Sub:-PNM/AIRF item No.2/2011-regarding grant of MACPS to Goods Guards category.

   The undersigned is directed to refer to the minutes of AIRF separate meeting held on  13-02-2012 against item No.02/2011 on the above subject and to state that the matter was again examined in consultation with DoP&T, the nodal department of Govt. on MACPS, DoP&T have further clarified that every financial upgradation including non-functional upgradation granted to an employee has been treated as one upgradation and is to be offset against one financial upgradation under MACPS. Accordingly, the grade pay of 4200 allowed to Raiways Goods Guards (to the extent of 27% of sanctioned strength) on non-functional basis with the designation as Sr. Goods Guard would be
reckoned as one upgradation for the purpose of MACPS.

   In view of the above position as clarified by DoP&T the demand raised by the Raliway Federation may not be acceded to.

OFFICE MEMORANDUM

Subject:- Incentive scheme for delivery of letters carrying Aadhar number of the residents.

   Department of Posts (DoP) has signed a Memorandum of Understanding (MoU) with Unique Identification Authority of India (UIDAI) on 30 April, 2010 wherein the DoP agreed to offer postal and mail services to UIDAI on the various terms and conditions laid down in the MoU.

   2. The Standard Operating Procedure for Printing, Booking, Transmission & Delivery of letters carrying Aadhar number of the residents has already been circulated to all concerned vide BD&M Directorate letter no. 51-58/2010-BD&MD dated
06.06.2011.

   3. It has now been allowed to give incentive to the postmen @ Re 0.50 per letter which are delivered in a timely manner i.e. within 14 days from the date of booking in case of Departmental Delivery Offices & within 17 days from the date of booking in case of Branch Post offices OR within 7 days from the first attempt of delivery whichever is later subject to the condition that the delivery information in respect of all such articles be uploaded on Speed Net.

   4. Before the payment of incentive to any postmen, the sanctioning authority shall satisfy himself that the concerned postman had been prompt in delivery of letters for which the incentive is being paid and there was no un-necessary delay at the part of postmen in delivering such letters.

   5. The terms & conditions as in the case of normal Speed Post articles would be applicable.

How to calculate the annual increment for Central Government employees as per 6th CPC..?

   The logic is very simple, but everyone should know about the procedure of calculation.

We explain with some illustrations…..

   The increment is an increase in pay for each year in a particular date. As per 6th CPC the annual increment has been granted on 1st July of every year and the qualifying period for earning an increment is six months on 1st July. One increment is equal to 3% (three per cent)  of the sum of the pay in the pay band and the grade pay will be computed and rounded off to the next multiple of ten.

   As per the Rule No.13 of CCS(Revised Pay) Rules 2008, “In the case of calculation of increments under the revised pay structure, paise should be ignored, but any amount of a rupee or more should be rounded off to next multiple of 10. To illustrate, if the amount of increment comes to Rs.1900.70 paise, then the amount will be rounded off to Rs.1900; if the amount of increment works out to be Rs.1901, then it will be rounded off to Rs.1910.”

   And finally the increment amount will be added to the existing pay in the pay band.

For example :


   An employee’s pay in the pay band is Rs.10,230 and his grade pay Rs.2800, his basic pay = 10,230 + 2,800 = 13,030.

His increment will be calculated as follows…..
 
   13,030 x 3% = 390.90  after rounded off to(Rs.10) ten, it will be 390 only.

   Whereas, the another employee’s pay in the pay band is Rs.10,240 and his grade pay Rs.2800, his basic pay = 10,240 + 2,800 = 13,040 .

His increment will be calculated as follows…..
 
   13,040 x 3% = 391.20  then it will be rounded off to Rs.400.
