JCM III LEVEL COUNCIL MEETING OF BOARD (14th MEETING OF 11th TERM) HELD ON
27th AND 28th NOVEMBER, 2013 AT KOLKATTA.

   The following issue were discussed and some of the progresses on the issues are given below for the information of all our affiliated unions.

   1. Ex-gratia payment of Rs.10 Iakhs to each family of the employees who lost lives while performing their bonafide duties has been cleared by M of D and sanction was issued by OFB for Rs. 3 crores in respect of 30 families.

   2. Necessary clarification was issued by Department of Defence Production on the entitlement of 30 days of Earned leave for Piece workers opted leave under Factories Act but a doubt arised to PC of Fys about the date of effect for which necessary clarification will be obtained from M of D to give effect from July 2008.

Sub: Outcome of the discussions held in the OFB JCM III Level meeting (11th Term) held on 18/09/2013 at OFB HQrs – Details.

Dear Colleague,
Ordnance Factory Board JCM III Level Council 14th Steering Committee meeting (11th Term) held on 18/09/2013 at OFB Hqrs.  On 19/09/2013 a meeting on membership verification and sub-committee meeting on Rationalisation of Industrial Trades and on 20/09/2013 a meeting on improving the facilities at OFILs and Factory Training Schools were held.  Important issues were discussed and the outcome of the same is given below for your information which may be communicated to your union and members.
1. PIECEWORK CORRELATION ON 6th CPC
The proposal for correlating on Rs.5200/- Pay Band and Rs.1900/- Grade Pay for all grades of Industrial Employees working on Piece Work was finally proposed and the same was re-submitted to Ministry of Defence and proposed to implement w.e.f. 01.01.2006 retrospectively.

          13th Ordinary meeting of OFB JCM III Level council (11th term) held on 6th and 7th June 2013.  Preliminary and review of points were discussed in the meeting held on 06.06.2013 chaired by Sr.DDG/HRD.

          The important issues were raised by the Staff side in the meeting and on the issues raised; some of the issues were replied by the official side in the meeting.  In the main meeting to be held on 07.06.2013, Chairman  & DGOF will be presiding the meeting with Board members.
            Decisions given by the official side are given below:

1.    DEMANDS RELATED TO PC of A Fys.
     Granting of ACP/MACP – I, II and III to Labourers, erstwhile Group ‘D’ and who became Tradesmen later.  They will be considered for ACP I, II and III by ignoring the ACP granted prior to 01.01.2006 and a conscious decision will be taken within 10 days.  The instructions on this issue will be issued to LAOs to grant the financial up gradations as per their eligibility – minimum Rs.2800 Grade Pay and maximum Rs.4200/- Grade Pay.

2.    Wage package is now being done centrally at RFI; Ichapore decision will be taken with the approval of PC of Fys to have at HQrs.

Dear Colleagues,

13th STEERING COMMITTEE (11TH TERM) MEETING OF JCM IIILEVEL COUNCIL OF OFB HELD ON 27.02.2013 AT OFB HQRS, KOLKATTA UNDER THE CHAIRMANSHIP OF DDG/IR. MEMBER/PERS ALSO PARTICIPATED FOR SOME TIME TO HEAR THE VIEWS OF THE STAFF SIDE MMEMBERS.

   Prior to this meeting, Member/Pers, OFB convened a meeting to discuss the co-relation piece work on revised pay of 6th CPC in continuation of the earlier meeting held on 12.12.12. In the last meeting three Federations have strongly objected to any reduction in the job rate/Estimates on account of Co-relation in every pay commission.

   No conclusion could be arrived taking our views Member/Pers discussed with DGOF & Chairman and then convened this meeting with Federation leaders.

OFFICIAL SIDE PROPOSED THE FOLLOWING PROPOSALS

   PROPOSAL – I:  Rs.5200/- PB-I will be the basic pay for SSK, SK, HS II, HS I and MCM without any reduction. This minimum of pay Rs.5200/- will be correlated irrespective of the job and skill.

   PROPOSAL II:  Rs.5200/- PB-1 will be co-related to SSK, SK to HSII & I and for MCM Rs.9300 will be co-related as minimum pay but 70% to 80% will be reduced in the earnings.

   The above two proposals were totally disagreed by the Federations and submitted the following proposals

   PROPOSAL-I:  Semiskilled is going to be abolished. Therefore, Skilled Grade PB-I Rs.5200+1900 GP = Rs7100/- should be fixed as Basic Pay for all the grades upto HIS and for MCM Rs.9300/- should be co-related for piece work without any reduction in Rates/Estimates
   In addition, annual movements and allowances should be paid as separate elements without linking to piece work.

   Further 3 ¼ hours between 44 ¾ and 48 Hrs in a week, piece workers should be paid OT Allowance on Time Wages at par with Day Workers.

   After prolonged deliberations, to contain the cash out go, the following proposal was mutually agreed subject to the approval of DGOF & Chairman in consultation of Finance division/OFB and will be forwarded to M of D

   For Skilled, HS Grd-II Rs.5200 will be taken as minimum of pay for calculating Hourly rate and HS Grd –I for all the correlated piece work

   For MCM Rs.9300/- will be taken as minimum of pay for calculating the Hourly rate.

   The Demand of payment of OT for 3 ¼ hours to Piece workers has to be paid for which a separate case will be submitted to Government of Indian, Ministry of Defence. This has to be approved by Defence Finance, DOP&T, Ministry of Defence. This has to be approved by Defence Finance, DOP&T, Ministry of Finance and finally cabinet has to approve for issue of final orders.

   To reach a Settlement it was unanimously agreed that there will be no reduction in rates/Estimates.
