   ‘The Central Government may, in consultation with the State Government concerned, require a Member of the Service to retire from Service in public interest, after giving such Member at least three month’s previous notice in writing or three month’s pay and allowances in lieu of such notice, -

Subject: Modified Assured Career Progression Scheme for the Central Government Civilian Employees — Clarification regarding grant of benefits of MACPS to officers who have later on inducted into Organized Group A Services.

   In terms of clarification given on point of doubt no. 2 of Annexure of this Department’s O.M. dated 09.09.2010, no benefits under the MACPS would be applicable to Group A officers of Organised Group A Services, as the officer under organized Group ‘A’ Services have already been allowed parity of two years on non-functional basis with the officers of the Indian Administrative Service (IAS). In this regard, this Department is in receipt of a number of references from various Departments in respect of officers who are deprived of the benefits of MACPS due to their induction into the organised Group A Services at a later stage of their service.

   2. The issue has been considered by this Department in consultation with Department of Expenditure. It has been decided to allow grant of financial up-gradations under MACPS with effect from the due date to those officers who are inducted to the Organized Group ‘A’ Services when they are nearing retirement subject to the condition that only at the time of retirement an evaluation of up-gradations/promotions earned by the officer would be made. In case such officers have already attained three financial up gradations under MACP Scheme, they shall not be entitled for NFU to the same grade from a later date.

Subject:- Award of Scholarship to the children of Non-Statutory Departmental Canteen Employees from the Discretionary fund of Director of Canteens — Invitation of applications from Canteen employees for award of 14th batch of scholarship to their children during the academic year 2012-13.

   Applications are invited in the enclosed format (Annexure — 1) from the employees of Non-Statutory Departmental Canteens/Tiffin Rooms for consideration of award of 14th batch of scholarship to their children based on their performance during the academic year 2011-12.

   2. While submitting the applications to this office, the following may please be strictly adhered to:

   (i) Last date of receipt of applications is 31.10.2012. Applications received after this prescribed date will not be entertained.

   (ii) Applications may be got forwarded through Ministries/Departments.

   (iii) The applications must be signed at two places, first by the Head of the Office with seal of the Office where the applicant is deployed and secondly, at the Ministry / Department (independent Department only) by the Head of the Department with seal. The applications having any shortcomings in this regard will not be entertained under any circumstances.

   (iv) Document to be submitted for part - C of the Annexure - I certifying the stage at which student is studying (Standard in school/Year in College)

   (v) The important Notes below part D’ of the application form should also be taken care of and all the important information (No.1 & 2) should be submitted.

   (vi) The conditions at para 4 (a) to (e) laid down in this Department’s Office Memorandum No.20/1/2011-Dir (C), dated 2.9.2011 (relevant extracts enclosed (Annexure — II) will be the criteria for consideration of eligibility for submission of application for scholarship.

   (vii) Applications furnished in the prescribed format will only be entertained.

   (viii) The Canteen employees from the Departments of Telecommunications, Posts etc. which are already having separate Scholarship Schemes are to certify that their children are not already in receipt of scholarship under the scheme of their Department.

   3. It is requested that wide publicity may please be given to this Award Scheme amongst all concerned.

   The undersigned is directed to refer to this Department’s OM of even number dated 20.01.2012 on the subject mentioned above and to say that the cadre units were requested to report any factual inaccuracies to this Department. Common Seniority List of PS grade upto Select List Year 2004 have been updated. Common Seniority List of PS Grade for the Select List Year 2005 has been prepared on the basis of (i) PSs of CSSS appointed against Seniority Quota for the Select List Year 2005 and (ii) PSs of CSSS appointed on the basis of the results of Limited Departmental Competitive Examination 2005 conducted by the UPSC.

   2. Some of the cadre units have forwarded representations which relate to corrections regarding the date of regular appointment, date of birth and order of seniority in the grade of PS. All the representations have been examined and necessary corrections have been carried out.

Subject:- Fixation of ‘range of seniority’ (zone of promotion) for promotion of Stenographers Grade ‘D’ to Personal Assistant(PA) Grade of CSSS for the Select List Year- 2010 - reg.

   Reference is invited to this Department’s O.M. of even number dated 16th February, 2012 and subsequent reminders dated 9th March, 2012 and 16th April, 2012 requesting all the Ministries/Departments to forward the DPC recommendations of regular & eligible Stenographers Grade ‘D’ belonging to UR category upto Select List 1995 and SC & ST category upto Select List 1999 covered within the range of seniority prescribed for promotion to PA Grade of CSSS against the Select List year- 2010.

   2. It has come to the notice of this Department that some of the officers who are covered within the prescribed Zone of Consideration but have superannuated/voluntarily retired/ resigned/ technically resigned, etc. between the period 1.7.2010 to 30.6.2011 and after 1.7.2011 have not been assessed by the DPC so far who could have otherwise been assessed for Select List year- 2010. Further, this Department has also not received DPC recommendations and other relevant information in respect of some of the officers who are currently serving due to various reasons such as non availability of ACRs etc. A list of names of the officers whose DPC recommendations have not been made available to CS-II is given at Annexure-I.

   3. The concerned Ministries/Departments are requested to place their case before the Departmental Promotion Committee to assess her/his fitness or otherwise for promotion to the PA Grade of CSSS and forward the recommendations of the DPC to this Department along with vigilance clearance latest by 30th May, 2012. Discrepancies in the list and names of any other officer who is eligible/covered for promotion to PA Grade but has been left out may also be brought to notice of this Department along with their DPC recommendations /vigilance clearance.

Subect:- Promotion of Section Officers of the CSS to Grade I (Under Secretary) of the CSS on ad-hoc basis.

   The undersigned is directed to say that due to litigations, this Department could not bring Out Select List of Under Secretary beyond 2008. This Department is now in the process of bringing out pending Select Lists, Pending issue of Select Lists, the vacancies in the grade of US are being filled up on ad-hoc basis. A large number of vacancies in the grade of US will arise shortly in view of promotions to the grade of Deputy Secretary. It has now been decided to promote eligible Section Officers to the Under Secretary grade on ad hoc basis in the CSS for a period of one year. The Section Officers of the Select Lists 2003 (upto CSL No.7820 in General and CSL No.8052 in SC/ST) as well as some Section Officers belonging to earlier Select Lists who could not be promoted for one reason or other, may be considered for ad-hoc promotion to the Under Secretary grade against the vacancies arising upto 31.05.2012. Hence, the following information may urgently be sent to the DOPT, latest by 31st May, 2012

   (i) The latest vigilance status and APARs upto 2010-2011 of the Section Officers of 2003 Select List (upto CSL No.7820 in General and CSL No.8052 in SC/ST);

   (ii) If any of the officers is away on deputation, the details of the same may also be intimated together with likely date of return from deputation:

   (iii) Their Personal information in the enclosed proforma-l and

   (iv) Though this Department is centrally maintaining the vacancy position however, to reconcile the exact vacancy position in the Ministry/Department vis-à-vis sanctioned strength in the Under Secretary grade as on 31.05.2012; and vacancies likely to arise in the Under Secretary grade in as 30.06.2012 may be given in Proforma-II.

   2. To fill up a large number of vacancies of Under Secretary grade in Ministries/Departments, the above information may kindly be made available latest by 31st May, 2012. It is also in the interest of the Section Officers concerned whose ACRs are called for to pursue with their cadre authorities where they are working, to communicate the above information to this Department for urgent action in the matter.

Subject:- Annual Reports regarding Representation of SCs, STs and OBCs.

   The undersigned is directed to refer to this Department OM No. 43011/10/2002-Estt.(Res.) dated 19.12.2003 on the above noted subject, whereby all the Ministries/Departments were requested to provide information about representation of SCs, STs and OBCs as,on 1st January of every year in the prescribed proformae of Reports (Report-I & Report-II). It is found that information under the entry ‘Service’ in Report-II (Copy enclosed) regarding representation of SCs, STs, and OBCs in different grades of various Groups ‘A’ Services is not provided by most of the Ministries/Departments.

   2. It is requested that the entry regarding service of the Employees i.e. Indian Administrative Service (IAS), Indian Telecommunication Service (ITS), Central Secretariat Service (CSS), Indian audit and Accounts Service (IA&AS), Indian Postal
Service (IPS), Indian Revenue Service (IRS), etc. be properly be made in Report-II. An illustrative list of such services is enclosed. At the same time it is to be ensured that the reports duly filled with correct information may only be furnished to Department.

   3. It is further requested that duly filled Report-II about grade wise representation of SCs, STs and OBCs in various Group ‘A’ services under the Central Government as on 1.1.2009, 1.1.2010 and 1.1.2011 may be furnished to this Department at the earliest.

Encadrement of posts into Central Secretariat Service/ Central Secretariat Stenographers’ Service/ Central Secretariat Clerical Service - policy reg.

Subject:- Encadrement of posts into Central Secretariat Service/ Central Secretariat Stenographers’ Service/ Central Secretariat Clerical Service - policy reg.

   The undersigned is directed to invite attention to this Department’s OM No.21/7/2007-CS.I (Desk) dated 1.2.2010 (copy enclosed) on the captioned subject wherein it was stated that only the posts in the Ministries/Departments and participating attached and subordinate offices which are created with the approval of either the Cabinet or the Department of Expenditure would be encadred into CSS, CSSS or CSCS, as the case may be.

   2. From the proposals forwarded by the participating Ministries, it has been observed that some Ministries have created posts in the grades where there are already a large number of vacancies. In some cases the tenure of the proposed posts is not long enough by which the recruitment process can be completed to fill up the post. Due to this, there is unavoidable delay in the encadrement and filling up such posts. It has also been observed that on some occasions the Ministries have upgraded or abolished the cadre posts of CSS/CSSS/CSCS without the consent of CS Division to make the matching saving for creating other posts. Such upgradation/abolition of cadre posts by participating Ministries is not in accordance with the relevant Rules as only the Department of Personnel & Training has the authority vested in it for modifying the cadre strength of these services.

   3. The participating Ministries are therefore requested that CS Division may invariably be consulted prior to creation of posts, if encadrement in CSS/CSSS/CSCS is envisaged. Also, no proposal be initiated for upgradation or abolition of cadre post of CSS/CSSS/CSCS without the consent of CS Division. If allocation of posts by DOPT in any grade of the participating Ministry is in addition to its requirement, such posts may be intimated to DOPT which can be allocated to other Ministries. It is also informed that there is no provision in relevant Rules for permanent exclusion of any cadre post from the cadre of CSS/CSSS/CSCS and therefore none of the cadre post can be converted to or filled up by any service other than CSS/CSSS/CSCS.

   4. Ministry of Finance etc. are requested to keep in view the aforesaid instructions while approving the creation of posts. In the sanction order for creation of posts, the mode of filling up the posts i.e by encadrement into CSS/CSSS/CSCS may be clearly specified to enable quick processing of the matter.

Stepping up of pay of PAs of CSSS in case of ACP followed by ad-hoc promotion.

Subject:-  Stepping up of pay of PAs of CSSS in case of ACP followed by ad-hoc promotion.

   The undersigned is directed to refer to this Department’s O.M. of even number dated 25.1.2012 on the subject noted above and to say that the issue has further been examined in consultation with the Department of Expenditure who have conveyed their advice vide I.D. Note No.18/11/2010-Legal (Pt. File)-Vol I dated 10.4.2012 and it has been decided that:-

   “the senior PAs of CSSS who have attained ACP/ad-hoc/regular promotion prior to 1.1.2006 and are drawing less pay than PAs of CSSS who have been granted ACP/ad-hoc/regular promotion after 1.1.2006 (i.e. between 1.1.2006 and 31.8.2008) may be permitted stepping up of pay subject to the fulfilment of the following conditions:

   (i) Both the junior and the senior Government servants should belong to the same cadre and the posts in which they have been promoted/financially upgraded should be identical in the same cadre.

   (ii) The pre-revised scale of pay and the revised grade pay of the lower and higher posts in which they are entitled to draw pay should be identical.

   (iii) The senior Government servants should have been drawing equal or more pay than the junior before receiving ACP/ad-hoc promotion.

   (iv) The stipulations as contained in DOPT’s O.M. No.4/7/92-Estt.(Pay-I) dated 4.11.1993 along with revision of pay scales may be observed while granting such a stepping up of pay.”

   2. The other terms and conditions mentioned in the ibid O.M. dated 25.1.2012 will remain unchanged.

OFFICE MEMORANDUM

Subject:- Lower Division Grade Limited Departmental Competitive Examination for Group ‘C’ Staff 2012.

   The undersigned is directed to refer to this Department’s O.M. of even number dated 18.1.2012 followed by reminders dated 6.2.2012, 17.02.2012 and 30.03.2012 by which all the CSCS cadre units were requested to intimate vacancy position for the above mentioned Examination in the prescribed proforma. Some of the cadre Units have not furnished the vacancy position so far and some have reported vacancies in the earlier proforma.

   2. The concerned Ministries/Departments are again requested to report the vacancies in the revised prescribed proforma (a copy of the revised proforma is enclosed herewith for ready reference) at the earliest without further delay.

CIRCULAR

   The Central Civil Services Cultural and Sports Board is organizing a Summer Coaching Camp for Children/dependents of Central Government Employees in cricket during summer vacations. The details of the proposed coaching camp are as follows:-

(a) Age of Trainees                         : 8 years to 16 years
(b) Duration                                   : 15th May 2012 to 15th June 2012
(c) Timing                                      : (7 A.M. to 10 A.M.)
(d) Charges (cash)                         : Rs. 300/- per head
(e) Venue                                      : Vinay Marg Sports Complex, New Delhi

   2. Application forms may be collected from Vinay Marg Sports Complex, Opposite Nehru Park, New Delhi from 01.05.2012 between 10:00 AM to 12:00 AM onwards and shall be deposited along with the requisite fee at same venue between 10:00 AM to 12:00 AM. Last date of submission of application form along with requisite fee and documents is 11.05.2012.

Subject :- Transfer of Ad-hoc Assistants under Rotation Transfer Policy (RTP) of CSS - reg.

   The undersigned is directed to refer to this Department’s OM of even number dated 14.03.2012 and 03.04.2012 requesting the Cadre Units to furnish a list of ad-hoc Assistants who have completed 16 years or more in the Cadre Unit in any capacity as on 01.01.2012.

   1. A decision has been taken by this Department to implement Rotation Transfer Policy in a systematic manner and it was conveyed to all the Cadre Units vide this Department’s OM No.4/12/2011-CS.I(D) dated 02.03.2012. As per schedule, ad-hoc Assistants who have completed 16 years or more in a particular Ministry/Department, as on 01.01.2012, in any capacity, except those officials who are due for retirement on attaining the age of superannuation within two years, are to be transferred.

   2. All Cadre Units are, therefore, requested to furnish a list of ad-hoc Assistants who have completed 16 years or more in the Cadre Unit in any capacity as on 01.01.2012, except those officials who are due for retirement on attaining the age of superannuation, within two years to this Department. The officials concerned may be requested to indicate their preferences for posting in the enclosed format (Annex.I) and the same may also be furnished to the undersigned by 24.04.2012. It may be noted that seeking preferences of posting should not in any way be construed as a right for claiming preference of posting.

   3. Cadre Units are also requested to furnish a List of ad-hoc Assistants, containing all the relevant information such as name, date of birth, Category, Select List year in the Grade of UDC, date from which working in the Cadre Unit, in any capacity, as per the prescribed proforma (Annex-I)) to the undersigned by 24.04.2012.

Continuation of ad-hoc appointments in PS Grade of CSSS — reg.

Subject :- Continuation of ad-hoc appointments in PS Grade of CSSS — reg.

   The undersigned is directed to refer to this Department’s OM No. 4/2/2011-CS-II dated 8.11.2011 and O.M. of even number dated 29.12.2011 on the subject mentioned above and to say that further continuance of the ad-hoc appointments has been reviewed in this Department. Since availability of regular PS of CSSS through normal modes of recruitment prescribed under the CSSS Rules is likely to take some more time, it has been decided with the approval of the competent authority that the tenure of ad-hoc appointments in the PS Grade of CSSS be extended for a further period upto 30.09.2012 or till regular PS of CSSS become available, whichever is earlier.

   2. Other terms and conditions mentioned in the OM of even number dated 31.05.2006 will remain unchanged.

Subject:- Grant of Compensatory leave on l6th April, 2012 in connection with Election Duty.

   The undersigned is directed to say that a request has been received from the State Election Commissioner, Delhi for grant of one day compensatory leave on Monday 16th April, 2012 to all the Government of India staff Including staff of autonomous bodies who are deployed for election duty on 14th and 15th April, 2012

   2. Necessary instructions already exist for grant of compensatory leave for performance of official duty during Saturday/Sunday/holidays under Note below Rule 22 of CCS(Leave) Rules, 1972.

   3. All Ministries/Departments are requested that compensatory leave may accordingly be allowed for 16th April, 2012, subject to exigencies of work to the staff deployed for Election duty on 14th and 15th April, 2012.
