ORDER:
While moving the Demand No.31, relating to Information Technology for the year 2012-2013, the following announcement was made in the Tamil Nadu Legislative Assembly, among other things:-
2. In this regard, the Chief Executive Officer, Tamil Nadu e-Goverance Agency was requested to send a proposal for implementation of the e-Learning Content for Government Employees and he has forwarded the proposal. The salient features of the proposal on "e-Learning Content”are:
The necessity of the project arises out of the following
- Multiple large scale e-Governance programs are being rolled out in the State and more training sessions need to be conducted in parallel.
- Employees participate in various training programs. Their learning becomes ineffective unless it is utilized in their day to day work. e-Learning makes this possible by making the training content available online which can be accessed anytime and any number of times.
- Hands-on-training is very critical for any software application training. The e-Learning system shall provide a Simulation of the actual application along with the Step by Step instructions to perform a particular activity. This can even be used by the user a quick reference on job.
- No centralized repository for the training manuals, presentations etc. e-Learning system will act as centralized repository of all the training content, including PowerPoint presentations, video content, help manuals and Quick reference guides.
- Non availability of a system to track the skill development activities taken up by the employees. e-Learning system also provides a centralized tracking system of the courses taken up by various users. This will help the Government/Departments to plan their Capacity Building initiatives.
