Sub: Revision of pay and allowances in respect of employees of Public Sector Undertakings, Statutory Corporations / Boards, Autonomous Bodies, Development Authorities. Grant in Aid Institutions, Welfare Fund Boards etc - Instructions-Issued

   The pay revision proposals of Public Sector Undertakings / Autonomous Bodies /Statutory Corporations /Boards etc usually contains the following errors/irregularities

  i) Proposal does not contain the basic details such as the number of sanctioned posts and Government order.

   ii) Proposing higher scales than the eligible without considering the financial position of the Institution.

   iii) Appointments are made against posts which are not created with a valid Government order.

   iv) Upgradation /promotionl redesignation is made without valid Government order

   v) Time bound Higher Grade scales of pay are mentioned as existing scales instead of the scale of pay of entry grade

   vi) Employer’s contribution towards EPF is far above the statutory limit.

   vii) Certain institutions which are running on loss wrongly claim profit.

   viii) Sanctioning of benefits which are not allowable to the state Government employees, inspite of Government directions against the same.

   ix) Irregular withdrawal of arrears of allowances such as HRA,CCA etc.

   It has been noticed that certain sections in Finance Department have been issuing orders/offering remarks on proposals relating to revision of pay scales and allied matters without consulting Finance (Pay Revision Cell) Department and without proper examination of the above points. It is therefore clarified that subjects related to pay revision and allied matters in respect of Universities, High Court, Public Sector Undertakings, Statutory Corporations/ Boards including Kerala Water Authority, Kerala State Electricity Board, Autonomous Bodies. National Judicial Pay Commission (NJPC), University Grants Commission (UGC), All India Council for Technical Education (AICTE), Development Authorities, Grant in Aid Institutions, Welfare Fund Boards, SLR/CLR/NMR/Farm workers, staff associated with projects and schemes launched by Government and all other grant receiving institutions and those which come under the direct control of Government, will be circulated to Finance (Pay Revision Cell) Department, being the advisory section of the subject.
