Traffic and Commercial departments against 10% quota with 50% seniority and against 40% quota on bottom seniority from 45 years to 40 years. It was also decided that the matter will be revieved after 06 months.

Sub: Appointment of STBS (Station Ticket Booking Sewaks) at ‘E’ category Stations.

   At present at ‘E’ Category stations, Booking Clerks have not been posted at most of the stations and ticket activities are performed by Station Masters (SMs) / Assistant Station Masters (ASMs) who are also performing operational duties. With a view to facilitate Station Managers/ Assistant Station Managers to concentrate better on train operations and also to facilitate passengers to get tickets it has been decided to appoint Station Ticket Booking Sewaks (STBS) at ‘ E’ Category stations as a pilot project for one year only at those stations where power and connectivity are available. Detailed features of the scheme are enclosed.

Subject : Payment of Productivity Linked Bonus to all eligible non-gazetted Railway employees for the financial year 2012-2013.

   The President is pleased to sanction Productivity Linked Bonus (PLB) equivalent to 78 (Seventy Eight) days wages without any ceiling on wages for eligibility for the financial year 2012-13 to all eligible non-gazetted Railway employees (excluding all RPF/RPSF personnel). Where wages  exceed Rs. 3500/- per month, Productivity Linked Bonus will be calculated as if 'wages' are Rs. 3500/- p.m.

The Cabinet Approved 78 days Productivity Linked Bonus for Railway Employees.

   The Union Cabinet today approved the proposal of the Ministry of Railways for payment of Productivity Linked Bonus (PLB) equivalent to 78 days wages for the financial year 2012-13 for all eligible non-gazetted railway employees.

   PLB equivalent to 78 days wages will be paid as a special case considering the good financial performances which is expected to motivate employees. The Gross Traffic Receipt (GTR) during 2012-13 is Rs. 1.24 lakh crore showing an increase of 18.85 per cent against GTR of Rs. 1.04 crore during 2011-12. This increase of GTR was 10.13 per cent during 2011-12 as against 2010-11 and 8.71 per cent during 2010-11 as against 2009-10.

   The financial implication is estimated to be Rs. 1043.43 crore. The wage calculation ceiling prescribed for payment of PLB to eligible non-gazetted railway employees is Rs. 3500/- per month. The payment of PLB to eligible railway employees is made each year before the Dusshera / Puja holidays. About 12.37 lakh non-gazetted railway employees all over the country are likely to benefit.

Railways likely to declare 78-day bonus

   Despite financial constraint, Railways is likely to announce 78-day wages as bonus, same as last year, for its employees for 2012-13.

   "The proposal for declaring 78-day productivity-linked bonus for railway employees is being finalised with railway unions and it will go to the Cabinet for a final decision," a senior Railway Ministry official said.

   Productivity-linked bonus is paid to railway employees each year before the Dussehra festival.

   Over 12.60 lakh non-gazetted railway employees will benefit from the Cabinet decision on the bonus.

   "We have demanded more than 78-day bonus for this year as Railways had given the 78-day bonus to its employees last year also. But, Railway proposed 73 day bonus citing financial difficulty," an office-bearer of the National Federation of Indian Railwaymen told PTI.

Ministry of Railways Decides to Introduce Tatkal Scheme in Passenger Trains.

   The Tatkal scheme was initially introduced in 1997 with a view to provide reservation to those passengers who have to undertake journey at short notice and to save such passengers from the clutches of unscrupulous elements/touts. At present, this scheme is available in almost all Mail/Express trains and in all reserved classes except First Class and First AC Class.

   Ministry of Railways has now decided to introduce Tatkal scheme in reserved classes of passenger trains also. The Tatkal scheme in the passenger trains will be available in the reserved classes (2nd AC, 3rd AC, 3rd AC Economy, Chair Class, Sleeper Class and 2nd reserved sitting). For this purpose, Zonal Railways will identify the passenger trains and earmark Tatkal accommodation in that train/class in which average utilization during the previous financial year has been more than 60%.

   The Railway Board are aware that due to the continued initiatives of both the Federations involving all categories of employees, the efficiency of the Indian Railways has been improving from year to year. It is worth-mentioning that over three decades, not a single man day was lost and this has been possible due to the matured approach on the part of the two major railwaymen’s Federations.

Centre for Railway Information Systems Launches New Enhanced Interface for Train Enquiry.

   Centre for Railway Information Systems (CRIS), the IT wing of Indian Railways, has developed an enhanced new interface for the www.trainenquiry.comfor dissemination of information to public. National Train Enquiry System (NTES) developed by CRIS is the backend system which collects information about train running on near real time basis and disseminates information through various interfaces like nationwide unique number 139, Website (www.trainenquiry.com), face to face enquiry, mobile interfaces etc. The new interface is accessible through www.trainenquiry.com or www.enquiry.indianrail.gov.in.

   The new interface for the website was made public for past one week as field trial to get users’ feedback. The new interface, which offers quick and easy access to essential information for passengers, has been largely appreciated for its speed, simple interface and richness of information and smooth user experience. This new interface has been launched with effect from 6th September 2013.

Sub : Introduction of Mechatronics Trade at DLW, Varanasi.

   DLW vide their letter No.CME/Plant/Mechatronics Trade dated 02/06/2011, have proposed introduction of "Mechatronics” trade in the Technician category. The matter has been considered by Board and it has been decided that a separate cadre of “Mechatronics” trade be created by transferring the existing vacancies of Direct Recruitment quota which is normally 25% of the total vacancies of Technicians in the trades of Mechanical Fitter, Electrician and Motor Mechanics trades in Maintenance Department of DLW. DLW should also ensure that under no circumstances, higher grade posts are transferred and in no case the promotional prospects of the existing staff should be jeopardized.

   In a Court case bearing O.A.No.1239/2005 filed by Shri K.S.Patnaik and 78 other Railway school teachers before Central Administrative Tribunal, Kolkata Bench, Kolkata, regarding vacations / holidays admissible to Railway teachers, the Hon’ble Tribunal has observed

   “Leave entitlements and holidays for all teachers in the Railways irrespective of the Zone/State has to be same. This total number should have no relationship with the State in which they are located.

In para 2 of the letter ibid it was indicated that instructions regarding norms/procedure for future promotion in the Unified Cadre of Track Maintainers will be issued by the Establishment Directorate separately.
