Pension – Contributory Pension Scheme - Maintenance of Accounts - Revised orders - Issued.

Read the following:-

 ORDER:
In the Government Order first read above, a new Contributory Pension Scheme based on defined contribution has been introduced for all employees who are recruited on or after 01.04.2003. In the Government Order second read above, Government inter-alia ordered that the Accountant General will maintain the accounts for the Contributory Pension Scheme as in the case of General Provident Fund and the Index Number to the employees who join the Contributory Pension Scheme will be allotted by the Accountant General on receipt of application from the Head of Department / Heads of Offices in the prescribed form.

  2. Subsequently, in the Government Order third read above the work of assigning Index Numbers and maintaining Contributory Pension Scheme in respect of the following employees were entrusted to the Government Data Centre.

1) Teachers of Panchayat Union schools.
2) Teachers of Aided school / Institutions.
3) Non teaching staff of Panchayat Union schools.
4) Municipal Corporation and Municipal employees
5) Non provincialised employees of Town Panchayats.
6) Non provincialised employees of Panchayat Unions.
 
3. The progress of the work relating to the maintenance of the accounts in respect of Contributory Pension Scheme of Government employees and Teachers of Aided Educational Institutions were reviewed by Government in consultation with the Accountant General and Commissioner, Government Data Centre and the following decisions were taken thereon.
 
i) The Contributory Pension Scheme schedules relating to 2013-2014 have to be handed over to the Government Data Centre as the posting of Contributory Pension Scheme credit schedules for the year 2013-2014 will be made by Government Data Centre.

ii) The applications for admission and allotment of Index number to Contributory Pension Scheme subscribers received up to 31st December 2013 will be processed by Accountant General’s office and applications received after the cutoff date may be returned to the departments.

iii) The Contributory Pension Scheme accounts for the year 2012-2013 will be completed by the end of January 2014 and the existing data transferred to Government Data Centre.

iv) The missing credit papers and other correspondence relating to Contributory Pension Scheme will be handled by Government Data Centre.
 
4. In the reference sixth read above instructions have been issued to the Accountant General for handing over the Contributory Pension Scheme schedules relating to the year 2013-2014 to Government Data Centre with immediate effect.
 
5. The Accountant General in the reference seventh read above has requested to issue specific Government orders regarding the following decisions to ensure smooth handing over of Contributory Pension Scheme functions to the Commissioner, Government Data Centre.
 
i) The cutoff date for correspondence with Accountant General may be fixed as 31st December 2013 as the adjustments based on the correspondence received has to be closed before the closure of the accounts for 2012-2013. The applications for admission and allotment of Index number to the Contributory Pension Scheme subscribers received up to 31st December 2013 may be processed by the Principal Accountant General and applications received after the cutoff date may be returned to the departments for onward transmission to Government Data Centre.

ii) On closure of Contributory Pension Scheme accounts for the year 2012-2013, the Principal Accountant General may transfer the existing data to Government Data Centre.

iii) The missing credit papers and other correspondence received up to 31st December 2013 may be processed by the Principal Accountant General and papers received after the cutoff date may be returned to departments for forwarding the same to Government Data Centre.

6. The Government has carefully examined the proposal of the Accountant General (A&E) following the decision arrived in the review meeting on the Contributory Pension Scheme and decided to accept the same. Accordingly, in partial modification of the orders issued in Government Order second read above the following revised orders are issued:-
 
(i) The cutoff date for correspondence in respect of Contributory Pension Scheme with Accountant General (A&E) shall be fixed as 31st December 2013 as the adjustments based on the correspondence received has to be closed before the closure of the accounts for 2012-2013. The applications for admission and allotment of Index number to the Contributory Pension Scheme subscribers received upto 31st December 2013 shall be processed by the Principal Accountant General and applications received after the cutoff date shall be returned to the departments for onward transmission to Government Data Centre.

(ii) On closure of Contributory Pension Scheme accounts for the year 2012-2013, the Principal Accountant General shall transfer all the existing data to Government Data Centre.

(iii) The missing credit papers and other correspondence received upto 31st December 2013 shall be processed by the Principal Accountant General and papers received after the cutoff date shall be returned to the departments for forwarding the same to Government Data Centre.
 
7. The Commissioner, Government Data Centre is instructed to take over all the Contributory Pension Scheme schedules for the year 2013-2014 maintained by Accountant General and to complete the Contributory Pension Scheme Data entry for the year 2013-2014 before the end of March 2014 by outsourcing the required personnel.

8. All Head of Departments shall submit the Contributory Pension Scheme applications for admission and allotment of Index Nos. to the Commissioner of Treasuries and Accounts with effect from 1.1.2014 in the National Security Depository Limited (NSDL) format so as to enable to transfer the same to the Online data. A separate Cell shall be formed by Commissioner of Treasuries and Accounts for the Contributory Pension Scheme Management which will be located in the Government Data Centre premises and function under the administrative control of the Commissioner of Treasuries and Accounts.
 
9. All the Heads of Departments / Heads of Offices are requested to follow the above guidelines scrupulously.
