOP&T's guidelines.

   Ref : Railway Board' letter No.E(P&A)I-84/SP-1/TP-1 dated 21.08.1991.

   It has been decided to enhance the rate of Risk Allowance in respect of eligible unskilled workers on the railways / Production Units as per list attached.

   2. The V CPC had recommended that Risk Allowance should be admissible to only those staff who face continuous risk rather than contingent risk while performing their duties. As such in accordnace with these guidelines, the categories/staff engaged in the jobs as mentioned in the list annexed with this letter were identified as eligible for grant of Risk Allowance. The rate of Risk Allowance in respect of these categories/staff is enhanced from the existing rate of Rs.20/- p.m. to Rs.40/- p. m. w.e.f. 01.09.2008 to 31.12.2010.

   3. The rate of the Risk Allowance would increase by 25% every time the Dearness Allowance payable on revised pay scales goes up by 50%.

   4. Subsequent to enhancement in the rate of Dearness Allowance to 51%, the rate of Risk Allowance would be Rs.50/- p.m. from 01.01.2011 onwards.

   5. The categories who are in receipt of HPCA/PCA are not eligible for grant of Risk Allowance.

   6. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

List of categories/Staff engaged in the following jobs are eligible for Grant of Risk Allowance.

   1. Those directly engaged in spray painting.

   2. Those directly engaged in galvanising tanks, effluent treatment plant, manufacturing of insulation components involving hazardous chemicals etc.

   3. Those directly engaged in use of electrolytes.

   4. Those directly exposed to metallic dust, fumes generated from resin bakers, smoke from the furnance, carbon burst shops.

   5. Those directly working in Melting Shop in all foundaries where scrap is used.

   6. Moulding shop in Rail Wheel Factory / Bangalore.

   7. Those directly engaged in chrome plating.

   8. Safaiwalas directly working in underground drains/sewer pipes, cleaing of manholes.

   9. Safaivalas directly working in sewerage treatment plant in workshops.

   10. Malaria Khalasis directly engaged in spraying pesticides, handling acids, anti-larval drugs, etc.

   11. Chest Clinic Staff.

   12. X Ray Attendants.

   Ministry of Railways has approved the Special Incentive Scheme for CLW for the year 2012-13 subject to the following:-

   (a) In order to achieve desired level of production, possibility of transfer of excess Essential Indirect Workers to direct incentive shops may be explored instead of outsourcing and OT payment.

   (b) All out efforts may be made for switching over to GIS at CLW in a time bound manner.

   (c) Reduction in allowed time due to commissioning of new CNC machines at CLW may be ensured.

   (d) There will be no staff increase. Outsourcing and OT payment will be controlled. All other terms and conditions would remain the same as were applicable for the year 2011-2012.

   This issues with the concurrence of Finance Dte. of the Ministry of Railways.

Time limit for Advance Reservation by train reduced to 60 Days with effect from 01-05-2013.

Sub: Time limit for Advance Reservation.

   It has been decided that w.e.f. 01.05.2013, the existing time limit for advance reservations by trains will be reduced from 120 days to 60 days (excluding the date of journey) as mentioned below:-

   i. With effect from 01.05.2013, the ARP will be of 60 days (excluding the day of journey) and bookings will be done accordingly. However, all the bookings done upto 30.04.2013 under the ARP of 120 days will remain intact.

   ii. Cancellations of the booking made beyond the ARP of 60 days will, however, be permitted.

   iii. There will be no change in the case of certain day time express trains like Taj Express, Gomti Express, etc. where lower time limits for advance reservations are at present in force.

   iv. There will also be no change in the case of limit of 360 days for Foreign Tourists.

   2. Wide publicity through all possible means may be given for information of general public.

Sub:- Indigenous System of Medicine — Homeopathic/Ayurvedic dispensaries — Delegation of powers to General Managers reg.

   Kindly refer to the Board’s guidelines on the issue of Indigenous System of Medicine issued vide letter No. E(W)91-WE1-22 dated 20.5.92 (Master Circular No.45) and subsequent clarifications thereon.

   Based on the demands received from the Federations and Zonal Railways, a proposal for decentralisation of powers regarding conversion of Homeopathic/Ayurvedic dispensaries from 4 hours to 8 hours presently vested with the Railway Board has been under consideration for quite some time in Ministry of Railways.

   It has now been decided that the General Managers of the Zonal Railways and Production Units would be the competent authority to undertake the conversion of the Homeopathic/Ayurvedic dispensaries being run under the aegis of the Staff Benefit Fund subject to the concurrence of the FA&CAO in each case. These powers are not to be  delegated further under any circumstances. It may also be noted that a Homeopathic/Ayurvedic dispensary will be converted from 4 hours to 8 hours, based on factors namely, (i) need of the employees, (ii) number of patients being attended to by the dispensary, (iii) availability of funds, (iv) decision taken by the SBF Committee unanimously and (v) any other factor as deemed fit by the General Manager concerned.

   This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

EFFORTS MADE AND THE ACHIEVEMENTS OF ALL INDIA RAILWAYMEN’S FEDERATION AND ITS AFFILIATED UNIONS FOR HANDICAPPED RAILWAY EMPLOYEES.

EFFORTS MADE AND THE ACHIEVEMENTS OF ALL INDIA RAILWAYMEN’S FEDERATION AND ITS AFFILIATED UNIONS FOR HANDICAPPED RAILWAY EMPLOYEES.

   All India Railwaymen’s Federation and its affiliated unions have all along paid due attention towards genuine problems of Handicapped Railway Employees and have made serious efforts at various levels for redressal thereof.

  AIRF pursued the Ministry of Railways to launch a special drive to fill-up all the vacant posts earmarked against Handicapped Quota, as a result of which, Railway Board issued instructions to all the zonal railways vide letter No.E(NG)II/2006/RC-2/11 Pt. IV dated 01.05.2012(RBE No.59/2012), and accordingly Special Recruitment Drive was undertaken by the zonal railways etc.

  AIRF has also been pressing hard the Railway Board to secure reservation for the persons with disabilities in promotions. (Ref. AIRF’s PNM Item No.14/2008)

  AIRF has demanded to appoint wards of the deceased railway employees/medically de-categorized employee, the wards having 20% and above physical disability against Physically Handicapped Quota(Ref.: AIRF’s PNM Item No.22/2010 & 22/2012).

  Vide its PNM Item No.01/2009 AIRF demanded grant of Family Pension to physically/mentally disabled children of Railway employees, which has since been allowed vide Railway Board’s letter No.2009/ACII/21/3 dated 25.02.2010(RBE No.03/2010). AIRF has also secured Special Provision of Endorsement in the PPOs for Handicapped dependent wards of the retiring railway employees.

  On the persuasions of AIRF, VI CPC has recommended additional benefit of 4 days leave in the form of Special Casual Leave to Railway employees with disabilities.(Ref. Railway Board’s letter No.E(NG)2008 LE 1/4 dated 26.12.2008(RBE No.201/2008).

  Arrangements for providing ramp, special toilets and other facilities have also been made on persuasions of AIRF and its affiliates at all the work places for the convenience of Handicapped Railway Employees.

  Motorized Chairs and Wheel Chairs as well have been procured through Staff Benefit Fund for the assistance of handicapped employees.

  The handicapped railway employees were being subjected to medical re-examination in railway hospitals while allotting accommodation against Handicapped  Quota, this practice has been discontinued on the persuasions of AIRF’s affiliated  unions.

  Special Employees Camps for Handicapped Railway Employees have been  started on the demand of AIRF and its affiliates.

    All the facilities, as provided for by the Ministry of Railways to Handicapped Employees, have been ensured on the Zonal Railways by the AIRF and its affiliates, like exemption from Type Test on promotion etc.

  AIRF vide its PNM Item No.46/2012 has represented the issues – (i) Payment of Running Allowance to medically de-categorized Running Staff kept on supernumerary posts, (ii) Fixation of pay of medically de-categorized Running Staff while kept on supernumerary posts – Grant of benefits of Running Allowance.

  Vide PNM Item No.53/2012, AIRF has also demanded provision of compassionate ground appointment in place of medically de-categorized railway employees as also appointment on compassionate grounds to the wards/spouse of medically decategorized staff on the Railways(AIRF’s PNM Item No.42/2006).

  AIRF vide PNM Item No.45/2006 had also represented for employment to medically unfitted direct recruits in alternative categories.

  These are but a few illustrative actions taken by the AIRF and its affiliates for the betterment of Handicapped Railway Employees.

Revision of Tatkal Charges for Train Journeys to be Effective From 1st April 2013 Onwards.

   As per announcement made in the Railway Budget 2013-14, it has been decided by the Ministry of Railways to revise Tatkal charges.  These charges will be applicable for journey starting from 01.04.2013 onwards. Now, the Tatkal charges will be realized @ 10% of basic far for reserved Second (2S) class and 30% of basic fare for all other classes subject to minimum and maximum as given below:-

Revised Clerkage Charges and Cancellation Charges for Train Journeys to be Effective From 1st APRIL 2013.

   The revision of Clerkage Charge and Minimum Cancellation charge was announced in the Railway Budget 2013-14.  The revision will come into effect on tickets cancelled on and after 1st April 2013.  The details of the revision are as under:-

Reservation Fee and Supplementary Charge for Superfast Trains and Withdrawal of Enhanced Reservation Fee to be Effective from 1st April 2013.
