OFFICE MEMORANDUM

Subject:- Special concessions/facilities to Central Government Employees working in Kashmir Valley in attached/subordinate offices or PSUs falling under the control of Central Government.

   The undersigned is directed to refer to this Department’s O.M. No. 18016/3/20l0-Estt.(L) dated 27th January, 2011 on the subject mentioned above and to state that it has been decided to extend the package of concessions/incentives to Central Government employees working in Kashmir Valley for a further period of one year w.e.f. 01.01.2012 upto 31.12.2012. The revised package of incentives is as per Annexure.

   2. The package of incentives is uniformly applicable to all Ministries/ Departments and PSUs under the Government of India and they should ensure strict adherence to the rates prescribed in the package. The concerned Ministry/Department may ensure implementation and monitoring of the package in conformity with the approved package and therefore, all Court cases in which verdicts are given contrary to the package would have to be contested by the Ministries/Departments concerned.

DETAILS OF PACKAGE OF CONCESSIONS/FACILITIES TO CENTRAL GOVERNMENT EMPLOYEES WORKING IN KASHMIR VALLEY IN ATTACHED/SUBORDINATE OFFICES OR PSUs FALLING UNDER THE CONTROL OF CENTRAL GOVERNMENT.

[Kashmir Valley comprises of ten districts namely, Anantnag, Baramulla, Budgam, Kupwara, Pulwama, Srinagar, Kulgam, Shopian, Ganderbal and Bandipora]

I. ADDITIONAL H.R.A. AND OTHER CONCESSIONS:

(A) Employees posted to Kashmir Valley:

   (i) These employees have an option to move their families to a selected place of their choice in India at Government expense. T.A. for the families allowed as admissible in permanent transfer inclusive of transportation of personal effects, lump-sum payment for packing etc.

   (ii) Departmental arrangements for stay, security and transportation to the place of work for employees.

   (iii) HRA as for Class ‘Y’ city applicable for employees exercising option at (i). Such employees will be eligible for drawing the normal HRA as well at their place of posting provided Departmental arrangement is not made for his/her stay.

   (iv) The period of temporary duty extended to six months. For period of temporary duty daily allowance at full rate is admissible, apart from departmental arrangements for stay, security and transportation.

(B) Employees posted to Kashmir Valley who do not wish to move their families to a selected place of residence:

   A per diem allowance of Rs.10/- is paid for each day of attendance to compensate for any additional expense in transportation to and from office etc. This will be in addition to the transport allowance, which the employee is otherwise eligible for under Ministry of Finance order No. 21(2)/2008-E.II(B) dated 29.08.2008.

II. MESSING FACILITIES:

   Messing Allowance to be paid to the employees at a uniform rate of Rs.15/- per day by all Departments, or in lieu messing arrangements to be made by the Departments themselves. This rate of allowance will have to be adhered to uniformly by all the Ministries/Departments with effect from 01.07.1999. The slightly higher rate of Rs.25.50/- adopted by the Department of Telecom and Posts and allowed to be continued as a special case by the Department of Personnel in consultation with the Ministry of Finance, would, however, continue to be paid at the said rate.

III. PAYMENT OF MONTHLY PENSION TO PENSIONERS OF KASHMIR VALLEY:

   Pensioners of Kashmir Valley who are unable to draw their monthly pensions through either Public Sector Banks or PAO treasuries from which they were receiving their pensions, would be given pensions outside the Valley where they have settled, in relaxation of relevant provisions.

NOTE :- 1. The package e of concession/facilities shall be admissible in Kashmir Valley comprising of ten districts namely, Anantnag, Baramulla, Budgam, Kupwara, Pulwama, Srinagar, Kulgam, Shopian, Ganderbal and Bandipora.

   2. The package of concessions/facilities shall be admissible to Temporary Status Casual laborers working in Kashmir Valley in terms of Para 5(i) of the Causal Laborers (Grant of Temporary Status and Regularization) Scheme of Government of India, 1993.

   3. The benefit of additional HRA admissible under the Kashmir Valley package shall be admissible to all Central Government employees posted to Kashmir Valley irrespective of whether they are natives of Kashmir Valley, if they choose to move their families anywhere in India subject to the conditions governing the grant of these allowances.

   4. The facilities of Messing Allowance and Per Diem Allowance shall also be allowed to natives of Kashmir Valley in terms of the Kashmir Valley package.

Subject:- Promotion of LDC as UDC of Central Secretariat Clerical Service (CSCS) on ad-hoc basis - Continuance of Ad-hoc appointments regarding.

   The undersigned is directed to refer to this Department’s O.M. No.3/2/2010-CS.II dated 28th December, 2011 whereby cadre units were permitted to continue the ad-hoc appointments in the UD Grade of CSCS up to 30.06.2012 and to say that the continuation of the ad-hoc appointments in the U.D grade made by the cadre units has been reviewed in this Department. Since availability of regular UDCs through normal modes of recruitment prescribed under the CSCS Rules may take some more time, it has been decided that the period of ad-hoc appointment of those UDCs,who already have been working as UDC on ad-hoc basis in the UD Grade of CSCS may be extended up to 31st December, 2012 or till regular UDCs become available, whichever is earlier.

   2. Other terms and conditions mentioned in this Department’s O.M. No. 3/6/2004-CS.II dated 28.2.2005 will remain unchanged.

Subject: Modified Assured Career Progression Scheme for the Central Government Civilian Employees — Clarification regarding grant of benefits of MACPS to officers who have later on inducted into Organized Group A Services.

   In terms of clarification given on point of doubt no. 2 of Annexure of this Department’s O.M. dated 09.09.2010, no benefits under the MACPS would be applicable to Group A officers of Organised Group A Services, as the officer under organized Group ‘A’ Services have already been allowed parity of two years on non-functional basis with the officers of the Indian Administrative Service (IAS). In this regard, this Department is in receipt of a number of references from various Departments in respect of officers who are deprived of the benefits of MACPS due to their induction into the organised Group A Services at a later stage of their service.

   2. The issue has been considered by this Department in consultation with Department of Expenditure. It has been decided to allow grant of financial up-gradations under MACPS with effect from the due date to those officers who are inducted to the Organized Group ‘A’ Services when they are nearing retirement subject to the condition that only at the time of retirement an evaluation of up-gradations/promotions earned by the officer would be made. In case such officers have already attained three financial up gradations under MACP Scheme, they shall not be entitled for NFU to the same grade from a later date.

Subject:- Reporting of vacancies in the Grade of Private Secretary (PS) of CSSS for the Select List Year 2011 — reg.

   The undersigned is directed to say that UPSC have decided to hold Combined SO/PS Limited Departmental Examination (LDCE), 2009, 2010 & 2011. For this purpose, furnishing of vacancy position in advance is a pre-requisite. Firm number of vacancies in the PS Grade for LDCE 2009 were intimated to UPSC on the basis of information furnished by the Cadre Units. Subsequently, Cadre Units were requested vide this Department’s O.M. No. 5/15/2010-CS.II dated 03.04.2012 to intimate the vacancy for PS Grade for LDCE 2010, followed by a reminder dated 11.05.2012. However, some of the Cadre Units (Annexure-l) have yet to intimate the vacancies in the Grade for the Select List Year 2010. Cadre Units (As per Annexure-I) concerned are requested to expedite the reporting of firm number of vacancies for Select List Year 2010.

   2. In addition to the above exercise, all the Cadre Units are requested to take necessary steps to calculate the tentative vacancy position of PS Grade for the Select List Year 2011 in the prescribed proforma (enclosed Annexure-II).

   3. The above information may be furnished to this Department urgently so that firm number of DE vacancies for the Select List Year 2010 and tentative vacancy position for the Year 2011 are made available to UPSC at the earliest. Firm number of vacancies in respect of Select List Year 2011 may be reported by September, 2012.

Subject:- Award of Scholarship to the children of Non-Statutory Departmental Canteen Employees from the Discretionary fund of Director of Canteens — Invitation of applications from Canteen employees for award of 14th batch of scholarship to their children during the academic year 2012-13.

   Applications are invited in the enclosed format (Annexure — 1) from the employees of Non-Statutory Departmental Canteens/Tiffin Rooms for consideration of award of 14th batch of scholarship to their children based on their performance during the academic year 2011-12.

   2. While submitting the applications to this office, the following may please be strictly adhered to:

   (i) Last date of receipt of applications is 31.10.2012. Applications received after this prescribed date will not be entertained.

   (ii) Applications may be got forwarded through Ministries/Departments.

   (iii) The applications must be signed at two places, first by the Head of the Office with seal of the Office where the applicant is deployed and secondly, at the Ministry / Department (independent Department only) by the Head of the Department with seal. The applications having any shortcomings in this regard will not be entertained under any circumstances.

Subject:- Recruitment of Stenographers Grade 'D’ in CSSS through Stenographers Grade ‘C’ & ‘D’ Examination, 2011 conducted by Staff Selection Commission (SSC) - nomination of qualified candidates reg.

   The undersigned is directed to refer to this Department’s O.M. of even number dated l5th May, 2012 on the subject noted above vide which the nomination of 353 candidates of Stenographers Grade ‘D’ of CSSS for the Select List Year 2011 was issued by this Department. The examination of dossiers in respect of 19 more candidates for appointment as Stenographer Grade ‘D’ in CSSS have been received from SSC. Accordingly, they are nominated to the different Cadre Units of CSSS as listed in the Annexure to this Department’s O.M. in the order of their merit for appointment as Stenographer Grade ‘D’ of CSSS.

   2. Since these candidates have neither been medically examined nor have their character and antecedents been verified, the Cadre Units are requested to complete their pre-appointment formalities before they are actually appointed as Steno Grade ‘D Latest by 5th July, 2012.

   3. In accordance with ‘instructions for the candidates’ relating to this Examination, qualified candidates are required to submit their original certificates for verification to the authority who will give them the Offer of appointment. The appointing authorities may, therefore, call for the original certificates and check the relevant particulars from them regarding date of birth, educational qualifications, and claims for OBC/SC/ST/Ex servicemen/PH and claim in respect of age relaxation. If any discrepancy is found in any particular case, the SSC may also be informed about it with a copy to this Department.

   4. In pursuance of the instructions contained in para 2.5 of the brochure regarding reservation in service for Scheduled Castes and Scheduled Tribes circulated with the Ministry of Home Affairs O.M.No.1/2/61-SCT (I) dated 27th April, 1962, the responsibility for verification of the claims of the SC/ST/OBC candidates is that of the appointing authority. The candidates may, accordingly, be offered appointments provisionally subject to their furnishing the prescribed caste certificate in the prescribed form within a reasonable time, which should be verified by the appointing authority.

   5. In cases where the candidates are already employed in the Government offices, the Offer of appointment may be sent to them through their respective offices. Copies of Offer of appointment issued to them may kindly be forwarded to this Department and the Staff Selection Commission. The date of their joining the duty may also be intimated along with their roll number and rank number to this Department and Staff Selection Commission as soon as possible.

   6. The Offers of appointment should be sent only by Registered Post. If the postal authorities return the letters undelivered, the letters along with the envelopes containing remarks by the postal authorities should be retained for record. In such cases a copy of the offer of appointment should be sent to the permanent address of the candidates, if it is different from that of the initial mailing address. The dossiers of such candidates should be returned to the SSC only if the second letter is also returned undelivered under intimation to this Department.

   7. At least five weeks time from the date of issue of the Offer of appointment should be given to a candidate to respond to the Offer of appointment. A registered reminder may be sent immediately after the expiry of five weeks time, if necessary. If the candidate does not join duty within 3 months from the date of first letter, his candidature may be cancelled. However, if the candidate further makes a request for extension of joining time and on consideration by the Cadre Unit it is decided to grant him/her extension beyond 3 months, he may be asked to join within stipulated time and he may also be informed that on joining the post his seniority would be depressed as per provision made in DP&T O.M. No. 9/23/71-Estt.(D) dated 6.6.78 as amended vide O.M. No.35015/2/93-Estt(B) dated 9.8.1995.

   8. The dossiers of candidates are forwarded herewith and these should be retained, on their appointment in the Ministry/Department /Office, as part of their Service Book. It may specially be noted that the dossier shall be deemed to be authentic only if the photograph of the candidate in the dossier is EMBOSSED with the special stamp of the SSC. Before taking any further action, it may please be ensured that the photograph of the candidate in the dossier is duly embossed and in case any discrepancy is noticed, the matter may be referred to the SSC without any delay.

   9. If any candidate fails to report for duty or there is no response or the offer is declined, after a registered reminder, the Offer of appointment should formally be cancelled and the candidate be informed accordingly. The dossiers of such candidates should be returned thereafter to the Staff Selection Commission directly under intimation to this Department after placing a copy each of the Offer of appointment, reminder thereof and the cancellation memo, in the respective dossier. The dossier(s) should be returned under the signature of the officer to whom the same were sent in your office. He/She should also sign the list of dossier(s) which is/are returned with the letter.

   10. These Steno Grade ‘D’ would be nominated for induction training in the ISTM shortly. The dates of the induction training programme would be intimated to all the Cadre Units in due course. All the Cadre Units shall relieve these Stenographers Grade ‘D’ for the induction training programme in the ISTM as and when they are nominated.

   11. ALL Cadre Units of CSSS are requested to ensure that in case some staff have been outsourced for stenographic assistance by showing the vacancies of Steno Grade ‘D’, the same may be reduced proportionately keeping in view the number of Steno Grade ‘D’ nominated to the respective Cadre Units. The Financial Advisers of all the Cadre Units are also requested to ensure that outsourced stenographic assistance is proportionately reduced as the nominated Steno Grade ‘D’ join in the Cadre Unit.

Subject:-  Under Secretaries working on ad-hoc basis — Extension of period for one year beyond 31.05.2012.

   The undersigned is directed to refer to this Department’s following orders for promotion of Section Officers of the CSS to the grade of Under Secretary on ad-hoc basis:-

(i) No.5/3/2010-CS.I(U), dated 26.05.2010;
(ii) No.5/3/2010-CS.I(U), dated 03.09.2010;
(iii) No.5/3/2010-CS.I(U), dated 11.11.2010;
(iv) No.5/7/2011-CS.I(U), dated 11.08.2011; and
(v) No.5/7/2011-CS.I(U), dated 15.12.2011.

   The tenure of ad-hoc appointment of the officers covered under the above orders which is upto 31.05.2012, is hereby extended upto 31.05.2013 or till the posts are filled up on regular basis, whichever is earlier.

   2. This order will be applicable to all such officers who are continuously holding the post of Under Secretary on ad-hoc basis as per aforementioned orders. This order will, however, not be applicable to those officers whose promotions were cancelled subsequently. The continuation of the ad-hoc promotion beyond 31.05.2012 is subject to the conditions as mentioned in this Department’s aforementioned orders.

Subject:- Fixation of ‘range of seniority’ (zone of promotion) for promotion of Stenographers Grade ‘D’ to Personal Assistant(PA) Grade of CSSS for the Select List Year- 2010 - reg.

   Reference is invited to this Department’s O.M. of even number dated 16th February, 2012 and subsequent reminders dated 9th March, 2012 and 16th April, 2012 requesting all the Ministries/Departments to forward the DPC recommendations of regular & eligible Stenographers Grade ‘D’ belonging to UR category upto Select List 1995 and SC & ST category upto Select List 1999 covered within the range of seniority prescribed for promotion to PA Grade of CSSS against the Select List year- 2010.

   2. It has come to the notice of this Department that some of the officers who are covered within the prescribed Zone of Consideration but have superannuated/voluntarily retired/ resigned/ technically resigned, etc. between the period 1.7.2010 to 30.6.2011 and after 1.7.2011 have not been assessed by the DPC so far who could have otherwise been assessed for Select List year- 2010. Further, this Department has also not received DPC recommendations and other relevant information in respect of some of the officers who are currently serving due to various reasons such as non availability of ACRs etc. A list of names of the officers whose DPC recommendations have not been made available to CS-II is given at Annexure-I.

   3. The concerned Ministries/Departments are requested to place their case before the Departmental Promotion Committee to assess her/his fitness or otherwise for promotion to the PA Grade of CSSS and forward the recommendations of the DPC to this Department along with vigilance clearance latest by 30th May, 2012. Discrepancies in the list and names of any other officer who is eligible/covered for promotion to PA Grade but has been left out may also be brought to notice of this Department along with their DPC recommendations /vigilance clearance.

Subject: Children Education Allowance/Hostel Subsidy-Clarification.

   The undersigned is directed to refer to Department of Personnel & Training’s O.M.No.12011/03/2008-Estt.(AL) dated 2nd September, 2008 and subsequent clarification No.l2011/08/2010-Estt.(AL) dated 30th December, 2010 on the above subject and to say that this Department has been receiving various references seeking clarification whether fee charged by schools for teaching through audio-visual aids can be reimbursed. It is clarified that fee paid to the school for the use of any aid or appliances by the child is reimbursable.

   Hence, if fee is charged by the school for teaching through audio-visual tools, the same is reimbursable as “fee” mentioned in para 1(e) of the O.M. mentioned above.

Subject:- Recruitment of Stenographers Grade D’ in CSSS through Stenographers Grade ‘C’ & ‘D’ Examination, 2011 conducted by Staff Selection Commission (SSC) - nomination of qualified candidates - reg.

   The undersigned is directed to say that based on the results of the Stenographers Grade ‘C’ & ‘D’ Examination-2011, the Staff Selection Commission recommended 353 candidates for appointment as Steno Grade ‘D’ in CSSS. The examination dossiers of aforesaid 353 (General -174, SC-62, ST-7, OBC-110 ) candidates have been received in this Department for appointment to the Stenographer Grade ‘D’ of CSSS for the Select List Year-2011. Accordingly, they are nominated to the different Cadre Units of CSSS as listed in the Annexure to this O.M. in the order of their merit for appointment as Steno Grade ‘D’ of CSSS.

   2. Since these candidates have neither been medically examined nor have their character and antecedents been verified, the Cadre Units are requested to complete their pre-appointment formalities before they are actually appointed as Steno Grade ‘D’ latest by 15th June, 2012.

   3. In accordance with ‘Instructions for the candidates’ relating to this Examination, qualified candidates are required to submit their original certificates for verification to the authority who will give them the Offer of appointment. The appointing authorities may, therefore, call for the original certificates and check the relevant particulars from them regarding date of birth, educational qualifications, claims for OBC/SC/ST/Ex- servicemen/PH and claim in respect of age relaxation. If any discrepancy is found in any particular case, the SSC may be informed accordingly and copy of the same may also be endorsed to this Department.

   4. In pursuance of the instructions contained in para 2.5 of the brochure regarding reservation in service for Scheduled Castes and Scheduled Tribes circulated with the Ministry of Home Affairs O.M.No.1/2/61-SCT (I) dated 27th April 1962, the responsibility for verification of the claims of the SC/ST/OBC candidates is that of the appointing authority. The candidates may, accordingly, be offered appointments provisionally subject to their furnishing the prescribed caste certificate in the prescribed form within a reasonable time, which should be verified by the appointing authority.

   5. In cases where the candidates are already employed in the Government offices, the Offer of appointment may be sent to them through their respective offices. As soon as a candidate is taken on the strength of the Ministries/Departments after completion of pre appointment formalities, a copy of his/her Office Order indicating the date of his/her joining the duty may be intimated along with his/her roll number and rank number to this Department.

   6. The Offer of appointment should be sent only by Registered Post. If the postal authorities return the letter undelivered, the Letter along with the envelope containing remarks by the postal authorities should be retained for record. In such cases, a copy of the Offer of appointment should be sent to the permanent address of the candidate, if it is different from that of the initial mailing address. The dossiers of such candidates should be returned to the SSC only if the second letter is also returned undelivered under intimation to this Department.

   7. At least five weeks time from the date of issue of the Offer of appointment should be given to a candidate to respond to the Offer of appointment. A registered reminder may be sent immediately after the expiry of five weeks time, if necessary. If the candidate does not join duty within 3 months from the date of first Letter, his candidature may be cancelled. However, if the candidate further makes a request for extension of joining time and on consideration by the Cadre Unit, it is decided to grant him/her extension beyond 3 months, he/she may be asked to join within the stipulated time and he/she may also be informed that on joining the post his/her seniority would be determined as per provision made in DOP&T O.M. No. 9/23/71-Estt.(D) dated 6.6.78 as amended vide O.M. No.35015/2/93-Estt(B) dated 9.8.1995.

   8. The dossiers of candidates are forwarded herewith and these should be retained, on their appointment, in the Ministry/Department/Office, as part of their Service Book. It may specially be noted that the dossier shall be deemed to be authentic only if the photograph of the candidate in the dossier is EMBOSSED with the special stamp of the SSC. Before taking any further action, it may please be ensured that the photograph of the candidate in the dossier is duly embossed and in case any discrepancy is noticed, the matter may be referred to the SSC without any delay.

   9. If any candidate fails to report for duty or there is no response or the Offer is declined, after a registered reminder, the Offer of appointment should formally be cancelled and the candidate be informed accordingly. The dossiers of such candidates should be returned thereafter to the Staff Selection Commission directly under intimation to this Department after placing a copy each of the Offer of appointment, reminder thereof and the cancellation memo, in the respective dossier. The dossier(s) should be returned under the signature of the officer to whom the same were sent in your office. He/She should also sign the list of dossier(s) which is/are returned with the Letter.

   10. These Steno Grade ‘D’ would be nominated for induction training in the ISTM shortly. The dates of the induction training programme would be intimated to all the Cadre Units in due course. All the Cadre Units shall relieve their Stenographers Grade ‘D’ for the induction training programme at the ISTM as and when they are nominated.

   11. All Cadre Units of CSSS are requested to ensure that in case some staff have been outsourced for stenographic assistance by showing the vacancies of Steno Grade ‘D’, the same may be reduced proportionately keeping in view the number of Steno Grade ‘D’ nominated to the respective Cadre Units. The Financial Advisers of all the Cadre Units are also requested to ensure that outsourced stenographic assistance is proportionately reduced as the nominated Steno Grade ‘D’ join in the Cadre Unit.

Subect:- Promotion of Section Officers of the CSS to Grade I (Under Secretary) of the CSS on ad-hoc basis.

   The undersigned is directed to say that due to litigations, this Department could not bring Out Select List of Under Secretary beyond 2008. This Department is now in the process of bringing out pending Select Lists, Pending issue of Select Lists, the vacancies in the grade of US are being filled up on ad-hoc basis. A large number of vacancies in the grade of US will arise shortly in view of promotions to the grade of Deputy Secretary. It has now been decided to promote eligible Section Officers to the Under Secretary grade on ad hoc basis in the CSS for a period of one year. The Section Officers of the Select Lists 2003 (upto CSL No.7820 in General and CSL No.8052 in SC/ST) as well as some Section Officers belonging to earlier Select Lists who could not be promoted for one reason or other, may be considered for ad-hoc promotion to the Under Secretary grade against the vacancies arising upto 31.05.2012. Hence, the following information may urgently be sent to the DOPT, latest by 31st May, 2012

   (i) The latest vigilance status and APARs upto 2010-2011 of the Section Officers of 2003 Select List (upto CSL No.7820 in General and CSL No.8052 in SC/ST);

   (ii) If any of the officers is away on deputation, the details of the same may also be intimated together with likely date of return from deputation:

   (iii) Their Personal information in the enclosed proforma-l and

   (iv) Though this Department is centrally maintaining the vacancy position however, to reconcile the exact vacancy position in the Ministry/Department vis-à-vis sanctioned strength in the Under Secretary grade as on 31.05.2012; and vacancies likely to arise in the Under Secretary grade in as 30.06.2012 may be given in Proforma-II.

   2. To fill up a large number of vacancies of Under Secretary grade in Ministries/Departments, the above information may kindly be made available latest by 31st May, 2012. It is also in the interest of the Section Officers concerned whose ACRs are called for to pursue with their cadre authorities where they are working, to communicate the above information to this Department for urgent action in the matter.

As already informed the Cabinet has to be apprised about the final outcome of the Drive.

   2. The Ministries/Departments are again requested to send the final report of the Special Recruitment Drive to this Department urgently and latest by 21st May, 2012 so that the Cabinet be apprised about the outcome at the earliest.

Subject:- Annual Reports regarding Representation of SCs, STs and OBCs.

   The undersigned is directed to refer to this Department OM No. 43011/10/2002-Estt.(Res.) dated 19.12.2003 on the above noted subject, whereby all the Ministries/Departments were requested to provide information about representation of SCs, STs and OBCs as,on 1st January of every year in the prescribed proformae of Reports (Report-I & Report-II). It is found that information under the entry ‘Service’ in Report-II (Copy enclosed) regarding representation of SCs, STs, and OBCs in different grades of various Groups ‘A’ Services is not provided by most of the Ministries/Departments.

   2. It is requested that the entry regarding service of the Employees i.e. Indian Administrative Service (IAS), Indian Telecommunication Service (ITS), Central Secretariat Service (CSS), Indian audit and Accounts Service (IA&AS), Indian Postal
Service (IPS), Indian Revenue Service (IRS), etc. be properly be made in Report-II. An illustrative list of such services is enclosed. At the same time it is to be ensured that the reports duly filled with correct information may only be furnished to Department.

   3. It is further requested that duly filled Report-II about grade wise representation of SCs, STs and OBCs in various Group ‘A’ services under the Central Government as on 1.1.2009, 1.1.2010 and 1.1.2011 may be furnished to this Department at the earliest.
