NOTIFICATION.

   In exercise of the powers conferred by section 113-C of the Tamil Nadu Town and Country Planning Act, 1971 (Tamil Nadu Act 35 of 1972), the Governor of Tamil Nadu hereby makes the following Guidelines:-

GUIDELINES.

   1. Short title and application.- (1) These Guidelines  may be called the Tamil Nadu Guidelines for the Exemption of Buildings and Assessment and Collection of amount for Exemption, 2012.

SUB: - Non- Executive Promotion Policy (NEPP) for employees in the IDA pay scales of NE-1 to NE-11 of Bharat Sanchar Nigam Limited — Guidelines regarding consideration of the period of performance review involving disciplinary cases.

   Kindly refer to this Office letter No. 27-7/2008-TE-II dated 23/03/2010 regarding Non-Executive Promotion Policy (NEPP) for employees of IDA pay scales of NE-1 to NE-10 of BSNL and No. 27-7/2008-TE-II (Up-gradation) dated 11/09/2012 regarding modifications made in the NEPP for according Time Bound Financial Up-gradation to the Non-Executives working in the pay scale of NE-11. The matter of processing of cases of time bound upgradations in the case of employees involved in disciplinary cases has been reconsidered and it has been decided with the approval of
the competent authority that :-

OFFICE MEMORANDUM

Subject: Transfer to lower post under FR 15(a).

   The undersigned is directed to refer to this Deparment’s OM No.16/6/2001-Estt (Pay-I) dated the 14th February, 2006, read with OM of even number dated the 4th Januanry, 2007, which clarified that on transfer to the lower post/scale under FR 15(a), the pay of a Government servant holding a post on regular basis will be fixed at a stage equal to the pay drawn by him in the higher grade. If no such stage is available, the pay will be fixed at the stage next below the pay drawn by him in the higher post and the difference may be granted as personal pay to be absorbed in future increments. If the maximum of the pay scale of the lower post is less than the pay drawn by him in the higher post, his pay may be restricted to the maximum under FR 22(1)(a)(3).
