Highlights of the 5th meeting of the National Anomaly Committee.


   5th meeting of the National Anomaly Committee was held on 17th July under the chairmanship of  Secretary, DoP&T.

   At the outset Com. Umraomal Purohit, Secretary, Staff Side, National Council(JCM), raised the following points:-

   He explained the background of setting-up of JCM Scheme and emphasized that the scheme has been effective to resolve the disputes between the Central Government employees and Government of India. But of late, the scheme is not been administered properly causing frustration among the Central Government employees.

   He reminded the Secretary, DoP&T that since he is the custodian of the scheme, it would be appropriate for him to see that the scheme functions both at the National and Departmental levels in its letter and spirit. 

   He said that the meeting of the Ordinary Meeting of the National Council, JCM(full-fledged meeting) was held on 15.05.2010 and after that no meeting has been held. He mentioned that, as per JCM Constitution, minimum 3 meetings should be organized after every 4 months.

Subject: Central Government Employees Group Insurance Scheme, 1980- Accounting Procedure-reg.

   Attention is invited to this Office O.M.No.S.11013/2/81/TA/2907 dated 22nd September, 1981. and followed by amendments issued vide O.Ms. dated 1.3.82, 22.9.82, 27.9.84 and 26.12.85 on the subject cited above.

   2. The work assigned to this Office relating to management of CGEGIS-1980 as prescribed in the CGEGIS Accounting Procedure circulated in our O.M. dated 22.9.1981 has been transferred to Pr.A0, Ministry of Finance. Consequently, the following amendments are made to the Accounting Procedure therein so that all future requirement for the management of information relating to this scheme can be provided by the line Ministries/Departments to the O/0Pr.AO, Ministry of Finance:-

Nomination of Personal Assistants/Private Secretaries (Adhoc) for appointment to the Grade of Private Secretary of CSSS for the Select List Year 2010 (Part) on regular basis under the Zoning Scheme for Seniority Quota (SQ).

Subject:- Nomination    of Personal Assistants/Private Secretaries (Adhoc) for appointment to the Grade of Private Secretary of CSSS for the Select List Year 2010 (Part) on regular basis under the Zoning Scheme for Seniority Quota (SQ).

   The undersigned is directed to refer to this Department's O.M. of even number dated 17.2.2012 prescribing the range of seniority for promotion from Personal Assistants to Private Secretary Grade of CSSS for the Select List Year 2010 and to say that on the basis of information furnished by the cadre units, it has been decided to nominate the Personal Assistants/Private Secretaries(Adhoc) whose names appear in the Annexure to this O.M. for appointment/promotion to the PS Grade of CSSS on regular basis under the Zoning Scheme on their inclusion in the Select List Year 2010 (Part) (SQ).
