Sub: Notification of fresh empanelment of Private Hospitals & Diagnostic Centers under continuous empanelment scheme of CGHS, Meerut.

   In reference to MOHFW OM No. S.11011/23/2009-CGHS D II / Hospital Cell (part-IX) dated 14-02-2013 and this Directorate letter No. S.11045/23/2013/CGHS D-II (HEC)/CGHS (P)/(Pt) dated 15-07-2013 for continuous fresh empanelment of Private Hospitals & Diagnostic Centers under CGHS Meerut, a committee was formed with two senior most CMOs headed by undersigned including Consultant as Special Invitee. Inspection for authentication of documents submitted was carried out by Transparency officer, CGHS Meerut, Office Superintendent CGHS Meerut & Sr. Consultant CGHS Meerut as Special Invitee. The qualified list of Hospitals & Diagnostic Centers is according to category and purpose attached as Annexure “A” with this OM (on the recommendation of Hospital Committee) for One Year or Fresh Empanelment whichever is earlier.

Sub: Vacancies in Clerical Cadre - Direct Recruitment quota.

   Attention is invited to Board’s letter of even number dated 15.6.2010 (RBE No.88/2010) on the above subject, wherein instructions had been issued for extending the currency of instructions contained in RBE No. 210/1991 pertaining to freezing of 25% of the vacancies falling within the direct recruitment quota in the category of Clerks in Pay Band-I of ` 5200-20200 (Grade Pay: ` 1900) and in Senior Clerks in Pay Band-I of ` 5200-20200 (Grade Pay: ` 2800) and 20% in the category of Junior Accounts Assistant in Pay Band-I of ` 5200-2020O (Grade pay: ` 2800) and Accounts Clerk in Pay Band-I of ` 5200-20200 (Grade Pay : ` 1900). The question of continuance of the above freeze orders has been considered by the Board and it has been decided to extend the currency of the instructions mentioned for a further period up to 31.12.2013. Rest of the vacancies may be filled up after reviewing the requirement of clerical staff.

MCM Grade Pay Issue in Ordnance Establishments - Granting of 4600 Grade Pay to Master Craftsman (MCM) on 3rd MACP for Defence Civilians Employees.

   Brief about Master Craftsman granting MACP – III to Rs.4600/- Grade Pay in Defence Master Craftsman in Defence were drawing the pay scale Rs.4500 – 7000 prior to 01.01.2006.

   Through Fast Track committee on the recommendations of 6th CPC, Master craftsman (MCM) were upgraded to Rs.4200/- Grade Pay w.e.f. 01.01.2006 at par with Railways – vide M of D letter No.11 (5)/2009-D(Civ-I) dt 14.06.2010 and the re-structuring of Artisans were implemented by introducing 4 grade structure i.e., Skilled, HS Grade – II, HS Grade-I and MCM with a ratio of 45 : 20.625 : 20.625 : 13.75% respectively.

   Principle Controller of Accounts Fys (PC of A(FYS), Kolkatta vide their letter No.Pay/Tech-II/04/2011/15 dated 26.10.2011 and 12.12.2011 clarified that the Industrial Employees who become MCM before 01.01.2006 is eligible for 3rd MACP in the Grade Pay of Rs.4600/-.
