OFFICE MEMORANDUM

Subject:- Regarding grant of Pension Allowance @ 5% to the H.P. Govt. pensioners between the age group of 65 years to 80 years.

   The undersigned is directed to refer to the subject cited above and to say that matter with regard to grant of Pension Allowance to the State Government pensioners who have completed 65 years of age but less than 80 years as a welfare measure was under consideration of the Government.

   Now, after careful consideration of the matter, the Governor, Himachal Pradesh is pleased to order that Pension Allowance @ 5% of the Basic Pension will he given to the State Government pensioners after completion of 65 years of age till they complete the age of 80 years. The Pension Allowance shall be admissible w.e.f. 1.10.2012. The Pension Allowance being an allowance shall not form the part of the basic pension for the purpose of grant of dearness relief meaning thereby, no dearness relief will be admissible on Pension Allowance.

   The Pension Allowance @ 5% shall not be admissible to the pensioners who have attained the age of 80 years and above, as they are already getting additional pension on their basic pension, in accordance with instructions contained in Finance Department O.M. No. Fin (Pen)A(3)-l/09-Part-I and Part-II dated 14.10.2009.

   The Pension Sanctioning Authorities should ensure that the date of birth and the age of pensioner is invariably indicated in the Pension Payment Order (PPO) to facilitate payment of pension allowance by the Pension Disbursing Authority.

   The Pension Allowance on attaining the age of 65 years and above but less than 80 years would be admissible from the 1st day of the month in which his date of birth falls. For example, if a pensioner completes age of 65 years in the month of October, 2012, he/she will be entitled to Pension Allowance w.e.f 1.10.2012. Those pensioners whose date of birth is 1st October will also be entitled to additional pension w.e.f. 1.10.2012 on attaining the age of 65 years and above.

   The amount of Pension Allowance will be shown distinctly in the Pension Payment Order (PPO). For example, in case where a pensioner is more than 65 years of age and his basic pension is Rs. 10,000 per month, the pension will be shown as (i) Basic Pension=Rs.l0,000 and (ii) Pension Allowance = Rs.500.

   The Pension Allowance @ 5% shall also be admissible to the All India Services pensioners (AIS officers) of Himachal Pradesh Cadre and H.P. Govt. family pensioners in the age group of 65 years to 80 years.
